Senior Technical Advisor GJLOS Reform Programme Job: Ministry of Justice, National Cohesion and Constitutional Affairs (MoJNCCA)


The Ministry of Justice, National Cohesion and Constitutional Affairs (MoJNCCA) - with support from GTZ - seeks to recruit a Senior Technical Advisor to support the re-design of the Governance, Justice, Law and Order Sector (GJLOS) Reform Programme and to coordinate related assignments to be finalised by latest 31 July 2011.

The non-renewable contract (duty station: Nairobi/ Kenya) is a full time engagement and is for a maximum duration of up to 12 months.

The GJLOS Reform Programme is a Government of Kenya led initiative - coordinated through MoJNCCA - that has been implemented since the year 2004, through a sector-wide, cross-institutional approach.

It has engaged the participation of over 30 Ministerial Departmental Agencies and Non-State Actors while drawing support from International Development Partners. GJLOS reforms have so far been pursued through a Medium Term Strategy framework which expired in September 2009.

To keep GJLOS institutions together and to maintain reform momentum, a short-term Bridging and Coordination Mechanism (BCM) is under implementation. This BCM prioritizes Agenda-4 reforms as well as activities related to designing of the next GJLOS phase.

During the implementation period of the Medium Term Strategy, various reviews and evaluations were carried out from which the Programme's achievements, failures, shortcomings and challenges are thoroughly documented.

These findings and lessons learnt will be critical in the process of designing the next phase whose implementation is expected to start at the beginning of Financial Year 2011/12.

Scope of Work
  • Main focus is to technically support the design of a 5-year sector wide programme including a result-based monitoring framework for the period 2011-2016
  • Offer high level / strategic support on the re-design process regarding required assignments like finalization of sector policy framework paper, baseline surveys, and capacity assessments for which additional experts will be hired
Technical Knowledge and Skills
  • An advanced degree in Project Management, Public Policy, Political Science, Development Studies, Law, or any other related field
  • Demonstrable qualities in technical advisory work, analytical skills and report writing, with at least 10 years high-level experience relevant to Public Sector Reform and Project Management
  • High-level experience in designing national, sectoral and / or institutional strategies as well as in the establishment of result-based monitoring frameworks (preferably in the governance sector)
  • Experience in multi-stakeholder coordination and dialogues, especially high level engagement with government institutions, development partners and non-state actors
  • Local and / or international experience in similar assignments

East Africa Dairy Development (EADD) Project is a dairy industry development program funded by Bill and Melinda Gate Foundation and is being implemented by Heifer International in partnership with International Livestock Research Institute (ILRI), Techno Serve, ICRAF and ABS-TCM.

The program long term goal is to assist thousands of small-holder farmers in Kenya, Uganda and Rwanda to lift themselves out of poverty and hunger by increasing the productivity and profitability of their farms. EADD is seeking to fill the vacancies of:

1. Regional Compliance Manager

The Regional Compliance Manager will report to the Regional Director and be accountable to the Regional Advisory Committee (RAC) management team. The CM will work together with senior management team to plan, implement and monitor programs and support functions in order to ensure an efficient internal control system within EADD Regional, Country offices in Kenya, Rwanda and Uganda and EADD partner operations.

The position holder will also support the Regional office in ensuring that financial information reported to the donor, head office, local government and other stakeholders is accurate and that systems are in compliance, work in liaison with the Finance team to build capacity of staff and ensure all units are managing risk appropriately.

Qualifications
  • Bachelor degree in Accounting or Business Administration, Certified Public Accountant CPA (K) qualification, with 5 years of relevant experience.
  • MBA would be an added advantage.
  • High level proficiency in latest Microsoft windows including Ms Word, Excel, Power Point and Accounting packages.
  • Prior experience in audit with International organization.
  • Demonstrated knowledge of Auditing Standards (GAAS). Extensive knowledge about donor rules and regulations, ability to work in a multidisciplinary culture.
  • Analytical, ability to multitask and give attention to details.
2. Regional Gender and Youth Coordinator

The position holder will report directly to the Regional Director. The Regional Gender and Youth Coordinator will work together with Country teams to plan, budget, implement and monitor “out-of-the-box” Youth and Women targeted enterprise programs. The office holder will strive to ensure that project activities, outputs, impacts, outcomes and incomes are equitably distributed to benefit women and youth.

Qualifications
  • A post graduate degree in Gender and Development, Anthropology, Rural Development, Sociology, Agricultural Sciences, Agri-business or related discipline.
  • At least 5 years of hands-on experience in gender, agriculture and rural development, including demonstrated expertise in economic empowerment of disadvantaged communities; gender research and analysis; development, promotion and rollout of gender-linked products/services.
  • Previous experience working with microfinance, agri-business development, and community enterprise development will be an added advantage.
  • The candidate must be a team player and have proven ability to work collaboratively with diverse group of people.

THE POSITION 

The Reproductive Health Officer is under supervision of the Center in Charge. He/she is expected to adhere to the code of ethics published by National VCT guidelines in the performance of his/her duties.
Regarding his/her competence and profession as a nurse, the Officer is charged with the duty of designing, planning and implementing reproductive health services at a youth centre level in accordance to Ministry of Public Health and Sanitation. 
He/ she is responsible for 

        1. Ensuring proper implementation of reproductive Health services at Chanuka by
  • Co-ordinating the reproductive health service delivery to youths and general population within the centre.
  • Providing HIV counseling and testing services in the center and mobile VCT.
  • Mobilizing and promoting Reproductive Health Information services provided at center, in schools and through other community based groups.
  • Facilitating youth recreational activities at the center and infuse reproductive health activities within other departments/activities of the centre.
  • Reinforcing the referral system of the clients between the center  and other service providers
  • Providing capacity building to the community volunteers and to CBOs involved in the project implementation to enhance progressive phasing out of Handicap International in realisation of project activities.
  • Participating as a key member to the implementation of the overall project, as well as the definition of future strategy for the programme.

The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) was established by the Southeast Asian Ministers of Education Organization (SEAMEO) in 1966 primarily "to provide to the participating countries high quality graduate study in agriculture; promote, undertake, and coordinate research programs related to the needs and problems of the Southeast Asian region; and disseminate the findings of agricultural research and experimentation."  The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) invites applications for its graduate scholarship (MS and PhD) in agriculture and related fields (including biological sciences, social sciences, economics and statistics, forestry and fisheries, environmental sciences, agro-industrial technology and engineering, biochemistry, and development management).

PhD Research Scholarship

Launched in November 2005, the SEARCA PhD Research Scholarship provides financial support to a limited number of qualified PhD students whose researches are relevant to the priority thrusts of SEARCA.


This scholarship program aims to:

  1. Provide PhD students the opportunity to use the resources and facilities available at SEARCA and its network of universities for their research;

  2. Produce quality research papers for publication; and

  3. Enable them to work with SEARCA's R&D personnel on mutually identified areas of concerns/interests in agriculture and rural development.

Any graduate student who is a citizen of any SEAMEO member country and pursuing a PhD in agriculture or related sciences from any university in the world is eligible to apply for the scholarship.
The applicant must have already completed his/her course work with an approved dissertation proposal and is ready to conduct the dissertation research.The applicant’s research must focus on any of SEARCA’s priority thrusts under the broad themes of natural resource management and promotion of agricultural competitiveness.
Application Requirements

  • Filled out Application Form (see below);

  • Letter of application for the research scholarship;

  • Recommendation letter from the Dean of Graduate School of the university where the student is pursuing his/her degree program;

  • Dissertation research outline/proposal approved by the Advisory Committee and Dean of Graduate School;

  • Budgetary requirement for the entire research duly attested and recommended by the major adviser and Dean of Graduate School;

  • Certified transcript of academic records for all courses taken at the PhD level;

  • Curriculum vitae;

  • Letter from the student certifying that he/she is not receiving any other research grant from any other institution. If partial funding has been obtained from other sources, a certification from the funding agency indicating the amount of grant and the items in the research that are covered by the grant; and

  • Research timetable indicating the activities involved in the research, the expected date of defense and expected date of seminar paper presentation.

MS/PhD Scholarships
Its people are Southeast Asia’s most potent force for progress. Hence, agricultural human resource development has been SEARCA’s primary goal since its establishment. SEARCA is one of the "centers of excellence" established by SEAMEO. As such, SEARCA assists SEAMEO member countries in producing highly trained human resources in agriculture and related sciences to accelerate agricultural and rural development in Southeast Asia.

Two of SEARCA's activities that carry out this mandate are the Graduate Study Program and the University Consortium. Both activities are handled by the Graduate Scholarship Department (GSD).
This degree scholarship was initiated in academic year 1968-69 and aims to ensure the relevance and responsiveness of Southeast Asia's agricultural scientists and professionals to global sustainable development issues.

The program provides support for advanced studies leading to the MS and PhD degrees in agriculture, forestry, and related fields. Thus, SEARCA aims to prepare grantees for positions of leadership in developing economies of SEAMEO member countries.

Benefits and Privileges
The SEARCA scholarship offers the following benefits and privileges:
Financial Support covers stipend, tuition, international and domestic travel allowances, thesis/dissertation support, book allowance, and health insurance. The domestic travel allowance is sometimes allowed to support registration fees in training courses/seminars/workshops.

Discounted Accommodation. Scholars are encouraged to stay at the SEARCA Residence Hotel (SRH) to meet other graduate students of different nationalities. Scholars who bring their families with them can stay in SEARCA apartments, also at subsidized rental fee.

Assistance with Student Visa Processing. The Center takes care of processing the extension of its scholars' student visas for the duration of their scholarship.

Computer Purchase Loan. This is given to scholars without interest and payable to the Center in a specified number of months through automatic stipend deduction.

In-house and Other Training Courses or Seminars. Scholars may avail of these training courses upon request, especially in fields related to their studies. Official functions like the weekly SEARCA Agriculture and Development Seminar Series are also open to them. They are, therefore, exposed to exchange of ideas outside their classrooms.

Use of SEARCA Facilities. Facilities open to SEARCA scholars are the Center’s Library and Email Room. Scholars studying at UPLB are given free SEARCA e-mail accounts and e-mail access.

Participation in Sociocultural Activities. SEARCA scholars are introduced to the SEARCA family through orientation/welcome party. Being part of the SEARCA family, they are invited to the Center's summer outing, sportsfest, anniversary celebration, and Christmas parties.

Counseling. Scholars who are experiencing academic difficulties and those with personal problems may seek guidance from the Graduate Scholarship Department.

Places of Study
Any of the following universities, as well as those that have institutional arrangements with SEARCA, may serve as study posts of SEARCA MS and PhD scholars:
Five of these universities are members of the Southeast Asian University Consortium for Graduate Education in Agriculture and Natural Resources. SEARCA serves as the Secretariat of the University Consortium.
SEARCA reserves the right to make the final decision on the choice of ten scholars' study post. Therefore, applicants are required to submit to SEARCA applications for admission to the Graduate Schools of three universities in the list.

Application Procedure
Any interested national of a SEAMEO member country may apply for scholarship. Applications may be submitted to any one of the following Ministries of his/her own country:

  • Ministy of Education

  • Ministry of Agriculture

  • Ministry of Rural Development
Application forms and information brochures on the universities that may serve as study posts of SEARCA scholars are available at these Ministries.
Each applicant is required to submit the following documents:

  • SEARCA Scholarship Application Form (2 copies);

  • Application forms for admission to the Graduate School of the universities where the applicant may pursue graduate studies under SEARCA scholarship;

  • Official transcript of academic records of each degree completed (BS transcript for MS applicants and BS and MS transcripts for PhD applicants);

  • Certification of employment;

  • A two-page write-up on agricultural competitiveness or natural resource management;

  • A brief description of the research that the applicant plans to conduct for thesis/dissertation. The research topic must be in line with the priority thrusts of SEARCA. (SEARCA Five-Year Plan may be viewed at http://www.searca.org/web/e_library/reports/SEARCA%208th%20Five-Year%20Plan.pdf);

  • Two copies of passport-size pictures of the applicant;

  • Certification from a medical doctor that the applicant is in good physical and mental health condition and is fit to undertake graduate studies;

  • Results of Test of English as a Foreign Language (TOEFL): score of 550 for paper-based and 213 for computer-based) or IELTS results (6.0). Applications are invited from suitably qualified candidates for the post of Senior Climate Change Expert.
Context of the position available
Climate change and the strain on natural resources due to population growth and environmental degradation are
intensifying poverty and vulnerability of many people in sub-Saharan Africa.
Accordingly it is important that efforts to intensify adaptive capacity for harnessing the environment sustainably within broader development contexts commence now. Building capacity requires foundational interventions to support development and implementation of necessary climate change adaptation measures.
Moreover Climate Change adaptive capacity and strategies require institutional frameworks characterized by interventions that are fast, scaled, focused, and integrated across sectoral divides. These adaptation interventions must enable people to define appropriate technical adaptive measures, build adaptive capacity, and support policy creation and adoption.
These measures should also work together with sustainable development policies to influence social, economic and environmental outcomes in communities. Ultimately, understanding the appropriate response to climate change — informed by solid background of knowledge — will allow for better early warning systems, which are generally lacking in the most of SubSaharan Africa.
The Rockefeller Foundation through its Regional Head Quarters in Nairobi Kenya in collaboration with Makerere University is implementing a project to strengthen capacity building and research and development activities on climate change adaptation.
As part of the capacity building efforts of this project a position of a Senior Climate Change expert is available at Makerere University for a period of 2 years.
The Senior Climate Change Expert will be a visiting professor at Makerere University. She/He will support curriculum review, teaching, research, coordination and implementation of the project entitled “Strengthening East African Resilience and Climate Change adaptation capacity through training, research and policy interventions”.
The expert will also backstop the successful implementation of a competitive grants scheme for research activities to be implemented by the project, facilitate global and regional Partnership and networking, sharing and managing information and resource mobilization. The expert will be based at the Faculty of Agriculture, Makerere University in Kampala, Uganda.
Duties and Responsibilities
Under the supervision of the Project Management Team and Advisory Panel, the Senior Climate Change Expert will
have the following responsibilities:
1. Strategy development:
  • Help create strategy for climate change adaptation and agriculture at Makerere University specifically outlining areas of focus for training and research.
  • Help create strategy for joint policy development with NARO, regional community of practice, and other organisations and associations.
  • Help determine communications strategy for sharing policy briefs, memos, etc.
2. Backstop of climate change adaptation activities:
  • Facilitate curricular review process including stake-holder demand articulation process and identification of topic areas within adaptation to be covered. Provide input into content of curriculum and teaching materials.
  • Help to establish an East African community of practice focused on agriculture climate change adaptation through review of current networks and contributions to knowledge-sharing efforts.
  • Give input into policy memos and briefs developed by researchers, scientists and regional community of practice.
3. Fundraising for climate change activities:
  • Identify potential funding sources for climate change adaptation research.
  • Fundraise on behalf of Faculty of Agriculture for climate change adaptation initiatives at Makerere.
4. Capacity development at Makerere University:
  • Develop capacity of researchers and lecturers to write successful grant applications, i.e., provide feedback on proposal submissions.
  • Transfer climate change knowledge by advising postgraduate research, advising researchers on project design, methodology, etc., and presenting at workshops and seminars at Makerere University.
  • Develop capacity of researchers and lecturers to communicate and engage with policy makers, i.e., provide training, help to host policy workshops
Required Qualifications and Experience.
  • Holder of Ph.D in Climate Change Science.
  • Climate science expertise, (climate change adaptation expertise with leadership in research and technology development).
  • Demonstrated professional growth through, publications on climate change in internationally recognised journals and leadership of research teams on relevant climate change networks.
  • Demonstrated knowledge or interest in the East African Region.
