CARE East & Central Africa- Regional Emergency Accountant - Job Career opportunityin Kenya

CARE East & Central Africa region is seeking a strong finance person as theRegional Emergency Accountant to ensure adequate support and appropriate level of oversight to country offices.

Under the leadership of the Regional Controller, s/he will prepare and review financial donor reports, budgets and data analysis for the various countries.

The post holder will support country finance teams in reviewing of processes and ensuring compliance with CARE policy and donor regulations.

They will support in budget monitoring, development of tools and work with Country program teams to ensure effective grants management.

The role will be required to build capacity of finance teams at field office level, as well as provide appropriate training in finance policies and procedures. The incumbent will be required to make extensive travel within the region.

Person specification 
  • Should have experience in a similar finance position, be a qualified accountant or equivalent.
  • Have over five years experience in accounting, financial management, budgeting, financial reporting, grants/contract management and compliance with national regulatory environment
  • Should show demonstrable experience in managing diverse donors e.g. USAID, EC, ECHO. Including knowledge of donor compliance
  • Have thorough knowledge of generally accepted accounting practices, problem solving and audit skills. They should have ability to work on a detailed level while understanding the larger picture.
  • Should have proficiency in MS Office and financial software applications
  • Posses strong oral and written communication skills;
This role reports to Regional Controller and works closely with Deputy Regional Controller and Country Controllers. This is a temporary position for an initial period of 4 – 6 months.

CARE International Regional Emergency Coordinator (REC) Job in Nairobi Kenya


CARE International is currently seeking to fill the position of Regional Emergency Coordinator (REC).

The position provides critical coordination and support to CARE International’s emergency preparedness and response.

The REC also works with country offices (CO), lead members’ management, CI and lead members’ emergency units on strengthening capacity for preparedness, emergency response, integration of emergency programming within CARE’s program approach, strengthening DRR, humanitarian policy, and other related priority areas, in order to strengthen CARE’s humanitarian capabilities across the region.

She/he also represents CARE externally at regional level in the humanitarian field with key forums, partners and donors.

The REC represents all of CARE International; liaises with various CI offices and members, and
should ensure consistency with CI global humanitarian approaches and standards.

The position will be based in Nairobi Kenya.

Requirements include 5-10 years experience in humanitarian preparedness, risk reduction and response, poverty reduction, experience and knowledge of the region, experience in programme design, management, monitoring and evaluation including SPHERE standards, donor relations, security and protection considerations, excellent training, coaching and mentoring skills,

High level of writing and communication skills, willingness to spend high proportion of time travelling away from home (approx 60%) and be deployed with limited notice period.

Language skills: English and French (Swahili and Arabic would be an advantage)

CARE International in Kenya is looking for a suitable candidate to fill the position of a Program Assistant for Adaptation Learning Program (ALP) to be based in Garissa.

Job Summary

Reporting to the Local Governance and Advocacy Officer, the Program Assistant will provide administrative and program support to the Adaptation Learning Program.

He/ she will work closely with ALP Kenya team and other CARE Projects and partners including line Ministries and Non-Governmental Organizations (NGOs) in the project area ensuring support to project implementation.

Duties and Responsibilities:

1: Provide project administration support to ALP team in Garissa
  • Maintain the office inventory/assets and stationery stores records and ensure that they are secure and properly used as per CARE's policy.
  • Ensure the project reports and files are maintained properly
  • Support and facilitate procurement of materials and services for the project
  • Coordinate all logistical support for the Program including field trips, external travel, working conferences and meetings

Job Summary

Reporting to the Safety and Security Coordinator, the Security Assistant will be responsible for the safety and security of all CARE assets and staff in the respective camp of posting, will be required to handle all security situations within and around the camp and report the same to security coordinator and also supervise all security guards in the camp.

Responsibilities and Tasks
  • Ensure there is enough security coverage at the ware houses and the residential compound and supervise the security guards manning the residential compound and the ware houses and ensuring they are well deployed.
  • Participate in distribution of food/non-food items in the camp ensuring that there is enough security coverage and proper crowd control.
  • Enforce access control measures.
  • Ensure proper documentation of items leaving the compound.
  • Responsible for gathering and dissemination of security information in the camp.
  • Monitoring movement of vehicles outside the compound.
  • Liaise with police when dealing with cases of a criminal nature.
  • Perform any other duties assigned by the security coordinator.
Qualifications
  • Must be a holder of a Form IV certificate with at least a D+ score.
  • Must have served in the regular or administration police for at least five years. Those with experience in a refugee set up will have an added advantage.
  • Good computer skills - MS word and spreadsheet.
  • Must have first aid and fire fighting skills.
  • Excellent communication skills both written and oral.
  • Ability to work with little supervision in a hardship area.

CARE International in Kenya Tractor Driver Vacancy

CARE International in Kenya is looking for a suitably qualified candidate to fill the position of Tractor Driver within its Emergency and Refugee Operations (ERO) Programme in Dadaab, North Eastern Kenya.
Job Summary
Reporting to the Sanitation Officer at the camp level, the Tractor Driver shall be responsible for the transportation of
garbage, which is stored in skips, from the collection points at the camp level to the land – fill where the skips will be
emptied. The Tractor Driver supervises a team of loaders/solid waste workers.
Key Responsibilities
  • Carry out garbage collection from the collection points to the land fill and dispose as required.
  • Perform other transport related duties as assigned which include monitoring of water supply and operations in the boreholes. In addition, he will give administrative support to the Water Supply Officer (WSO) and the plant operation & maintenance staff.
  • Maintaining borehole logs for the 6 boreholes
  • Supervise the team of loaders and provide training on the job as necessary.
  • Participate in community mobilization sessions for effective waste management.
  • Daily up keep and regular maintenance of the vehicle allocated.
  • Adherence to regulations as spelt out in the traffic act, insurance and CARE policy.
Required Skills and Qualifications
  • A current Driving license valid for class BCDE. Those licensed to drive other specialized articulated vehicles will have a definite advantage.
  • High school O level Certificate.
  • At least three years relevant experience as tractor driver.
  • A Grade 1 certificate in Motor vehicle mechanics and relevant experience will be an advantage.
  • Possess good technical knowledge and practices.
  • Should possess excellent supervision and leadership skills and ability to make quick and sound decisions.
  • Must have a good command of English and Kiswahili and able to write clearly in English.
  • Excellent communication and interpersonal skills and a good team player.
  • First Aid certificate would be an asset.

Job Summary

Under the supervision of the Administration Officer, the Asst. Officer IT will Work with program staff in Garissa and provide help desk support in software related problems to all users. Ensure trouble shooting and networking maintenance. He/she will be enforcing IT policies, carry out standard practices to ensure that there is data security and integrity. CARE International in Kenya is looking for a suitable candidate to fill the position of Water Sanitation and Hygiene (WASH) Advisor. The position is based in the Emergency and Refugee Operations (ERO) Programme in Dadaab, North Eastern Province.
JOB SUMMARY:
Reporting to the Senior Programme Manager ERO, the WASH Advisor will provide strategic direction and oversight for the CARE Dadaab WASH operations. This includes working towards
improvement in the efficiency and effectiveness of all WASH related activities that CARE is engaged in and the provision of technical oversight and input to meet and maintain global WASH standards for the benefit of the refugee and resident populations. The incumbent will be engaged in the programming and coordination of the implementation of CARE’s WASH activities including care and maintenance of water delivery systems for 270,000 refugees, environmental sanitation (solid waste management), vector control management, and community development activities. The provision of strategic input will be an essential part of the contribution to overall
programming as well as representation of CARE in external forum when and where necessary
RESPONSIBILITIES AND TASKS:
• Provide strategic oversight on development of 3-5 year plan for CARE WASH Programme in Dadaab and Work with other WASH Implementing Partners and the UNHCR WASH Coordinator/officer to ensure harmonized WASH delivery that meets international standards.
• With the use of the water system modelling, develop scenario planning and liaise with the CARE International WASH Technical Support team.
• Guide staff in implementation of sector strategic plans and accompanying log frames/annual operation plans and read and review concept papers, designs, reports and proposals from staff.
• Along with the WASH team, develop concepts and project proposals based on lessons learnt and best practice and contribute to project reporting and provide critical thinking to the reporting process.
• In cooperation with the Program Compliance Unit, prepare monitoring, evaluation and project reporting activities
• Work with the WASH coordinator and review, comment and coordinate with other sectors and departments on the finalization of project proposals and ensure good budget management.
• Prepare and monitor work and procurement plans for each project after receiving the approved budget in conjunction with the internal weekly work plan.
• Assess beneficiaries’ priorities and develop sector’s annual budgets.
• Directly oversee and monitor/guide the sector performance management process with particular emphasis on planning and assessment.
• Oversee sector staff recruitment and consultancy hiring process and plan and guide the training and development needs of the sector.
• Participate and engage in weekly sector coordination meetings providing technical and management input to the Coordination team.

QUALIFICATIONS AND COMPETENCIES
• At least a Bachelor’s degree in Civil, Water or Environmental Engineering or related qualification. A Post graduate degree in the same area of study will be an added advantage.
• Seven years professional experience with at least 2 years in management and/or coordination of the water, sanitation and hygiene sector
• Advanced knowledge of water and sanitation engineering including water quality testing and analysis, design of boreholes and water supply systems, construction and supervision of WATSAN projects in rural, urban and camp settings is required.
• International experience working with multi-cultural, multi-disciplinary teams will be an added advantage
• Proficiency with engineering software such as AutoCAD and Epanet as well as other software packages such as MS office/project are required with experience in preparing technical designs , tender documents, terms of references, contracts, memoranda of understanding etc
• Familiarity with current standards and guidelines for humanitarian/ emergency response including Sphere handbook criteria and ability to work in partnership with local communities and NGOs as appropriate
• Demonstrated knowledge and experience in understanding the principles and practices of community development
• Must have proven knowledge and experience of ground water abstraction, pumping and gravity water systems management.
• Proven leadership skills and able to manage teams and work under difficult conditions and be away from the family for long periods of time
• Excellent presentation and communications skills both written and verbal.
