The Kenya Leather Development Council (KLDC) was established under the State Corporations Act Chapter 446 of the Laws of Kenya vide Legal Notice No. 114 of 9th September 2011.
The functions of the Council as given under Clause 5 of the mentioned Legal Notice are:To provide advisory services to the Minister on matters related to processing of and trade in hides, skins, leather and leather goods for planning purposes.To promote, direct, coordinate and harmonize all activities in the leather sub-sector.To guide the implementation of the Board’s Policies and Strategies.To oversee licensing in the leather subsector.To collect, store, analyze and disseminate data in the leather sub-sector.To enhance internal and external marketing strategies.To perform such other functions as the Minister may consider necessary.Kenya Leather Development Council is seeking to recruit a suitable self-driven, result oriented and highly qualified individual to fill the position of the Secretary/Chief Executive Officer.
The Secretary/CEO will be responsible to the Board of the Council, and shall be the Principal Officer of the Council responsible for the overall leadership and implementation of the Council’s mandate, vision, mission, objectives and aspirations.
 Oversee the operations of the Council’s secretariat.Chief adviser to the Council and regular preparation of briefs to the Council members.Coordinating and implementation of the Strategic Plan and realization of its objectives.Supervise preparation and implementation of all Human Resource Management issues related to staff including Performance Appraisal Systems and Contracts for KLDC.Establish strategic partnership with development partners and relevant international and regional organizations.Ensure prudent management of resources, fundraising and security of assets to the Council.Ensure that periodic financial reports as required by the Legal framework are prepared to all relevant officers.Execution of financial and administrative approvals.Promote institutional accountability, timely decision making and effective communication within the organization.Overseeing and ensuring implementation of corporate policies, projects and programmes.Must have minimum period of fifteen (15) years’ experience in a senior managerial position. (Knowledge of the leather industry will be an added advantage).Must have a Master’s degree in Business Administration/ Finance/ Economics/ Public Administration from a recognized university. The Head of County Treasury (Accounting) will be responsible to the Principal Finance Officer for efficient management of accounting services;Advising County Government on Accounting mattersImplementing approved Government Accounting standards by the executive committee member.Designing and developing County Accounting systemsProviding advice to County Government reporting formats.Providing a link between County bodies on matters relating to Public Sector Financial reportingDeveloping guidelines for County accounting staffing levels and training to ensure technical competence.Participate in County policy committeesOversee the implementation of the approved accounting standards, policies & concepts to ensure compliance.Undertake capacity building for staff at the County levelEnsure proper banking arrangements are in place between County Government, CBK and control the operations of the County Exchequer AccountOversee the Accounting operations of the sub counties.

G. Head of County Revenue Collection/ County Revenue Officer 
Revenue is the primary enabler of County Government operations.
Article 175 (b) of the Constitution envisages that: County governments shall have reliable sources of revenue to enable them to govern and deliver services effectively. The County Revenue Officer will responsible to Chief Officer responsible for Finance(County Treasury) and will supervise staff of the revenue division. This is a responsible managerial position that entails thinking at the strategic level, collaboration across the levels of government, networking, team leadership; facilitation and overall coordination of operations. Applicants must be holders of a Ph.D. degree in Law or its equivalent from a recognized university. They must have at least eight (8) years’ teaching experience at both undergraduate and postgraduate levels, three(3)of which must be at Senior Lecturer level. They must have supervised at least two (2) PhD students and three (3) Masters students to completion. Applicants must have at least five (5) publications in refereed journals or three (3) publications and two (2) chapters in scholarly books since the last promotion’
The successful candidates will be expected to teach both undergraduate and postgraduate students and to initiate, conduct and supervise original research in their areas of specialization. They will also be expected to participate in School, College and University matters.
Applicants must be holders of a PhD degree in Law or its equivalent from a recognized university. They should have at least five (5) years teaching experience at both undergraduate and post graduate degree levels and must have supervised at least three (3) Masters Students to completion. They must have experience in research as evidenced by publications in refereed journals. In addition, they should have at least four (4) publications in refereed journals or two (2) publications in refereed journals and two (2) chapters in scholarly books since last promotion.
The successful candidates will be expected to teach and supervise both undergraduate and postgraduate students and undertake research in their areas of specializationDepartment Of Human Pathology, Clinical Chemistry Thematic Unit
Applicants must be holders of a PhD degree in Clinical Chemistry/ Medical Biochemistry or an MMED
(Pathology) from a recognized university. Applicants who possess a Masters degree in Clinical Chemistry/Medical Biochemistry and have at least three (3) years teaching experience at University level will also be considered. They should have research experience, with at least two (2) publications in refereed journals or two chapters in scholarly books. They should show evidence of continuing research activity.
The successful candidate will be expected to teach and supervise at both undergraduate and postgraduate students and undertake further research in their areas of specialization and also participate in clinical diagnostic work at the Kenyatta National hospital.Department Of Educational Studies
Applicants must be holders of a PhD degree in Distance Education from a recognized university. They must have studied the following subjects at Masters level:- Religious Studies, History, English, Mathematics or Economics. Applicants who possess a Masters degree Distance Education, History, English, Mathematics or Economics and have at least three (3) years teaching experience at University level and have registered for a PhD degree will also be considered. They should have research experience, with at least two (2) publications in refereed journals or two chapters in scholarly books. They should show evidence of continuing research activity.
The successful candidate will be expected to teach and supervise at both undergraduate and postgraduate students and undertake further research in their areas of specialization also coordinate the teaching of courses in Religious Studies, History, English, Mathematics and Economics
Applicants must be holders of a Masters degree in Linguistics and Applied Linguistics (Chinese Language) or a Masters in teaching Chinese as a foreign language from a recognized university and at least three (3) years teaching experience at University level. Registration of a relevant PhD will be an added advantage. They should have research experience, with at least two (2) publications in refereed journals or two chapters in scholarly books. They should show evidence of continuing research activity.

Applicants must be holders of a Masters degree in Restorative Dentistry from a recognized university with evidence of teaching in Restorative Dentistry and Dental Materials at University level.They should have research experience, with at least two (2) publications in refereed journals or two chapters in scholarly books.
They should show evidence of continuing research activity. Evidence of interest in Dental materials will be an added advantage.
The successful candidate will be expected to teach and supervise at both undergraduate and postgraduate students and undertake further research in their areas of specialization and also participate in Department’s activities. They will also be expected to register for PhD degree in their areas of specialization.Department Of Conservative & Prosthetic Dentistry
Applicants should be holders of a Bachelor of Dental Surgery (BDS) degree or equivalent from a recognized university. They must be registered or eligible for registration by the Kenya Medical Practitioners and Dentists Board. They must have worked for at least one year after completion of internship and also experience in research. They must show interest in Prosthetic Dentistry.
The successful candidate must be willing to pursue a teaching career in Prosthetic Dentistry and register for a Masters degree in same specialty.

Chief Personnel Officer 

(SAR Level), Director’s Office, Students Welfare Authority
Applicants should be holders of a Master’s degree in Public Administration or Human Resource Management or its equivalent, CPS(K) or relevant professional qualification , 9 years administrative experience – 3 years at Assistant Registrar and be a Member of a recognized professional administration or management body level. Computer literacy is a must especially use of Excel and have good written and verbal communication skills..
Senior Administrative Assistant Grade EF, in the following sections:-

Applicants should be holders of a Science related Bachelor’s degree. Those with a Medical Laboratory oriented degree will have an added advantage. They should be computer literate. Those with an administrative experience will have an added advantage. They should be interested in acquisition of cadavers and also provision of animals and anima products for surgical skills.

Grants Officer  

Grade EF, Principal’s Office, College of Health SciencesApplicants should be holders of at least a Bachelor’s degree ( at least a Lower second Class honours) degree from a recognized university. They should have at least three years working experience in grants management or comparable position.  They should have good oral and written communication skills. They must be computer literate with experience in using online databases and other sources to locate grant information.
The successful candidate will be expected to offer administrative and technical support to grant awardees and would be responsible for coordinating projects activities in the college in liaison with Principal investigators and grants office.

Murang’a County Public Service Board Chairman and Secretary Jobs in Kenya


County Public Service Board Vacancies (Re-Advertisement) Article 235 of the Constitution of Kenya 2010 provides for the staffing of County Governments. Further the County Government Act No 17 of 2012 Section 57 provides for the establishment of the County Public Service Board.

In accordance with the above provisions, the Office of the Governor of Murang’a County, Hon. Mwangi Wa Iria, seeks applications from highly qualified, results-oriented and self- motivated citizens for the following positions.

Chairman

Establish and abolish offices in The County Public Service.Appoint persons to hold or act in office of Public County Offices including in the boards of urban areas within the county and to confirm appointments.Exercise disciplinary control over and remove, persons holding or acting in those offices as provided for under this part.Prepare regular reports for submission to the county assembly on the execution of the functions of the board.Promote in the county public service the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010;Evaluate and report to the county assembly on the extent to which the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010 are complied with in the county public service;Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in the county.Advise the county government on human resource management and development;Advise county government on implementation and monitoring of the national performance management system in the county.Make recommendations to the Salaries and Remuneration Commission, on behalf of the county government, on the remuneration, pensions and gratuities for county public service employees.

Product & Business Development Officer

Reporting to Chief Executive Officer the Procurement Officer will be responsible for ensuring efficient and effective procurement of goods, services and works.

Core duties and responsibilities
Prepare documentation, undertake tender exercises and arrange for formal execution of contracts to enable the fund obtain goods, services and works,Coordinate the receiving, opening and evaluation of tenders, proposals, quotationsIssue procurement and disposal documents to suppliers in accordance with the law and regulationsMaintain effective liaison with the legal department in respect of contract issues, ensuring that documents are legally vettedCo-ordinate the formal vetting of prospective tenderers to determine their suitability for trading.Undertake negotiation with suppliers to resolve disputes, arrange contract variations and enforce contractual obligations.Monitor designated Fund contracts to provide effective support to customers during the implementation, review and renewal of such contractsTo be familiar with supply markets and routinely undertake supply market research and analysis to ensure that the commercial risk to the Fund is minimized, and commercial opportunities are identified.Maintain and update annually standing lists of pre-qualified suppliersOffer advisory services to user departments for effective and efficient implementation of the procurement plans.Maintain proper procurement records (purchase returns) i.e. for submission to the PPOA.Raise LPOs and ISO's and conduct periodic and annual stock taking.Contribute to the development, implementation and delivery of the annual Departmental service plan, key performance indicators, and the Fund's procurement strategy.Qualifications /personal competencies/requirements

The candidate must have a Bachelors Degree in Procurement (Supply Chain management/
purchasing and supplies management), Business, commerce, economics or equivalent from
a recognized university.

Possession of Masters Degree will be an added advantage.

At least six (6) years relevant work experience preferably in a public sector institution

Professional qualification in purchasing & supply

Membership to the chartered Institute of procurement and supplies (CIPS) or the Kenya Institute of supplies Management (KISM) or any other relevant professional body.

Must be familiar with Public Procurement and Disposal Act.

Information Communication & Technology Officer

Reporting to Finance and Administration manager, Youth Fund Information Communication & Technology, Officer shall:
Develop and implement the Fund's ICT policy and proceduresDesign and manage the local Area Network (LAN) and set up a database of centralized file/ records management.Design, develop and updating the Fund's websites, install & configure operating systems, software, hardware and provide technical support to usersBe in charge of ICT at the Fund, including coordinating, monitoring and evaluating the ICT needs of the Fund.Data analysis, information review and analysis of policies, procedures and systems of the vision 2030 and MTPProvide user support for the Fund's staff on matters involving ICT.Qualifications/personal competencies/Requirements

Reporting to C.E.O, the Executive Secretary will provide high level, confidential administrative support to the C.E.O and management through conducting and organizing administrative duties and activities including receiving and handling information.

Main Job Tasks and Responsibilities
Manage the C.E.O 's schedule and workload and ensure that he is adequately prepared for meetings.Brief the C.E.O on his daily schedule , prepare meeting agenda and provide background information to the C.E.O.In consultation with the procurement officer, arrange travel logistics which may include hotel bookings, car rental, flights, preparing complex travel itineraries and provide needed background information to the C.E.O before departureAnswering phone calls, faxing, mailing, photocopying, handle incoming mail and other confidential-documents, set up and maintain filing systemsPrepare and manage correspondence, reports and documents and coordinate the flow of information both internally and externally, liaison with internal and external contactsArrange and confirm appointments, maintain schedules and calenders.Take, type and distribute minutes of meetings, communicate verbally and in writing to answer inquiries.Preparing presentations-preparing papers for meetings,- managing and reviewing filing and office systems.Liaise with the senior managers to follow up on implementation of issues emanating from both the Board and senior management meetings.Education and Experience
The candidate must have a Bachelors Degree in Business Administration or related field.Diploma/Certificate in secretarial studies will be an added advantage.At least six (6) years relevant work experience either in public/private sector institutionsKnowledge and experience of relevant software applications - spreadsheets, word processing, and database management.Knowledge of administrative and clerical proceduresThese positions call for people with good interpersonal and communication skills, self driven and able to work with minimum supervision.
