Summary ACF Kenya is looking for an enthusiastic and experienced candidate to take on the position of the Advocacy Manager based in Nairobi. Under the supervision and guidance from the DCD and with technical support from the HQ Advocacy Team, the Advocacy Manager will be responsible for the implementation of the mission advocacy strategy consistent with international advocacy issues pursued by ACF-International. The main objective of this position is to promote the technical and operational strategy and increase ACF impact by creating political and institutional changes at national and county level ( from SUN to devolution). Overall Objectives Ø  Expand, coordinate and improve  ACF’s advocacy and communication  for tackling under nutrition at national and county levels Ø  Explore and implement different advocacy and communication strategies /mechanisms to ensure the inclusion of nutrition on the county political and development agenda Ø  Develop and communicate advocacy messages targeted to various stakeholder groups and especially decision makers at county level (and secondary at national) using evidence based communication tools and platforms. Ø  Disseminate updates on new developments in nutrition advocacy, new development in government policies, regional and international events, etc. Specific Objectives and Activities: SO1: Contribute to the development of the advocacy  strategy Activities Ø  Developing the mission advocacy strategy consistent with the technical strategies and ACF international (and regional if applicable) advocacy strategies: identification of objectives of change, analysing contemporary country specific debates (resilience, devolution) defining the messages, targets and partners and relevant tools. Ø  Develop a work plan, with specific advocacy and communications  objectives and activities, as well as a calendar and budget, for the period from  June 2013 to  July  2014 Ø  Set up a calendar, with county, national  and regional key events for  advocacy opportunities Ø  Incorporate advocacy objectives within mission’s proposals and reports Ø  Facilitate the sharing of advocacy objectives within the mission  SO2 : Implement the advocacy strategy at national and county level Activities Ø  Support in-country management to ensure the integration of advocacy in regular programming Ø  Managing information necessary for advocacy activities at national and county level elaborating the action plan and coordinating the implementation of advocacy activities with the program teams Examples of task: Ø  Analyze the situation on advocacy issues: Collect and update the data, follow political, financial, administrative, county, national or international dates, follow the positioning of all parties and their changes. Ø  Coordinate the collection of evidence through the results of ACF programs in the country and according to opportunities to influence Ø  Write positioning papers and summaries and actively participate to the writing of messages/arguments. Ø  Participate to official and lobbying meetings about issues related to the advocacy strategy in cooperation with the Heads of Technical Departments, the Head of Base and Deputy Country Director Ø  To develop or contribute to development of advocacy products such as policy briefings, letters, submissions and other advocacy products SO3 : Represent ACF to outside bodies Activities Ø  Develop a mapping using a power analysis of key decision makers (in the ACF operational areas) for  nutrition sector (nutrition direct and sensitive) Ø  Developing and coordinating partnerships with other parties on advocacy activities (NGO, civil society) and facilitating joint advocacy activities Ø  To undertake advocacy and lobbying as required with in-country national and county decision-making bodies and stakeholders (including Governors, local MPs etc.) Ø  Supporting the Country Director (or Deputy CD) in developing contact with the media in order to have an effective and efficient channels for advocacy messages Ø  To engage in networking, building relations with national and county stakeholders to continually inform, challenge and improve advocacy messages and tactics Ø  Contributing to advocacy related working groups (NTF sub group, IAWG) SO4: Capacity  building and repository of information Activities Ø  Recording lessons learned, best practices and challenges on advocacy activities and transmit to HQ Ø  Train/ sensitization all Program Manager on advocacy Ø  Repository of  advocacy and communication  initiates , tools and  documents
QUALIFICATIONS
Education -          Bachelor’s degree in social sciences, communication and media -          Master’s degree in relevant field desirable Required Experience -          Minimum 5 years in the humanitarian/development sector -          Minimum 2 years of humanitarian experience in an advocacy position -          Experience with ACF is desirable Knowledge                      -          Knowledge and practical experience of general humanitarian standards and principles such as Sphere Standards, HAP, and the Red Cross Code of Conduct, Do No Harm and conflict sensitivity. -          Up to date knowledge of the humanitarian discourse around key concepts such as devolution, resilience, LRRD -          Advanced knowledge of donors’ guidelines/procedures -          Fluency in written and spoken English -          Excellent knowledge of  Microsoft Package -          Good understanding of all three ACF’s technical sectors is desirable Skills -          Excellent planning skills -          Outstanding writing and communication skills -          Exceptional organizational and management skills -          Training and capacity building skills -          Good analytical and presentation skills. Nutrition Advocacy Officer

The Kenya AIDS NGOs Consortium (KANCO) is a national membership network of NGOs, CBOs, and FBOs, Private Sector actors and Research and Learning Institutions involved in or that have interest in HIV & AIDS and TB activities in Kenya. Its membership is open to all registered NGOs, CBOs, FBOs, PLHIV support organizations, Learning Institutions, public and private sector organizations in Kenya.

The organization also provides for associate membership that includes individuals and International Non-Governmental Organization partners. Currently, KANCO has a membership of over 1000 organizations and numerous individuals that are networking, collaborating and are bound together by a common vision of a healthy Kenyan people with secure and sustainable access to HIV, TB and other public health care services. KANCO’s overall goal is to provide leadership among civil society organizations contribution towards realization of universal access targets in Kenya. Its main focus is on three main strategic areas that include (a) Community Systems Strengthening (b) Improving policy for HIV/AIDS and TB (c) Institutional Systems Strengthening.

KANCO is seeking to employ a suitable person for the Nutrition Advocacy Officer Position Responsibilities
1. Lead and manage KANCO’s advocacy on nutrition through identifying nutrition advocacy opportunities locally and globally
2. Identify nutrition related policy gaps and take lead in policy advocacy both at the local and global levels
3. Take lead in resource mobilisation initiatives for advocacy from both local and global sources.
4. Increase the profile of nutrition among relevant stakeholders who include, CSOs, Government and media.
5. Manage the nutrition portfolio with the particular emphasis on creating and sustaining linkages between CSOs, Ministry of health and donors
6. Maintain and expand KANCO’s national and global role in Nutrition
7. Provide overall management of the nutrition project and represent the organization in all technical working groups, meeting and nutrition foras
8. Linking with the Actionwide partners on nutrition advocacy
9. Collate and record data for monitoring and evaluation on nutrition and ensure timely reporting  of nutrition project
10. Build and strengthen media capacity in nutrition reporting and coverage
11. Be the overall responsible person for development of the nutrition advocacy work plan, its  implementation and programmatic reporting12. Prepare and update of training material, guidelines, information-communication-education (IEC) material, and implementation tools
13. Managing completion of project deliverables.

PERSON SPECIFICATION
? University degree in Nutrition
? Post graduate studies in Public Health, Nutrition or a related technical field
? Experience in nutrition and familiarity with latest developments in nutrition.
? Experience in training, capacity building and community participation mechanisms
? Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines
? Experience of proactively identifying and addressing issues
? General knowledge of global health and nutrition issues, and the current trends, methods and approaches required. Policies and strategy to address national and global health and nutrition issues.
? Relevant experience in nutrition and advocacy at the national level is desired
? High sense of integrity and Results oriented.
? Ability to communicate with tact.
? Ability to work independently and accurately.
? Strong communication skills, with excellent written and spoken English
? Knowledge of computer applications such as Word, Excel, PowerPoint
? Registered with Kenya Nutrition and Dietician Institute will be an added advantage
? Minimum 5years’ experience with at least 2 years of progressively responsible professional work experience nutrition project administration.

Organisational Context

ACORD (Agency for Cooperation and Research in Development) is a Pan-African Organization working for Social Justice and Development in Africa.

ACORD’s response to the challenges of Africa is firmly based on a belief that people themselves are the agents of change and actors of their own development. People’s ability to take action on the causes of poverty is what will transform Africa’s future.

This belief underpins ACORD’s practical work, its research methodologies and policy advocacy. ACORD works in partnership with local civil society and communities and in alliance with other organizations in Africa and the rest of the world.

The ACORD Programming Strategy is organised around 4 themes:

i) Livelihoods with emphasis on Food Sovereignty,

ii) Conflict,

iii) Gender & other forms of discrimination and

iv) HIV/AIDS.

Strengthening of African civil society, citizens’ movements and governance is a cross-cutting theme in all ACORD’s work. ACORD implements twelve (12) thematically aligned country and Area Programmes in 17 countries across Africa. The Pan-African Program is managed from the ACORD Headquarters in Nairobi and has food sovereignty as the overarching theme.

Job Summary

This position is located in London and part of the ACORD Programming Team The aim is the implementation of the policy and advocacy plans designated for UK and Europe in general in close collaboration with the Pan-African programme team based in Nairobi.

Under the supervision of the Head of Policy & Advocacy, the Policy and Advocacy Advisor will play a role of leadership in development of agreed research and advocacy agenda in the UK and more broadly in EUROPE.

This includes research, intelligence gathering, media, partnership and alliance building, popular mass mobilisation and lobby work, as well as capacity building, learning and knowledge management.

The Policy and Advocacy Advisor shall lead this work in close collaboration with the rest of the policy and advocacy team in Nairobi, and in country and regional programmes across Africa.

Specific Responsibilities

A. Programming
In close collaboration with the Head of Policy & Advocacy, develop a clear strategy of positioning the agreed Africa Led policy and advocacy agenda in UK and Europe in general; and an implementation plan for its efficient delivery;Develop and implement an Annual Operational Plan and budget as part of the process of achieving the annual milestones towards the outcomes and objectives of the Pan-African Program;Keep abreast of Research and policies development and debates in Europe, relevant to the issues pertinent to ACORD , particularly issues of food sovereignty, gender justice, HIV and Aids, conflict and relevant linkages, and maintain a regular process of feeding the ACORD Pan-African Program Team and Area Programmes;Gather relevant intelligence on issues of food sovereignty and other themes so as to keep ACORD and its partners on top of the knowledge in the area and inform meaningfully the advocacy and lobby work;Develop and maintain sustained Partnerships and Alliances with Civil Society Organizations and Social Movements in the UK and Europe in general to advance the advocacy agenda of ACORD, especially those engaged on the same issues as ACORD, and support relevant links with the pan African movement;Develop and implement a lobbying and advocacy strategy and plans towards critical actors and “change makers” in the UK and Europe;In collaboration with the ACORD policy and advocacy team based in Nairobi, support the preparation of advocacy materials, including policy briefs, position papers, communication messages, position statement and any other material relevant to the ongoing campaign;Raise sustained public profile of ACORD and its agenda through creating, developing and maintaining good relations with the media in Europe;Be part of the CSOs and other social movements’ processes that are relevant to ACORD policy work and position ACORD agenda and partners. These would be in priority the UK and European food groups, the trade justice movement, gender justice, conflict and gender movement;Represent ACORD in UN ECOSSOC processes and others as an accredited member and keep abreast and position Acord agenda in the forum;Facilitate farmers, partners and staff of ACORD in Africa to engage in relevant processes, and policy debate in EuropeSeek advice and agreement from the Head of Policy & Advocacy in case of any significant conceptual or programming changes in the course of the implementation of the Pan-African Program;Inform the Head of Policy & Advocacy on other opportunities and possibilities that may arise at the implementation stage that are likely to strengthen program results.B. Funding and Management
In collaboration with the Partnership Development Unit, search the external environment and contribute to mobilize sufficient resources for implementation of the Pan-African Program through participation in concept and proposal writing;Manage the approved budget for the Pan-African programme allocated for the Northern area within the approved annual work plan (as agreed with the Head of Policy & Advocacy on an annual basis);Produce regular monthly update and bi-annual, annual narrative and financial report for the Pan-African Program.Support any additional donor reporting activities for the Pan-African program in compliance with agreements between ACORD and donors;Promote information sharing in relation to the food sovereignty initiative;C. Staff Supervision and Collaboration

The Policy and Advocacy Advisor is under the direct supervision of the Head of Policy & Advocacy.

Internal

The Policy and Advocacy Advisor will work closely with the Conflicts/Gender HIV & AIDS Thematic Managers, the Livelihoods Policy Advisor, the Monitoring and Evaluation Coordinator and the Head of Programmes Operations & Development.

S/he shall also work closely with colleagues in other departments- Partnership development, Funding and Communications, Human Resources & Organisational Development and Finance.

External

The position holder will develop strong partnerships with Civil Society Organisations and Social Movements and link ACORD’s work to other Northern initiatives.

The nature and modalities of institutional relationships shall be adapted to ACORD’s existing organisational terms and processes, and contribute to the successful implementation of ACORD’s Pan African Programme on Food Sovereignty.

Job Requirements

Education/ Qualification and Experience

Minimum Qualification: Masters in Social Sciences, Sustainable Development or Agricultural Sciences; International Relations or Communication, Law or related field.

Experience:
Minimum of 4 years of experience in advocacy program in the NGO sector and social movement with international NGOs or institutions;Sustained experience in popular mobilization and Policy Advocacy work at International level especially on issues related to economic justice, other relevant issues;Relevant experience in policy analysis, lobbying and media work;Experience in networking and partnership and capacity in partnership management.Technical Expertise
