Principal Engineer - Transmission Configuration & Support Ref: TECHNOLOGY_PETCS_DEC_2013

We are pleased to announce the following vacancy in the Regional Network Operations Department within the Technology Division. In keeping with our current business needs, we are looking for a person who meets the criteria indicated below:

Reporting to the Senior Manager: Configuration & Support, the role holder responsibilities will include and not be limited to

troubleshooting and resolution of faults & failures in the access transmission and VSAT network;providing technical assistance to sectional and field engineers in the fault resolution process; providing long term transmission system solutions, configuration and support;providing second line support to transmission system faults escalated from first line maintenance & maintenance service providers; follow up with the vendors of the transmission equipment for resolution of faults escalated to 3rd level support. These will also include performing transmission upgrades and major network configuration changes; developing tools for automation and speed up the support processes and participation in the introduction and acceptance of new systems and technologies.

Key Responsibilities:

Maintain high transmission systems and VSAT availability to support customer services;Ensure transmission operational availability to support customer traffic and better user experience;Resolution of faults escalated within SLAs and offer support for the VSAT portal and VSAT nodes;Ensure all newly integrated equipment, services & systems follow & adhere to the acceptance criteria;Perform configuration, cross-connection and software updates on network elements and ensure VSAT deployment, optimization, upgrades, modernization and recoveries meet network KPIs;Analyze network KPIs, logs and warnings and initiate corrective measures to resolve complaints and faults;Ensure CAPEX/OPEX reduction by use of Next Generation systems and latest VSAT technologies;Undertake knowledge Transfer to functional and other teams.Drive the attainment of operation efficiency by automation of daily tasks, activities and reports;University degree in Electrical & Electronics engineering or equivalent from recognized institution;5 years working experience in Telecommunications with at least 3 years of experience with a busy mobile Operator;Good working knowledge & understanding of transmission systems (TDM, SDH, IP and VSATs).Good working knowledge of UNIX, Linux, database systems and MS office tools.Excellent analytical & innovative problem solving skills;Ability to work and meet tight deadlines/schedules, attend meetings and implement action plans;Excellent presentation skills required when initiating a project, reviewing a process & highlighting long-term solutions to Network faults;Proactive in support & self-motivated and collaborating with other teams to achieve common objectives;Good public relations, communication & interpersonal skills when working with other departments or vendors;Ability to influence others;If you feel that you are up to the challenge and possess the necessary qualification and experience please send your resume and application letter indicating your experience and why you are the most suitable candidate for the role clearly quoting the job title and job reference to the address below. The deadline for application is Monday 9th December 2013.

HelpAge Project Consultant to Support the Operational Research Component of the Project Job in Kenya


Terms of Reference, for a Consultant to support the Operational Research Component of the Project: ‘Strengthening Social Protection to prevent and mitigate the impact of HIV and AIDS and poverty in sub-Saharan Africa’

HelpAge International East, West and Central Africa regional office based in Nairobi Kenya, with funding support from Sweden / Norad, seeks a consultant to support the project’s research component under the study topic: Effects of regional and national (Public) policies on vulnerable populations in Eastern and Southern Africa.  

The study will cover Sweden/Norad funded project sites in Kenya, Uganda, Ethiopia, Tanzania, South Africa and Zambia.

Project Background

In 2011, HelpAge received funding from Sweden/Norad to implement a three year project, running from 2011- 2013. 

The goal of the project is to contribute to universal  access to HIV and AIDS services and Social Protection (SP) mechanisms for vulnerable groups in Sub-Saharan Africa by 2013.
 

The project has four result areas:Universal access to  HIV and AIDS services and Social Protection Mechanisms for Vulnerable groups is increasedRegional and National level HIV&AIDS  and SP policies and related [policies] plans and budgets increasingly incorporate measures which address the needs of vulnerable groups.Increased participation of Civil Society organisations in the formulation,  implementation and monitoring of National and Regional HIV and AIDS and Social Protection policies and strategiesEvidence on effective action contributing to the achievement of universal  HIV&AIDS and SP services gathered, documented and shared and acted on among CSOs, Governments and other stake holdersConsultancy Objectives and Scope of Work
This study will generate evidence on the learning and contribute to the project result areas above.  The study seeks to establish the benefits and changes in the lives of vulnerable populations attributable to policy formulation and policy implementation.  The consultant will therefore endeavour to provide evidence/information on the following areas:

a) How policies are formulated in Eastern and Southern Africa/How are the intended beneficiaries involved in Policy formulation?

b) Does enactment of relevant policies translate into improved services for the intended target group?
c) Are policies in Eastern and Southern Africa supported with implementation benchmarks and how and who is involved in policy monitoring?
d) Are policies in Eastern and southern Africa supported by pre-requisite resources and  support structures
e) What has changed as a result of the enactment of these policies in respective project site countries on the intended target groups?

The consultant is required to:

a) Work with HelpAge staff to review and improve on the research question and research design
b) Conduct literature review from HelpAge programme database and other relevant sources
c) Conduct key informant interviews with key resource persons to fill in the gaps in the literature review.
d) Analyse data and write a report

Deliverables

Research study report validated by stakeholders and approved for implementation

Education and Experience:

a) Postgraduate with extensive experience in policy research in Eastern and Southern Africa.
b) Strong knowledge on rights based approaches to programming

Expression of interest

All interested consultants/firms are requested to write an expression of interest by:
a) Explaining their competences to meet the requirements of the assignment
b) Provide a detailed professional budget in USD (Indicate daily professional rates)
c) Provide duration of the assignment and when ready to undertake the assignment.
d) Provide evidence of similar work undertaken in the recent past (Not more than 3 years)
Tax Liability: Settlement of any tax liability arising from this agreement will remain the responsibility of the consultant. The fees will be liable to withholding tax to be remitted to the Kenya government and a receipt will be availed to the consultant

Terms of Reference for Logistics Monitoring and VISION support

Title: Logistics Officer (Monitoring and VISION Support)

Type of Contract: Temporary Appointment
 Objectives

The Somalia office manages an average inventory of approximately 30 to 35 M USD in its current operations amidst a very challenging and constantly changing distribution environment. 

The current staff set-up functions well and the staff are equipped to manage the day-to-day operations. That said, considering the high operational workload, any added task, especially the reconciliation of inventory or back-up tasks when staff are on leave, or the recent verification exercise on such a large-scale has a serious knock-on effect on the team that can quickly spiral into a backlog. The purpose of this function is to monitor ROs, prepare KPIs and dashboard statistics and review the inventory data for anomalies including monitor and manage the physical counts in all locations.

Purpose of the Position

Under the direct supervision and guidance of the logistics Specialist, the Logistics Officer will be responsible for providing technical and oversight monitoring for the logistics function in USSC.

Scope of Work

Under the general guidance of the Logistics Specialist, the staff will be required to:

Monitor Release orders (RO) from the time the signed ROs are received in the Supply & Logistics section to ensure accuracy of dataPrepare monthly KPIs to measure performance and track exceptions in the RO process, in terms of which ROs are delayed or stalled.Provide input to the dashboard statistics Review the inventory data for anomalies especially the Stock Differences Bin to ensure timely write offs for expired supplies, discrepancies in quantities and supplies on PSBMonitor and provide oversight for the physical count activities in all locations. Provide VISION support to the team and zones as requiredProvide back up functions during staff leaveFor the duration of the term, the following periodic reports must be made available:Fortnightly issuance of the Stock report:  Ensure preparation and issuance of the stock report every 2 weeks.Monthly report on expired stock:  Ensure preparation and issuance of the list of expired stock once a month and timely movement of the expired stock to the EXPIRED binSummary report on the status of the Physical count:  This should be prepared once all zones / locations have completed their physical count (quarterly)Extract and consolidate statistics for the Dash Board. This is an overview of statistical data to be shared Monthly reports on Key Performance Indicators. ENTERPRISE TECHNICAL SUPPORT ENGINEER

Reporting to the Enterprise Technical Assistance Manager; the holder of the position will Ensuring service  availability to all clients by offering 2nd level support to escalated  trouble tickets; Responding to and acting on escalated trouble reports from SMC within the day; Troubleshooting and solving ticketed incidents within SLA.
Key Responsibilities
Attend to ,resolve and write report on SMC Escalations  and ticket closed within the day;Drive activities required to ensure maximum availability of service;Familiarize with advanced IP and emerging technologies and provide 2nd level technical support on the same; Engage on service diagnostics /audits & assess the system readiness regularly;Comprehensive Fault Reports detailing failure issues.
Minimum requirements
BSc Computer Science, or Bsc. Electrical & electronic engineering, Telecommunication engineering;Qualified IP /Wimax Support  Engineer  with CCNA,  or equivalent with university degree from a recognized university;At least 1 year hands-on experience on Wimax, RF systems, GPON, cloud computing, MPLS, Wi-Fi;Thorough understanding of IPv4 ,IPv6, Linux/Unix Operating Systems;Valid driving license with minimum 2 year experience;IT proficiency skills in MS office suite;Knowledge and skills in Wimax systems, Microwave backhaul systems backed by professional certification;Knowledge and Skills on Network Management systems for Wimax networks and Point to Point systems;Analytical skills and ability to monitor and explain trends and variances;Ability to meet strict deadlines and to work without supervision;Ability to relate well with both internal and external customers and work in teams;Skills and ability to train others and enhance their skills and competencies.
