The Truth, Justice and Reconciliation Commission is established under section 3(1) of the Truth, Justice and Reconciliation Act No 6 of 2008 with the objective of promoting peace, justice, national unity, healing, reconciliation and dignity among the people of Kenya.

Duties and responsibilities

An officer at this level will report to the Director of Research.

Duties include:
  • assisting in conceptualizing the TJRC’s technical work thereby shaping and giving effect to the TJRC’s vision, functions and objectives;
  • establishing a sound theoretical framework based on the Act and other relevant laws;
  • servicing the Commission’s expansive and varied knowledge needs by conducting research on all areas that touch on the TJRC’s mandate;
  • servicing the research needs of the Commission’s constitutive departments;
  • providing research assistance for senior staff and Commissioners; and
  • any other relevant duties as may be required by the Commission.
Requirements for appointment

Candidates must satisfy the following requirements:
  • Have a masters degree in human rights or other relevant area of law, economics, gender studies, political science, or history;
  • 3-5 years experience in an academic or policy research;
  • An understanding of the work of the Truth, Justice and Reconciliation Commission;
  • An understanding of transitional justice experiences elsewhere in the world or Africa would be an added advantage;
  • Have a proven research record (candidate must submit an unedited sample of their written work);
  • Excellent skills in research, memo and report writing;
  • Ability to work under instruction and collectively with others in conceptualizing and producing required research products;
  • Ability and willingness to work long hours and to deliver within short deadlines; and

Assistant Researchers

Duties and responsibilities

An officer at this level will report to the Director of Research.

Regional Coordinator (Rift Valley)

Duties and Responsibilities

Reporting to the Secretary/CEO of the Commission, the Regional Coordinator will provide all
administrative support services to the Commission.

Specific duties and responsibilities will entail:
  • providing logistics support to the TJRC’s technical departments;
  • overseeing the provision of logistics services for Commission members and staff during their provincial visits, documentation and records keeping; facilitating results based planning and performance measurement;
  • co-coordinating preparation of the Commission’s budget;
  • overseeing finance management in the regional office, administration support and logistics, human resource management, accounting and procurement services; and
  • reviewing budget implementation to ensure it is in line with the TJRC’s budgeted activities.
Requirements for Appointment
  • Be in possession of a Bachelors Degree in Business Management/Administration, Public Administration or any of the Social Sciences;
  • CPS II or a post graduate Diploma in Management/Administration will be an advantage;
  • Have worked in a senior management position for a minimum period of five years;
  • Have knowledge of finance management, procurement procedures and general management services;
  • Have a thorough understanding of the concept of strategic planning, including strategy and policy formulation and implementation

mandate whichever is earlier

Duty Station: Nairobi for Researchers and Assistant Researchers and Eldoret for Regional

KHRC Call for Expression of Interest for Consultancy Services for a Research on Women’s Labour Rights


The Kenya Human Rights Commission (KHRC) is a national NGO with the mission to promote, protect and enhance the enjoyment of all human rights by all individuals and groups.

The KHRC intends to award a consultancy to a highly competent, qualified and experienced research consultant or firm having the relevant technical background, to conduct a research on women’s labour rights.

Purpose of the consultancy:

In line with the KHRC’s goal of the year (2011- 2012) “investing in the new constitution for accountability and Justice”, KHRC towards improving access to economic, social and cultural rights intends to carry out a study on women’s labour rights, who make a majority of labour force within the horticulture industry.

The research targets an in-depth understanding of rights situations and experiences of workers as regards equality between male and female workers on

a) equal pay for equal work,

b) maternity and paternity leave

c) child support,

d) sexual harassment,

e) dismissal, and

f) casual labour and contracts.

The research also aims to consider companies human resource policies and their implementation in relation to compliance with the Employment Act and rights entrenched in the Constitution, as well as interplay between legislations, policy and practice.

The study locations will be Naivasha, Thika and Athi River.

The research recommendations and follow up advocacy will contribute towards improving workers livelihoods (income) / standard of living (social and cultural rights) through increased understanding of the Employment Act (2007), Constitutional provisions on equality and non-discrimination and women’s labour rights violations by the public, women workers and employers.

This will consequently influence market demand for products that adhere to high standards with regards to workers rights.

Specifically, the study will;
  1. Explore the legal and organisational policy provisions for women’s rights as workers.
  2. Assess levels of understanding by women workers of their labour rights as provided for in the Employment Act 2007, Constitution of Kenya (2010) and organisational policies.
  3. Examine the situation of women workers / their practical realities and the extent of respect for their rights
  4. Establish in what ways there is alignment of or a mismatch between legislation, organizational policy and reality.
  5. Consider measures adopted by the employers towards improving employment practices– have these reform agendas improve access to economic and social rights and service delivery for women workers
  6. Identify any model companies with regards to compliance with outlined women labour rights observance; to profile as a learning point by other companies
  7. Provide recommendations on necessary actions by workers and employers to improve women’s rights as workers
Primary Tasks:

Towards delivery of the assignment, the successful consultant will be expected to
  1. Attend meetings with KHRC team to discuss and map out key issues and targeted areas for the assignment by 27th Sept
  2. Carry out desk review of legal instruments, policy papers, reports and other publications in line with the study;
  3. Develop and present research tools, methodology for the study and the preliminary desk review report to KHRC and a select team of stakeholders for comments and approval by 12th October 2011;
  4. Conduct field based interviews in the 3 focus areas as per the agreed sampling design and methodology by 30th October 2011
  5. Analyze and interpret the findings;
  6. Share the report with a select team (KHRC and some key stakeholders) for validation and final inputs by 14th November 2011
  7. Submit the final report with clear research findings and relevant policy recommendations by 25th November 2011
The consultant is required to possess
  1. Professional experience in conducting research (data collection & analysis) and reporting – both qualitative and quantitative
  2. Good analytical skills
  3. Demonstrable experience in assignments of similar nature, including understanding of workers and livelihood issues; and relevant regulatory frameworks
  4. Excellent documentation and writing skills, attested by past written papers.
  5. A relevant degree in social science discipline
  6. Ability to interact effectively with local communities and as part of a technical team.
  7. Availability to meet project deadlines.

Summary

Duties and Responsibilities

Head of Office Job in ICTJ Nairobi Kenya



International Center for Transitional Justice (ICTJ) is seeking an enthusiastic and experienced leader as the Head of Office for its Kenya Office located in Nairobi.

The ideal candidate will have wide ranging transitional justice expertise as well as specific experience with truth commission processes and prosecutions. This position will report to the Deputy Africa Director in Cape Town.

Responsibilities
  • Assess and implement a comprehensive and integrated transitional justice program in Kenya.
  • Work in conjunction with ICTJ colleagues in providing assistance to Kenya’s evolving transitional justice mechanisms, including high-level technical assistance on operational matters, comparative knowledge and analysis, policy advice and capacity building to relevant actors in Kenya, including convening workshops, trainings and other meetings.
  • Develop and maintain contacts with relevant partners and colleagues inside and outside Kenya, including government, civil society, and international actors.

  • Responsible for the human resources management of Kenya Office by ensuring that the vacancies are filled in a timely manner; resolving any personnel related issues; and ensuring that performance evaluation of staff are conducted.
  • Manage financial aspects of ICTJ's Kenya Office and its activities by working closely with ICTJ's Finance Department in NY, including overseeing the regular financial reporting processes.
  • Manage Human resources matters for the Kenya Office, including recruiting staff in a timely manner.
  • Manage legal matters pertaining to Kenya Office and its activities, including insurance, personnel matters, taxation, registration, vehicle ownership or rental, etc.
  • Serve as a representative of ICTJ in all aspects of its work in Kenya.
Qualifications

Education: Minimum Bachelor’s degree in law, political science, international affairs or a related field. Advanced degree is highly desirable.

Experience: 7–10 years of experience in field based human rights/transitional justice research and programming.

Related Skills and Knowledge:
  • Expertise in the history, transitional justice measures, and current human rights challenges in Kenya.
  • Knowledge and experience with truth commissions and prosecutions highly desirable.
  • Knowledge of other transitional justice measures, such as reparations and security sector reform is desirable.
  • Admission to practice law in Kenya is highly desirable.
  • Strong knowledge of the East African region and previous work in Africa is desirable.
  • 3–5 years management experience, preferably in international organization, particularly with program management and budget oversight.
  • Excellent Oral and written communication skills in English is required. Working knowledge of at least one other language is desirable.
  • Experience working with civil society organizations, international organizations including the UN, ICC, and other INGOs.
  • High level of professionalism and attention to detail.
  • Ability to work in an intensive and fast-paced work environment, and with a wide range of partners.
  • Proficient with the use of computers, including MS Office Applications.
  • Ability to travel nationally and internationally.

Finance and Administration Manager Job in Kenya - Kenya Human Rights Commission (KHRC)



The Kenya Human Rights Commission (KHRC) is looking for suitably qualified candidates to fill the position of Finance and Administration Manager.

The position holder will be a key member of senior management, providing a variety of financial and administration services and reporting to the Executive Director and the Board of Directors.

Purpose of the position

The purpose of this position is to provide leadership and guidance to the Financial Management and Administrative Team of the KHRC and ensure that all financial resources of the KHRC are recorded, tracked in their use to fulfil the core mission of the KHRC of protecting and promoting human rights and democratic values and accounted for to the KHRC’s senior management, the Board and the KHRC’s grantmakers.

The position also initiates financial and administrative policies and procedures that ensure the effective and efficient use of the KHRC’s financial and administrative resources. Finally, the position manages the Finance and Administrative Team of the KHRC.

Key functions of the position
  • Manage accounting functions: Manage the development, documentation, and implementation and monitoring of KHRC’s financial transactions to ensure that transactions are recorded on an accurate and timely basis and financial reports are provided to staff, management, the Board and grantmakers by prescribed deadlines.
  • Manage the KHRC’s internal controls: Manage the development, documentation, and implementation and monitoring of the KHRC’s internal control processes to ensure compliance with the KHRC’s finance policies and procedures and prevent any potential loss of the organisation’s assets.
  • Fundraising and grants management: Prepare budgets for all concept papers and proposals prepared by staff for grantmakers. Track expenditure of all grants and projects and prepare financial reports for grantmakers in their preferred formats. Engage with grantmakers on budgeting and reporting.
  • Manage the budget: Manage the development and approval of the KHRC’s annual budget by the Board and ensure that the budget is prepared as required. Ensure that spending is according to the budget by initiating and implementing a budget monitoring and control system for the staff, management and the Board.
  • Analyse financial and statistical information: Analyse the KHRC’s financial data and reports, producing monthly management accounts, quarterly Board financial reports and half yearly grantmakers’ report, as well as monitoring for performance and efficiency. Analyse the KHRC’s financial data on a monthly basis, tracking key indicators and timelines. Provide written or verbal analysis to the staff, management the Board and other relevant partners as may be required.
  • Manage asset tracking: Develop, maintain and regularly update the physical assets of the organisation through an appropriate asset tracking systems.
  • Tax and compliance management and administration: Ensure the organisation at all times remains compliant to all relevant laws and regulations by constantly monitoring the legal and regulatory environment and ensuring adherence to the same.
  • Payroll Administration: Supervise the payroll process and ensure that statutory deductions are remitted to the Kenya Revenue Authority (KRA) and other relevant statutory bodies in a timely and consistent manner
  • Risk assessment: Constantly analyse the operating environment for potential risks of losses of organisational resources and reputation and advice management and the Board on any corrective measures needed. Organise for annual external audits and ensure the implementation of all audit recommendations.
  • Procurement: Have managerial oversight over the procurement process, ensuring that all procurements for the organisation meet the standards of prudence, cost, accountability and fairness.
Minimum qualifications for the position
  • A Master’s degree in business administration, finance or other related field plus at least eight years practical work experience. At least five of those years should be at Finance Manager/Director level with responsibilities for managing the finance function of the organisation, preferably in grantmaker-funded organisations.
  • Must be a CPA (K) or ACCA and a registered member of the Institute of Certified Public Accountants of Kenya (ICPAK) with good standing.
  • Experience in the development and management of finance and accounting policies, human resources, management of IT functions with proven understanding of financial systems, especially Pastel Accounting System.

National Commission on Gender and Development (NCGD) National Officer Job Vacancy


The National Commission on Gender and Development (NCGD) was established by an Act of Parliament in December, 2003 to coordinate, implement and facilitate gender mainstreaming in national development and to advise the Government on all aspects thereof.

The National Commission on Gender and Development in collaboration with United Nations Entity for Gender Equality and the Empowerment of women (UN Women) through the support of Finland has embarked on the process of developing a Kenya National Action Plan to aid the implementation of United Nations Security Council Resolution 1325 on women peace and security.

The NCGD is seeking a suitably qualified and highly committed National Officer.

Objective and Duties:

Under the guidance, and support from NCGD, UN Women and the Embassy of Finland, a National Officer is being recruited to oversee the coordination and the development of the National Action Plan on UNSCR 1325 in Kenya.

The officer will be responsible for the following main tasks;
  • Provide ongoing support, coordination and oversight of activities for developing the National Action Plan on UNSCR 1325 in Kenya.
  • Organize and facilitate drafting workshops/meetings with members of the steering committee and working group.
  • Prepare in close consultation with the expert consultant, Steering Committee/ working group, NCGD, UN women and other key stakeholders a complete draft national action plan and implementation framework for the NAP;
  • Facilitate and advice the steering committee on the development of indicators and monitoring framework for the NAP on UNSCR 1325;
  • Assist in developing mechanisms that will ensure smooth implementation of the newly developed NAP.
Qualifications and Experience:
  • Advanced degree in Social Sciences, i.e. Conflict Resolution/Peace building, International Studies, Human Rights, Political Science, Gender Studies.
  • At least 5 years of experience in project management and experience in facilitating development project designs.
  • Demonstrate an understanding of Kenya's political, economic and social climate.
  • Experience on gender mainstreaming, women empowerment, women human rights, MDGs, sexual based violence and UNSCR 1325.
  • Experience providing consultative services to or working with Government, particularly in the implementation of key policy documents

Research on the Legitimacy of Land Ownership Claims and Gender Perspectives in Land Ownership


Call for Expression of Interest for Consultancy Services for Conducting Research on the Legitimacy of Land Ownership Claims and Gender Perspectives in Land Ownership

The Kenya Human Rights Commission (KHRC) is a national NGO with the mission to
promote, protect and enhance the enjoyment of all human rights by all individuals and groups.

The KHRC intends to award a 4-month consultancy contract to a highly competent, qualified and experienced research consultant having the relevant technical background, to conduct a legal assessment of claims to land ownership and the land ownership patterns as segregated by gender dynamics in Taita Taveta.

Purpose of the Consultancy

This research aims to assess the legal merit in land ownership claims by residents of and documenting the gender-related handicaps in land ownership in Taita Taveta.

The study will document the historical, social, economic and cultural attributes that impact on land ownership and use and provide the basis for sustainable land reforms.

Primary Tasks
  1. Develop a sampling design and data collection & management protocol;
  2. Assist in the recruitment and training of field staff and pre-testing of data collection tools;
  3. Document the historical, legal context of land ownership in Taita Taveta;
  4. Carry out a desk-review of documents including the applicable legal instruments, regulatory framework, standards and norms;
  5. Conduct field-based research and document land ownership patterns, claims to land ownership and gender-based aberrations in the ownership of land;
  6. To evaluate the legitimacy of claims of illegal or irregular acquisition, ownership and use of land in Taita Taveta;
  7. To evaluate the efficacy of laws, policies and other standards which regulate land acquisition, ownership and use in Taita Taveta;
  8. To generate gender disaggregated empirical data on land ownership patterns in Taita Taveta District;
  9. Develop and submit the first draft of the research findings and recommendations by April 4th and the final draft by April 25th, 2011.
Competencies Required
  • Experience with both qualitative and quantitative methodology;
  • Strong research and analysis capability;
  • Familiarity and understanding of Land law, Conveyancing and Gender protection;
  • Ability to interact effectively with local communities and as apart of a technical team;
  • Availability to meet project deadlines.

The Ministry of Justice, National Cohesion and Constitutional Affairs (MoJNCCA) - with support from GTZ - seeks to recruit a Senior Technical Advisor to support the re-design of the Governance, Justice, Law and Order Sector (GJLOS) Reform Programme and to coordinate related assignments to be finalised by latest 31 July 2011.

The non-renewable contract (duty station: Nairobi/ Kenya) is a full time engagement and is for a maximum duration of up to 12 months.

The GJLOS Reform Programme is a Government of Kenya led initiative - coordinated through MoJNCCA - that has been implemented since the year 2004, through a sector-wide, cross-institutional approach.

It has engaged the participation of over 30 Ministerial Departmental Agencies and Non-State Actors while drawing support from International Development Partners. GJLOS reforms have so far been pursued through a Medium Term Strategy framework which expired in September 2009.

To keep GJLOS institutions together and to maintain reform momentum, a short-term Bridging and Coordination Mechanism (BCM) is under implementation. This BCM prioritizes Agenda-4 reforms as well as activities related to designing of the next GJLOS phase.

During the implementation period of the Medium Term Strategy, various reviews and evaluations were carried out from which the Programme's achievements, failures, shortcomings and challenges are thoroughly documented.

These findings and lessons learnt will be critical in the process of designing the next phase whose implementation is expected to start at the beginning of Financial Year 2011/12.

Scope of Work
  • Main focus is to technically support the design of a 5-year sector wide programme including a result-based monitoring framework for the period 2011-2016
  • Offer high level / strategic support on the re-design process regarding required assignments like finalization of sector policy framework paper, baseline surveys, and capacity assessments for which additional experts will be hired
Technical Knowledge and Skills
  • An advanced degree in Project Management, Public Policy, Political Science, Development Studies, Law, or any other related field
  • Demonstrable qualities in technical advisory work, analytical skills and report writing, with at least 10 years high-level experience relevant to Public Sector Reform and Project Management
  • High-level experience in designing national, sectoral and / or institutional strategies as well as in the establishment of result-based monitoring frameworks (preferably in the governance sector)
  • Experience in multi-stakeholder coordination and dialogues, especially high level engagement with government institutions, development partners and non-state actors
  • Local and / or international experience in similar assignments
