(vi) Provide the Secretariat duties to the Tender, Procurement and Disposal Committees;

(ix) Prepare contract documents in line with the award decisions and monitor contract management by user departments for implementation as per terms and conditions of the contract;

Job Title: Supply Officer

Location: Dagahaley, Dadaab Refugee Camp

Main Tasks:

Implement the supply activities with the standard resources, procedures, reporting and tools defined by the Log Supply, in order to facilitate achievement of the project activities.

General Objectives:
  • Oversee the routine supply operational activities of logistical and medical supplies at project level;
  • Manage the orders submitted to capital which covers: encoding the internal request/Easymed, preparation of request and purchasing document in database, as well as updating the status of order in database (remark in/out/internal);
  • Perform supervision on the logistic stock management (at project level);
  • Control the purchasing validation process and reception (physical and administrative reception);
  • Negotiate for products that offer good value for money for all purchase orders, and ask for min 3 quotation or tender according to the purchase validation level.

Main Purpose of the job

An Operational Buyer is an employee who is authorized to order goods and/or services from external vendors. An Operational Buyer is in charge of the procurement of specific Spend Categories.

Main Responsibilities

Functional Responsibilities

In the limit of the spend categories’ scope, the Operational Buyer has the responsibility to:
  • Ensure delivery of goods and services to the internal user:
  1. at the due date and the fight place;
  2. in the right quantity and quality;
  3. at the best price, with all the required documents and accounting information;
In the limit of the spend categories’ scope, the tasks of an Operational Buyer typically include:
  • Converting purchase requisitions into purchase orders
  • Transmitting purchase orders to external vendors
  • Monitoring timely confirmation of purchase orders (when vendor confirmation is required)
  • Monitoring timely delivery of ordered goods or timely execution of ordered services
  • Monitoring timely delivery of components to subcontractors(co-manufacturers, co-packers)
