Background information and project summary

Veterinaires Sans Frontieres – Belgium (VSF B) is a recognized developmental NGO founded in 1995 working with disadvantaged communities to increase their standard of living, improve food security and livelihood sustainability through improved animal health and production.

In East Africa, our programmes focus on community-based animal health services, capacity building of local institutions and governments, conflict mitigation and sustainable natural resource management.

The EVSP II is implemented in both rural and urban centers in South Sudan. It is 1 year emergency project funded by USAID under the Office of US Foreign Disaster Assistance (OFDA).

The project is implemented by VSF Belgium (lead), VSF Suisse and VSF Germany.

It covers in Central Equatoria (Juba, Kajokeji, Lainya, Morobo, Terekeka and Yei counties), Eastern Equatoria (Budi, Kapoeta, Magwi and Torit counties), Jonglei state (Akobo, Ayod, Fanga, Bor, Duk, Nyirol, Pibor, Piggi, Twic East and Wurror counties), Lakes (Awerial, Yirol East and Yirol West counties), Upper Nile (Nassir and Ulang counties), Unity (Panyijar, Guit, Koch, Leer, Rubkona, Ruweng, Abienhom, Mayiendit and Mayom counties) and Warrap (Twic, Tonj East and Tonj North counties) states in Southern Sudan.

The specific objective of the project is to improve the health and nutrition status of vulnerable communities in Southern Sudan by increasing their capacity to proactively address their own needs in relation to livestock, food production and accessibility.

This is be done by increasing their capacity and resilience in local livestock food production and improve access to safe food of animal origin and also by supporting the vulnerable community and government of South Sudan to develop and apply an appropriate East Coast Fever control strategy.

VSF Belgium is seeking to engage a reputable organization or individual expert (s) to carry out an evaluation of the project. The evaluation will assess in a participatory manner the relevance, efficiency, effectiveness, impact, sustainability and reliability of the emergency action and in close collaboration with the state /county veterinary departments, livestock owners and Community Animal Health Workers.

Objectives of the final evaluation

The evaluation needs to clearly address if goals and results were achieved and who benefited and to which extent. Specifically the evaluation will establish the impact of the Program in reference to the following:
  • The Strategy and the Methodology used.
  • The relevance of the intervention in terms of timing, targeting and design.
  • Perception of the communities, regarding the Products and Services offered through the Program.
  • Determine cost benefit analysis of the emergency interventions.
  • Document the efficiency of the intervention based on the results achieved with available resources.
  • Identification of indicators of success and identify the impacts from the communities’ view and comments and the benefits from the interventions.
  • Describe the effectiveness of the emergency interventions.
  • A comparison between achieved outputs/results and project outputs outlined in the project document.
  • Extensive discussion on success and lessons learnt and shortcomings and give recommendation for future interventions
Results of evaluation

A detailed report clearly indicating the main impacts, lessons learnt and key recommendations

Methodology of data Collection

The following methods of data collection may be used in combination to collect all the required information.
  • Desk review of project reports and other relevant reports on EVSP II project activities
  • Focus group discussions with stakeholders, pastoralists and key actors in states/counties.
  • Key informant interviews with relevant experts in emergency interventions and heads of departments from the collaborating sectors listed above.
  • Use of participatory skills and approaches and field data collection with pastoralists in target areas.

Location

The consultancy will take place in South Sudan with travel to select field locations.

Execution
  • The consultant (s) should provide a detailed work plan and budget of the consultancy.
  • The evaluation is expected to be completed in May 2011 over a period of 16 working days.
Deliverables

The consultant (s) will be expected to submit a hard copy and soft copy of a detailed plan within two (2) days of signing the consultancy contract.

A detailed final report will be presented to the VSF-Belgium Country Programme Manager and the Regional Procurement Manager detailing the findings of the consultancy and recommendations for future similar interventions in South Sudan.

The entire report will be presented in English and will remain the property of VSF-B. A hard copy and a soft copy must be submitted.

A draft report will be expected seven (7) days after the end of the mission and the final report is expected 5 days after VSF-B’s comments.

The contents of the report shall be as follows:
  • Executive summary
  • Background.
  • Description of the objectives of the mission and execution methodology.
  • Findings
  • Problems encountered
  • Recommendations
  • Annexes covering Terms of Reference, abbreviations, field locations visited references, graphs, tables, etc.
Responsibilities

The VSF Belgium Southern Sudan Country Programme Manager and The EVSP II to livestock dependent Communities in South Sudan project manager who are based in Juba will ensure overall coordination of the consultancy.

Qualifications

The consultant(s) are expected to have the following qualifications:
  • Livestock expert with at least seven years experience in livestock development.
  • Experience in carrying out similar consultancies and a proven track record of excellent results delivery.
  • Excellent report writing skills.
  • Working experience in Southern Sudan is desirable.

The Private Enterprise Partnership for Africa (PEP Africa), IFC s main advisory services arm in Africa, designs and delivers advisory services and technical assistance programs throughout Sub-Saharan Africa to promote private sector development.

The CASA Program is a major IFC initiative designed to bring economic and social development to Fragile and Conflict Afected States in Africa. The CASA program focuses on Burundi, the Central African Republic, Côte d Ivoire, the Democratic Republic of Congo, Liberia and Sierra Leone, and is now expanding to Southern Sudan.

IFC is recruiting a Senior Operations Officer to oversee and coordinate the implementation of the CASA Program in South Sudan.

In close collaboration with IFC PEP Africa management, sector specialists, advisory services business line staff, and IFC investment staff, the Senior Operations Officer will have a leading role in implementing the overall advisory services strategy for the country, and build and maintain close relationships with all stakeholders.

S/he will report to the CASA Program Manager.

The Senior Operations Officer, working with the CASA Program Manager, sector specialists and other IFC staff, will help to implement the South Sudan strategy, especially advisory services, coordinate in country program teams, build and maintain close relationships with all stakeholders; government, private sector and donors.

The successful candidate will play an important role to further develop IFC s presence in South Soudan, supporting private sector growth, private investment and job creation in one of the poorest countries in the world.

Duties and Accountabilities:

Together with IFC s Business Lines implement the IFC Advisory Services (AS) strategy in South Sudan;
  • Play a leading role and provide assistance, coordinate the implementation of various components of the Southern Sudan AS strategy by working very closely with the AS program and AS Business Line Managers
  • With the support and quality control of the management of PEP Africa , provide leadership and guidance to program staff and consultants;
  • Ensure strict financial and administrative monitoring, evaluation of processes and compliance with reporting requirements both internally and externally;
  • Develop and maintain relationships with all stakeholders, including government representatives, donors, private sector agencies, NGOs, financial institutions and the World Bank office;
  • Support CASA program activities in other countries in Sub-Saharan Africa, as required.
  • Report as required to CASA management, Donors and PEP Africa on programs progress and country achievements
Selection Criteria:
  • A post-graduate degree in one or more of the following disciplines: economics/finance/business/public policy, and a minimum of eight years private sector experience;
  • Significant private sector development experience, and successful track record in designing and implementing Advisory Services programs, preferably in Africa
  • Extensive experience working in conflict-affected countries will be a distinct advantage;
  • Self-starter, mature and flexible personality; able to work in a multicultural, fast-paced team environment
  • Team player with outstanding people management skills, ability to work with colleagues from different teams who are not reporting to him/her and achieve outstanding results

Basic Functions: The Public Health Specialist (Surveillance) is the HIV/AIDS survey and disease surveillance portfolio manager.

Job holder is the public health advisor responsible for providing technical expertise and assistance to the Ministry of Health (MOH) and other participating partners in the design, implementation and strengthening of routine disease surveillance systems and the conduct of large, complex surveys designed to measure HIV prevalence and other indicators of importance to evaluating the impact of HIV control programs.

Carrying out these functions requires public health technical knowledge, results-oriented data analysis, advocacy, and the ability to facilitate communication and maintain collaborative working relationships with partner organizations.

Job holder reports directly to the CDC Country Director and plays an active leadership role in the Mission’s PEPFAR Strategic Information (SI) Technical Working Group (TWG) and/or the Multisectored Technical Group.

Qualifications:

Role, Task and Responsibilities

* Supervise and coordinate 2 protection monitor supervisors and 2 psychosocial counselors in conducting protection monitoring activities, mainly Rapid protection Assessment, in remote areas, advice desks duties ( protection monitor supervisors ) and counseling activities (psychosocial counselors)
* Conduct together with protection monitor supervisors (PMS) and psychosocial counselors (PC) Gender based violence awareness and information campaign in targeted areas and support closely the response given by the counselors in term of psychosocial support, material assistance and livelihood activities for the gender based violence survivors.
* Contribute together with the protection coordinator to built the capacity of the Community based organization working in partnership with Intersos in implementing the activities. Training on GBV prevention and respond as well as Protection Rapid assessment trainings will be provide to the CBO by the protection officer and the protection coordinator.
* Close and daily follow up of the CBO activities together with the protection monitors supervisors and the psychosocial counselors.
* Meet regularly with service providers/agencies/NGO and relevant Internally displaced people/local community committees including women to ensure regular coordination mechanism among them for the protection and assistance of the person with special needs.
* Prepare weekly/monthly reports on the situation of the IDPs sites as well as host community and on the implemented activities.
* Follow up closely the management of the GBV Information Management System to make sure that gender based violence cases are recorder in a systematic manner by the database clerk.
* Contribute to identify new needs to be addressed in IDPs areas and surrounding areas in consultation with the population and leaders.
* Participate to Protection meetings on issues related to protection in general as well as to GBV and child protection at County and State level where to report the situation on the ground and coordinate with other partners on follow up of cases.
* Know the profile of the IDPs population by age and gender and know which groups have specific needs;
* Map out the protection support and activities which agencies and NGOs provide in the areas with a view to identifying possible gap areas;
* Along with the livelihood expert coordinate the livelihood activities ( skills training, IGA for CBOs, seeds and tools distribution) and supervise closely the selection of the beneficiaries among the most vulnerable.

Merlin Nurse in Charge - Paedriatric Ward and Nutrition Unit Job in Southern Sudan


Position: Nurse in Charge-Paedriatric Ward and Nutrition Unit

Salary: As per Merlin South Sudan salary scale but dependent on relevant experience. Plus a benefits package including accommodation, food, 3 return flights per annum.

Context

Merlin has been working in Southern Sudan since 1998 and has had a continuous presence in the country since 2004. The goal of Merlin projects in South Sudan is to address the humanitarian health needs through supporting essential primary and referral level health care interventions, increasing capacity of local health structures to deliver effective and quality health care services.

Responsibilities

Overall responsibilities

The Nurse in Charge of Ward will be fully based in Boma Hospital, Pibor County and will have overall responsibility for patient care in the Paediatric and Medical Wards as well as taking part in the supplementary feeding activities. They will also be responsible for training and capacity building of the staff working in the ward.

The Nurse in Charge of Ward is supervised by the Hospital Matron and works closely with Clinical Officers and Medical Officers in the delivery of curative services to patients visiting outpatient department and those admitted to hospital.

Responsibilities of Nurse in Charge of Ward
  • Supervise and monitors nursing care of patients in the Paediatric ward and Nutrition Unit.
  • Supervise Community Health Workers (CHW) in the management of patients under their care.
  • Provide on job training, mentoring and capacity building of all staff in the ward
  • Supervise activities of nurses working in her/his ward
  • Together with CHW responsible for submitting requests for medicines and medical supplies to hospital pharmacy
  • Participate in the supplementary feeding program for both inpatients and out patients
  • Together with Nutrition assistant ensure care of children admitted on TFC and OTP.
  • In collaboration with PHC nurse/nutrition assistant monitor screening of all under 5s attending the hospital
  • Together with medical assistant responsible for ensuring appropriate patient feeding
  • Ensure that patients receive medicines prescribed by doctors and Clinical Officers
  • In collaboration with the team participate in Outreach activities
  • Conduct regular meetings of ward technical and non technical personnel
  • Organize and participates in in-service training of staff in her/his ward
  • Conduct regular appraisals of staff under their management
  • Assist in theatre and out patients department when the need arises.
  • To carry-out any other duties and/or responsibilities assigned by his immediate supervisor
  • Produce weekly and monthly reports in a timely and thorough manner
  • Participate in the shift system of emergency call outs and radio monitoring
  • Oversee shift handover reports of good quality
  • To carry-out any other duties and/or responsibilities assigned by his/her immediate supervisor
In general:
  • To be flexible as required.
  • To be accountable, give feedback and appropriate information regarding the requested or ongoing tasks to the person or department, for the duties and performances he/she is carrying out for them.
Qualifications/requirements
  • Registered nurse with at least 2 years working experience in a busy hospital preferably in paediatric ward and or Nutrition Unit.
  • Experience in ward management and staff supervision
  • Training/Certificate in IMCI
  • Good communication and organizational skills
  • Capable for taking responsibility for nursing care
  • Training and capacity building experience
  • Fluent written and spoken English language
  • Working experience in insecure setting will be an added advantage
  • Computer literacy

Person Profile

Principal Responsibilities

  • Setting up and maintaining an efficient information storage and retrieval system;

CARE Somalia/South Sudan is an International NGO working in Somalia and South Sudan.

CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.

CARE is looking for a suitable candidate to fill the position of Senior Human Resources Officer based in Nairobi and with a requirement for 50% travel to field offices in Somalia.

The incumbent will be required to coordinate, implement and monitor the Human Resources Management functions of CARE Somalia/South Sudan in the Somalia and Nairobi offices.

Job Summary

The Senior Human resources Officer (SHRO) will be responsible for staff recruitment, orientation and separation for the Nairobi and Somalia offices.

S/he will be required to ensure that recruitment of personnel is timely and will be expected to initiate and lead the staff recruitment processes in accordance with the signed donor agreements, CARE SSS policies and procedures and the local Labor Laws requirements, liaise with external sources of recruitment to identify qualified candidates, formulate, update and ensure effective implementation of new staff orientation and training programs as well as collaborate with departmental heads in initiating, recommending and facilitating transfers, promotions and dismissals of concerned staffs.

The SHRO will take lead in performance management and staff development and will be required to collaborate with Assistant Country Directors and field HR Officers in developing, implementing and enhancing Country Office staff development/training programs, coordinate the performance management and appraisal , coordinate Talent Management initiatives and ensure implementation as well as coordinate CARE initiatives and the development opportunities.

The incumbent of this position will be required to disseminate HR policies and is expected to ensure the consistent understanding and application of the policies within the CO to ensure compliance with statutory regulations and CARE policies and flag and address non compliance.

S/he will be required to continually revise the HR manuals and policy documents to ensure compliance with CARE’s strategy and the present challenges, ensure compliance of the department’s activities with the organization’s strategy as well as provide advisory services to management on HR related matters.

The Senior Human Resources Officer will also be required to take on need based special projects such as salary surveys and job evaluations as and when required. She/he will provide any required support to the program team in the application of the Somalia program Gender, Equity and Diversity strategy.

FEFS Background:
Femininity Empowerment Foundation for Sudan (FEFS) is an independent, non-profit, non-government indigenous Southern Sudan organization. Its main mission is to empower young Sudanese women through the issue of girl child education to increase their enrollment and retention in our education system and in the long run, promote gender equity and equality. 
Overriding goal:
  • Strengthen FEFS ability to coordinate and implement promotion and advocacy for girl’s education, and gender equity and equality in line with the millennium development goals (MDG2 and MDG3), and with other FEFS strategic objectives.
 
Key duties and responsibilities:
  • The FEFS Field Officer will make regular and extensive field visits to the project areas to manage, monitor and plan all aspects of the assigned project’s training component.
  • Provide regular project implementation reports to the project assistant.
  • Contribute to the timely production and dissemination of project products, training narratives and financial reports according to donor schedules.
  • Develop a good understanding of how schools operate in South Sudan, explore means of promoting student’s participation and involvement in feasible projects and strengthen the capacity of communities to manage their schools.
  • Stay well informed about the project with the view of identifying and documenting the appropriate links and lessons learnt.
 
  • Forge and maintain partnership with target Ministries, NGOs, civil societies, the private sector and educational institutions with a similar vision of empowering women.
  • Lobby and advocate on policy matters at national and community level in order to sensitize the community and policy makers on girl’s education and gender equity.
  • Coordinating and managing the proposal development process.
  • Perform any other relevant duty requested by the Project Assistant.
 
Qualification Requirements:
  • Preferably a Female candidate, fluent in both Arabic and English.
  • Diploma in Community health and education.
  • At least 1year work experience as a field worker or project officer in an education or gender related environment.
  • Must have strong report writing skills.
  • Basic computer knowledge (Microsoft word, Excel, Power point) required.
  • Must have strong time management and organizational skills.
  • Strong written and spoken communication skills and the ability to work independently and collaboratively as needed.
  • Self-motivated and Ability to learn and grasp concepts quickly.

Internal Auditor - North and South Sudan: GOAL Jobs


General Overview/Description of the Role
Stakeholders including; trustees, employees, donors and the public expect those charged with governance of the charity to manage the significant risks the charity is facing and to put adequate controls in place to deal with these. These risks encompass risks related to charitable operations, as well as risks related to compliance with laws and regulations and financial reporting.

Good governance, by its nature, demands effective systems of internal control and a charity's system of internal controls therefore has a key role in the management of risks that are significant to the fulfilment of its charitable objectives. A sound system of internal control contributes to safeguarding all stakeholders and the charities assets.

A charity's objectives, its internal organization and the environment in which it operates are continually evolving and as a result, the risks it faces are continually changing. A sound system of internal control therefore depends on a thorough and regular evaluation of the nature and extent of the risks to which the company is exposed.

Since quality programs from which beneficiaries will benefit are, in part, the reward for successful risk-taking by charities; the purpose of internal control is to help manage and control risk appropriately, rather than to eliminate it.

The purpose of internal audit within GOAL is to work with senior management to continually review and develop sufficient systems of internal control in order to manage the respective risks that the charity faces thereby protecting all stakeholders.

GOAL has been working in Sudan for over 30 years with bases in North and South Sudan focussing on primary health care programmes. Funding for these programmes is derived from a variety of donors including OFDA, ECHO, DfID, Irish Aid and GOAL public funds.

Reports to: Head of Internal Audit

Responsibilities
  • Review Internal Audit Plan for 2010 in North and South Sudan with CFO and Head of Internal audit, and decide on prioritisation of field sites based on risk assessment. The Plan will be reviewed and amended if necessary at half-year.
  • To establish a risk-register in each location that is regularly updated.
  • Management of in-country national Internal Auditor and their plans.
  • Work with CFO and head of internal audit to develop a comprehensive standard audit programme for use in auditing field offices in North and South Sudan.
  • Review GOAL's field reporting procedures and identify areas for improvement.
  • Familiarisation with current structures, systems and procedures of the Finance Department in GOAL Dublin and its interaction with the finance function of field offices.
  • Provide advice on improvements to GOAL finance systems and procedures where appropriate.
  • Familiarisation with GOAL's relationship with major donors, including main donor guidelines and principles, (in co-ordination with GOAL's donor liaison officer).
Execution of Audit Plan:
  • Undertake internal audits in field offices as described in the plan.
  • Provide recommendations to Country Director (CD), Field FC, Head of internal audit where necessary, on improvements to be made in systems and controls.
  • Discuss findings of audit with CD and Field FC in advance of finalising Audit Report and incorporate their comments.
  • Report to Head of internal Audit on findings in formal Audit Report. Follow up on recommendations made in the Report with CD and Field FC to ensure they have been implemented.
  • Conduct any ad-hoc audit or financial investigation assignments at the request of the Audit Committee or Head of internal audit.
  • A principal focus of the work will be to assess how efficient budget management and monitoring is within North and South Sudan.
  • Another important focus will be to review systems of control around the use of cash in each field office.
Donor Compliance
  • Knowledge and understanding of the key areas of donor compliance. As a further remit to each field visit ensure appropriate systems are in place in all relevant areas; reporting, documentation, filing protocols, resources allocated to ensuring donor compliance, training of staff.
Subsidiary ongoing responsibilities:

(It is intended that these responsibilities will be minimal but if urgent need arises they may be prioritised)
  • Assume the role of acting Field FC (i.e. provide cover) in situations where:
  1. there may be a time period between contract end and contract start of successive Field FCs, or
  2. a Field FC may require a prolonged leave of absence.
  • Provide inputs / recommendations in ongoing review of GOAL's financial procedures and control structures.
  • Assist in training of national staff in GOAL financial policies and procedures as required.
  • Assume the role of emergency financial co-ordinator in a field where an emergency may occur.
  • Undertake project management tasks if required in emergency circumstances.
