Regional Programme Manager - East Africa

Renewable World East Africa (RW EA) is a not-for-profit organization who tackles poverty, reduces vulnerability and provides a development pathway not dependent on carbon for “the poorest of the poor”. We do this through enabling access to affordable and reliable renewable energy services.

We are looking for a strong programme manager with a business development background to run our existing EA project portfolio and deliver regional growth through business development, networking, fundraising and innovation. You will have a proven track record in the design and delivery of projects in a renewable energy and/or international development context and proof of fundraising success in both the donor and the private sector.

Reporting to an East African board of trustees and a Global Programme Manager and working on the ground directly through local private and not for profit partners, you should be a self-starter, a clear communicator and results orientated. Ujamaa – Africa, is a Kenyan NGO that promotes economic empowerment, personal security and health for vulnerable women and girls.

We are currently involved in a groundbreaking research program which has thus far demonstrated a dramatic decrease in the prevalence of rape in the 5 urban slum areas, where Ujamaa teaches a proprietary girl’s empowerment and boy’s transformation program in schools, CBOs, FBOs and in other forums. 

Thus far our work is published or under review in 2 prestigious international journals and we are submitting the dramatic results of our 2013 intervention in the next month
We are looking for a researcher who must have creative analytical thinking, strong presentation skills with the ability to turn complex data/concepts into clear insights.

The incumbent must also have strong personal attributes.

Specific Tasks

Primary Purpose: Building on the success and learning from East Africa Dairy Development ( EADD) Phase I, EADD II is an ambitious five-year program designed to help 136,000 smallholder farm families to achieve sustainably improved livelihoods - in Uganda, Kenya and Tanzania by 2018. The vision of success for EADD is to transform the lives of resource-poor farming families with improved market access to a wealth-creating, robust dairy value chain that benefits all industry stakeholders.

Norwegian Refugee Council (NRC) is been present in Somalia since early 2004 and has since expanded its Horn of Africa Programme to Kenya in 2006 and to Ethiopia in 2011. Since 2004, the NRC has demonstrated a regional competence and expertise in working with displaced populations. NRC has mainly focused on Somalis who are displaced by the ongoing conflict and more recently by the drought and famine.
The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and Mogadishu), Kenya (Dadaab, Kakuma and Molo), Ethiopia (Addis Ababa, Dolo Ado, Shire and Asosa) and Yemen (Sana’a and Aden).
The NRC Horn of Africa mission is an expanding programme. NRC started its operations in Kenya in the refugee camps in Dadaab in February 2007 and initiated shelter activities targeting Post-Election Violence IDPs in the Rift Valley region of Kenya in 2011. NRC then expanded its refugee programme in Kenya to Kakuma camps where it initiated sanitation and hygiene activities in the first half of 2012.
Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and livelihoods. Programmes target both emergency responses to acute crises as well as the capacity to address recurring protection needs of refugee or IDP populations through durable solutions. Obtaining and maintaining access to the displaced populations remains the main operational challenge in the Horn of Africa region and in particular in Somalia.

Save the Children East Africa Regional Office (EARO) is looking to recruit a Better Care Network (BCN) Regional Technical & Knowledge Management Specialist.
 The Better Care Network (BCN) facilitates active information exchange and collaboration on the issue of children without adequate family care and advocates for technically sound policy and programmatic action on global, regional, and national levels under the direction of its Steering Committee Members, an interagency partnership team composed of Save the Children, UNICEF, USAID’s Displaced Children and Orphans Fund and the Office of HIV and AIDS, CARE USA and Firelight Foundation. The BCN is initiating a three-year regional inter-agency initiative to improve the capacities of governments and their civil society partners in Eastern Africa to develop and implement care reform that strengthen families and improve alternative care services in the region.
To support this regional inter-agency initiative, the BCN and Save the Children are seeking a regional technical and knowledge management specialist with significant knowledge of the technical aspects of reforming child care systems and in-depth familiarity with the region to play a proactive role in identifying and addressing relevant issues to advance child care reform and provide technical support to key regional and country-level actors.
The Specialist is expected to play a catalytic role in supporting positive change in close collaboration and consultation with all regional and national stakeholders.Facilitate a review of existing regional mechanisms to inform the operational arrangement of the regional technical hub and ensure it is complementary to the actions of other actors in the region and provides added value to existing initiatives.Conduct initial consultations with key stakeholders to identify the three countries1 for action where the national situation analysis and in-country consultations will take place. With the aim to support EAC’s vision, mission, values and strategic goals the EAC Secretariat has developed a Communication Policy & Strategy. 

One of the main objectives is to enhance the brand image of the EAC and to reinforce the internal and external communications efforts. As a means of achieving this, the EAC Corporate Communications Department and GIZ have embarked jointly to take a holistic approach to develop a Design Guide by carrying out an entire branding project. We are therefore looking for a consultant (s) to plan and execute such a project.
The Consultant (s) should have:At least a masters degree in Communications, International Marketing or a related field from a recognised university/institution.Minimum 15 years work experience in strategic communications and corporate branding both on a strategic and an operational level.A solid experience working with employer branding in large organisations.Experience in carrying out a whole branding project from planning and execution to implementation in a corporate/public or intergovernmental entity is a MUST.Strong project management skills, with the ability to execute in a structured manner.Excellent communication and presentation skills.Experience working with the survey tool SurveyMonkey is an added advantage.The estimated duration of the assignment is a maximum of 180 working days starting from July 2013 to December 2014. The assignment requires the consultant(s) to be on-site at the EAC Headquarters in Arusha, Tanzania in regular and frequent intervals.
The EAC-GIZ program is asking interested consultants to submit a short (5 pages maximum) technical proposal as well as a separate financial proposal. Interested consultant(s) must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experts may constitute joint-ventures to enhance their chances of qualification.
The proposal should also indicate the qualifications and their ability to undertake the project within the time frame identified.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with GIZ Procurement Rules and Procedures.

In charge of the day-to-day financial, technical and administrative functions of the project supervision team.
Responsible to the Operations Manager – Contracts and the Project Director for the management of the project.

BSc Degree (Civil Engineering); MSc an added advantage.
Registered with the Engineers’ Registration Board of Kenya (ERB / EBK) or a recognized equivalent professional engineering body.
At least 15 years of progressive post-qualification experience in highway engineering (planning, design and construction supervision).
At least 5 years experience as a Resident Engineer on major highway projects.
Experience on evaluation of contractor’s claims.
Sound knowledge of Construction Contracts, especially and specifically FIDIC Conditions of Contract;
Ability to prioritize, plan, program, coordinate, delegate and monitor work programs of project teams comprising engineers and technicians;

Position: Deputy Resident Engineer / Measurement Engineer (Highways)
  Key Responsibilities
Deputizing for the Resident Engineer on all technical and administrative matters of the project supervision.
Responsible to the Resident Engineer for all site measurement works.
In charge of the survey and inspectorate teams on site.

Qualifications and Key Competencies
BSc Degree (Civil Engineering) or equivalent; MSc an added advantage.
Registered with the Engineers’ Registration Board of Kenya (ERB /EBK) or a recognized equivalent professional engineering body.
At least 10 years of progressive post-qualification experience in highway engineering (planning, design and construction supervision).

Position: Senior Structural Engineer – Buildings
