Introduction

Health Rights Advocacy Forum (HERAF) End of Project Evaluation Consultancy


Health Rights Advocacy Forum (HERAF) is an NGO that brings together health professionals, NGOs, FBOs and PLWHA organizations to advocate for health as a fundamental human right in Kenya.

It was established in 2006 as a project of Kenya Human Rights Commission (KHRC), and registered as a NGO by the NGO Coordination Board in 2007.

With support from the European Commission HERAF has been implementing a project entitled, ‘Strengthening community participation in health sector governance and management’ in last 3 years.

The project sites are Kwale, Nyeri North and Mbeere Districts and it aimed at:

1) Strengthening the capacity of grassroots communities to hold District Health Management Teams (DHMTs) and health care providers in local health facilities accountable in upholding the right to health.

2) Empowering health facility committee members to represent community interests in the implementation of health sector programmes at community, facility and district levels.

3) Improving health service delivery by empowering communities to monitor demand, supply and quality of health services provided in health facilities.

4) Advocating for transparency and accountability in planning, budgetary allocation and management of resources allocated to health facilities.

As the project comes to a close in December 2011, HERAF intends to engage evaluation consultant to conduct end of project evaluation. The consultant will be expected to document the project achievements, successes, challenges, lessons learnt, and best practices to inform future similar interventions.

Qualifications

1) A minimum of a Masters Degree in Social Sciences, Public Health or equivalent, with professional training on monitoring and evaluation.

2) Three years experience or more in project monitoring and evaluation

3) Excellent writing and communication skills

Consultancy Summary

The Consultant will design and conduct a stakeholder mapping exercise for the Kenya Transition Initiative (KTI) program and come up with a tool that will provide a better understanding of the various institutions present in the regions and the work they do.

The stakeholder mapping will facilitate the development of partnerships between KTI and key state and non state actors for the program in various parts of the country, with greater focus in the Central region to be defined jointly between the consultant and KTI.

Program Description

The KTI program was launched in May 2008 following the signing of the National Accord on Dialogue and Reconciliation in February 2008.

The agreement opened opportunity for KTI to support national and local-level stabilization and transition efforts targeted at recovery and reducing political and social volatility and vulnerability to violence, and moving Kenya forward through another election cycle in 2012 and into the future.

The overall goal of the KTI program is to attain durable stability by supporting Kenya state and non-state actors in promoting national unity rather than ethno-national divisions.

Specifically, KTI program activities are designed to meet either one of two program objectives:
  1. To enable public institutions to undertake fundamental reforms and to manage instability and uncertainty.
  2. To mobilize the public, especially the youth and key change agents, to demand accountability and reform.
Rationale

As part of its strategy, KTI would like to identify key State and Non State actors and organizations involved in promoting reforms in geographic areas where KTI activities are implemented.

The actors identified will be at the core of a renewed effort to enhance and better support national and local efforts towards capacity building, foster knowledge and information sharing and develop efficient partnerships.

The Consultant(s) will be qualified and possess the relevant experience in each geographic area to collect detailed information on organizations engaged at all levels of KTI’s program areas and processes.

Once the stakeholder database that the Consultants will compile is available, it will be possible for KTI to identify opportunities to partner and connect with other organizations in the field at national, regional and local levels.

Objective

The main aim of the proposed consultancy is to provide a mapping tool that will foster greater effectiveness of KTI programming and efforts through increased participation and strengthened social networks and capacity of stakeholders at all levels.

Geographical areas of Mapping

Kiambu, Kirinyaga, Muranga and Nyeri

Four categories of reporting are anticipated, as follows:

WHO (to include a range of actors, including Government, NGOs, CBOs, private sector, prominent individuals and others)
  • Who are KTI potential stakeholders and possible partners?
  • Who else are they connected to in terms of strategic alliances and partnership?
  • Who is supporting them?
  • What is their governance structure and political affiliation like?
WHERE
  • Where are they located?
  • Which levels do they operate?-Local/Regional/National
  • Where has their greatest impact been at the (above) levels?
WHAT
  • What are they involved in/ Objectives? Or what have they done in the past in relation to KTI strategic sector lanes?
  • What are their capacities/organizational skills
  • What is their main target in relation to the groups and outreach coverage?
  • What do they want to do in the next one year?
HOW
  • How do they achieve their organizational objectives/strategies?
  • How do they create and maintain their social networks?
ISSUE
  • What are real political issues of concern that need redress?
  • What should be done about the issues in the next one year?
  • Who would be the most relevant actor to engage in redressing of the issues identified?
Work Plan

The Consultant will prepare a work plan/ Schedule that will operationalize and direct the consultancy.

The work plan/ Schedule will describe how the mapping exercise is to be carried out and will address the following elements:
  • Overview of Program
  • Expectations of Stakeholder mapping
  • Mapping Methodology
  • Mapping Framework
  • Information Collection and Analysis
  • Reporting and Feedback
  • Draft Stakeholder Database document that can be built on as additional organizations are identified.
  • Final Report
Methodology

The consultant (s) will develop and present a suitable methodology for this mapping exercise in coordination with KTI staff.

They should include, but are not limited to, the following tools for data collection:
  • In-depth interviews with key stake holders (both state and non state actors);
  • Focus group discussions (FGDs) and consultative meetings with community members or target groups;
  • Desk review of relevant documents existing at the Social Services offices, District Commissioners offices, Mapping Reports done by other organizations, and other background information;
  • Door to door interviews for the purpose of small groups that may not be found within FGDs.
Deliverables

a) Draft Final Report: The Consultant will submit a draft report and sample database document for review by KTI within the 3rd week of stakeholder mapping exercise.

b) Final Report: Within the 4th week after receiving KTI's comments on draft report, the Consultant will submit a final report including an executive summary and all assessments tools, surveys and findings. One copy in hard copy format to be submitted with one copy in electronic format.

c) Power point presentation for KTI team

Time and Duration

The project is expected to take a period of five (5) weeks.

Background

Plan is an international child-centred community development organization without political, religious or governmental affiliations. Child sponsorship is the basic foundation of the organization.

Overall objective: Children in Masinga and Matungulu Districts realize their rights to safe drinking water and hygienic sanitation in a clean environment

Specific Objective: Improve access to safe drinking water and sanitation, and improve hygiene practices of 180,000 people in 54 rural communities in Masinga and Matungulu.

Scope of work

The interested consultancy firm will be expected
  1. Produce an inventory of existing water and sanitation infrastructure at household and institutional level.
  2. Determine the condition of the existing sanitation and water systems including levels of operation and maintenance.
  3. Determine the knowledge, attitude and practice of communities in respect to hygiene, defecation habits, disease and waste management.
  4. Identify any retrogressive cultural and/or socio-economic practices that may hinder effective utilization of resources.
  5. Determine the level of community involvement, with specific emphasis on women and children, in managing water resources and of existing measures to manage resources in a sustainable way, i.e. including willingness to pay.
  6. Assess the effects of inadequate access to water and poor sanitation on different community groups.
Terms of reference

The ToR will include qualitative and quantitative data collection and analysis, tools development, and assessment of the Water and sanitation project - to include relevance, expected impact, sustainability and recommendations.

Requirements

Plan Kenya invites eligible consulting firms or research institutions to forward their Expressions of Interest in providing these services. The consulting firms are expected to submit a technical proposal and a financial proposal, separately. The technical proposal should include an interpretation of the TOR, detailed methodology; elaborate work plan and Gantt chart.

Job Description:
  • To support the Wildlife Works factory team with structural and technical know-how and to ensure that PUMA production- and PUMA quality standards are met.
  • Ensure on time delivery of orders with follow-up on production status.
  • Supply guidance to enhance the factory’s skills and capabilities in addition to increasing efficiency and expand capacity.
  • Ensure that the GBS order data is maintained correctly and promptly.
Core Accountabilities:
  • Support and guide the Wildlife Works team in setting up the new factory equipment
  • Support and guide the daily production routine in the Wildlife Works garment factory
  • Train and guide the Wildlife Works team on PUMA’s quality standards and exercise final inspections on PUMA orders.
  • Support and guide the development process of PUMA styles.
  • Support and guide the Wildlife Works team in planning and follow-up of pre-production process (fabrics, trims, accessories).
  • Establish smooth and efficient cooperation with PUMA’s international (and national) nominated trims-, accessories- and fabric suppliers.
  • Monitor and submit weekly WiP reports to WCZA office and verify production status at the factory to ensure on time delivery
  • Support Wildlife Works team in managing P0’s in GBS System (PUMA’s internal order system)
Requirements / Qualifications:

The ideal candidate will have the following qualifications:
  • Extensive experience as a Production Manager (or Consultant) in the garment manufacturing industry
  • Demonstrated knowledge of screen-/pigment printing.
  • Organizational competency

Background

The Standards and Labeling Programme is a 5 year initiative designed to remove barriers to market transformation of energy efficient products and services in Kenya with replication effect to 4 other East African Community (EAC) countries of Burundi, Rwanda, Tanzania and Uganda.

  1. Prepare a detailed work plan for the activities within the assignment showing the timelines to achieve the set objectives
  2. A report of specific capacity building needs for S & L implementation at the professional level, recommendation of training area priorities, and a plan for implementing the training for KRA (Customs), KEBS, ACA and NEMA.
Degree of Expertise and Qualifications

The selected Consultant (s) for this assignment shall possess an advanced university degree in Human Resource, Economics, Corporate Communication, Public Relations, Social Sciences or any relevant field. In addition, the consultant shall possess the following skills and competencies:
  • Broad understanding of Import Regulations, Trade Policies, Pre-Shipment Regulations issues in the context of the energy sector;
  • Sound and up-to-date appreciation and understanding of outlined Energy Standards and Labels theme areas for the training;

Requirements for appointment

For appointment to this position, a candidate must have:-
  • Kenya Certificate of Secondary Education mean grade C Plain or its equivalent from a recognized institution;
  • A valid driving license free from any current endorsement(s) for class(es) of vehicle(s) an officer is required to drive;
  • Attended a First-Aid Certificate course lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highway and Building technology (KIHBT) or any other recognized institution;
  • A current certificate of good conduct from the Kenya Police;
  • At least five (5) years previous satisfactory (and accident free) driving experience after obtaining the driving license; and
  • Basic mechanical knowledge about vehicles.
Duties and Responsibilities

The main duties and responsibilities of the driver will include:-
  • Driving a motor vehicle as authorized;
  • Ensure vehicle is always in good working condition, including cleanliness and carrying out routine checks on the vehicle’s cooling, oil, electrical and brake systems, tyre pressure, etc;
  • Ensure that licenses (including the driver’s license) motor vehicle Insurance etc are always up to date by timely informing the Office Manager;
  • Detecting and reporting malfunctioning on vehicle systems;
  • Maintenance of work schedule for vehicle assigned;
  • Ensuring security and safety for the vehicle on and off the road;
  • Safety of the passengers and/or goods therein;
  • Delivery of mail and documents to designated locations; and
  • Performing any other relevant duties assigned by the Office Manager
