Kenya Airports Authority JKIA Expansion Project Manager and Contract Specialist Job Vacancies



Background

Kenya Airports Authority has finalized the Master Plan for 10 airports including major expansion projects for JKIA. In order to implement the JKIA projects, we seek to recruit qualified candidates for the following positions each on a three(3) year contract.

The two positions report to Projects Manager-HQ

1. Project Manager – JKIA Expansion

2. Contract Specialist

Job Title: Project Manager - JKIA Expansion Project

Contract Duration: Three Years

Job Purpose: Provide overall responsibility of co-ordination and management of the Consultants and the contractors and ensure quality and timely delivery of works

Main Responsibilities
  • Shall be the Team leader to provide a conducive environment for performance of the responsibilities by members of the management unit to achieve the goals of delivering the improvement works on time, within cost, and to required expectation on quality.
  • Liaison between the Authority, the Consultants, the Contractors and stakeholders to ensure performance of the improvement works with minimum interference in airport operations.
  • Liaison between the Authority, Consultant and other concerned Government Departments to ensure approvals are carried out expeditiously.
  • Reviews and approve the project designs, specifications and construction plans taking into consideration the requirements of, the Authority, National, ICAO, FAA, IATA and other requirements of Regulatory Authorities.
  • Ensure that public procurement are complied with in tender documentation, recommendation for award and procurement procedures are followed.
  • Approve Consultants Establishment of Procedure Reports e.g. procedure for issue of site instructions, method statements, work program, and the Contractor’s Program of Works.
  • Ensure all quality assurances measures are followed by the Contractor and the Consultant to ensure high quality standards of the works, highlight to the KAA management areas which would require changes either in cost or design to improve of final quality of the product.
  • Receive, evaluate and recommend timely payments to the Consultant and the Contractors.
  • Receiving any contractual claims and vetting the Consultants Recommendations for project cost control.
  • Follow up on all inspections, commissioning tests are carried out and issuance of Taking Over Certificates, Vetting all As-built Drawings Vet and approve preparation of Construction Completion Report.
  • Post-contract period management
Qualifications and Experience
  • A University Degree in Civil Engineering
  • Registration with the Engineers Registration Board of Kenya or any other recognized body
  • A minimum of ten (10) years experience three (5) of which must have been in Project Management and supervision
  • Leadership skills
  • Computer literacy
Job Title: Contract Specialist- JKIA Expansion Project

Contract Duration: Three years

Job Purpose: Safeguard the interests of the Kenya Airports Authority during the project implementation by ensuring that all contracts are in place and implementation is as provided for in the contract.

Main Responsibilities
  • Liaison with the financiers on submission of Bid documents for approval.
  • Vet designs in general and vet all the Tender Documents, to ensure that KAA interests are included and secured within the contract. Check for and seal any loopholes that may be detrimental to the interests of KAA.
  • Examination of all tender documents and contracts for clarity and adequacy in addressing the Authority’s interests.
  • Provide the necessary contractual advise in project implementation to avoid contractual claims or ensure timely resolution should they arise.
  • Vet all claims for additional payments or extension of time.
  • Vet all contract specifications to ensure only the best work, equipment is specified for the works. The specification should be clear and concise.
  • Examination of Contractor’s bonds, guarantees and insurance to ensure that comply with the requirements of the contract.
Qualifications and Experience
  • University Degree in Land Economics
  • Registration with BORAQ
  • Minimum experience of eight (8) years , three of which must have been in contract management
  • Leadership skills
  • Computer literacy

Operations Manager

This position will be based in the Democratic Republic of Congo.

Qualifications and experience

The successful candidate must:
  • Be a licensed dispatcher / flight operations officer by KCAA or any other recognized Civil Aviation Authority. He /She must have acquired recognized training in aviation management and flight dispatch.
  • Be in possession of an under graduate management degree from a recognized university.
  • Have an excellent command of French and English.
  • Have excellent people skills and be capable of managing a multicultural team.
  • Have the capability to work under pressure in a challenging environment.
  • Have at least three years working experience in flight operations, extensive working knowledge of DRC environment will be an added advantage.
  • Possess excellent organizational skills and be a team player.
Flight Operation Officers / Flight Dispatchers

Qualifications and experience

The successful candidate must:
  • Be a licensed dispatcher / flight operations officer by KCAA. He / she must have acquired recognized training in aviation management and flight dispatch.
  • Hold a diploma or under graduate management degree from a recognized university / institution.
  • Have an excellent command of English and French
  • Have excellent people skills
  • Have the capability to work under pressure in a challenging environment.
  • Have at least three years working experience in flight operations
  • Possess excellent organizational skills and be a team player.
Cabin Crew

Qualifications and experience
  • Level academic achievements with a mean grade of C+ and above.
  • Must be at least 21 years of age but not above 27 years.
  • Minimum height of 5.5 ft and maximum weight of 62kgs (ladies), Minimum height of 5.7 ft and maximum weight of 70kgs (gentlemen).
  • Experience in customer care service is desirable.
  • Must have a high standard of English and Fluency in French; (verbal, written and comprehension).
  • Ability to swim and basic knowledge of first aid are of an added value.
  • Medically fit to meet regulatory requirements.
  • All applicants must attach one passport size and one full photograph.
  • Possession of a valid Kenyan passport.
Aircraft Maintenance Engineers, Avionics

Qualifications and experience
  • Have category “R” (comm/nav) and “X” (electr/compass) Engineers License minimally
  • Recent (within the last 2 years)appropriate training on Bombardier Dash 8 series 100 to 300
  • At least 5 years appropriate practical experience
  • Be able and willing to obtain category “R” (pulse equipment) rating Aircraft Maintenance Engineers, Mechanical
Qualifications and experience
  • Have category “A” and “C” (gas turbine) Engineers License
  • Have a minimum of 5 years experience on Bombardier Dash 8 series 100 to 300, and/or Cessna C208 Caravan, of which at least 1 year must be as certifying engineer
  • Have received initial or recurrent type training within the last two (2) years
  • Other aircraft type experience would be an added advantage
Captains (DHC-8)

Qualifications and experience
  • Must have a valid ATPL
  • Must have current instrument rating
  • Must have gas turbine engines experience
  • Must have 4000 hours total time
  • Must have 500 hours on type
  • Must have a valid type rating on the above aircraft type
  • Total PIC 1500 , PIC On type 350
First Officers (DHC-8)

Qualifications and experience
  • Must have a valid CPL
  • Must have current instrument rating
  • Must have gas turbine engines experience
  • Must have 250 hours on type
  • Must have a valid type rating on the above aircraft type
  • Must have 1500 hours total time
  • Total PIC minimum 500
Planning, Technical Records and Engineering Manager

Qualifications and experience
  • Must be conversant with MSG maintenance concepts, including reliability monitoring
  • Must have proven experience with the development and upkeep of aircraft maintenance programs
  • Must have at least 5 years experience in aircraft technical records and maintenance planning
  • Must be highly computer literate and generically conversant with electronic technical records systems
  • Must have proven managerial and communication skills
  • Must be conversant with applicable KCAA regulations
  • Knowledge of Part 21 regulations is an advantage

Detailed Description

    * Draft, negotiate, and vet contracts on behalf of the company to protect its interests.

    * Organize and administer subsidiary board meetings to ensure they are efficient and effective.
    * Ensure company’s compliance with statutory and regulatory requirements to avoid legal penalties.
    * Brief and monitor external counsel to ensure legal representation is effective.
    * Prepare proposals and to lobby the GoK on pending legislation to protect or improve the business environment for KQ.
    * Develop effective working relationships with key user departments to ensure their needs are understood and appropriate solutions developed that support business needs.
    * Effective legal counseling so as to ensure legal problems and risks are identified and dealt with before they emerge as significant risks to the business.
    * Develop and maintain a legal registry where all contracts and legal documents can be safeguarded and be easily accessible.

Detailed Description
  • Develop, improve and lead the management of group credit policy to minimise bad debts while ensuring collections targets are met, in order to contain losses and maximise cashflow.
  • Develop, monitor and ensure a comprehensive and cost effective risk management function encompassing a combination of loss controls and insurance (including captives) to protect company and its people against financial loss.
  • Ensure claims handling activities on behalf of external and internal customers are efficient yet guard against invalid claims to ensure customers’ needs are satisfied without incurring unnecessary expense.
  • Regularly update and issue cashflow forecasts to allow executive management to make strategic and tactical decisions within the parameters of available cash resources and to ensure that the group is able to meet its payment obligations.
  • Manage the Group’s hedging policy for fuel, interest rates and forex exposure and availability of funds ensuring that the group is protected against unplanned for price and rate changes.
  • Lead the expenditure and payment function for the Group including fuel and outstations, ensuring that creditor funding is maximised, while paying all creditors within agreed terms, only for expenditure that is valid and authorised.
  • Plan and ensure compliance with Group tax policy ensuring taxes are minimised and exposure to penalties is avoided.
  • Lead the financial role in due diligences performed on proposed projects and acquisitions to ensure that only appropriate projects are selected, and expectations from these are met.
