RCTP Nyanza Costing Health Officer Job in Suba / Rongo Districts


Program Description: The Research Care and Training Program (RCTP), is collaboration between Kenya Medical Research Institute (KEMRI), University of California, San Francisco (UCSF) and University of Washington (UW). RCTP leads the Family AIDS Care and Education Services (FACES) program, a comprehensive HIV prevention, care and treatment program working in over 100 clinics in Nyanza Province, Kenya.
RCTP is seeking a motivated individual to fill the following vacancy for Sustainable East African Research for Community Health (SEARCH). SEARCH is a five-year cluster randomized trial to test whether universal ART can improve health, educational, and economic outcomes. 
We are going to be conducting a household census in 12 communities and annual multi-disease diagnostic health campaigns. We will also be supporting ART delivery through FACES clinics.
 Job Title: Costing Health Officer Reports to: Study manager and the SEARCH SE/C (Socioeconomic/Costing) Team based mainly in the US
Duty Station: Suba / Rongo Districts
Duties: (Working closely with the Costing Finance Officer)Coordinate and conduct the costing exercise for the community health campaigns (CHC) including but not inclusive:Gathering the CHC cost data in each study community once a year, which involves quantification of resources and unit costs;Entering the CHC cost data in uniform Excel data sets and perform basic quality checks;Reporting to the SE/C team on the data collection progressConduct the time and motion (T&M) exercise at each study clinic including but not inclusive:Providing training on the time and motion (T&M) exercise to the clinic staff;Coordinate and conduct the T&M exercise at each study clinic once a yearConduct the micro-costing exercise at each study clinic including but not inclusive:Working in close consultation with clinic staff and administrators to quantify resources used to provide ART services under standard expenditure categories (e.g., personnel, capital goods, ARV drugs, etc.);Gathering expenditure data from various sources (e.g., administrative records, study budget and expenditure, etc.);Identifying other information sources when cost data is not available (e.g., donated items);Completing the uniform cost data collection protocol retrospectively in 12-monthly intervals for each study clinic;Assuring accuracy of data entry and resolving discrepancies in data in consultation with the SE/C team;Collecting monthly patient data (e.g. number of patients on ART) at each clinicLiaison with other local SEARCH teams (e.g., CHC team), study sites, and off-site administratorsCommunicate (e.g., Skype calls) with the SE/C team weekly on the overall data collection progress and other issuesBachelor’s degree required, preferably in public health.Demonstrated time management skills, planning and prioritization skills and ability to multi-taskKnowledge of and strong interest in HIV/AIDS cost-effectiveness issuesFlexibility to work weekends and eveningsCompetent in MS Excel (including formatting, formulas, and auditing) and MS WordComfortable with frequent emails, SMS, and Skype IM chats and callsDemonstrated effective presentation skills and the ability to motivate othersExcellent interpersonal skills to build positive relationshipsBilingual in English and DholuoHIV/AIDS experience in clinic setting/research projects preferredApplications should include the following:A cover letter stating the current position (if applicable),current salary and date availableA current CVAt least two letters of recommendationCopies of official certificatesCopy of the latest pay slipNames and telephone contacts of at least 3 refereesAn email address and a telephone numberHow to Apply

Key Responsibilities

Record Keeping and Reporting
a) Organisation’s Clients:  Ensure that company clients are attended to promptly; claim forms are completed accurately with correct costs calculated on forms.
b) Record keeping and reporting:  Taking necessary steps to ensure that accurate records are kept in the Centre, and that timely accurate reports are submitted to the Centre Manager. All records handled by the nurse provider including client register, client cards, receipt books, must be updated daily and have complete details.  Records at the centre are the property of MSK, client records must be kept confidential at all times.  Prices charged to clients must be as per MSK price list.Ensuring confidentiality of centre records.Maintaining accurate records.Collecting of data and production of reports as needed by Operations/Financial Team.c) Budgetary control: Taking responsibility for costs to be contained within the approved annual budget.  Striving for income from services to meet or exceed budgeted targets.

Senior Communications Associate The Leadership, Management and Sustainability (LMS/Kenya) Program is working in Kenya to strengthen leadership and management in the Kenyan health sector. The Senior Communications Associate will be responsible for all projects reporting including donor reporting on a quarterly, semi-annual and annual basis and for the LMS/Kenya End-of-Project Report. S/He will work with the LMS/Kenya Monitoring and Evaluation Advisor and technical project staff to identify, produce and edit results stories that promote the achievements and visibility of the project; collaborates with the LMS/Kenya Communications Associate and MSH’s Center for Leadership and Management Communications Director to post stories on the Health Systems Management in Kenya website (http://www.hsm-kenya.org/) and the MSH website (http://www.msh.org/); and contribute to related social media sites as necessary and appropriate. In addition, s/he leads the project’s knowledge exchange efforts primarily by coordinating the identification, documentation and dissemination of effective practices for leadership, management and governance in health and manages the publication and dissemination of LMS/Kenya technical documents  and reports. The Senior Communications Associate will also coordinate and manage public relations and events which include working with journalists and media houses to ensuring accurate and timely coverage of LMS/Kenya activities as well as appropriate branding and marking for the project and donor.
Qualifications and experience required:
The ideal candidate should have a bachelor’s degree in communication, journalism, public policy, international development or related field with at least 3 years of relevant working experience. S/He should have excellent writing and editing skills for a variety of platforms with excellent interpersonal and public communication skills.
In addition, S/He should have demonstrated print and/or online publishing experience and should have exceptional organizational skills with ability to manage multiple projects simultaneously. Experience working in the development sector, working with the Ministries of Health or other government entities, and/or writing reports for USAID-funded projects is highly desirable.

These consultant physicians will serve as clinical consultants/experts by working as part of a clinical team currently comprised of Nurses/Midwives and will be tasked to provide on-going continuing education/simulations/drills alongside occasional on-site clinical consultation

Consultants will need to be available for telephone consultations on an on-call scheduled basis for a minimum of 4-8 hours per week. On site clinical consultation at least 4 days per month to 

The Consultants are subject to the medical protocols established by MOH and the Director of Clinical Operations in cooperation with other physicians assigned to the clinic. 

They will be required to provide own malpractice insurance for respective services.

 Save the Children received co-funding from both ECHO and DFID to support the Ministry of Health (MOH) to implement High Impact Nutrition Interventions (HINI) in Wajir and Mandera Counties starting from 1st July 2012 to 31st December 2013. The support to the MOH is provided in accordance with the new implementation strategy that shifts the responsibility of implementation of HINI programme activities to the Ministry of Health, with technical, logistical and financial support provided by Save the Children. The High Impact Interventions (HINI) are being implemented at both health facilities and hard-to-reach areas.Save the Children is currently supporting the MOH to implement High Impact Interventions, as adoption of the new strategy of indirect nutrition programme implementation. This process needs to be documented systematically so as to capture key challenges; best practices and lessons learnt which would then be shared with the MOH, Donors and other stakeholders for further scale up to other counties. Ultimately such lessons learnt, best practices and discussions should feed into the review of relevant national nutrition policies and guidelines.To document in both narrative and film selected aspects of the current Save the Children nutrition programme in Wajir and Mandera Counties. The review of this documentation by Save the Children will help in the determination of best practices and lessons learnt.The scope of this consultancy includes, but is not limited to, the following:
a) Develop tentative consultancy work-plan
b) Narrative and film documentation of the health and  nutrition programmes, focusing on the following areas:
 1) Provision of technical support by Save the Children to MoH key nutrition and health  staffs Advantages of the current implementation strategy over the previous direct implementation.What is the sustainability of the HINI activities in the districts?2) The provision of logistical support to Ministry of Health to deliver High Impact Nutrition Interventions (HINI) in hard-to-reach areas.What are the types and quantity of logistical support provided to the Ministry of Health?What logistical support is usually provided to MOH? How are the monthly vehicle movement plans drawn or prepared and by whom? How the supplies (i.e. RUTF) are distributed from the district Hospitals to the rural facilities and who does the D-plan.?Is the logistical support provided adequate? 3) The participation of Community Health Workers (CHWs) in the delivery of High Impact Nutrition Interventions in hard-to-reach areas. What are the overall challenges and what impact have they felt from the Save the Children’s supported programs?The consultant shall be responsible for:Concise Narrative Report (not more than 50 pages double-spaced, Times New Roman font size 12) on best practices and lessons learnt in the nutrition programme.Film documentary on key areas in the nutrition programme (submitted in 3 or more quality CDs)Support to be provided by Save the Children Save the Children will provide the following support towards the successful execution of consultancy:Provide logistics to the consultant for field activities.Make arrangements with beneficiaries, community members and partners.Provide translators (if need be)Consultant’s daily rate Avail documents/information relevant to the project context that the consultant might require. Information might also be obtained from programme staff; MOH staff; mother-to-mother support groups; CHWs and beneficiaries through interviews.This consultancy will be conducted in July 2013 and is expected to last between 8 to 12 days.
The exercise will be coordinated from Save the Children field offices in Wajir and Mandera Counties. Save the Children will facilitate the consultant’s travel from Nairobi to the field office and field sites.  Save the Children will as well provide administrative, logistics, accommodation, meals and security-related support to ensure smooth implementation of the consultancy. The consultant will be required to abide by the organization’s security procedures as well as other applicable rules and regulations, including the code of conduct.Technical guidance and supervision for the consultant will be provided by the Health and Nutrition Programme Managers and Area Programme Managers.Knowledge and understanding of community nutrition programmes.Demonstrated experience in conducting similar work (film documentation of best practices) for international non-governmental organizationsKnowledge of and experience in arid, semi-arid and pastoralist environments.All interested consultants/firms are requested to write an expression of interest by: Explaining their competences to meet the requirements of the assignment.Provide a detailed professional budget in Kenya Shillings (indicate daily professional rates) Provide tentative work-plan and duration of the assignment and when ready to undertake the assignment.
