Norwegian Refugee Council (NRC) Somalia /Kenya is a two Country Program with four field offices in Dadaab (Kenya), Hargeisa (Somaliland), Bossaso (Puntland) and Mogadishu (South Central).

NRC has been present in Somaliland since early 2004 and expanded to Puntland in 2006, Mogadishu and Dadaab in 2007. In a short time NRC established Education, Shelter/Sanitation, Distribution and Camp Management projects for IDPs, refugees and local population in Somalia and Kenya.

Position Vacant: Program Officer

Reporting to: Program Development Manager

Duty Station: Nairobi, with frequent travel to the field offices in Somalia, Kenya & Ethiopia

Duration of Contract: ASAP to 31st December 2012 (with possible extension)

Main Responsibilities include:
  • Contribute to the development of country program strategies, concept papers and situation analysis.
  • Quality assurance and finalization of reports, proposals and concepts in line with the donor requirements and NRC policies and strategies;
  • Coordinating the production process of reports and proposals;
  • Coordinating the deadlines for proposal and report submission
  • Support PDU in the overall day to day planning and progress monitoring of the implementation of the core NRC Somalia/Kenya/Ethiopia Mission program activities;
  • Monitor the humanitarian situation n Kenya, Somalia, and Ethiopia and highlight new developments for senior management
  • Undertake capacity building of staff on proposal writing; program and project cycle management and advocacy
  • Support field offices on assessments. In liaison with the PDM, plan programme/project assessments and evaluations
  • Undertake regular field trips to follow up and advise through field reports and recommendations on progress of projects
  • Ensure that Protection analysis is part of the activities being undertaken and contributing to the development of NRC analysis on prioritized Protection issues by facilitating the mainstreaming of Protection issues within NRC program
  • Ensure that the advocacy issues and initiatives are identified within the country programs, and support the PDM and the Area Managers in their advocacy work
  • Ensure deliberate overall Somalia/Kenya/Ethiopia program approach along “do no harm” principles
  • Ensure gender mainstreaming in all program documents and processes
  • Attend coordination and Cluster meetings as advised by the PDM and coordinate responses and actions as required
  • Support in preparation of media briefs and success stories; and write, design and edit project publications/brochures/factsheets/newsletter, etc
  • Ensuring information a coordinated flow of information between NRC Nairobi and the field offices
  • Assist with any other duties assigned by the Program Development Manager, as and when required.
Required skills and qualifications:
  • Relevant university degree, preferably in Social Sciences, Development Studies, Law or other related field.
  • At least 3 years experience in field project review and evaluation;
  • Documented skills in formulation of programme/project proposals, budgets and reports
  • Understanding of various donors requirements
  • Ability to use Logical Framework Approach as a tool in project/programme design and follow-up
  • Significant understanding of complex emergencies and crisis contexts
  • Significant political and cultural awareness and experience of working in setting where insecurity is a major issue
  • Awareness of gender and protection issues
  • Proven communication, interpersonal and negotiation skills
  • Fluency in English, both oral and written
  • Above average computer literacy
Desired Skills:
  • Knowledge of the political situation in Somalia, Kenya and Ethiopia.
  • Experience working with statistical software packages.

A degree in Social Sciences with at least 3 years working experience in Monitoring & Evaluation Systems or Development Studies with proven experience in assessment methodologies (PRA/PLA, RRA) and data analysis (quantitative and qualitative) and report writing skills, experience in working with International NGO’s or UN agencies. Knowledge of Somali language a must.

Monitoring & Evaluation Officer

Purpose of position:

Background:

VSF Germany is an international Non Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in southern Sudan, Kenya, Somalia, Tanzania and Ethiopia.

With support in animal health, agriculture, marketing, food safety but also with developing the capacity of communities and governmental institutions or initiating peace and conflict resolution we work towards food security and strengthened livelihoods of pastoralist communities.

VSF Germany seeks to recruit two qualified and well experienced Field Monitors (Specialized or with experience in community development) to support the implementation of projects in Lokichoggio and Marsabit, Northern Kenya. These positions are Field based.

Key responsibilities:
  • Organize the cash transfer programming (cash for work, destocking, unconditional cash transfer activities) in close collaboration with the implementing partners.
  • In collaboration with the Project Manager and cooperating partners, undertake Post Distribution Monitoring as per the agreed schedule and provide input for the ensuing report.
  • Co-ordinate and closely monitor the implementation of the Cash program in the community.
  • Monitor and review all required and relevant records at the Community level, to ensure that they are accurately prepared and submitted in a timely manner.
  • Assist the Community members by providing continuous and relevant guidance and technical support on activities including record keeping, expenditure patterns and commodity management.
  • Follow up to ensure that the Field Officers are submitting the data forms accurately filled and promptly.
  • Report to the Project Manager on relevant events regarding cash transfer activities.
  • Collect all relevant data from the Field Officers as required.
  • Prepare and submit weekly reports on the program activities in the Community.
  • Participate in special surveys and evaluations carried out in relation to the program.
  • Actively participate in designing and building capacities of the various community leadership groups.
  • In collaboration with the implementing partners, ensure a gender responsive distribution system.
  • Under the guidance of the Project manager, assist in conducting regular meetings with Community leaders and implementing partners on the relevant issues.
Qualifications, Experience & Skills required
  • Diploma in Social work or Community Development or its equivalent.
  • At least 2 years of community work experience.
  • Past Veterinary work Experience is desirable.
  • Past experience in the same position or in community work/mobilization preferably with a humanitarian or International NGO in area of Veterinary.
  • Good Interpersonal communication skills
  • Ability to understand and speak the local language.
  • Previous field level experience desirable.
  • A team player with good organizational skills.

The objectives of the internship programme are:
  • To provide fresh graduates with important practical experience to complement their field of study and at the same time be of benefit to the Regional AIDS Training Network.
  • To enable fresh graduates to better understand the operations of an international network organization.
  • To expose the students to Capacity Building on HIV and AIDS in the East and Southern Africa region.
Duties and Responsibilities

Under the overall management and administrative leadership of the Knowledge and Information Manager, the incumbent will perform the following functions:
  • First line helpdesk support under the supervision of ICT Specialist
  • Data entry: Under the supervision of ICT Specialist, update courses on the website and any other information under the HIT section of the website
  • Updating mailing lists: both in-house and online mailing lists.
  • Updating and storing KIM (Knowledge and Information Management) documents such as photos
  • Safe keeping of hard copies of CDs, KIM resources etc
  • Media monitoring for HIV-related stories.
  • Help in data entry on workplace databases.
  • Participate in setting up and implementation of workplace systems: E-Library, Online databases and directories etc.
Minimum Requirements

Candidates should meet the following:
  • Have a diploma/degree in Information Science, Management Information Systems (MIS) Computer Science, Computer Information Systems, or an equivalent combination in education and work experience.
  • Be knowledgeable about the windows operating systems environments (Windows 2008, 2003 server, Windows 7, XP desktop operating systems etc.
  • Sound working knowledge of Internet/Intranet technologies
  • Sound working knowledge on database concepts.
  • Microsoft certifications will be an added advantage.
  • Exceptional attention to detail and organization
  • A positive attitude and superior work ethic

Reporting to the Project Executant, the Project Officer will work on full time basis to ensure that the project outputs and activities in his / her area of assignment are carried out as laid down in the project documents and are articulated to meet the laid down project objectives.

The Incumbent will participate in strategic partnership-building at the project level.

Major duties include:
  • Undertaking project implementation, partner identification and develop project lateral and vertical partnership, roles and capacity, and provide strategic analysis and engagement approaches for the partners to ensure active participation in delivering the project vision and goal;
  • Harmonize partner interests and support joint activities amongst partners, including liaising with local communities, partners, local authorities and the government including relevant government agencies;
  • Build effective conflict abetment and resolution intervention among the different project communities/partners to ensure harmonious involvement among all stakeholders;
  • Work closely and strengthen viable local community structures for effective project implementation;
