General Description of the Role:

The purpose of this position is to provide administrative support to Human Resource Department in all HR functions and ensure the timely and accurate execution of the day-to-day administrative and Human Resources support requirements of Horn Relief.

The person must be able to project a professional Organizational image through in-person and phone interaction and will be a full-time member of the Horn Relief staff, working with the team in Nairobi, Kenya, and reports and works closely with the Senior Human Resources Officer.

Responsibilities:

1) Recruitment
  • Assist in advertisement of open positions as appropriate by identifying relevant advertising forums. Ensure that all vacancy bulletins are circulated to field offices.
  • Handle the recruitment activities such as interview arrangement, including preparation of appropriate documents and liaising with candidates as instructed. Inform job applicants of their acceptance or rejection for employment.
2) Orientation
  • To arrange and monitor induction for all staff and ensure that meetings are arranged, objectives met and that feedback is obtained. Ensure that the induction pack is maintained and kept up to date.
3) Employee Database Management
  • Maintain the staff database (currently to be on Excel) and the personnel files for all staff in the Programmes; and collect and maintain basic details for all staff.
  • To keep management informed of contracts end dates, probation dates, Performance Review dates and constantly ensures that the contracts database is up to date.
4) Training
  • Maintain master calendar of training and needs assessments.
  • Keep a record of all training calendars for the current year
  • Ensure that staff who have attended training sponsored by Horn Relief write a report on the training in the format designed for HRD
5) Separation
  • To ensure that when a member of staff separates from the Organization exit interviews are conducted, equipment or documents are retrieved, final payments have been arranged with Finance and that the personal file is closed.
6) Support to Field HR Assistants
  • Support and assist in coordinating HR communication between other offices and Nairobi.
  • Ensure that standard Horn Relief forms etc. are made available to the field.
7) Benefits
  • Monitor dates relating to balances of Annual leave and sickness absence and advise staff accordingly.
  • To ensure employee medical records are up to date and that arrangements are made for any medical treatment that is required. To ensure that staff have current National Hospital Insurance Funds cards.
  • To process insurance claims on behalf of staff and ensure that all relevant policies are up to date.
8) Other
  • Any other duty as may be assigned.
Requirements
  • Degree in Social Sciences or equivalent
  • Post graduate training in Human Resources function
  • Minimum of 3 years HR/Admin experience from an NGO setting.
  • Substantial knowledge of Kenyan employment law / labour laws and immigration procedures
  • In-depth understanding of HR ethics of professionalism and confidentiality
  • Ability to manage several tasks simultaneously, be flexible, and be willing to assume a range of unanticipated assignments Multi-tasking with positive attitude
  • Excellent IT skills, in particular Word, Excel, email
  • Ability to occasionally travel to Somalia and other Field Programmes

General Description of the Role

Under the direct supervision of the Logistics & Security Manager, the LSO will be responsible for Horn Relief’s administrative logistics and security with responsibility over the sections of Procurement, Transportation, Warehousing / Assets, Communication, Equipment Maintenance, and Reporting.

The Logistics and Security Officer will be responsible for ensuring quality in logistics support across Horn Relief HQ, field offices, and projects. He/She will also ensure the logistics function is delivering timely, cost-effective, high quality and appropriate support; and supporting field teams in achieving and maintaining minimum standards in logistics work.

Responsibilities and Key Duties

Procurement
  • Ensure that procurement tracking is current and updated.
  • Ensure timely & accurate logistical reporting to country management
  • Continuously assess the market for new procurement opportunities; explore new areas for purchase in relation to the HR regional harmonization.
  • Ensure timely delivery of program supplies to field sites in line with program implementation; assist in the development, monitoring and review of procurement plans
  • Coordinate customs clearing processes for international procurement.
Transport and Travel
  • Undertake all bookings and coordination with flight operators for the movement of staff and cargo.
  • Arrange for road transportation of goods when necessary
  • Ensure that vehicles are periodically scheduled for maintenance
Warehousing / Assets
  • Ensure that asset tracking databases are current.
  • Ensure that all HR assets and equipment are properly assessed and documented (incl. physical location and condition) to contribute to an updated country program asset register.
  • Ensure that all documentation is completed and stored in readiness for external and internal audit requirements.
  • To make sure that all warehouse paper trail are in place
  • To carry out periodic Stock checks and to provide physical count of random items in the warehouses when in use. To perform spot check of warehouse paperwork including Stock Cards, delivery and receipt papers.
  • When necessary, make up the Monthly Warehouse reports for Nairobi and field warehouses in use and submit this to the Financial Controller.
Communication
  • Gather information pertinent to logistics situation countrywide & ensure dissemination to relevant HR personnel. Understand context in which HR is working.
  • Coordinate closely with Security focal point, Ensure logistical support in event of emergency, and that all necessary advance measures have been taken.
  • Liaison with other NGOs and UN agencies on logistics issues.
Equipment Maintenance
  • Ensure that systems for regular maintenance or repair are implemented for vehicles and other equipment and that routine maintenance and repair of communication and office equipment (computer, radios, satellite phones, power generators) is carried out per schedule.
  • Ensure that proper tracking of equipment out for maintenance is followed.
  • Provide technical supervision of drivers for matters related to safety and security
Security
  • Act as the security focal point for both Nairobi and field in absence of the LSM
  • Provide all staff with regular security briefings and updates and ensure that all staffs adhere to security policies and procedures.
  • Conduct regular security and risk assessments for all operational areas
  • Supervise the security guards in Nairobi
  • Ensure that field communications needs are met and that staffs are trained in the use of radios and other communications equipment as necessary
  • Liaise with UN agencies, NGOs and other external actors to gain security information and analysis in Somalia
Others
  • Ensuring that bills are paid on time
  • Making sure that everything at the guesthouse is in order
  • Any other duties as may be assigned
Skills and Qualifications
  • Graduate degree/diploma in Supply chain management or its equivalent in relevant field.
  • Post graduate technical training an added advantage
  • Minimum 4 years experience in similar role (NGO field or country head office preferred).
  • Knowledge of donor regulations such as OFDA, EC, DFID, etc will be an added advantage.
  • Excellent IT skills, in particular Word, Excel, email.
  • Excellent people management skills and good communicator.
  • Highly organized and self-motivated.
  • Ability to work under high pressure and prioritize tasks.
  • High standard of written and spoken English and Swahili.

Context

Most parts of South-Central Somalia continue to experience an unstable government, sporadic armed conflict, endemic humanitarian needs, and minimal access to social services, flooding, drought, displacement and lack of economic recovery.

Against this unpredictability, Horn Relief and its local partners focus to the greatest extent possible on meeting the needs of the most vulnerable and food insecure, displaced, returnees and minority groups through a diverse mix of programmatic approaches.

Position Summary

The position requires a proactive and dynamic individual that is able to quickly adapt to changing contexts. The Senior Program Manager will be responsible for providing management oversight to all programming and operational functions at the field level in South Somalia.

This includes
  1. Program planning and implementation,
  2. Administration and Operation Management
  3. Safety and security.
The SPM will manage and monitor a team of expatriate and local staff as well as provide support to implementing partners. This is a key position in a challenging context.

The position is based in Mandera initially (with possible relocation to South Somalia - security permitting) and reports directly to the Area Coordinator at Horn Relief’s headquarters in Nairobi, Kenya.

Specific Roles and Responsibilities Include:-
  • Creates and executes work plans and revises as appropriate to meet changing needs and requirements.
  • Establish work plans and staffing plans for each phase of program - Identifies resources needed and assigns individual responsibilities
  • Manages day-to-day operational aspects (administration, human resource, procurement, logistics and finance) as per project scope.
  • Effectively applies Horn Relief’s methodologies and enforces project standards.
  • Minimizes exposure to project and institutional risk.
  • Ensures project and financial documents are complete, current, and stored appropriately.
  • Planning, implementation, monitoring and evaluation of the program to ensure the program is delivered according to plan - Effectively monitor and manage the project schedule.
  • Prepare program status reports on a regular basis and document any changes to project activities for HQ
  • Resolve issues as they arise across areas of the project and where they impact on other activities, systems and projects.
  • Ensure safety and security procedures and policies are implemented and observed.
  • Communicate project status to all team members, and other relevant departments and involved parties.
  • Conduct project meetings, bi-weekly or monthly as needed and actively participate in local coordination mechanisms.
  • Support new areas of programming (In line with Horn Relief’s mandate) and prioritize emerging program needs such as baseline information, assessments, gap analysis and preparation of fact sheets, beneficiary profiles, success stories and regional briefs.
  • Establish staff performance objectives for periodic appraisals for all program staff.
  • Supervise project teams to ensure successful completion / implementation of the program.
Required Skills & Competencies
  • Bachelors’ degree, in Social Sciences, International development, Project Management, and/or Public Administration or other relevant field.
  • Minimum 5-years’ experience in team leadership/project management roles including in unstable and emergency situations
  • Strong operational management experience and capability (Finance, Human Resource and Logistics), including experience in remote management
  • Understanding/knowledge of Somalia and sensitive to the socio-cultural context
  • Quick, analytical and critical thinking ability

Position purpose

  • To establish, build and lead the development of a cohesive appropriate and area program in-line with Horn Reliefs Country and regional strategic objectives
  • To work as part of Horn Relief’s Senior management Team (SMT) in Somalia, refining, developing and improving program approaches and systems, supporting the Country Director to build and deliver the most effective and sustainable development interventions
Specific Roles and Responsibilities Include:-
  • Oversight and monitoring of programs and activities
  • Acting as a link between field office operations in South Somalia and offices in Puntland and Somaliland, in support of the Somalia Country Director
  • Ensuring that security guidelines are in place and adhered to
  • Responsible for ensuring fiscal responsibility in the use of all program and administrative funds. including strict adherence to Horn Relief and relevant donors policies and procedures

  • Participating in relevant NGO, donor and UN coordination meetings

  • Preparing project proposals and donor reports as required
  • Ensuring appropriate technical guidelines and best practices are applied in programs
Required Skills & Competencies

  • Minimum 5-years’ experience in team leadership/project management roles including in unstable and emergency situations
  • Familiarity with UN security guidelines in unstable environments

  • Proven financial management, information management, and systems management experience
  • Proven strategic design and management skills. Including good programme and human resource development ability an advantage

Background and Introduction

The Kenya Human Rights Commission (KHRC) is a leading national, non-governmental organization, founded in 1992 in Kenya with a mission to protect, promote and enhance the enjoyment of all human rights for all men and women in Kenya.

For the last 4 years, the KHRC has been pursuing this through the followings five strategic objectives:

1) Civic action for human rights;

2) Accountability and human rights-centered governance;

3) Leadership in learning and innovation in human rights and democratic development in Kenya;

4) Mainstreaming equality, non discrimination and respect for diversity; and finally,

5) Organizational sustainability of KHRC.

The KHRC is developing a new 4 year Strategic Plan. It is in this regard that the Commission is procuring the services of a HRM consultant to carry out a job evaluation to determine the human resource/staffing requirements.

Overall Scope

The consultant will be expected to review and analyse the twenty one (21) existing jobs to determine human resource/staffing requirements for our new strategic plan, scheduled for completion in February 2012.

This exercise is to help the Commission reduce its personnel costs while ensuring those jobs retained/created are properly remunerated.

Specific Scope

1. Determine the human resource/staffing requirements/design based on mergers, deletions or additions of/to existing jobs for the new strategic plan, scheduled for completion in February 2012;

2. Based on No 1 above, re-write more appropriate Job Descriptions;

3. Using existing compensation surveys for the NGO sector, suggest a competitive and practical reward strategy for KHRC based on the job classification and job grading system in the new human resources manual;

4. Create a skills and competency matrix reflecting the required competencies, qualifications and experience as per the classification in the human resources manual;

5. Fully involve the management in the evaluation exercise.

Outputs expected

1. Positions needed for the Strategic Plan based on mergers, deletions or additions of/to existing jobs;

2. Competency plan;

3. New Job descriptions that clearly reflect the academic qualifications, experience, responsibilities, supervision and reporting relationships for the positions in No 1 above;

4. Revised salary and grading structure which ensures that jobs retained/created are properly remunerated;

5. A refined organisation structure;

6. Job evaluation report.

Facilitation

The KHRC will:
  1. Ensure that the necessary inputs for the assignment are available;
  2. Participate in necessary meetings and reviews.
Note: In undertaking the tasks, the consultant should fully involve the internal stakeholders i.e. the members of the Secretariat and the Board. The process applied should be participatory and interactive.

This could for instance include separate and joint discussions with the two stakeholders.

Reporting Line

The consultant shall report to the management that is led by the Executive Director who will be assisted by the Human Resource & Admin Officer together with the Staff Development Committee.

Requirements and Qualifications

The requirements for the carrying out of the assignment include relevant experience in Human Resource Management more specifically on:

a. Experience in competency mapping, job analysis and evaluation, and development of job descriptions;

b. Job regrading and organisations restructuring;

c. Good knowledge of human resource planning;

d. Experience in NGO evaluation exercises;

Health Rights Advocacy Forum (HERAF) is an NGO that brings together health professionals, NGOs, FBOs and PLWHA organizations to advocate for health as a fundamental human right in Kenya.

It was established in 2006 as a project of Kenya Human Rights Commission (KHRC), and registered as a NGO by the NGO Coordination Board in 2007.

With support from the European Commission HERAF has been implementing a project entitled, ‘Strengthening community participation in health sector governance and management’ in last 3 years.

The project sites are Kwale, Nyeri North and Mbeere Districts and it aimed at:

1) Strengthening the capacity of grassroots communities to hold District Health Management Teams (DHMTs) and health care providers in local health facilities accountable in upholding the right to health.

2) Empowering health facility committee members to represent community interests in the implementation of health sector programmes at community, facility and district levels.

3) Improving health service delivery by empowering communities to monitor demand, supply and quality of health services provided in health facilities.

4) Advocating for transparency and accountability in planning, budgetary allocation and management of resources allocated to health facilities.

As the project comes to a close in December 2011, HERAF intends to engage evaluation consultant to conduct end of project evaluation. The consultant will be expected to document the project achievements, successes, challenges, lessons learnt, and best practices to inform future similar interventions.
