Terms of Reference to Develop Child Protection Referral Guidelines 
 
Background
 
ANPPCAN Regional Office is currently implementing a programme to strengthen the systems of response to cases of child abuse and neglect in Nairobi. 

The programme has been coordinated by ANPPCAN Regional Office in collaboration with the Nairobi Child Protection Team. 

The formation of Nairobi Child Protection Team was to create and improve response systems to child protection and reduce cases of child abuse and neglect in Nairobi. 

Through this established network of organizations that provide psychosocial, medical and legal services, the professionals meet regularly to share information on the reported cases and identify multi-sectoral interventions to cases of child abuse and neglect. 

Currently, capacity building on referral system is being conducted by ANPPCAN to the key service providers in child protection to better handle child abuse and neglect.
 
The key aim is to effectively and efficiently provide support and services to victims of child abuse and neglect, improve recording and documentation of cases, monitor the referral system and reduce the risks of child abuse, neglect and exploitation in all settings.
 
 As a process to ensure case management and referral procedures are more cohesive, comprehensive and adequate, the need to develop a referral manual became apparent to have standardized referral system and meet minimum standards.
 
This was seen necessary because most organizations have developed internal forms and guidelines to undertake case management but hardly do they fully address the needs of abused children. 

There is always repetition of incidences of child abuse, capturing every detail presented, some remaining irrelevant in drawing up interventions.  

This has shown the need to harmonize and use standardized forms and tools to capture useful data helpful in case management.
 
It is against this backdrop that ANPPCAN wishes to engage a consultant in the development and production of a child protection case management procedures and referral guidelines that will be used by all child protection actors both in the government and civil society organizations.
 
The guideline will help improve the handling of cases of child abuse and neglect and the systems created to professionalize handling cases of CAN in a multi-sectoral manner.

Scope of work
 
Objectives of the consultancy:
 
a) Review existing case management procedures and referral guidelines on child protection, used by the key ministries and other Civil Society Organizations working with children.
 
b) Develop case management procedures and referral guidelines to be used by organizations in child protection.

Responsibilities.
 
The consultant will review the case management procedures and referral guidelines used by the department of children services and Nairobi Child Protection Team in handing the CAN cases.
 
Deliverables 
 
The consultant shall submit to ANPPCAN Regional Office written reports and inputs given to validate the document as follows:
 
a) Draft case management procedures and referal guidelines
 
b) Final case management procedures and the referral  guidelines to be used by organizations in child protection.
 
Duration
 
The overall duration of work will be 10 days. 

The work will be conducted in two phases. 

The first phase, which will take 4 days, will involve a review of the existing case management procedures and referral guidelines used by the organizations undertaking child protection in Nairobi. 

The second phase, which will take 6 days, will involve the development and finalisation  of the case management procedures and referral guidelines.  

The procedures and guidelines being reviewed are the ones used by the Department of Children Services and members of Nairobi Child Protection Team.

Methodology

  • Interview key informants on the existing guidelines.
 Qualifications and Competencies
  • At least 5 years experience and above working in child protection and systems strengthening.
  • Excellent understanding of developing referral guidelines, manuals and reviewing policies on children.
  • Masters degree in Social Work, Development studies,Social Sciences and/or Child Development.
  • Significant experience in child rights programming and child protection.
  • Familiarity with Government and  Civil Society procedures and systems of referral
  • Strong writing and presentation skills.

Tdh Child Protection Project Manager Job in Kenya

Child Protection Project Manager 
(1 position)

Reporting to: Child Protection Programme Manager
Duty station: Dadaab, Garissa County
Contract duration: 12 months (with 3-month probation period)

Main responsibilities:
  • To be responsible, under the supervision of the Child Protection Programme Manager, for all aspects of the implementation of the Child Protection project in Dadaab refugee complex-
  • To manage, mentor and train a team of CP professionals and community workers.
  • To coordinate with the project psychosocial counsellor to ensure regular assessment of project needs and adequate follow up of extremely vulnerable cases.
  • To develop collaboration with the local authorities such as the District Children Officer, other partners and services in order to establish a proper child protection referral system.
Requirements:
  • Minimum diploma-level education in related field.
  • Minimum 3 years’ experience in projects supporting children (social work, child protection, psychosocial, education, etc.).
  • Experience working in a refugee context and knowledge of BID is a plus.
  • Team management experience (10-20 subordinates).
  • Project reporting and evaluation experience.
  • Fluency in English and Kiswahili. Ability to communicate in Somali is a plus.

  • To support Tdh Social workers in the follow-up of the beneficiaries to strengthen their socio-economic conditions.
  • To develop collaboration with the local authorities such as the District Children Officer, other partners and services in identify the most relevant IGA opportunities and mitigate risks of community and cultural resistances.

Requirements:

The TA is linked to providing direct support to the Government and stakeholders for the finalization of the Child Protection System Strategy.

In addition, the TA will strengthen the Section participation in the finalization of the Social Welfare Workforce situational analysis and implementation of recommendations.

UNICEF has been collaborating with the Government and more closely with the Ministry of Gender Children and Social Development (MGCSD) since 2009, towards the development of a functional Child Protection System.

The process, which begun with the mapping and assessment of Child Protection services in Kenya, is at the stage where a road map towards consensus building on the finalization is critical.

Child Protection Officer, Lutheran World Federation Kenya Jobs


Lutheran World Federation / Department for World Service Kenya-Djibouti Programme is seeking to recruit a Kenyan national for the following positions, to be based in Ali Sabieh Refugee camp, Djibouti.

1. Child Protection Officer (1)

The incumbent will report directly to the Project Coordinator, while working closely on a daily basis in collaboration with other sectors of LWF.

Duties and Responsibilities will include but are not limited to:

•Be the team leader in the design and implementation holistic child rights project in Ali Addeh & Hol Hol refugee camps.
•Act as the focal person in child protection and development for LWF/DWS Djibouti, UNHCR and other agencies operating in the camp.
•Ensure that Unaccompanied and Separated children arriving in the camps are identified upon arrival in school, their social history documented, foster families are identified and the children are successfully fostered.
•Ensure that weekly situation reports, monthly, quarterly, mid year and annual reports that reflect the impact of child development project and meet donor requirements and standards are written and submitted to the Project Coordinator within the specified time frame.
•Write concept papers, feature stories and document child rights project milestones in Ali Addeh & Hol Hol refugee camps Camp.
•Compile weekly situation reports (SITREPS) to be shared in the end of business week Child rights meetings
•In collaboration with other agencies facilitate tracing and reunification of unaccompanied and separated children with their relatives.
•Write proposals based on the needs of children in Ali Addeh & Hol Hol Camps.
•Carryout other duties as may be assigned by the Project Coordinator or his/her designate.
Person Specifications/Qualifications:

•University Degree in Social Sciences
•Professional experience and training in the areas of Child Protection
•Fluency in English required & Proficiency in computer preferably MS-Office.
•High degree of flexibility and tolerance, Strong interpersonal and communication skills.
•Working knowledge of French or Somali will be an added advantage
2. Quality Assurance & Standards Officer (1)

The incumbent will report directly to the Project Coordinator or his/her designate, while working closely on a daily basis in collaboration with the Education Officer, Child Protection Officer & other sectors of LWF.

Duties & Responsibilities will include but are not limited to:

•Set short and medium term Quality Education program plans and budgets.
•Overall in charge of quality curriculum Implementation and development of teaching and learning materials.
•Spearhead the harmonization of the educational curriculum for the refugee education in Djibouti
•Organize subject based in-service courses to address short comings related to curriculum delivery and assessment.
•Regularly monitor the learners school attendance, retention and academic performance
•Identifying teacher training needs and making proper managements for in-service training of teachers.
•Monitor school level curriculum delivery to determine existing discrepancies and areas that need improvement
•Participate in all educational and other activities including midterm reviews organized by the LWF and other IPs.
Qualifications / Person specifications:

•A degree in Education, social science or an equivalent qualification with a bias towards statistics.
•Knowledge of SPSS, EPI Info, STATA and SAS computer software
•Professional training in Quality educational assurance & Standards Facilitators skills (TOT & TOF) an added advantage.
•At least 2 years experience in education programme development and development research.
•Have thorough understanding of education programmatic related issues, knowledge of French or Somali an advantage

2. Water Sanitation & Hygience (WASH) Advisor – 12 months contract based in Nairobi

You will provide overall technical management and support to the emergency team in planning and undertaking WASH projects and activities. The post holder will contribute in development and/or review of emergency strategy and ensure that WASH needs are sufficiently addressed

Person Specification

You will need to have a suitable qualification in public health, civil engineering or another relevant subject, with 5-7 years experience in WASH programming in a developing country.

3. WASH Coordinator CSS – 12 months contract based in Nairobi

This role exists to strengthen, provide WASH engineering and software support for Save the Children’s core programme sectors- of health, education, child protection and hunger reduction- and develop direct emergency WASH responses where required. The post holder will lead WASH assessments, including interpretation of early warning indicators.

Person Specification

You should have a suitable qualification in public health, civil engineering or another relevant subject, with experience in WASH programming in a developing country. Ideally some of this experience will have been in an emergency situation.

4. Emergency Logistics Manager CSS - 12 months contract based in Nairobi

The Emergency Logistics Manager has responsibility for the co-ordination and support of logistics activities for the South Central Area operations of Somalia programme. The post holder will be managing staff, assets and stocks, ensuring effective and accountable support to all the field offices.

Person Specification

At least 5 years international experience in humanitarian logistics management. Experience in the set up and use of HF & VHF radio systems, satellite phones and development of communications procedures and distributions of NFI’s and food to beneficiaries.

5. Emergency Health Advisor - 6 months contract based in Nairobi

The post holder will be required to provide support to the emergency health team remotely and may travel into, north and central Somalia for short monitoring and support visits. The postholder will provide high level technical support in writing emergency health project proposals/concept notes.

Person Specification

You will need to be a medical/health professional with Masters in Public Health with substantial emergency health experience of (at least 5 years) including emergency health programme design and implementation at international level and under complex emergency context.

6. Nutrition Coordinator CSS – 2 Positions - 12 months contract based in Nairobi

The Nutrition Coordinators will be responsible for ensuring provision of quality nutrition programming (including OTP, TSFP, etc) to all the beneficiaries in Central South Somalia.

Person Specification

You should have a masters or equivalent in nutrition and at least 5 years recent experience in the field including experience in CMAM.

7. Finance Officer – Cash Consortium - 12 months contract based in Nairobi

The Finance Officer will be responsible for overseeing the Cash Consortium budget, ensuring that the reporting guidelines are fully met and that the Programme is complaint with Save the Children and donor policies.

You should have a degree in finance, accounting or other related academic discipline and at least minimum 3 years experience in financial management.

8. Food Security & Livelihoods Coordinator – CSS – 6 months contract in Nairobi

The Food Security & Livelihoods Coordinator’s role will be to support the identification, design and implementation of livelihoods work at district and community levels.

Person Specification

We are looking for someone with a post-graduate degree in agriculture, agronomy, social science, economics, or other discipline relevant to urban/rural livelihoods with at least 3 years work experience in similar positions with international NGOs.

The Nutrition Program Field Coordinator is responsible for designing, overseeing and coordinating the nutrition programs in adherence with Magna’s and national protocols / guidelines, as well as liaising with various external partners.

Objective of the function:

Clinical Officer will be primarily responsible for direct patient care at, either in IPD (SC) or OPD (OTP and SFC), treatment and follow-up of patients and/or a population in accordance with prescriptions, Magna and national protocols, respect of universal hygiene standards and context.

Ensure good practices among the medical/nursing team.

Duties will include both hospital and health post responsibilities.

Supervise: the medical nutritionist and nurse (for the medical issue)

Specific tasks
  • Clinical examination of all patients with signs of complicated pathologies or presenting complication or refer, prescription and follow-up of the severe and complicated cases.
  • Clinical rounds in the ward and health posts.
  • To carry out the OTP and SFC clinics according to needs.
  • To cover emergency room as practitioner responsible.
  • Follow and supervision of the implemented protocols and systems.

  • To assist and participate in continual medical education facilitated by Magna staff.

  • Training of the medical personnel on basic diagnosis and treatment prescriptions (theoretical and on the spot training)
  • To work as a member of the team, taking in consideration the non medical problems encountered by the patients (feeding and caring problems etc.)
  • To develop relationship with medical counterparts working in relation with the TFC (hospital physicians, etc.)
Qualifications:

Educational Requirements:
  • Clinical Officer degree/diploma/certificate recognized by National Authorities
Experience Requirements:
  • Minimum of 2 years experience as a Clinical Officer and with coordinating of activities is preferable, it is preferred experience with NGO will be an added advantage.
  • Excellent command of English both written and spoken English.
  • Somali speaking an advantage
Personal qualities:
  • Clinical skills, rigour, precision, flexibility, ability to work with multidisciplinary and multi-cultural people.

Overview

Across East Africa children face starvation because of drought. A deadly combination of failed rains and rising food prices has left over 10 million people facing a devastating food crisis. Families have lost their incomes and food supplies.

Millions of children are hungry, thirsty and desperate. They are in danger of becoming critically malnourished and, without help, many in the worst hit areas could die.

Save the Children is already on the ground saving lives. We’re rapidly providing food, water, medicine and crucial support to families who have lost their incomes.

We are actively recruiting for staff across various sectors and levels (see details below).

For the moment, we are focussing on short-term deployments of up to 3 months with a possibility of extending to longer-term contracts as needed by the Country Programmes.

Roles we are recruiting for:

Team Leaders: To develop and manage large and complex programmes or country support functions, at a national level. To negotiate and advocate at a national level. To provide strategic direction to the emergency response, in collaboration with the Country Director. To manage a budget of up to £25m. Your role will be a key one in the expansion of Save the Children programmes.

Field Managers: To develop and manage large and complex programmes, at a field level. To negotiate and advocate at a field level. To manage a budget of up to £10m.

Nutrition Managers: To manage the CMAM (Community Management of Acute Malnutrition) and IYCF (Infant and Young Child Feeding) programming and to ensure that all
components of the programme are functioning properly, providing quality care to all beneficiaries.

Health Managers: To lead the emergency health response in the field. This may include responsibilities for conducting rapid health assessments, contributing to the health sector component of the emergency response strategy and initiate/lead the first response. Finally, it will include writing strategies / proposals / concept notes.

Food Security & Livelihoods Managers: To lead on the identification, design and implementation of livelihoods work at field and community levels, and to ensure that relevant technical inputs are provided. Additional responsibilities may include supporting the FSL team in design, implementation and monitoring of Cash for Work, cash grants and other diversified
livelihoods activities.

WASH Managers: To provide quality water, sanitation and hygiene programming. Address water, sanitation and hygiene needs in emergencies through assessment, programme design, management, capacity building and evaluation. The role exists to strengthen and provide WASH
support for all core programme sectors.

Shelter Managers: To manage the shelter programme within the country programme response. The programme will include emergency distribution of shelter and NFI materials, providing technical support and management to transitional shelter programming, and support to construction works in Education, Child Protection or Health, as indentified by the Country programme.

Logistics Managers & Coordinators: To coordinate effective logistics support to Save the Children’s East Africa Country Programmes in responding to the crisis.

Education Managers: To work with country specific Education Managers and to assist them in developing plans for emergency education response including setting up programmes; developing concept notes for potential donors; developing response plans; producing good working documents and creating linkages with other Education Cluster partners.

Child Protection: To work with the country programme in implementing Save the Children’s protection activities in the field; to effectively manage a programme and budget; and ensure that best practices are applied in our programme work, while ensuring strategic links and coordination with other programmatic areas, notably education and potentially nutrition and health.

Monitoring & Evaluation: To provide Monitoring & Evaluation support to the Country Programmes team in the relevant geographical area and in the management and implementation of all programme work.

Finance Managers: To be responsible for implementing and maintaining efficient and effective financial operations within these Country Programme offices and field locations; and work in close coordination with the other members of the Finance team in the local office.

Information/Communications Manager & Officers: To be responsible for meeting the information and communication needs of the Country Programme Response, including collection, analysis, approval and dissemination of critical information and communication products to Save the Children members, donors and other stakeholders; as well as to assist with the development of proposals, reports, and other documentation.

Save the Children (SC) is an international organisation that has 27 member organisations across the globe. It is united by a common mission and brand but, to some extent, has until now been working independently from country to country.

Through Unified Presence, Save the Children aims to create a stronger voice for children by unifying the operations in all countries where more than one Save the Children Member have programmes. This will result in one organisation at the national level in each country and a unified programme delivery structure for all Save the Children International Members.

The programmes of Save the Children UK, Denmark and Finland unified in Somalia in January 2010 and as a result of this and of an active fundraising strategy, at the beginning of 2011 the programme budget was over GBP 10m covering the thematic areas of protection, child survival (which includes health, nutrition and livelihoods), education and Child Rights and Governance.

Save the Children works in all three “zones” of Somalia: Somaliland, Puntland and Central South Somalia (CSS). Due to constraints on security, and the need to liaise with UN agencies, other NGOs and donors the country office is based in Nairobi and senior managers and directors are expected to travel extensively to monitor and support programme work in all parts of Somalia that are accessible and where security threats are being effectively mitigated.

Save the Children has been engaged in the livelihoods and food security sector in Somalia and Somaliland off and on for many years. However in recent years funding available to this sector has been scarce and internal technical capacity has had to rely on short term consultancy support seeking discreet grants from donors for specific interventions.

The position of Livelihood and Food Security Technical Manager has been newly created in relation to restructuring of Save the Children Somalia’s programme.

Job Purpose

The Livelihood and Food Security Technical Manager will provide overall technical management and support to all livelihood and food security projects currently being implemented by Save the Children programme in Puntland and Central South Somalia (CSS). Save the Children is intending to expand its interventions within the sectors in the stated parts of Somalia and Somaliland.

Therefore, the manager will play a pivotal role in promoting and disseminating good practices across projects, documenting and disseminating achievements and lessons learned of projects internally and amongst donors and other key players in Nairobi and elsewhere as applicable, and will seek to expand donors support through development of projects.

This will include leading in the development of a comprehensive but realistic thematic plan for SC’s work in livelihood and food security (LHFS) sector to cover the period up to the target date for the programme to come under Save the Children International.

Key accountabilities

1. Providing Technical Management and Support

In close collaboration with area managers for Puntland and CSS and their logistics, HR and finance teams to produce a detailed work plan covering all technical activities and aspects of the LHFS projects, ensuring that these are in line with the log frame in the proposal and to oversee the review and adjustment of these as required.
  • To provide technical support to staff and managers engaged in planning and implementing LHFS projects at field level taking into account the remote nature of programming in CSS
  • To ensure that a baseline is undertaken and subsequent system of monitoring of the project implementation is put in place and adhered to.
  • To lead in developing technical research methods to support analysis of project achievements, constraints and findings and to validate these.
  • To lead in the coordination of donor reports with project and area managers and, in liaison with the operations and finance departments, to ensure that these are of high quality, reporting clearly on progress towards the outputs, and thus towards meeting the purpose, of the project as stated in the project proposals.
  • To document achievements and learning of the projects on a six monthly basis and disseminate to key players within the livelihood cluster in Somalia.
  • To lead and/or participate in any final evaluation of the LHFS projects that may be undertaken based on Save the Children’s and donors’ guidance.
  • To work together with monitoring and learning specialist to document programme learning, ensuring it is fed into organisational advocacy.
  • To lead on livelihood and food security related assessment and research
  • To explore potentials for LHFS project development and lead on the process of writing up project proposals in the sector
2. Thematic Development

Using the current FSL strategic plan, lead in the reviewing and updating of this document to produce a comprehensive but realistic thematic plan for SC’s work in Livelihood and Food Security sector to cover the period up to the target date for the programme to come under Save the Children International.
  • To ensure that the thematic plan reflects SCI’s dual mandate and addresses issues on capacity to implement this as well as seeking to expand SC’s portfolio of work in the sector.
  • Through development of the thematic plan to forge links between the LHFS sector and other thematic areas of work for Save the Children in Somalia. These include education, protection, child rights and governance and key aspects of child survival including nutrition and livelihoods.
3. Representation
  • To represent Save the Children in LHFS programme/project related meetings with donors, consortium members and other international NGOs/agencies.
  • To represent Save the Children in Agriculture and Livelihood cluster meetings held in Nairobi.
  • Identify potential key technical resource persons and organisations for aligning with them in advancing Save the Children’s advocacy in the sector and secure their expertise for learning and project development.
  • To be the primary link with technical advisers in the headquarters of the Save the

The position of Director of Human Resources and Admin has been newly created in January 2011 and under the management of the Country Director, this position will share in the overall responsibility for the direction and coordination of the country programme together with Directors of Programmes, Operations and Finance.

The objective of the Director of Human Resources and Admin is to ensure that Save the Children in Somalia/Somaliland has the best people and systems required to deliver effective programmes that provide immediate and lasting change for children.

The post holder will identify priorities and develop solutions, with input from the other members of the Senior Leadership Team, related to administration, human resources management, staff development and information technology (IT).

Key Accountabilities

1. Strategic Development of Human Resources
  • Maintain a strategic overview of HR trends, policies and practices.
  • Contribute to the development of strategic, thematic and annual plans with input on human resource requirements and succession planning.
  • Initiate policy ideas to support effective leadership and management of human resources in Somalia for discussion with the SLT.
  • Work closely with the Programme and Operations departments to ensure that adequate HRD inputs and costs are provided and incorporated during proposal design, development and implementation of all projects/programmes.
  • Ensure that all proposals contain costs for staff development to the maximum amount possible allowed by the donor.
2. Managing Human Resources
  • Ensuring all SC Somalia/Somaliland programme HR policies and procedures comply with local laws and organizational global policies, are followed and implemented. This applies to Kenya as well as the different zones (area offices) in Somalia.
  • Oversee the recruitment and induction process of both international and national staff as well of consultants according to organizational best practice and compliant with both organizational policy and the appropriate local legislation.
  • Ensure that a database is developed and maintained of past consultants and other potential temporary staff. This should include recommended training institutions and opportunities as well as recommended media for advertising.
  • Oversee the development and administration of competitive salary and benefits packages.
  • With input from the Senior Leadership Team and other line-managers, assess training needs for all staff, develop capacity building plans, and monitor their effective implementation.
  • Oversee implementation of effective performance management systems, including job descriptions for all staff, annual work plans, annual performance evaluations, and continuous coaching from supervisors and provide appropriate training to line-managers
  • Ensure maintenance of updated information on staff salaries, allowances and income-tax calculations and ensuring compliance with current laws and regulations in close collaboration with the Director Finance and other SLT members
  • Ensure that up-to-date personnel records are maintained according to organizational best practice and compliant with both organizational policy and the appropriate local legislation.
  • Ensure technical support and advice is available for HR management in all area offices.
  • Provide assistance and guidance to senior management staff to identify trends in employee relations issues and work with them to rectify issues.
  • Work closely with the Country Director and other management staff to manage and coordinate grievance management and disciplinary proceedings involving any staff member and recommend appropriate action to resolve disputes.
  • Monitor the progress of the establishment of the Save the Children International Programmes (SCip) in other SC regions and, if planned to be introduced under this new structure, propose to the SLT a system for introducing a system of performance related pay.
  • Manage the department’s budget and report on progress on budget management.
3. Administration Systems
  • Develop common policies on office administration and with SLT’s support , ensure that minimum standards are met in all offices to enable staff to perform their duties efficiently, effectively and safely.
  • With support from the Nairobi office manager, oversee the functioning of the Nairobi office to ensure that office systems are run in an efficient and coordinated manner.
  • With technical assistance provided by the logistics section within the operations department, maintain an overview of IT and communications requirements, and oversee implementation of means to effectively meet the requirements in all offices.
  • Ensure that Save the Children Policies on IT are enforced.
  • Ensure technical support and advice is available through mentoring and providing distance support for the Office Administration and HR officers in all area offices.
  • Ensuring that procedures and reporting are implemented accurately and on time, particularly related to leases, inventories, insurance, and audit recommendations.
4. Safeguarding Children
  • Take the lead in promoting the Save the Children Safeguarding Children’s Policy ensuring that all staff are fully briefed on the policy and that and annual work plan is developed and implemented to meet the requirements of the policy within the programme.
  • Provide technical support and advice through mentoring and providing distance support to the focal person within area offices responsible for the Safeguarding Children’s Policy
  • Provide an update to each SLT meeting on progress of activities against the annual work plan.
5. Communications
  • Provide technical support to the Executive Administrator to the SLT in developing an internal communication plan to ensure that developing and new policies are adequately disseminated to all staff and that all staff have a means of communicating concerns to the SLT.
  • Through the above system and using simple survey techniques ensure that the SLT has a good understanding of the knowledge, attitude and practices of staff in relation to key Save the Children policies and their own health and safety.
6. Representation and Networking
  • Lead on representation and networking on all aspects related to human resources and administration.
  • Liaise closely with HR managers based in the regional office and with global HR officers in Save the Children members’ head quarters as is appropriate.
  • Ensure that the programme has up to date comparative date on HR benefits with other agencies, both in Kenya and Somalia/Somaliland as well as data on hanging costs of a standard food basket.
  • To ensure tht the programme has a good understanding of the registration proceedings in Kenya an din particular related to securing work permits. In this to develop where possible personal relationship with key players in the NGO Board and in the immigration department.
7. Line-management
  • Lead, manage and motivate the departmental team ensuring that they have clear objectives and receive meaningful feedback on their performance.
  • Ensure appropriate staffing at all levels of the HR/Admin department.
  • Seek to ensure appropriate gender, caste and ethnic diversity within the HR/Admin team.

8. SLT Participation
  • Contribute to overall planning, management and strategic direction of SC in the Somalia/Somaliland programme.
  • Present a report to each SLT meeting highlighting issues arising in relation to administration and HR activities and procedures and when necessary ensure that action is agreed by the SLT for addressing concerns.
  • Work with SLT and in particular the security manager to ensure adequate security for staff and programmes
  • Ensure transparent use of financial resources in compliance with Save the Children UK and donor policies and procedures
Person specification
  • Post-Graduate qualifications in Personnel Management or Business Administration (MBA) with specialisation in Human Resources.
  • A minimum of 10 years management experience at senior management level in a corporate or an NGO environment with a total of work experience of 7 to 10 years.
