Tdh Psychosocial Counselor Job in Kenya


Terre des hommes Foundation (Tdh) is an international NGO focussed on Child Rights. 
To support the development of its Child Protection programme in Garissa County, Tdh is encouraging applications from Kenyan nationals for the role of:

Psychosocial Counselor

Reporting to
: Child Protection Project Manager
Duty station: Modogashe, Garissa county
Contract duration: 12 months (with 3-month probation period)

Main responsibilities:
  • Implementation of case management activities and child protection training and awareness for various community groups in project sites.
  • To conduct psychological individual evaluations for vulnerable children and their families identified through Tdh Health and Child Protection projects.
  • To provide psychological support to selected vulnerable cases.
  • Supervision of social workers.
  • To train and support the Child Protection team members and develop basic knowledge and behaviour to conduct child friendly interviews and to identify vulnerable children and family members to be referred for further psychological assessment.
  • To train and support the Health Project team members and develop basic knowledge and behaviour to conduct child friendly interviews and care.
Requirements:
  • Minimum bachelor degree in psychology. Clinical experience is a plus.
  • Minimum 3 years’ experience as child psychologist.
  • Experience in case management; child protection and conducting of training.
  • Knowledge and experience in SGBV.
  • Strong experience in working with the community.
  • Project reporting and evaluation experience.
  • Fluency in English and Kiswahili. Ability to communicate in Somali is a plus.
  • Willingness to live at village level in main project sites.

IJM lawyers, investigators and aftercare professionals work with local officials to ensure immediate victim rescue and aftercare, to prosecute perpetrators and to promote functioning public justice systems.

Social Worker

Reporting to the Director of Aftercare, the successful candidate will be responsible for providing healing resources to treat the effects of oppression and victimization and also in empowering victims to lessen re-victimization and encourage long-term success.

He/She will also facilitate aftercare services to IJM clients and families.

Key Responsibilities
  • Complete a needs assessments for all IJM clients in caseload;
  • Develop a treatment plan that clearly details how the needs will be met including the exit plan and seeking for the means of meeting the identified needs;
  • Participate in interviewing clients, especially sexually abused children, to help the investigating team come up with a comprehensive report;
  • Monitor the progress of the Aftercare intervention and report to the Aftercare Director;
  • Assess the emotional and psychological needs of clients of police brutality and illegal detention and suggest the best intervention methodology;
  • Coordinate counseling for all IJM clients and empower them by having them take the leading role in the healing process e.g. by having them contribute to the process;
  • Provide on-going support and encouragement to clients and family during the court process and provide them with information regarding the case at the appropriate time;
  • Facilitate placement of Aftercare clients into education and vocational training opportunities and work towards permanency goals that are in the best interest of children;
  • Provide community education and training on protection against sexual abuse and assault; and any other duty as may be assigned by the management.
Required Skills and Experience
  • BA Degree in Social Work/Counseling Psychology with 2 years’ experience in social work field;
  • Expertise in Microsoft office software – specifically Word, Power Point and Excel;
  • Excellent knowledge of written and spoken English and Kiswahili;
  • Excellent listening, typing and report writing skills.

Background / General description:

The International Finance Corporation (IFC), the private sector investment arm of the World Bank Group, pursues its mission of creating opportunities for people to escape poverty by promoting private sector development through investment and advisory services.

IFC's Sustainable Business Advisory (SBA) Business Line works with firms in manufacturing, agribusiness, services, and infrastructure to contribute to the creation of inclusive, environmentally sustainable, and efficient markets in developing countries.

An area of focus for IFC SBA business line in Africa is increasing access to safe water and sanitation to the underserved. In support of IFC Africa s growing commitment in this area, a Program Manager for the SSAWA Program is being sought.

IFC s Private Enterprise Partnership (PEP) Africa is implementing the East Africa Sanitation and Safe Water for All Program ("SSAWA", or the Program), to catalyze private sector delivery of water and sanitation services in Africa.

SSAWA interventions include an access to finance component, which incorporates but is not limited to consumer micro-finance, bundling of small loans (e.g. business start-up loans), cooperation with capacity building organizations (such as IFC s SME Solutions Center in Nairobi), commercial financing, support for innovative payment options (e.g., via mobile phone schemes) etc.

Duties and Accountabilities:

The work to be undertaken by the SSAWA Program Manager includes the functions below:
  • Project Management. Ensure that the Program is implemented on schedule as well as budget.
  • Funds Management: Actively contribute to SSAWA s fundraising efforts and compy to program and project related fiduciary requirements.
  • Business Development and Quality Assurance: Develop new projects under or related to the SSAWA umbrella program jointly with World Bank, relevant IFC advisory or investment teams, and quality assure program and project outputs.
  • Results Management. Design of M&E frameworks, data collection and result reporting as required by various stakeholders.
  • Stakeholder management – Manage and grow key stakeholder relationships such as those with World Bank, government and private sector partners.
  • Contract management. Contract and oversee contractors who will be conducting program and project activities. Originate and manage partnership agreements.
  • Knowledge Management. Coordinate knowledge management activities with the sustainable water core team based in IFC headquarters (Washington DC) and with other interested parties.
Selection Criteria:

The candidate should demonstrate their ability to work independently and take initiative, as well as their ability to work with others.

S/he would have to be a strong team player, able to take leadership as well as supporting roles.

S/he should be able to handle a variety of activities concurrently in a high-pressure environment and deliver on time and consistently.

S/he should be able to make links between fields, disciplines and people in formulating solutions as well as build alliances and promote open communication and collaboration to achieve objectives.

More specifically, the selection criteria will be:
  • Masters level education in business, development, water or sanitation and demonstrated knowledge in policy as well as social/commercial issues related to the safe water or sanitation access agenda.
  • Seven or more years of relevant operational experience and proven performance in the water sector, including hands-on involvement in project design, appraisal and management
  • Outstanding track-record of proven, results oriented performance/achievement. Dynamic individual, with track record in identifying hidden market opportunities, structuring interventions and implementing them.
  • Experience with water and sanitation projects in or at the interface with the public and private sector is a must; experience in IFC operations or in investment operations of a similar kind a plus.
  • Successful experience managing relationships, resolving differences, and achieving successful outcomes among multiple and diverse set of stakeholders
  • Excellent verbal and writing communication skills. Ability to synthesize multiple/complex messages and to identify appropriate key points for different audiences; fluency in English and ideally other languages.

Background

The Ministry of Planning, National Development and Vision 2030 through the National Coordinating Agency for Population and Development( NCAPD) is coordinating implementation of UNFPA/GOK cooperation framework (Country Programme Action Plan- 7th CPAP, 2008-2013) which underpins the mutual agreement for the fulfillment of the Programme of Action on the International Conference on Population and Development (ICPD), other related conferences and declarations including the Millennium Development Goals for Kenya.

The 7th CPAP, is based on selected priorities in the Social and the Political Pillars of the Vision 2030 and the first Medium Term Plan ( MTP) 2008-2013 has three components dealing with specific issues of Reproductive Health, Population and Development and Gender Equality. The goal of the 7th Country Programme is to contribute to the improvement of the quality of life of people in Kenya.

The programme is implemented selected Government and nongovernmental organizations both at the national and regional level with particular focus on four Districts of Naivasha, Migori, Kilifi and Nairobi West.

The Ministry of Planning, National Development and Vision 2030, is key to the strengthening of partnerships and linkages to district level decentralized government structures among them the district development offices, district planning and statistical units, stakeholder forums and regional population offices.

In order to fast track achievement of the programme results, it is proposed to enhance the capacity of Ministry of Planning, National Development and Vision 2030 through NCAPD, by engaging the services of a suitable National Professional Project Personnel who will be stationed at NCAPD to perform the roles described here under:

Role Description for National Professional Project Personnel - (NPPP) Population and Development (P&D)

Under the auspices of the National Coordinating Agency for Population and Development, the NPPP - (P&D) will carry out the following roles:

(i) Liaise with NCAPD , KNBS, The Ministry of Planning ,National Development and Vision 2030 Directorates ( Rural Planning, Sectoral Planning and Monitoring and Evaluation ) , Kenya Media Network on Population and Development (KEMEP) and UNFPA on the implementation of the programme in order to provide linkages at institutional, departmental, national and district/ regional levels for the achievement of programme objectives.

(ii) Liaise with the External Resources Department (ERD) at the Ministry of Finance in the coordination of financial aspects of the Country Programme

(iii) Identify and support capacity building needs for the implementation of the population programme including in statistical services at the different levels

(iv) Advise on the integration of population issues in development planning, implementation, Monitoring and Evaluation stages of national and district/county/regional development processes

(v) Compile and generate reports on the programme under implementation, as required by UNFPA and NCAPD on behalf of the Ministry of Planning, National Development and Vision 2030

(vi) Facilitate preparation of quarterly, Annual bi-annual, Progress and other Reports for the Population and Development Component of Country Programme as may be required

(vii) Perform other duties supportive of programme delivery

Expected Deliverables
  1. An annual work plan within deadlines of assignment presented to UNFPA and the MOPND and Vision 2030
  2. Monthly Programme reports on programme implementation highlighting progress, challenges, recommendations
  3. Technical analysis of key national issues/documents in regard to; and on integration of Population and development issues including environment and climate change
  4. Representation/participation at relevant forums and activities of programme implementing partners
  5. Participation at Programme Review Meetings and Joint GOK /UNFPA Field Monitoring and Evaluation visits
  6. Quarterly, Annual and Bi-annual Progress Reports for the Population and Development Component of the GOK/UNFPA Country Programme.
Qualifications

The candidate should possess the following minimum qualifications:
  • A Postgraduate degree in Population Studies, Economics , or a related relevant field
  • Qualifications in programme development and management including Monitoring and evaluation, strategic planning , policy analysis
  • At least 8 years experience in population programme development and management at various levels.

Purpose

The holder of the above position will work closely with the Program Officer to implement a three year project that addresses violence and abuse in Kenyan schools.

One of the key strategies in this project will be to work in close partnership with Teacher Service Commission (TSC) to enhance prevention, reporting, and management of sexual violence in schools.

Roles and Responsibilities
  • Directly responsible for planning and implementation of project activities in the Schooling and loving it! Project that relate to schools and the Teachers service Commission
  • Manage and control program expenditure within the agreed budget lines
  • Prepare and submit monthly, quarterly and annual project implementation reports
  • Coordinate training workshops and other stakeholders capacity development activities related to this project

Qualifications and experience

  • Good understanding of child rights as well as policy issues on children’s rights and welfare
  • Certificate in Training of Trainers (TOT), with participatory training experience
  • Excellent report writing skills

Roles

Representation
  • In coordination with the KEC health commission representatives, serve as primary representative of the AIDS Relief project to the Kenyan Government.
  • Serve as serve as primary representative of AIDS Relief to senior staff members of the Kenya Episcopal Conference-Catholic Secretariat (KEC-CS), and the AIDS Relief consortium members.
  • In coordination with the KEC, serve as the primary AIDS Relief spokesperson to local and international press for AIDS Relief.
  • Ensure that AR staff relate with local partners and clinics consistent with partnership principles.
Program Planning, Coordination, Communications and Reporting:
  • Lead coordination and planning of project goals and objectives for AIDS Relief in Region 2(including the annual Country Operational Plan submission) and ensure collaborative approach among CMs;
  • Lead the development and ensure the timely completion of annual SOWs and budgets for each CM, along with an overall results framework for AIDS Relief Kenya;
  • Document and ensure appropriate application of programmatic best practices;
  • Utilize and develop appropriate tools to track program performance (dashboard, regular financial analysis, viral load, patient retention, etc…);
  • Work closely with CMs to ensure in-country and partners’ systems are in place to guarantee timely and effective implementation of project activities: M&E, training, community development, technical assistance, staffing, materials, equipment, medical drugs, and reporting;
  • Ensure necessary training and technical assistance is made available to local implementing partners to develop capacity to implement ART project.
  • Ensure participatory processes, quality of analysis and timely feedback of all assessments to CTCT, Points of Services and Centers of Excellence;
  • Conduct regular supervisory visits and provide recommendations to Program Managers, CMs and local partners as necessary;
  • In coordination with the Head of Programming, facilitate the integration of the ART Kenya program into KEC overall health and HIV/AIDS programming.
  • Work closely with the KEC Kenya Finance and Compliance unit to ensure CM and LPTF compliance with relevant USG regulations and to ensure timely and accurate financial reporting of CRS activities;
  • Finalize and ensure the timely completion of accurate and consistent financial and narrative AIDS Relief reports for both local and international audiences;
  • Ensure regular financial reviews and analysis of program spending; make adjustments as necessary to ensure spending within 5% of annual budgets
Strategic Planning:
  • Lead efforts at program innovation; foster regular discussions with key stakeholders as appropriate; design program modifications as needed;
  • Provide regular analysis, recommendations and feedback to the Consortium members and other stakeholders on the program strategy and implementation in Kenya;
  • Spearhead AIDS Relief plan for transition, ensuring a transparent, collaborative and comprehensive approach;
  • Lead AIDS Relief plan for health systems strengthening in Kenya, coordinating closely with local and external actors;
  • Lead AIDS Relief communication efforts, drafting a communications plan to include focus on communicating the AIDS Relief identity, necessary protocols; development of promotional materials; guidance on dealing with the press, etc….; and
KEC/ Program Responsibilities:

The CoP will also participate as a full member of the KEC/ Program Department team. This will include active involvement in all Program Department activities; with particular emphasis on coordination with other HIV/AIDS program staff.

Specific responsibilities include:
  • Participate in review of project proposals;
  • Participate in Program Department meetings and contribute to development of Program Department priorities;
  • Research, stay up to date on, and disseminate HIV/AIDS methodologies, best practices, M&E tools, reports, findings, etc., including those from other country programs, that can be useful for CRS/Kenya HIV/AIDS programming;
  • Participate in and share information from relevant trainings and workshops, as requested;
  • Participate in CRS/Kenya strategic planning and implementation of strategic priorities
Key working relationships:

Supervisory: AIDS Relief Kenya Deputy Chief of Party , Health service strengthening manager, Strategic information Advisor and Finance and compliance director

External: ART Consortium representatives (Futures Group, CMMB, Institute of Human Virology); LPTF staff; CDC; USAID; National AIDS Control Program and HIV/AIDS staff of the Federal Ministry of Health; PVOs involved in HIV/AIDS programs; regional and country HIV/AIDS networks; regional and country-wide faith-based networks.

Qualifications:
  • Medical degree (MD) preferred or advanced degree in public health or management
  • Minimum five years in the developing world in project management positions.
  • Experience in coordination of multi-agency programming.
  • Strong preference for candidates with at least five years experience in HIV/AIDS programming and providing technical assistance to partner organizations.
  • Ability to professionally represent KEC to host government and other organizations and strong diplomacy skills.
  • Knowledge of KEC policy operations and procedures highly desirable.
  • Proven leadership and ability to build and motivate diverse and talented teams
  • Ability to work both in a team and independently and ability to transfer knowledge through formal and informal training.
  • Experience in, and a commitment to, working with local church structures.
  • Experience with public grant proposal writing, implementation and reporting. (USG public grant proposal writing experience or knowledge of USG regulations desired)

They will also support strengthening of community and facility linkages to enable at-risk populations’ and MARPs’ access to high quality medical and nonmedical support including VMMC services.
