Senior Environmental Safeguards Specialist
The Government of Kenya has received financing from the International Development Association (World Bank) towards implementation of the Kenya Water Security and Climate Resilience Project - Phase 1 (KWSCRP-1), and it intends to apply part of the proceeds to payments for consulting services to be procured under this Credit.
As part of coordination and supporting the implementation of the project activities, the Government of Kenya wishes to hire Senior Environment Safeguards Specialist for a period of one (1) year.
 
Objective of the Consultancy and Scope of Services
The objective of this Consultancy is to provide technical support to Ministry of Environment, Water and Natural Resources (MEWNR) and will guide on all environmental and environmental safeguards aspects of investments prepared under the Project in order to ensure proper adherence to World Bank Safeguard Policies during Project implementation.
In particular establishing Environmental criteria for the selection of investments under the Project preparing the environmental safeguards instruments for investments under the project and ensuring compliance with Environmental and Social Safeguards Framework (ESMF) for the overall project, undertake a scoping level review of ESIA reports of 6-10 investments (completed or under preparation), as part of a sub-project screening.An advanced degree in environmental management, or environmental engineering (or comparable field), at least 15 years of relevant work experience on environmental management in water resources development and related investment projects, direct knowledge of (and experience working with) Kenyan environmental laws and regulations, direct and intensive experience in working on World Bank/IDA financed development projects.Remuneration will be based on international competitive rates and will reflect the selected candidate’s area of expertise and relevant work experience.Selection of an Individual Consultant will be in accordance with World Bank’s Guidelines for
Selection and Employment of Consultants by World Bank Borrowers dated January 2011.
The selection criteria will be solely based on individual experience and qualifications.

The International Center for Tropical Agriculture (CIAT- www.ciat.caiar.org) — a member of the CGIAR Consortium (www.cgiar.org) — develops technologies, innovative methods, and new knowledge that better enable farmers, especially smallholders, to make agriculture competitive and profitable as well as sustainable and resilient. 

CIAT conducts research for development in tropical regions of Latin America, Africa and Asia.
Among various research areas, CIAT has a global mandate for beans and in Africa, bean research is carried by the Pan Africa Research Alliance (PABRA) which encompasses 3 regional bean research networks working to improve the livelihoods of small scale bean farmers in sub-Saharan Africa.
PABRA facilitates collaborative research for development within and between the networks by providing a forum for collaboration of multiple partners who include researchers, private sector involved in bean seed and grain business, non-governmental organizations (NGOs), community-based (OB) and producers’ organizations (POs), universities and millions of farmers.
The alliance operates in 29 member countries, each represented by its National Agricultural Research System (NARS). PABRA is coordinated by the International Center for Tropical Agriculture (dAT).
PABRA facilitates access to quality seed of improved varieties by millions of farmers across Africa through the various bean seed production and delivery options based on prevailing seed systems and targeted clients. For this purpose, PABRA is recruiting a Seed Business Development Specialist. The position will be based at Kawanda Agricultural Research Station, Kampala-Uganda.
To enhance the capacities of seed and input suppliers to provide quality seed of improved bean varieties and complementary inputs to small-scale farmers in PABRA countries on a sustainable basis.
The Seed Business Development Specialist (SBDS) will be expected to provide the following collaborative services:In partnership with seed producers, NARS and national seed services and development partners, assess various client oriented bean seed production and delivery options in PABRA member countries and identify most effective ones (sole or combined) to be mainstreamed or tested further.Carry out R4D for testing innovative seed production and market strategies such as the use of affordable packs, their commercial viability and explore how the mainstream best practices across PABRA countries.Assess and explore institutional linkages in order to sustain best seed systems practices and create synergetic actions for scaling up of these best practices across several countries.Collaborate with partners such as NARS to enhance capacity of decentralized seed producers, particularly women involved in the production of locally preferred bean varieties.Provide advice related to business development services to bean seed producers (individual seed entrepreneurs, farmer organizations, seed companies and public enterprises/research farm) and stimulate private (small and large) investment ¡n bean seed production and delivery in business sound manner.Train bean seed producers/suppliers ¡n specific areas such as seed business management including production, post-harvest, marketing, financial management, and strategy development.Strengthen the seed component and facilitate its linkages with other elements of the bean platforms across PABRA countries.Document (reports and professional publications) on improving the efficiency and sustainability of bean seed producers and supply and share knowledge.Design and conduct a sound Monitoring and Evaluation (M÷E) framework to capture relevant seed data and to document case studies.Strong background in seed business, agribusiness and business administration at MSc / MA levels.Five (5) years practical experience in managing a seed business is strongly preferred.Previous or current work on seed related activities in Africa is an added advantage.In addition to good command of written and spoken English language, an acceptable knowledge of French language will be added advantage.Ability to work both persuasively and diplomatically in a team-based environment with a high degree of complexity.Exceptional drive and entrepreneurship, a pronounced ability to motivate others.Hands-on problem-solver with strong analytical abilities.Organizational and business planning.Strategic thinking & creativity.Problem analysis and problem-solving.Team leadership & persuasiveness.

Save the Children East Africa Regional Office (EARO) is looking to recruit a Better Care Network (BCN) Regional Technical & Knowledge Management Specialist.
 The Better Care Network (BCN) facilitates active information exchange and collaboration on the issue of children without adequate family care and advocates for technically sound policy and programmatic action on global, regional, and national levels under the direction of its Steering Committee Members, an interagency partnership team composed of Save the Children, UNICEF, USAID’s Displaced Children and Orphans Fund and the Office of HIV and AIDS, CARE USA and Firelight Foundation. The BCN is initiating a three-year regional inter-agency initiative to improve the capacities of governments and their civil society partners in Eastern Africa to develop and implement care reform that strengthen families and improve alternative care services in the region.
To support this regional inter-agency initiative, the BCN and Save the Children are seeking a regional technical and knowledge management specialist with significant knowledge of the technical aspects of reforming child care systems and in-depth familiarity with the region to play a proactive role in identifying and addressing relevant issues to advance child care reform and provide technical support to key regional and country-level actors.
The Specialist is expected to play a catalytic role in supporting positive change in close collaboration and consultation with all regional and national stakeholders.Facilitate a review of existing regional mechanisms to inform the operational arrangement of the regional technical hub and ensure it is complementary to the actions of other actors in the region and provides added value to existing initiatives.Conduct initial consultations with key stakeholders to identify the three countries1 for action where the national situation analysis and in-country consultations will take place. In addition, resource countries will be identified where promising practices and policies can support peer-learning.Facilitate national situation analyses and in-depth country consultations within the three countries for action, as well as remote consultations with key stakeholders at the regional level.Identify and offer technical support to key actors for care reform in the three countries selected.Identify potential points of intervention for system change and priority needs for technical and organizational support and assistance in each country and regionally as well as appropriate approaches to respond to these needs. This will also include the development and implementation of regional and national plans and their related monitoring and evaluation plan.Facilitate the provision of priority activities to strengthen national and regional capacity and coordination, including, but not limited to, a combination of:Provide remote and in-person technical support;document and share positive examples of child care reform,facilitate exchange visits between countries;link countries with national, regional and global experts;organize strategically focused technical workshops and meetings on family strengthening and alternative care issues;develop and maintain a regionally focused website and newsletter;commission research in collaboration with stakeholders and academics in the countries to increase local evidence and understanding of current formal and informal care practices and raise awareness on the importance of family-based care;Support relevant national advocacy efforts.Master’s degree in social work, social science, social policy or related field or a Bachelor’s degree with substantial training, knowledge, skills and experience obtained through other routes;A minimum of 7 years of relevant experience in the provision of services, policy development or advocacy regarding the care of vulnerable children, including experience in the above in at least one developing country context;Extensive experience in working in the region on better care issues for children with regional experience with advocacy, policy development or research;Extensive knowledge of the literature on better care issues relating to children;Experience developing and refining technical documents in this field;Experience working with UN bodies, governments and/or NGOs;Excellent writing and verbal skills in English and in summarizing complex documents. Prospective candidates wishing to apply must possess the following relevant requirements.Must be Kenyan citizens.Age: Between 18 and 26 years old for GSO Cadets and upto 29 years for Specialist Officers.Be physically and medically fit in accordance with the KDF standards.Have no criminal record.Minimum Height: 5 ft 3 in. (5’3”).Minimum Weight:
Men – 54.55 Kg (120 lb).
Women – 50.00 Kg (110 lb).

A minimum of mean grade B (Plain) in KCSE upto degree level with minimum subject grade of C+ (Plus) in English, Mathematics and in any one of the Pure Sciences (Physics, Chemistry or Biology).Those aspiring to join KDF as GSO Cadets should note that the initial training period will cover three continuous years leading to a BSC in Military Science on successful completion.

Laboratory Information System Specialist
The Association of Public Health laboratories (APHL) is a non-profit international organization recognized for public health laboratory practice and management in laboratory programs.

The above mentioned specialist will be based in Kenya and perform activities in the East Africa region with the majority of activities being in Kenya.


The specialist will provide and coordinate technical assistance on laboratory information systems (LIS) under the APHL cooperative agreement with the U.S Centers for Disease Control and Prevention.

A consultant contract is offered on a full-time basis for one (1) year renewable subject to funding with the first contract for the remainder of the current fiscal year ending 29 September 2013.

Contract pay is based on experience and education qualifications, and APHL standard rates for the work responsibilities.

FSD is looking for a Policy Specialist and a Policy Analyst to support a significant expansion in our work in the policy arena.

Individual Consultant (Financial Management Specialist)
The Ministry of Energy and Petroleum has received financing from the World Bank toward the cost of the Kenya Electricity Expansion Project (KEEP), and intends to apply part of the proceeds for consultant services. The services include among other things: Maintaining efficient and effective financial management policies, systems and procedures; a sound financial and accounting system in accordance with GOK procedures and annually prepare the project’s accounts in accordance with International Public Sector Accounting Standards to meet the reporting obligations.
The objective of this consultancy will be to improve the technical capacity in managing and maintaining a sound financial and accounting system for KEEP within the Ministry of Energy and Petroleum.
The Ministry of Energy and Petroleum now invites eligible individual consultants to indicate their interest in providing the above services, by submitting a Curriculum Vitae and a one-page expression of interest. Qualified consultants will be a Certified Public Accountant or Chartered Accountant with at least a first degree in accounting or finance from a recognized University and have a minimum of 5 years’ relevant experience; experience in the public service and donor funded projects is preferable.

 Recruitment, selection and OrientationContribute to the development, principles and regular review of ICRAF’s recruitment strategyParticipate in the development of recruitment guidelines and procedures, and take the lead in improving process documentation, effectiveness of sourcing strategy, ensure availability of data measuring the activity, and on-going improvement of interviewers’ recruitment skills.Train managers in interviewing skills and the recruitment process.Prepare guidelines on interviewing proceedings and continuously source improvements to the same.Ensure equity and fairness in the interview process.In-charge of the post selection processesEnsure timely processing of appointment letters and contractsReview and update induction manual and develop regular induction and orientation programs for all categories of staff at the CentreFacilitate orientation sessions and arranging training for employees on-the-job.Provide support to the hosted institutionsUpdate and maintain all Personnel Files and HR archiveParticipate is in the review and sourcing of local medical schemeCoordinate various staff insurance policies ensuring equity across the centre.Administer and liaise with the local medical providers ensuring that new members are registered into the medical scheme and leaver’s information is communicated to the provider in a timely manner.Administer and Coordinate Group life/ Personal Accident insurances, ensuring timely renewal and accurate information at all times ( updated staff list with current salaries), communicated to the providersFor all insurances, ensure that invoices are received in a timely manner, reviewed, and forwarded to the Head of HR for approval.Manage the insurance and medical processes with the AIARC and GENERALI procedures by ensuring all relevant AIARC related forms for IRS are submitted within the deadline to AIARC.Design and implement guidelines on contract tracking and management. Center International for Development and Research (CIDR), International Development NGO specialized in particular in the promotion offinancial inclusion, wishes to recruit a Rural and Agricultural Finance Specialist.Under the supervision of CIDR Eastern Africa and Indian Ocean Regional Office Director, provide expertise and technical support to CIDR partnersand clients in Eastern Africa and Indian Ocean for the development and implementation of innovative pro poor rural finance products, with focus on agricultural and value chain financing, and contribute to their documentation and dissemination.Implement or supervise market and value chain studies.Financial Product development.Back up and monitoring for the implementation of the products developed.Training on rural and agricultural finance.Documentation of products, methodologies and tools developed, and of lessons learnt.Contribute to the conception of new programs.Contribute to the strategic and business planning for CIDR Eastern Africa and Indian Ocean Office.
Education: Master degree in economics, agro-economics or finance.At least 10 years in design, support to and / or implementation of rural /agricultural finance methodologies and products in Africa (preferably in Eastern Africa or Indian Ocean)in a senior management or expert position, with strong background on product development and implementation, for smallholder producers as well as other actors of the value chains like MSMEs. Experience in the agribusiness private sector would be a plus, as well as in the use of new technologies to improve efficiency of rural finance products delivery.Agricultural value chain mapping and analysis.Financial product development.Strategic and business planning.Elaboration and implementation of training modules in rural finance.Excellent capacities of negotiations and interpersonal skills.Autonomy, force of proposal, ability to anticipate, creative thinking.Excellent command of office computer softwares (Word, Excel, Power Point), and internet.Excellent writing skills.Languages: Fluency in English. Fluency in French will be a plus.Position based in Nairobi, with frequent missions in Eastern Africa and Indian Ocean and in perspective Southern Africa. 1 year term contract, renewable.
