Nakasero Hospital Chief Executive Officer (CEO) Job in Kampala, Uganda


Our client, Nakasero Hospital Limited (“NHL”) opened its doors in 2009; with its main objective being the provision of quality medical care and to fill a gap which was created by the lack of adequate medical facilities in the country.

NHL is now looking to recruit a Chief Executive Officer (CEO).

Reporting to the Board of Directors, the CEO will be responsible for the provision of visionary leadership and direction and ensuring that the hospital’s mandate and policies are implemented fully and effectively, in line with the hospital’s strategic plan.

The CEO will be based in Kampala, Uganda.

Key responsibilities:
  • Overseeing the development and timely implementation of the mission, strategic and business plans as well as driving performance and innovation;

The candidate must have at least ten years experience, five of which must be at a senior level in a large organisation. Training in Strategic Leadership and Health Systems Management (HSM), from a recognized institution, will be an added advantage.

Legal Specialist - East African Development Bank, Kampala Uganda


The  Legal Specialist   will be responsible for  providing advice on a  wide range of legal issues relating to the functions, structures and activities of the EADB, including the Treaty and Charter of the EADB, the Headquarters Agreement, international conventions and treaties  as well as  co-coordinating the negotiation of draft agreements between the EADB and third parties.
In particular the Legal  Specialist  will:
  • Advise on constitutional and corporate legal matters arising from the interpretation and application of the Banks Charter; draft legal documents concerning membership and participation in the Bank, and the creation and administration of special funds;
  • Develop, implement and interpret internal legislation;
  • Provide legal advice and assistance; draft, vet and revise legal documentation relating to the   structure and administration of the Bank  and  special funds,  with other international organizations and with member and non-member states, including matters pertaining to the privileges, immunities and exemptions of the Bank and those vested on the Bank, its employees, experts and consultants;
  • Provide legal support to the preparation,  negotiation and finalisation of legal instruments of cooperation between the Bank, bilateral and multilateral development partners;
  • Manage and direct the Banks’ representation in litigation, arbitration, and other administrative or legal proceedings, including internal administrative reviews , appellate and judicial proceedings; and other matters in which the Bank is a party or may have an interest;
  • Provide legal services and assistance in connection with all administrative and human resources management matters,  the acquisition of goods and services for the Bank including preparing, reviewing ,concluding   all contracts and  other legal instruments and advising on all legal matters  relating to administrative and personnel matters;
  • Undertake research and provide recommendations to senior management of significant developments, emerging opportunities and challenges in areas of responsibility.
Minimum Qualifications and Experience
  • Bachelors degree (LLB) and a postgraduate degree in Law (LLM) from internationally  recognised universities in common law jurisdictions . Applicants from non-common law backgrounds may submit evidence of formal training in common law  or long experience in common law jurisdictions ;
  • Admission and current membership  of at least one Bar association;
  • Qualification  and experience in international public law and the  law of international organizations is mandatory;  Qualifications in foreign relations  or international relations law will be an added advantage;
  • Minimum of ten years experience in the financial sector and a minimum five years    in a senior position in a busy  law  office  or legal services department of a multinational financial institution;
  • Must possess a track record of developing,  interpreting and administering  internal legislation, treaties, negotiating host country agreements, managing  appeals and disciplinary proceedings in an international context;
  • Experience with a large bank  or financial institution, development bank or multilateral organization is required;
  • Professional qualifications in company secretarial work, governance would be an added advantage; and
  • Must possess advanced computer skills.

Manager Human Resources and Administration


The Manager Human Resources and Administration will be accountable for the efficient management of human resources and administrative services across the bank. Areas of responsibility will include: employee recruitment, development and management, estates management and management general office and outsourced services such as security, catering and office cleaning.
The position holder will be responsible for developing and implementing human resources policies, recruiting and developing staff, enforcing staff rules and regulations, implementing employee health ad safety standards and ensuring that administrative services are managed in an optimal and cost efficient manner.
In particular the Human Resource Manager will:
  • Develop a human resources management strategy for the bank, that reflects and supports the bank’s operational goals and responds to human resourcing challenges;
  • Develop and/or update human resources management policies and procedures that reflect market best practice, promote employee motivation and retention;
  • Develop and implement optimal performance management systems and processes that will enable the bank to align employee activities to organisational goals, clearly monitor and measure and reward performance and help to maximise employee productivity;
  • Administer the performance management system and ensure that all Officers and Managers set specific measurable, achievable, realist and time bound (SMART) performance objectives that reflect bank’s performance goals. Ensure that regular reviews are conducted as required and remedial actions taken as and when required;
  • Take responsibility for talent management; hence, develop and implement relevant policies, processes and procedures, ensure that these are implemented and monitor to ensure that the required results are achieved;
  • Ensure that the bank has access to quality human resources on a long-term basis, by developing and implementing appropriate human resources planning and recruitment activities and implementing staff retention strategies that reflect best practice;
  • Ensure that the bank has optimal compensation and benefits systems, processes and standards, that ensure that the bank’s pay structures are in line with market, reflect the bank’s standing as a regional organisation, allow the bank to attract and retain quality staff and are cost efficient. Regularly carry out or participate in salary surveys so as to stay abreast with market pay standards;
  • Develop and implement appropriate succession plans, that are linked to the bank’s organisation structure, reflect medium to long term growth plans, and are supported by appropriate career development for all staff;
  • Ensure that the bank has in place comprehensive job descriptions that are clearly aligned to the organisation structure, reflect the appropriate accountability levels for each position and clearly specify required qualifications and competencies ;
  • Continually assess staff skills against the specified competencies, identifies skills gaps and puts in place staff development programmes that address such gaps.
  • Promote a culture of continuous development within the bank and encourages staff to take actions to improve their skills and capabilities at all times;
  • Ensure that employees receive timely and accurate information on all key developments within the bank by identifying and implementing appropriate communication channels, ensuring that they are used regularly and that such channels promote the capture of relevant feedback from staff.
  • Continually identify requirement for change within the bank and put in place appropriate programmes to help achieve the desired change objectives.
  • Manage the Banks’ commercial and residential properties, ensuring that they are maintained in a clean, safe and habitable condition, that appropriate and valid contracts are in place in all instances and that tenant’s pay rent in a timely manner.
  • Manage the contracting of services providers including estate maintenance teams, catering, and security and cleaning teams. Ensure that appropriate contracts are in place, Service Level Agreements (SLA’s) are clearly defined and that the service provides complies with these standards;
  • Set standards for, organises and oversees the provision of an efficient office support function, including but not limited to the registry, secretarial, transport, travel and security services and procurement of office supplies and equipment;
  • Prepare and manage the Human Resource and Administration Budgets and ensure that these are utilised in an optimal manner and opportunities for savings are identified and realised whenever possible;
  • Manage employee discipline and ensure compliance with bank internal legislation, rules and regulations in all instances. Put in place and manage appropriate employee  management procedures that ensure the speedy and effective resolution of employee  concerns and grievances and promotes employee motivation and commitment;
  • Ensure an optimal work environment that promotes employee motivation, team work and helps to maximise employee productivity; and
  • Undertake research and provide recommendations to senior management of significant developments, emerging opportunities and challenges in areas of responsibility.
Minimum Qualifications and Experience
  • Bachelor’s degree in Business Studies or Social Sciences from a recognised university;
  • Masters degree in Human Resource Management and /or a relevant MBA  from a recognised university;
  • A professional HR qualification, such as a Higher National Diploma in Human Resources Management, post graduate diploma in HR management;
  • Membership of a professional human resources management institution;
  • At least 15 years as a human resources and administration professional including 5 years as a head of human resources in a large international corporate  or multilateral organization;
  • Practical experience in HR  strategies  generally and particularly  to attract and  retain high calibre professionals; foster  skills development and  facilitate succession planning;
  • Exposure to compensation and benefits  package development; salary surveys ;
  • Practical  experience in  developing and implementing strategies for  managing performance,  motivation,  change and culture management  of staff of different nationalities and diverse cultural backgrounds;
  • Knowledge of and experience in international administrative law and human resource management in international organisations; and
  • Familiarity with the employment laws of the five East African countries will be a definite advantage; and
  • Ability to communicate with clarity to diverse audiences in writing and verbally.

General Description of the Programme

GOAL's Uganda country programme focuses on GOAL's four strategic sectors of Health (including WASH), Education, Livelihoods and HIV. We are progressively mainstreaming issues of HIV, gender, child protection, disabilities and environment across all our programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with local organisations to give effect to our mission. GOAL Uganda current country programme includes:

1. The Bugiri District Programme, South Eastern Uganda, established in 2001, implements solely through partners in the HIV and Disability sectors. In 2010 this district programme will begin Livelihoods (HSP) and WASH programming.
2. The Pader District Programme, North Eastern Uganda, established in 2003 is steadily transitioning from a crisis recovery to development programme. Implementation is both direct and through partners in the Livelihood, Water & Sanitation, HIV, Protection and Education sectors.
3. The Abim District Programme, North Eastern Uganda (Western Karamoja) was established recently at the beginning of 2009. This recovery/development programme implements directly in the Water and Sanitation and Livelihood sectors and will begin HIV programming in 2010.

GOAL Uganda country programme is funded by a number of donors who include Irish Aid, European Commission's Humanitarian Aid Office (ECHO), Dutch Government, PEPFAR (USAID), United Nations High Commission for Refugees (UNHCR) and GOAL.

Description of the Assistant Country Director – Programmes position.
The Assistant Country Director – Programmes in collaboration with the Country Director, is responsible for the ongoing programme planning, development and management of the GOAL Uganda Programme. The position requires the oversight, management and capacity building of national team members; as well as coordination with relevant National and District level authorities, UN agencies, other NGOs and donors. The position is based in Kampala with regular travel to program sites in Uganda. The Assistant Country Director – Programmes reports to the Country Director.

Key Responsibilities & Duties:

Programmes

1. Ensure all GOAL Uganda programmes/projects are implemented to high quality standards which are in line with GOAL Uganda Country Strategy, relevant donor requirements, international best practice and the Codes of Conduct and agreements to which GOAL is a signatory;
2. Work with the Country Director in the oversight and management of project implementation, including allocation of resources and ensuring that appropriate controls are maintained at all levels.
3. Identify new opportunities for programme growth in coordination with the Uganda Country Director and the GOAL headquarters in Dublin.
4. Prepare project/programme proposals in accordance with donor call for proposals;
5. Oversee donor and internal reporting;
6. Support the development and utilisation of appropriate M&E and programme management tools and systems; 7. Develop and implement internal mechanisms for institutional learning and programme integration;
8. Improve the quality of programming through support supervision of key staff, analysis and dissemination of M&E data and lessons learned, and the review of GOAL and other best practice guidelines;
9. Represent GOAL Uganda in meetings with donors, coordination bodies and Government representatives, as required;
10. Travel frequently to all areas of operation to monitor implementation and ensure that beneficiaries, local authorities, and local staff are represented in programme planning and evaluation;
11. Regularly and accurately report the status and progress of GOAL Uganda programmes to the Country Director;
12. Serve as a member of the GOAL Uganda Senior Management Team, attending weekly meetings when present in Kampala;

Programme Strategy

1. Work with the Country Director to review and/or revise the strategic plans for each of GOAL Uganda priority sectors to ensure efficiency, effectiveness, quality assurance and continual improvement throughout the Country Programme;
2. Facilitate and manage a programmatic shift in Northern Uganda from Crisis Recovery to Development within the context the premise of the PRDP, KIDDP, other government of Uganda and donor polices.

Reporting

1. Monitor all country programs to evaluate activity progress and determine necessary actions to improve achievements;
2. Provide programme reports that are timely to GOAL and donor requirements.
3. Review monthly programme reports for accuracy and quality
4. Provide a monthly programme report to the CD by 10th of each month

1. Liaise with the ACD - Systems, Financial Controller, and Human Resource Coordinator to ensure that the Country Programme has the appropriate staffing and resources required for appropriate, effective and efficient programme delivery;
2. Line manage Programme Managers and Technical Coordinators/Managers (field and Kampala based) and Programme Administration Support Assistant ensuring that timely feedback on performance is provided.

4. Initiate GOAL response to disasters and emergencies when appropriate.
5. Facilitate donor visits to project sites as appropriate in consultation with the Country Director.

General Description of the Country Programme

GOAL's Uganda country programme focuses on GOAL's four strategic sectors of Health (including WASH), Education, Livelihoods and HIV. We are progressively mainstreaming issues of HIV, gender, child protection, disabilities and environment across all our programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with local organisations to give effect to our mission. GOAL Uganda current country programme includes:

1. The Bugiri District Programme, South Eastern Uganda, established in 2001, implements solely through partners in the HIV and Disability sectors. In 2010 this district programme will begin Livelihoods (HSP) and WASH programming.
2. The Pader District Programme, North Eastern Uganda, established in 2003 is steadily transitioning from a crisis recovery to development programme. Implementation is both direct and through partners in the Livelihood, Water & Sanitation, HIV, Protection and Education sectors.
3. The Abim District Programme, North Eastern Uganda (Western Karamoja) was established recently at the beginning of 2009. This recovery/development programme implements directly in the Water and Sanitation and Livelihood sectors and will begin HIV programming in 2010.

General Description of the Role

GOAL has moving to a strategic plan based approach to programming and a country programme approach to management. As part of this structure, the M&E team provides support and capacity for all GOAL's programming in Uganda. The MEL Coordinator will be responsible for all the country programme monitoring, evaluation and learning systems.

Specific Responsibilities

The Monitoring, Evaluation and Learning (MEL) Coordinator will be responsible for the following objectives:

1. Coordinate the overall country monitoring systems
- Support and carry out regular monitoring of standard indicators, activities and outputs of projects;
- Support project managers to identify and resolve monitoring problems at individual project level;
- Sampling of data from the standard indicator database on a monthly basis in each location for quality assurance purposes;
- Sampling of partner monthly reports, MOVs for quality assurance purposes;
- Ensuring that mainstreaming issues mentioned above are included in the monitoring system as appropriate.
- Support the development of a standard indicator database for livelihoods and WASH, train and support team to implement and monitor for quality.
- Provide six monthly graphic feed back of standard indicator for all three sectors comparing information over time and between districts.

2. Coordinate the overall country M&E Plan
- Keep the overall country programme M&E plan updated on a monthly basis, based on activities implemented, new project needs etc.
- Through regular liaison with and support to the Programme Managers, Assistant/Country Director ensure that the M&E plan is implemented;
- Liaise with each Project Manager, Programme Manager and the Coordinator to check progress on the implementation of M&E activities;
- Develop an individual detailed M&E plan for each project and monitor for implementation and quality
- Identify needs that each project has to support implementation of M&E activities, provide mentoring training to teams in the field locations;

3. Coordinate the overall country evaluation systems
- Leading and support the implementation of GOAL's global M&E framework.
- Provide technical support to the identification and manage external resources to carry out or support MEL activities;
- Directly carry out, supervise and review all GOAL Uganda evaluations, surveys, mid term reviews.
- Coordinate the design and implementation of partner and other evaluations as required under the strategies, revise tools and M&E strategy regularly.
- Support the development of an evaluation system that will provide information for measuring outcomes and impact of GOAL Uganda's support to partner organizations and directly implemented projects, designing and carrying out or supervising outcome evaluations across all projects and programmes.
- Liaise with Partners and team members to plan, design and implement and report on annual thematic outcome evaluations and ensure the databases for same are in place up to date and accurate.
- Design and carry out or supervise surveys (MICS, KAPBS and other surveys).
- Develop links with GOAL's Survey and M&E Coordinator from the GOAL Technical Team
- Familiarise self and team with implementation of GOAL's standard surveys (MICS, KAPBs, Causal Assessments etc), if necessary organizing training from the survey advisor or other sources in consultation with the Advisor.
- Ensure surveys are carried out in line with the M&E plan and the GOAL Framework
- Put in place a consultants data base and keep relevant and up to date

4. Coordinate the overall country learning systems
- Stakeholder Accountability- Ensure a summary presentation of all evaluations undertake is prepared and rolled out in all locations and to partners as appropriate and document same. Ensure processes in place that make feedback to beneficiary stakeholders systematic by partners and GOAL.
- As part of the learning function, seek to identify learning points across the range of work carried out and identify opportunities to share this learning through meetings, workshops, reports etc.
- Where appropriate, share materials with GOAL's best practice website.
- Design and carry out or supervise assessments, research exercises etc as appropriate and possible support to programme development, monitoring, evaluation and learning;
- Design, implement and case studies across the programme
- Complete one short article for each project each year.
- Promote strengthened understanding and capacities within project and programme teams
- on MEL, and the use and /or analysis of MEL systems at the project and partner levels.
- Coordinate the planning and monitoring of the seven study groups established across the
- country programme ensure that annual work plans are developed and monitored by the SMT

5. Manage the MEL team and be active member of the Senior Management Team (SMT)
- Manage the MEL team to meet the above objectives, carrying out evaluation, surveys etc as required by the priorities of the plan and available capacities within the team;
- Develop and update the monthly and annual work plans for the MEL team to meet the objectives of the M&E plan.
- Prepare with team members monthly work plans and monitor their implementation.
- Provide line manager with monthly report on the implementation of the work plans and achievement of objectives.
- Develop performance management appraisal objectives with each member of the MEL team, ensure objectives are SMART and reviewed and revised every six months.
- By the end of a year have identified a capable national replacement and induct and support them into the role.

6. Summary of particular strategic priorities for MEL 2010 & in Coordination with Head Office
- Insuring surveys are completed across the programmes, including collection, analysis with emphasis on causal assessments being well documented;
- Prepare an evidence base for a 5 year evaluation of Uganda programmes 2007-2010, including by triangulation of survey findings with external evaluations and participative methods of evaluation (Such as MSC).
- Develop a TOR with GOAL M&E Coordinator and Irish Aid for an impact evaluation of an aspect of GOAL Uganda's programme, work to be completed before November 2010.
- Develop a guiding document which describes how GOAL targets to include beneficiary selection and vulnerability criteria. Support and coordinate with HQ in relation to a vulnerability targeting study.

Requirements

- Degree-level qualification in public health, nutrition, community development, child protection or a related field, including studies relating to research and statistical analysis.
- 3+ years experience of implementing surveys and other research activities within an International NGO in a developing country.
- Demonstrated experience in applying quantitative and qualitative/participatory research methods.
- Capacity to build the research and M&E skills of colleagues and community members.
- Ability to write clearly and concisely and to translate complex concepts into non-technical language.
- Understanding of mainstreaming principles and experience of working on mainstreaming activities
- Operational knowledge of gender, child protection, HIV and environment principles as they apply to development work.
- Good communication skills, including fluency in oral and written English.
- Confident presentation and facilitation skills.
- Proficiency in using standard computer software, especially MS Office programmes, as well as data entry/statistical packages, such as MS Access, ENA-SMART, STATA or equivalent.

Visions in Action
Visions in Action (VIA) is an international NGO based in Washington D.C. which works inrelief and development in Uganda, Tanzania, South Africa, and Liberia. Over 700 volunteers have been placed in the areas of education, human rights, communications, public health, HIV/AIDS, micro-enterprise, social work and community development. Overview:
The Clinton Health Access Initiative (CHAI) is seeking a talented, highly motivated, mature and flexible individual to support the design and implementation of a randomized impact evaluation in Uganda.

Through financing provided by the Bill and Melinda Gates Foundation and in collaboration with other institutions in the Roll Back Malaria Partnership, CHAI is currently supporting a number of operational research studies to answer some of the key outstanding questions related to the AMFm, and barriers to effective malaria treatment more broadly.

This project will test the feasibility of making rapid diagnostic tests (RDTs) for malaria—blood stick tests that give results in 15 minutes—available in the small private drug shops in rural areas of the country. The study coordinator will most likely be based part time in Kampala, Uganda and part time living in the field (Eastern Uganda), especially during project implementation.

This position begins in June 2010; Only candidates able to commit to stay through the duration of the project (12-18 months) will be considered.

Responsibilities
This post is located in the Uganda Office of the High Commissioner for Human Rights in Kotido. Under the overal guidance of the Head of the Office of the High Commissioner for Human Rights in Uganda (OHCHR Uganda) and the direct supervision of the Deputy Head of Office/Field Coordinator, the District Human Rights Officer (HRO) will carry out the following tasks and responsibilities: Monitor, analyse and report on human rights developments in the district/region; Prepare incident reports as required and promptly submit them to the headquarters through the Field Coordinator; Conduct training on human rights monitoring, reporting and advocacy for Uganda Human Rights Commission, NGOs, UN agencies and Government officials at the district level; Support district/regional level structures for promotion and protection of human rights, especially the regional Office of the Uganda Human Rights Commission (UHRC); Establish and maintain regular contacts with local authorities aimed at securing respect for human rights and accountability for human rights violations, especially with UHRC; Establish and maintain contacts with UN agencies and local and international NGOs to share information and coordinate strategizing on human rights issues; Organize, contribute and carry out human rights promotion activities (training, workshops, seminars) on behalf of OHCHR Uganda, in cooperation with Uganda Human Rights Commission, UN agencies, national and international NGOs; Represent OHCHR Uganda at working level meetings with local authorities, UN agencies, and NGOs; Ensure the integration of gender perspectives and attention to specific women/girl's rights issues within all human rights activities; Provide input into the work plan for the operations; Provide input into weekly, monthly, legal systems and ad hoc/special issue reports, as well as any other reports requested by the Field Coordinator; Carry out administrative and logistical tasks as requested by the Field Coordinator; Perform other duties as required by the Head of Office and/or Field Coordinator. Supervise and coordinate activities of the national personal of the District Office.

Competencies
Professionalism: Good knowledge of and exposure to a range of human rights issues, to include approaches and techniques to address sensitive problems. Good knowledge of institutional mandates, policies and guidelines related to human rights. Ability to identify problems, i.e., political, ethnic, racial, gender, social, economic, etc, causing civil unrest in a country or geographic area; good analytical and research skills, including ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in assigned region/country. Sound knowledge and understanding of UN human rights instruments and procedures essential. Excellent demonstrated political judgment and sensitivity. Experience in working independently with minimal supervision in remote locations and as part of a small team in hardship conditions. Communication: Good communication (spoken, written and presentational) skills, including the ability to produce a variety of written reports in a clear, concise style to external audiences, to build/maintain effective partnerships. Planning and Organizing: Ability to establish priorities and to plan work assignments, juggle competing demands and work under pressure of frequent and tight deadlines, preparing expenditure requests and monitoring expenditure against budget allocation. Teamwork: Proven interpersonal skills and ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Accountability: Monitoring progress and reporting to the Unit Coordinator taking action to minimize delays, identifying and drawing to management attention potential cost overruns and underspends.Technology awareness: Good computer skills, including proficiency in word processing.
QUALIFICATIONS

Education
Advanced University Degree (Masters or equivalent) preferably in law, political science, international relations or other disciplines related to human rights.

Work Experience
At least 5 years of progressively responsible experience in field and/or headquarters locations at national and international levels in the human rights field, including in the cause and resolution of human rights conflicts in accordance with international standards.

Languages
Fluency in English, with excellent communication skills and drafting ability. Knowledge of another UN official language would be an asset.
