General Description of the Programme

GOAL's Uganda country programme focuses on GOAL's four strategic sectors of Health (including WASH), Education, Livelihoods and HIV. We are progressively mainstreaming issues of HIV, gender, child protection, disabilities and environment across all our programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with local organisations to give effect to our mission. GOAL Uganda current country programme includes:

1. The Bugiri District Programme, South Eastern Uganda, established in 2001, implements solely through partners in the HIV and Disability sectors. In 2010 this district programme will begin Livelihoods (HSP) and WASH programming.
2. The Pader District Programme, North Eastern Uganda, established in 2003 is steadily transitioning from a crisis recovery to development programme. Implementation is both direct and through partners in the Livelihood, Water & Sanitation, HIV, Protection and Education sectors.
3. The Abim District Programme, North Eastern Uganda (Western Karamoja) was established recently at the beginning of 2009. This recovery/development programme implements directly in the Water and Sanitation and Livelihood sectors and will begin HIV programming in 2010.

GOAL Uganda country programme is funded by a number of donors who include Irish Aid, European Commission's Humanitarian Aid Office (ECHO), Dutch Government, PEPFAR (USAID), United Nations High Commission for Refugees (UNHCR) and GOAL.

Description of the Assistant Country Director – Programmes position.
The Assistant Country Director – Programmes in collaboration with the Country Director, is responsible for the ongoing programme planning, development and management of the GOAL Uganda Programme. The position requires the oversight, management and capacity building of national team members; as well as coordination with relevant National and District level authorities, UN agencies, other NGOs and donors. The position is based in Kampala with regular travel to program sites in Uganda. The Assistant Country Director – Programmes reports to the Country Director.

Key Responsibilities & Duties:

Programmes

1. Ensure all GOAL Uganda programmes/projects are implemented to high quality standards which are in line with GOAL Uganda Country Strategy, relevant donor requirements, international best practice and the Codes of Conduct and agreements to which GOAL is a signatory;
2. Work with the Country Director in the oversight and management of project implementation, including allocation of resources and ensuring that appropriate controls are maintained at all levels.
3. Identify new opportunities for programme growth in coordination with the Uganda Country Director and the GOAL headquarters in Dublin.
4. Prepare project/programme proposals in accordance with donor call for proposals;
5. Oversee donor and internal reporting;
6. Support the development and utilisation of appropriate M&E and programme management tools and systems; 7. Develop and implement internal mechanisms for institutional learning and programme integration;
8. Improve the quality of programming through support supervision of key staff, analysis and dissemination of M&E data and lessons learned, and the review of GOAL and other best practice guidelines;
9. Represent GOAL Uganda in meetings with donors, coordination bodies and Government representatives, as required;
10. Travel frequently to all areas of operation to monitor implementation and ensure that beneficiaries, local authorities, and local staff are represented in programme planning and evaluation;
11. Regularly and accurately report the status and progress of GOAL Uganda programmes to the Country Director;
12. Serve as a member of the GOAL Uganda Senior Management Team, attending weekly meetings when present in Kampala;

Programme Strategy

1. Work with the Country Director to review and/or revise the strategic plans for each of GOAL Uganda priority sectors to ensure efficiency, effectiveness, quality assurance and continual improvement throughout the Country Programme;
2. Facilitate and manage a programmatic shift in Northern Uganda from Crisis Recovery to Development within the context the premise of the PRDP, KIDDP, other government of Uganda and donor polices.

Reporting

1. Monitor all country programs to evaluate activity progress and determine necessary actions to improve achievements;
2. Provide programme reports that are timely to GOAL and donor requirements.
3. Review monthly programme reports for accuracy and quality
4. Provide a monthly programme report to the CD by 10th of each month

Personnel

1. Liaise with the ACD - Systems, Financial Controller, and Human Resource Coordinator to ensure that the Country Programme has the appropriate staffing and resources required for appropriate, effective and efficient programme delivery;
2. Line manage Programme Managers and Technical Coordinators/Managers (field and Kampala based) and Programme Administration Support Assistant ensuring that timely feedback on performance is provided.
3. Ensure that all team members have performance management appraisal objectives, ensure objectives are SMART and reviewed and revised every six months.

Finance

1. Ensure finance protocols are followed by all programme field offices.
2. Review expenditure against budgets monthly with Financial Controller
3. Review expenditure against budgets with all Programme Managers every month and ensure rolling budgets are revised and realistic
4. Liaise with the Financial Controller to ensure continuous oversight and involvement at all stage of the programme cycle.

Representation

1. Maintain a suitable image for GOAL and protect GOAL interest and assets.
2. Liaise with donor, governments of Uganda and other agency representatives.
3. Represent GOAL in routine meetings with donors and other coordination mechanisms as agreed by the Country Director.
4. Initiate GOAL response to disasters and emergencies when appropriate.
5. Facilitate donor visits to project sites as appropriate in consultation with the Country Director.

Other Duties

The post holder may be requested to undertake other activities as mutually agreed with the CD. This Job Description is intended as a guide to the position and is subject to change at GOAL's discretion.

Requirement for the position

Essential

1. A minimum of five years as a senior field representative and overseas experience with humanitarian and development programmes at a senior management level;
2. A university degree in social sciences, development studies, engineering, livelihoods/food security.
3. Experience managing projects and programmes funded by major institutional donors and agencies such as the ECHO/EC, USAID, the UN, DFID, Dutch MFA and Irish Aid.
4. Proven track record of successful proposal writing with major donors, and sound knowledge of donor practices and budget/financial control.
5. Practical field experience implementing/managing projects in any GOAL Uganda sectors, including health, water and sanitation, education, HIV and livelihoods.
6. Strong demonstrable experience in all aspects of project management including project planning, implementation, monitoring and evaluation, financial management and the design/utilisation of appropriate project management tools, and the capacity to transfer this experience to others;
7. Excellent interpersonal, motivational and management skills with extensive experience mentoring staff;
8. Exceptional communication, analysis and writing skills;
9. Strong experience liaising with governmental/local authorities and other NGOs.
