Technical Advisor Child Protection, Uganda

Arbeiter-Samariter-Bund (ASB), an international non-profit, non-sectarian/ non-religious NGO, is working in the development as well in the relief sector. ASB Foreign Aid plans and implements specific measures targeting vulnerable populations’ world wide ASB Foreign Aid Department provides both direct emergency relief to people hit by man-made or natural disasters (through supplying food, medical equipment and/or emergency shelter) and longer-term rehabilitation projects designed to promote recovery and to rapidly help restore the livelihood of refugees, internally displaced persons and other vulnerable people. ASB implements its Foreign Aid activities in Asia, Eastern Europe, Central America and Africa. Creating sustainable and durable solutions to problems is a core principle of ASB’s work and convinced of the importance of providing emergency assistance to vulnerable IDPs, ASB has made the decision to focus its intervention on returning IDPs, provided the essential freedom of movement and protection for the displaced population was guaranteed. ASB activities in Uganda range from food security projects, child protection, prevention of GBV, return and reintegration of IDPs and water and sanitation.

Districts of Moroto and Kotido

ASB has recently started operations in Karamoja, north-eastern Uganda, specifically in Child Protection in the Districts of Moroto and Kotido. The programme is expected to commence as soon as June 2010 and ASB will need to recruit immediately.

The Technical Advisor will need to be involved with the set up of the programme in Karamoja for both districts as well as continue to monitor the Oyam Child Protection project in the Lango region (northern Uganda) which has been already running for the past 2 years. This will include project design and recruitment of qualified staff as well as collaborating with the local authorities and UNICEF Child Protection staff to ensure that the Karamoja programme starts efficiently and runs effectively.

Oyam District is in Northern Uganda and is host to many returnee families from the IDP camps created during the LRA conflict. Conditions are basic in the field but Lira town is the sub office base and is a comfortable and pleasant town with few security issues.

Karamoja Region is considered insecure due to the activities related to the pastoralist population which includes armed cattle raiding by warriors. The Towns of Moroto and Kodito are safe and house several other international and national NGOs. Conditions are basic although most commodities can be accessed.

Karamoja and Oyam are non-family duty stations though the potential candidate can bring family to Kampala at his/her own cost and risk.

Tasks:

Under the over- all supervision of country director develops and technically monitors protection programmes in Uganda. The responsibilities are as follows:

1. Set –up and design child protection project in Karamoja, North Eastern Uganda and continue with child protection monitoring in Oyam.

2. Monitoring technical implementation of Child Protection projects : Be responsible for technical monitoring of protection projects in Uganda by developing systems and procedure for quality implementation, monitoring and reporting and developing common understanding among staff about project goals, outcome and strategies in consultation with Project Managers and Head of Sub Offices (HOSOs).

3. Recruitment and capacity building: Write job description, hiring criteria, conduct interviews for the recruitment of protection staff. Provide on the job training to project managers and team leaders and organize customized trainings to enhance technical and managerial capacity of national staff.

4. Donor reporting: Write donor reports as per the requirement of the projects

5. Financial management: Keep an over view of the finances of the projects and monitor expenses, build capacity of project mangers to manage day today finances, produce financial requisitions, monitor expenses of various budget lines and financial requests to donor with the support of finance department.

6. Proposal development: Develop concept notes and project proposals for protection department by initiating participatory process among staff and stakeholders at the sub county and district level.

7. External relations: Maintain and good relation with the donors, assist project mangers to develop and maintain good working relationship with district administration and NGO through frequent visits.

8. Coordination meeting: Attend coordination meetings to raise issues and concerns and articulate project strategies and outcomes to stakeholders.

Output:

1. Capacitated national staff to manage protection project with minimum supervision
2. Common understanding among project staff about anticipated results, strategies and activities etc
3. Uniform monitoring and reporting systems across field sites
4. Good working relationship with the donors
5. Good working relationship with the district officials
6. Quarterly reports to donors

PERSON SPECIFICATION

- Master degree in Social Science, Psychology, Social Work, or international relations/or related degree and experience
- Above six year working experience in Child Protection related programs
- Fluency in English is essential
- Hands on mentality, hard and flexible worker with strong managerial skills
- Strong social communication and experience in project management
- Experience of at least two years working in a similar position with an INGO
- Familiar and willing to work in hardship locations
- Basic knowledge of Word and Excel
- Knowledge of livelihood programming an advantage

Duty station
75% time in the field and 25% Kampala. The time allocation to the field might increase depending upon the need and demand of the program.
