THIS IS A LOCALLY RECRUITED POSITION BASED IN THE BANK'S OFFICE IN KAMPALA, UGANDA. LOCAL STAFF BENEFITS WILL APPLY. The World Bank together with 10 Development Partners is providing budget support to the Government of Uganda under a Joint Budget Support Framework. In partnership with the Government of Uganda, the JBSF Development Partners are committed to providing budget support on an annual basis against a jointly-agreed Joint Performance Assessment Framework (JAF). To support the administrative and technical work of the development partners that underpins the JBSF, a Technical and Administrative Support Unit (TASU) is being established, to be financed through a multi-donor trust fund with contributions from the participating development partners. This unit will be staffed with international and national staff with a mix of general management and technical skills. The unit will provide high quality technical/research analysis, which will lay the basis for informed policy design, as well as providing administrative and logistical support to the JBSF Technical and Policy Dialogue Taskforce. It will also coordinate and where appropriate, commission studies as part of the substantial analytical work needed to inform the assessment of performance under the JAF and establishment of policy frameworks for subsequent years. A Research Analyst with policy background will be hired under the TASU. In addition, the TASU will comprise of a Senior Program Coordinator who provides the day-to-day management of the TASU and 2 economists, among other TASU staff.
Duties and Accountabilities


  • Support economists with production of reports and policy notes on causes of key impediments to sector performance as well as best practice examples




  • Triangulation of outcome and impact data coming from different sources




  • Contribute to annual JBSF sector pre-appraisal, appraisal and identification




  • Contribute to reviews of efficiency and effectiveness of public expenditure in the JBSF sectors




  • Responsible for initiating pilot projects to provide information about alternative policy options.




  • Participates in missions/field visits to collect-analyze data as well as exchange information with Government/Donor officials




  • Support the development partner JBSF taskforce as appropriate with minute writing, updating management tools e.g. action list and timelines, and ensuring agreed actions have been acted on.



  • Selection Criteria


  • Advanced degree in economics or other relevant social science;




  • Minimum of 3 years of relevant experience in development projects and experience producing analytical work(preferably on social policy issues);




  • Knowledge of Ugandan Government structure and processes;




  • Excellent analytical and quantitative skills including strong statistics background and experience with implementation of surveys;




  • Behavioral competencies that facilitate dialogue with partners, including listening skills, training and capacity development skills, and ability to adapt advice to the institutional realities;




  • Commitment to teamwork, knowledge-sharing, and ability to influence across organizational boundaries;
