Senior Environmental Safeguards Specialist
The Government of Kenya has received financing from the International Development Association (World Bank) towards implementation of the Kenya Water Security and Climate Resilience Project - Phase 1 (KWSCRP-1), and it intends to apply part of the proceeds to payments for consulting services to be procured under this Credit.
As part of coordination and supporting the implementation of the project activities, the Government of Kenya wishes to hire Senior Environment Safeguards Specialist for a period of one (1) year.
Objective of the Consultancy and Scope of Services
The objective of this Consultancy is to provide technical support to Ministry of Environment, Water and Natural Resources (MEWNR) and will guide on all environmental and environmental safeguards aspects of investments prepared under the Project in order to ensure proper adherence to World Bank Safeguard Policies during Project implementation.
In particular establishing Environmental criteria for the selection of investments under the Project preparing the environmental safeguards instruments for investments under the project and ensuring compliance with Environmental and Social Safeguards Framework (ESMF) for the overall project, undertake a scoping level review of ESIA reports of 6-10 investments (completed or under preparation), as part of a sub-project screening.An advanced degree in environmental management, or environmental engineering (or comparable field), at least 15 years of relevant work experience on environmental management in water resources development and related investment projects, direct knowledge of (and experience working with) Kenyan environmental laws and regulations, direct and intensive experience in working on World Bank/IDA financed development projects.Remuneration will be based on international competitive rates and will reflect the selected candidate’s area of expertise and relevant work experience.Selection of an Individual Consultant will be in accordance with World Bank’s Guidelines for
Selection and Employment of Consultants by World Bank Borrowers dated January 2011.
The selection criteria will be solely based on individual experience and qualifications.
The Ministry of Environment, Water and Natural Resources (the Client) now invites eligible consultants to forward their Expressions of Interest (EOI) in providing these services.
Interested consultants must provide information indicating that they are qualified to perform the services, including CVs, copies of academic certificates and other relevant material demonstrating experience in similar conditions and availability of appropriate skills.Interested consultants may obtain further information in the detailed Terms of Reference (ToR) posted at the Ministry website http://www.water.go.ke/ and at the address below during office hours between 0900 – 1630 hours from Monday – Friday inclusive, except public holidays in Kenya, before the deadline for submission of Expression of Interest.
The completed expression of interest documents in writing in three (3) copies must be delivered to the Tender Box on Ground Floor, Maji House or send to the address below so as to be received on or before 13th December, 2013 at 10:00am Kenyan Local time.The expression of interest must be in plain sealed envelopes and clearly marked “REF: MEWNR/ KWSCRP-1/13/2014-2015 – SENIOR ENVIRONMENTAL SAFEGUARDS SPECIALIST” addressed to:

(Consulting Services - Individual Consultant)
Name of Project: Water and Sanitation Services Improvement Project Additional Financing (WaSSIP AF)
Assignment Title: Consultancy Services for Communication Strategy Implementation
The Government of Kenya has received financing from the World Bank toward the cost of the WaSSIP Additional Financing, and intends to apply part of the proceeds for payments under the contract for Consultancy Services for Communication Strategy Implementation.
The overall objective of the consulting services (“the Services”) is to facilitate and enhance integration of Communication activities more effectively in the activities and objectives of Lake Victoria North Water services Board so as to increase knowledge of the role and mandate of the Board and build support for approaches that the Board is using to fulfill its mission. The scope of services will include but not limited to the following:Review of the existing Communication StrategyStrengthen the capacity of WSB and WSPs in Communication and Customer CareInformation Dissemination and Flow between Partner Institutions and DonorsEnhancing Stakeholder RelationshipsEnhancing Media RelationshipsProducing and Disseminating Communication MaterialsMonitoring and Evaluation of the implementation of the communication strategyThe Services will be spread over a period of 2 years, with estimated input of 175 days per year.
The Lake Victoria North Water Services Board (LVNWSB) now invites eligible Individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. The shortlisting criteria are:
1. The proposed consultant must have demonstrable experience undertaking similar consultancy works for at least three renowned clients. (Evidence of previous work undertaken or testimonials is required)
2. The consultant should have the following qualification:A Bachelors’ degree in Mass Communication, Journalism or a relevant Social Science. A Masters’ degree in any of the fields above will be an added advantage.Professional training in communication related disciplines including postgraduate diploma in Journalism, Mass Communication, Media Studies and Public Relations etc.A minimum of five years relevant work experienceThe attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011, setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultancy Selection (ICS) method set out in the Consultant Guidelines.

Assignment Title: Consultancy Services for Communication Strategy Implementation
The Government of Kenya has received financing from the World Bank toward the cost of the WaSSIP Additional Financing, and intends to apply part of the proceeds for payments under the contract for Consultancy Services for Communication Strategy Implementation.
The overall objective of the consulting services (“the Services”) is to facilitate and enhance integration of Communication activities more effectively in the activities and objectives of Lake Victoria North Water services Board so as to increase knowledge of the role and mandate of the Board and build support for approaches that the Board is using to fulfill its mission. 1. The proposed consultant must have demonstrable experience undertaking similar consultancy works for at least three renowned clients. (Evidence of previous work undertaken or testimonials is required)

Vacancy: Programme Officer – Service Delivery (Water and Education)
Transparency International–Kenya (TI-Kenya) is a not-for-profit organization founded in 1999 in Kenya with the aim of developing a transparent and corruption free society through good governance and social justice initiatives. TI-Kenya is one of the autonomous chapters of the global Transparency International movement that are all bound by a common vision of a corruption-free world. TI-Kenya is currently implementing programmes with the objectives of: strengthening governance in targeted institutions; developing effective policy and legislative environment; and, strengthening the capacity of the public to recognize and fight corruption. TI-Kenya’s 2012-2017 strategic plan identified water and education sectors for its interventions. It is in this regard that TI-Kenya wishes to recruit a Programme Officer for its service delivery sub-programme (water and education).
Overall Purpose of the Job: To develop and implement interventions geared towards promoting transparency, accountability, integrity and, generally good governance, in the water and education sectors by strengthening governance in targeted water and education public institutions; developing effective policy and legislative environment in the water and education sectors; and, strengthening the
capacity of the public to recognize and fight corruption in the water and education sectors.
The Programme Officer will work under the supervision of the Programme Coordinator - Citizen Demand and will be responsible for providing support for the delivery of the targets of the water and education sub-programme within the Citizen Demand Programme. In these duties, the Programme Officer will be responsible for ensuring that activities are executed in the stipulated timeframes and standards.
Provide advice and technical support to governance institutions in the water and education sector in
Kenya, donors and partner NGOs on strategy, policy, implementation and monitoring of citizen demand programmes.a) Ensuring that contracts, grants, project/programme design and implementation are in line with TI Kenya policies and procedures. Supporting the orderly operation of the programme, in line with
established procedures and within established budgets including:Coordinate, manage and promote TI-Kenya water and education sub-programmes/projects in collaboration with other TI Kenya staff.Oversee and coordinate all aspects of the water and education sub-programme including conceptualization of projects/activities, staffing and resource mobilisation.Ensure that technical programme documents relating to water and education are fully reviewed, discussed and appropriately disseminated. Plan, design and implement Water & Sewerage projects.Minimize water losses through regular preventive maintenance of the service delivery infrastructure.Investigate new sources of water in liaison with AWSB.Advice the company on acquisition of the right equipment or infrastructure.Coordinate and develop strategy on eradication of illegal mal-practices in the fieldParticipate in resource mobilization activities.Budget and strategic planning.Supervise operations and maintenance staff and ensuring the water quality and quantity standards are met.Prepare Water & Sanitation project proposals for fundingThe successful candidate should have practical skills and experience in Water Management. Specifically, the candidate must have:A degree in either Building & Civil Engineering or Water engineering from a recognized institutionAt least 5 years experience in a similar positionProficient in Computer ApplicationsBelow 45 yearsTerms of Employment: 3 years performance based renewable contract.

Reporting to the Managing Director, the Commercial Manager will ensure prudent management of financial resources and continuous improvement of administration and accounting systems in the company

Specifically, the candidate must have:Degree in B.Com preferably in accounting, finance, or its equivalent from a recognized universityA certified Public Accountant - CPA (K)Minimum 3 years’ experience in a medium or large commercial environment preferably in a water sector.Good knowledge in accounting and financial managementGood knowledge of computerized financial systemsAbility to meet deadlines and work under minimum supervisionReporting to the Commercial Manager, the Accountant will be responsible for accounting and safeguarding the company’s assets and production of timely and accurate financial reports
