Monitoring and Evaluation Fellow Career in Kenya - Nuru International


Overview: Nuru International is accepting applications for a Monitoring and Evaluation Fellow to support field staff working in Education, Agriculture, Health, Economic Development, Water/Sanitation, and Leadership.

Responsibilities include, but are not limited to the following:
  • Manage data collection and metrics

  • Conduct special projects and general administrative duties as assigned.
Specific Skills and Attributes (additional to the General Requirements for the Nuru Fellows Program):
  • Graduate degree (either MA or MBA) or undergrad within 2-3 years of work/ volunteer experience.
  • Ability to do crisis management and rapid, innovative problem solving in uncertain environments.

Monitoring and Evaluation Specialist, Education in Emergencies 
(6 month Contract)

The National Education Cluster has concluded an impact assessment of how the drought is affecting children’s education.

Amongst the findings is the need for a more comprehensive approach to monitoring and evaluation of education partner’s activities.

The incumbent of this position will support the development of a functional, sustainable system to capture data and information from the field and find ways of bridging this information with the existing EMIS system.

Key Responsibilities 
  • Develop a simple, user-friendly M&E framework in line with the Education Cluster Drought Response Plan and compatible with the existing EMIS system.
  • Produce updates and situation reports based on the work of the partners as required.
  • Assist Education Cluster in developing a set of common standards and indicators (which may be coming from/included in the Education Cluster work plan) to help us monitor the effectiveness of the education response.
  • Oversee data collection, analysis and application including support to the identification of baseline data, standards and indicators, managing analysis and interpretation of information, collecting and sharing lesson learned and best practice (if available/applicable).
  • Liaise with various departments/subgroups in the Ministry of Education and across Clusters to ensure comprehensive overview of education response.
  • Work with sub-clusters to build capacity around data collection and monitoring that feeds into the national M&E framework.
  • Maintain an overview of funding being allocated to the Education Cluster and partners.
  • Take part in regular MoE coordination meetings as appropriate.
  • Establish a monitoring and evaluation framework to capture the work of Education Cluster partners and feed in to the existing EMIS system.
Desired Background and Experience 
  • Masters degree in social sciences/Statistics/Computer Science/another relevant field, or equivalent experience
  • Extensive understanding of the Kenyan education system
  • Demonstrated professional experience in field operation in emergency situations
  • Excellent report writing and communication skills
  • Capacity to work independently yet with ability to share information, collects feedback and engages in dialogue with other partners.
  • Training in Monitoring and Evaluation
  • Five or more years experience in data collection, collation, analysis, and report writing.
  • Strong organisational and analytical skills and ability to work well under pressure and with minimal supervision.
  • Excellent computer skills particularly in Access, SPSS, EPI Info and Excel
Education Cluster Co-Lead 
(6 month Contract)

The incumbent will support the Government of Kenya in planning, coordination and reporting of the education drought response with UN and NGO partners’ humanitarian programmes.

Key Responsibilities 
  • Coordination of education partners for the education drought response. GoK focal point, in humanitarian coordination mechanisms as appropriate and ensure effective links with the Office of the Humanitarian Coordinator, other Clusters, and Donors.
  • Expand and further engage the humanitarian partners, in the education sector in the response – national/local authorities, Education Institutions; local civil society; faith based organisations, and other stakeholders;
  • Identify advocacy issues for the cluster, and develop appropriate messages in consultation with the GoK and Save the Children and UNICEF communications teams for appropriate use. Sustain advocacy for the right of children and youth to education in emergencies and to recognition of the need for education in emergencies as a first phase response.
  • Support partners in the development of funding proposals and coordinate timely inputs for the Consolidated Appeal Process; Central Emergency Response Fund; Flash Appeals and other available opportunities as may arise.
  • Ensure regular monitoring & evaluation of education response activities and the evolving education/learning needs of children and youth, and report against cluster indicators and the initial education assessment. Task will be carried out with the support of the IM manager.
  • Strengthen inter-cluster collaboration to facilitate a cross-sectoral response to education in emergencies.
  • Ensure that cross-cutting issues are identified and included in the education in emergencies response strategy in accordance with existing and emergent needs.
  • Ensure that cluster members are familiar with and adhere to relevant policy guidelines, minimum quality standards and relevant commitments e.g., EiE, INEE and GoK standards.
  • Undertake training and capacity development for the cluster, by identifying education personnel and involving them appropriately.
  • Ensure appropriate participatory and community based approaches to Education in emergencies.
  • Work with the Ministry focal person to further develop and institutionalize the existing Emergency Preparedness and Response Plan.
Expected background and Experience 
  • Advanced University degree in Education or Development or equivalent.
  • Minimum of five years of significant experience in education programme management in the context of international development, including the management of budgets and personnel in emergency contexts preferably in UN or NGO at middle management level.
  • Knowledge of the cluster approach guidelines and terms of reference.
  • Demonstrable ability to work with diverse groups of stakeholders and to develop consensus and partnerships.
  • Demonstrable technical expertise in education in emergencies, early recovery and post crisis transition. An under standing and training in INEE Minimum Standards for education in emergencies would be an added advantage.
  • Formal training in cluster coordination and or demonstrable experience of effective co-ordination at sector or national level would be preferable.
  • Ability to use and adapt cluster coordination tools (e.g. stakeholder mapping, CERF, CAP, Flash Appeals.)
  • Strong analytical and conceptual skill the ability to think and plan strategically, and to mentor staff in strengthening their own analytical and strategic capabilities.
  • Capacity to present ideas in a clear, concise and convincing manner while listening to and acknowledging other people’s perspectives.
  • Fluency in English (verbal and writing) and another UN language preferred.
  • Solid analytical, organizational, negotiating, advocacy and planning skills.
  • IT skills (Microsoft Word, Excel, Power Point, Outlook).
  • Willingness/ability to travel to field locations.

RTI Monitoring & Evaluation Officer and Finance & Administration Manager Jobs in Kenya


Funded by United States President’s Malaria Initiative (PMI) through the United States Agency for International Development (USAID), RTI International is providing strategic, technical, management, and operational support to the Department of Malaria Control (DOMC) under the Ministry of Public Health and Sanitation (MOPHS) to expand the use of Indoor Residual Spraying (IRS) as an intervention for malaria prevention and control in Kenya.

RTI International IRS Kenya Project is currently seeking strongly qualified candidates for the following senior positions:

Monitoring & Evaluation Officer (Nyanza)

Responsibilities:
  • Coordinating in-country planning and implementation of the randomized impact evaluation, including overseeing qualitative and quantitative data collection, measurement design, and liaising with all evaluation partners;
  • Overseeing the development and implementation of the project’s monitoring and evaluation strategies and requirements, including the development of an M&E strategy and plan based on key process and impact indicators for the project, and developing systems and tools for tracking indicators.
  • Providing technical assistance to project staff and partners in the design and implementation of M&E plans and ensuring that appropriate monitoring and evaluation tools are used;
  • Oversee the Monitoring and Evaluation component of IRS through supervision and training of national authorities to undertake geographical reconnaissance, entomological baselines and post spraying review and reporting.
  • Design and implement, in collaboration with PLNP partners, a plan for local M&E activities to support the program activities; track progress on a regular basis toward project results through M&E processes and related tools that support quality assurance for key project result areas.
  • Work with the various authorities to implement recommendations to address current gaps in data collection, data inputs, sources, flow, forms, registers and reports; suggest additional strategies for strengthening data collection and interpretation as appropriate.
  • Establish and maintain feedback mechanisms for M&E results with all stakeholders to identify and share lessons learned and to encourage use of data for decision-making at all levels
  • Participate in IRS micro-planning and coordinate post-IRS review and dissemination of results to relevant audiences including the USAID Mission and NMCP, following each IRS round
Minimum Qualification:
  • B.Sc. Mathematics/Statistics with at least 6 years work experience in Public health/ Management of Information Systems or equivalent at field level or in-country malaria program, IRS environment, private sector and/or public sector
  • Experience in quantitative and qualitative data collection/survey design, implementation and analysis.
  • Background in monitoring and evaluation or research in relevant area, including some of the following: performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, and database management.
  • Demonstrated proficiency in using computers, with experience using statistical programs such as SPSS
Finance & Administration Manager (Nairobi)

Responsibilities:
  • Oversee and manage daily project accounting and finance functions including the timely recording of transactions, cash management, banking, payroll, inventory, receivables, and payables
  • Implement, consolidate and monitor cost effective and efficient systems (including accounting software) and procedures with strong internal controls, and makes appropriate recommendations for improvement when necessary.
  • Monitor systems (Administration, Finance, Procurement, Logistics, and Assets) and ensure consistency and compliance of each of these auditable functions and the relevant staff. Provide guidance on plans for improved performance where necessary.
  • Provide direct, technical assistance to administration staff.
  • Applies and updates the standard operating procedures for the project office and assures that country office comply with the best practices stipulated by RTI consistent with USAID regulations and policies in the areas of property inventory and management, field financial reporting, HR management, local procurement and IT
  • Lead in the development, updating, and monitoring of project administrative plans ensuring integration of finance, office administration, security, IT, HR, and logistics support services for effective programme delivery
  • Supervise, manage the national finance and administration staff to ensure that appropriate financial standards and procedures, systems for internal control, compliance, accounting data processing and finance reporting functions in accordance with donor requirements are implemented and maintained.
  • Responsible for preparation, and submission of financial reports including all receipts invoices field expense reports, reimbursements, both electronically and in original form with full complete accurate original documentation of all fieldbased costs to NRO and HO.
  • Prepares budgets, including the review and finalization of projects’ monthly cash flow projections for each project activity and preparing necessary wire transfer requests to ensure that the project maintains adequate funds for all Nairobi and field operations.
  • S/He also confirms receipt of all cash transfers and monitors availability of funds in Bank & Petty Cash accounts to support all field based operations
  • Support procurement efforts for the project, selection and negotiation with vendors and management of subcontractors on project.
  • Ensuring value for money in all procurement actions working closely with the Logistics Officer
  • Coordinate and consolidate the projection of biweekly cash requirements, monitoring cash flow and reconciles cash accounts in order to maintain appropriate cash balances.
Minimum Qualification:
  • Master’s degree in Business Administration, Finance, or other related field plus eight (8) years management experience in large international projects. Must be a CPA (K)
  • Management experience in logistics, procurement or supply chain management for implementation of health programs in Africa is highly desired.
  • Familiarity with compliance to USG, USAID Cost Accounting Standards as well as experience and skills in developing and managing large budgets.
  • Familiarity with Quick Books as a financial systems management tool
  • Excellent organizational, analytical, oral and written communication skills; demonstrated supervisory and management skills; and ability to work well in a team

  • Develop and improve upon organizational grant monitoring and survey tools as well as other data collection forms and information tracking tools to realize effective programming.
  • Design a beneficiary-tracking database that will allow us to disaggregate all our indicators by sex, location, crops cultivated, training attended, etc.
Qualifications:
  • Minimum of five years of development experience with international donor-funded projects.
  • A master’s degree in social sciences or other related field; significant experience in the design and implementation of M&E systems for capacity-building interventions.
  • Previous experience designing and implementing M&E training for international organizations and USAID funded projects and familiarity with USAID rules and regulations.
  • Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants.
  • Experience working with international donors, as well as counterparts and beneficiaries.
  • Demonstrated experience in data collection, statistical analysis, and reporting, including experience with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.).
  • Fluency in English is required.

Requirements

Professional Qualifications:

  • Membership with relevant professional body
Relevant Experience & Skills:
  • At least 5 years in senior management position, excellent planning, monitoring & evaluation skills, highly polished analytical and problem identification and solving skills.
  • Must be computer literate with familiarity or has a good understanding of modern planning tools and other resource mapping processes/techniques for planning and development.
  • Familiarity with national and regional planning systems, RDAs policy and Vision 2030 objectives are definite advantages.

Youth Enterprise Development Fund Jobs in Kenya


The Youth Enterprise Development Fund is Kenya’s leading youth economic empowerment agency. The Fund is now four years old and has supported thousands of youth with business loans, market support, entrepreneurship training and jobs placement abroad.

The Fund now seeks to fill the positions below which have arisen as a result of expansion.

Credit Officer
4 Positions
Ref CO/11/2010

Reporting to Senior Credit Officer, the Credit Officer will be assigned regional credit portfolio and will work hand in hand with regional coordinators, District Youth Officers and other credit officers at Head office to ensure individual and (or) youth groups who have benefited from the products of the Fund are performing as expected.

Responsibilities
  • Oversee mobilization of youth groups, loan appraisal and disbursements of loans to individual youths and groups.
  • Assist in monitoring and evaluation of loans given to youth groups and prepare monthly status report for each Constituency;
  • Carry out trainings to youth
  • Update on monthly basis the repayments made by each group in assigned constituency from the bank statements of the collections accounts;
  • Follow up on weak groups with the assistance of District Youth Officers and Constituencies
  • Prepare payment schedules for each Constituency based on the field returns
  • Responsible for system input and maintenance of Loans, credit analysis, security documentation and maintenance, preparation of letters of offer, reports and maintenance of data in IFMIS;
  • Answer to any queries from local leaders and other stakeholders on issues relating to the Constituency based loan products
  • Make field visits to areas and groups that may show poor performance and provide required advisory and remedial services as and when required.
Qualifications
  • A first degree in a Business related field from a reputable university.
  • Specialized training in credit or Micro Finance will be an added advantage
  • A masters degree in a business discipline will be an added advantage
  • Over 3 years experience in credit, preferably in a micro finance institutions.
  • Ability to manage all aspects of lending cycle for the Fund`s lending products.
  • Possession of good analytical and reporting skills
  • Willingness to travel to remote rural areas, passion and eagerness to assist and help empower the most marginalized youth across the 210 constituencies in the country.
  • Possess good interpersonal skills to interact with key stakeholders including senior government officials.
  • Possess good leadership skills, with ability to manage others.
Public Relations Officer:
Ref PRO/11/2010

Reporting to the Public Relations Manager, the Public Relations Officer will play a key role in the researching, planning, developing and implementing PR strategies of the Fund.

Key duties and responsibilities will include:
  • planning, developing and implementing PR strategies;
  • researching, writing and distributing press releases to targeted media;
  • collating and analyzing media coverage;
  • writing and editing in-house magazines, case studies, speeches, articles and annual reports;
  • preparing publicity brochures, handouts, direct mail leaflets, photographs, films, other promotional materials and multimedia programmes;
  • organising events including press conferences, exhibitions, open days and press tours;
  • maintaining and updating information on the organization’s website;
  • arranging interviews with journalists, preparing and distributing news releases
  • assist in preparing organizational documents such as annual reports, corporate profiles and submissions
  • monitoring public and media perception of the Fund
Qualifications
  • A first Degree in journalism, mass communication, public relations or a bachelor’s degree in social sciences with post graduate diploma in journalism, mass communications or public relations
  • A proven flair for writing
  • At least three years post qualification experience, with practical experience in the print media.
  • High level of computer literacy
  • Ability to think creatively and strategically
  • Ability to analyze complex information from different sources and to synthesize this information into coherent briefs and communication documents
  • The ability to influence others, to liaise with a wide range of people at all levels and across different cultures and to act with credibility, tact and diplomacy
  • Verbal and written fluency in English and Kiswahili.
  • Strong interpersonal and negotiation skills with proven experience of relationship management with stakeholders

Senior Monitoring & Evaluation Officer

The Senior, Monitoring and Evaluation Officer will report to the Audit, Monitoring and Evaluation Manager.

Duties and Responsibilities
  • Design, set up and implement monitoring and evaluation systems of the Organization:
  • Supervise M & E officers in the department
  • Train staff in M & E related activities to ensure consistent and quality data collection
  • Train and supervise data collectors for periodic evaluations
  • Organize and analyze data received and make recommendations based on outcomes and use outcomes in the development of better practices within the organization
  • Write professional M & E reports and contribute to the drafting of the quarterly reports.
  • Carry out ongoing monitoring and periodic evaluations
  • Budget for M & E activities.
Qualifications
  • A masters degree in social sciences
  • At least 3 years experience in monitoring and evaluation of national micro finance related or other development projects with national scale in Kenya
  • Experience working with statistical computer packages
  • Sound knowledge of statistics
  • Familiarity with Youth Enterprise Development Fund programs is an added advantage
  • A good communicator with proven leadership qualities.
Senior Internal Auditor

Reporting to the Audit, Monitoring and Evaluation Manager, the Senior Internal Auditor will ensure that:
  • The organization’s system and processes are efficient
  • All the company regulations are adhered to on a continuous basis
  • All the organization’s network of risk management and control is well coordinated
  • Governance processes as designed and represented are adequate and functioning in the desired manner.
Qualifications
  • Bachelors Degree in commerce or any other business related degree (preferably accounting)
  • Full Professional accounting qualifications i.e. ACCA/CPA(K)
  • Membership to professional bodies will be an added advantage
  • Minimum 4 years experience in implementing audit plans and programs with at least 2 years in a senior role.
  • Experience in conducting and supervising both financial and management audits and the ability to audit a computerized operational, financial and accounting system will be required.
  • Proficiency in using Microsoft office applications and preferably computer audited techniques
  • Honesty and integrity.
