Overall Objective of the Position

The Project Officer -Malaria will be based in Kisii and will oversee the planning, implementation and monitoring of all malaria control activities (currently 2 grants i.e. AED/SBCC and USAID/MCP/GF). The PO will report to the Project Health Coordinator.

Key Responsibilities:
  • The PO Malaria will be the project lead to the malaria team.
  • Participate in all district, divisional and grass-root level planning of malaria interventions
  • Participate in various malaria control stakeholders’ coordination forums at local, district and provincial levels (as well as national level as delegated by line manager).
  • Participate in training of health workers, CHWs, private sector players, religious leaders and other key community resource persons (CORPs) as outlined in the project proposal.

  • Degree in public health, M&E, health statistics, Epidemiology or related field.

Overall Objectives of the Position

The Field Officer - Community prevention, adherence and psychosocial support services will be based in Kisii and will be responsible for extending HIV/AIDS/TB preventive interventions to the household and community level (level 1) by enhancing demand and utilization of services.

Promoting adherence to treatment by offering psychosocial support to the clients and communities – Level 1 and establishing linkages between health facilities and community to ensure appropriate referrals and client follow up.

Guided by the MoH’s community strategy, the FO will ensure community members are engaged in planning, implementation and monitoring of project activities thus promoting ownership and sustainability.

Responsibilities
  • In close coordination with other Field Officers, develop monthly work plans and translate these into weekly and daily activity plans. These should be in harmony with the broader project implementation plan and timelines.
  • Collaborate with MOPHS officials, provincial administration and community members to identify and engage village volunteers for training as community owned resource persons (CORPs).
  • Conduct community entry, social mobilisation and participatory planning of community based HIV/AIDS/TB interventions.
  • Work closely with health facility teams to ensure that referral and client follow up systems are functional.
  • In partnership with MoPHS staff, plan and undertake regular supportive supervision, mentoring and coaching of CORPs and maintain their spirit of volunteerism consistently high (e.g. through non-monetary incentive schemes).
  • In liaison with the Ministry counterparts strengthen the linkage between community and health facility through effective decentralisation and partnership between the service delivery levels.
  • Work closely with the ministry counterparts to ensure effective functioning of the referral system from community to health facilities and in particular the various service delivery points (e.g. PSCs, TB, STI, HBC and PMTCT) to ensure that patients receive comprehensive care.
  • Participate in establishing an effective community-based information system that is able to collate accurate and timely data and feeds into the formal health management information system (HMIS). This task will entail developing (or improving existing) data collection and reporting tools, mentoring CORPs on use of the tools and encouraging them to submit monthly reports.
  • Participate in organization and facilitation of information sharing forums including stakeholders meetings, MDT meetings etc
  • Promote Greater Involvement of People with AIDS (GIPA) in the implementation of Merlin supported activities.
  • Advocate for gender mainstreaming in all aspects of the project.
  • Represent Merlin in various forums as requested and/or approved by the line Manager.
  • Write high quality reports of all field activities undertaken and submit to supervisor in a timely manner.
  • To undertake any other duties assigned by the supervisor.

Provision of Consultancy to Undertake a Baseline Survey for the Establishment of a Knowledge Management Information System

The Ministry of Higher Education, Science and Technology has the mandate of spearheading the transformation of Kenya into a knowledge economy. The mandate consists of two main strategic thrusts: the Science, Technology and Innovation (ST&I) and the human resource development in the higher education mandate.

The mission of the Ministry emphasizes the promotion of higher education and integration of science and technology into the production system of the economy.

To successfully achieve this mission the ministry needs to develop an effective knowledge management system to ensure that the right knowledge related information is available to the key Science, Technology and Innovation Institutions/Organizations at the right time and in the right form. The Ministry intends to develop a Knowledge Information System with a knowledge sharing platform and deductive databases.

The deductive databases system will have capabilities to define rules which can infer additional information from the facts that are stored in the databases through artificial intelligence and data mining.

The Ministry has been relying on the Education Management Information System (EMIS) installed in the Ministry of Education. However the EMIS is very limited in terms of the information and capacity to transform information into knowledge.

The Knowledge Management Information System will break down the information access barrier within the Ministry and the key Science, Technology and Innovation (ST&I) Institutions.

Objectives

The key objectives of the Knowledge Management Information System Baseline Survey are:
  • To define the users of knowledge and establish their information needs.
  • To establish the capacity of knowledge generators to generate and transfer information that is relevant to knowledge needs of the users.
  • To carry out a survey of the existing methods of knowledge transfer and analyze their efficiency.
  • To establish the capacity of ST&I institutions to package knowledge and to transfer it to users.
  • To carry out a review of cutting edge Knowledge Management Technology with a view to establishing its usefulness for knowledge management in Science and Technology Institutions.
  • To trace the flow of relevant information and knowledge from_ST&I institutions to the identified users of the knowledge.
  • Based on the above, to make recommendations to the Ministry of Higher Education on the establishment of an intelligent Knowledge Management Information System.

Duties and Responsibilities at this level will entail:

Background information and project summary

Veterinaires Sans Frontieres – Belgium (VSF B) is a recognized developmental NGO founded in 1995 working with disadvantaged communities to increase their standard of living, improve food security and livelihood sustainability through improved animal health and production.

In East Africa, our programmes focus on community-based animal health services, capacity building of local institutions and governments, conflict mitigation and sustainable natural resource management.

The EVSP II is implemented in both rural and urban centers in South Sudan. It is 1 year emergency project funded by USAID under the Office of US Foreign Disaster Assistance (OFDA).

The project is implemented by VSF Belgium (lead), VSF Suisse and VSF Germany.

It covers in Central Equatoria (Juba, Kajokeji, Lainya, Morobo, Terekeka and Yei counties), Eastern Equatoria (Budi, Kapoeta, Magwi and Torit counties), Jonglei state (Akobo, Ayod, Fanga, Bor, Duk, Nyirol, Pibor, Piggi, Twic East and Wurror counties), Lakes (Awerial, Yirol East and Yirol West counties), Upper Nile (Nassir and Ulang counties), Unity (Panyijar, Guit, Koch, Leer, Rubkona, Ruweng, Abienhom, Mayiendit and Mayom counties) and Warrap (Twic, Tonj East and Tonj North counties) states in Southern Sudan.

The specific objective of the project is to improve the health and nutrition status of vulnerable communities in Southern Sudan by increasing their capacity to proactively address their own needs in relation to livestock, food production and accessibility.

This is be done by increasing their capacity and resilience in local livestock food production and improve access to safe food of animal origin and also by supporting the vulnerable community and government of South Sudan to develop and apply an appropriate East Coast Fever control strategy.

VSF Belgium is seeking to engage a reputable organization or individual expert (s) to carry out an evaluation of the project. The evaluation will assess in a participatory manner the relevance, efficiency, effectiveness, impact, sustainability and reliability of the emergency action and in close collaboration with the state /county veterinary departments, livestock owners and Community Animal Health Workers.

Objectives of the final evaluation

The evaluation needs to clearly address if goals and results were achieved and who benefited and to which extent. Specifically the evaluation will establish the impact of the Program in reference to the following:
  • The Strategy and the Methodology used.
  • The relevance of the intervention in terms of timing, targeting and design.
  • Perception of the communities, regarding the Products and Services offered through the Program.
  • Determine cost benefit analysis of the emergency interventions.
  • Document the efficiency of the intervention based on the results achieved with available resources.
  • Identification of indicators of success and identify the impacts from the communities’ view and comments and the benefits from the interventions.
  • Describe the effectiveness of the emergency interventions.
  • A comparison between achieved outputs/results and project outputs outlined in the project document.
  • Extensive discussion on success and lessons learnt and shortcomings and give recommendation for future interventions
Results of evaluation

A detailed report clearly indicating the main impacts, lessons learnt and key recommendations

Methodology of data Collection

The following methods of data collection may be used in combination to collect all the required information.
  • Desk review of project reports and other relevant reports on EVSP II project activities
  • Focus group discussions with stakeholders, pastoralists and key actors in states/counties.
  • Key informant interviews with relevant experts in emergency interventions and heads of departments from the collaborating sectors listed above.
  • Use of participatory skills and approaches and field data collection with pastoralists in target areas.

A detailed final report will be presented to the VSF-Belgium Country Programme Manager and the Regional Procurement Manager detailing the findings of the consultancy and recommendations for future similar interventions in South Sudan.

The entire report will be presented in English and will remain the property of VSF-B. A hard copy and a soft copy must be submitted.

A draft report will be expected seven (7) days after the end of the mission and the final report is expected 5 days after VSF-B’s comments.

The contents of the report shall be as follows:

The Emergency Veterinary support to Vulnerable livestock dependent Communities in South Sudan is a 5 months emergency project funded by UNDP under the Emergency Intervention Fund. The project is implemented in Bor (Jonglei state), Terekeka, Juba (Central Equatoria state), Torit and Kapoeta (Eastern Equatoria state), Kalthok (Lakes state) and Nasir (Upper Nile state) counties in Southern Sudan.

The specific objective of the project is to improve and sustain the health and nutrition of vulnerable communities in Southern Sudan by increasing their capacity and access to food. This will be done by increasing their resilience to shocks through control of livestock diseases and it is articulated in the following expected results:
  • Emergency preparedness and response capacity maintained through availability of veterinary inputs and services at strategic locations
  • Provision of safe livestock products is ensured through increased awareness on public health zoonosis.
VSF Belgium is seeking to engage reputable organization or individual expert (s) to carry out an evaluation of the project.
