Job summary

Purpose of the Position

You will analyse security factors and levels of risk related to safety of UNICEF staff and their dependents in Somalia and provide written and oral briefings to senior management in order to ensure that sufficient information is available to make risk-informed decisions related to programme operations.

You will also be responsible for Enterprise Risk Management based on security factors and will coordinate with counterparts in other Somalia UNCTs.

Key Expected Results

1. You will monitor and analyse trends and developments that could affect humanitarian operations and the safety of UNICEF staff and property. You will work in close cooperation with the UNICEF FSOs and LSAs, AU MAC, UNDSS Security Information Operations Cell (SIOC) and WFP security structure regarding the political and security situation in Somalia.

2. You will liaise with designated Diplomatic/UN/Military/NGO security information focal points regarding the political and security situation in Somalia. You will ensure the timely and effective passage of information between UNDSS SIOC and UNICEF.

3. You will regularly brief the CMT on the security situation in Somalia. You will develop detailed security scenarios in order to provide senior management with the required information to make risk-informed decisions on staffing levels and locations as well as opportunities for humanitarian interventions.

4. You will provide Security incident background papers, Long term assessments, forecasts of the upcoming security situation and you will issue advisories as required by CSO and CMT.

Qualifications of Successful Candidate

Advanced university degree in technical field like military or police academy with a focus on Information Analysis. Or with relevant experience in combination with at least first level University degree (Bachelors degree or equivalent) in relevant field. Relevant military or police training courses. Operational planning and communication skills combined with significant practical and UN operational experience and asset.

Five years of progressive experience in security management, preferably in a police/military context or with considerable UN field mission experience. Experience should demonstrate ability to operate under extreme stress. Experience should demonstrate high level of leadership and capability of rapid decision making (with little margin of error). A high degree of physical fitness would be required.

Fluency in English and another UN language. Knowledge of the Somali language would be an asset.

Job Title: Programme Support and Development Officer for Somalia
Reports to: Country Director based in Nairobi
Job Location: Nairobi with frequent travel to Somalia (when possible).

Job Purpose:

To enable Concern Somalia to respond effectively to nutritional needs, both emergency and developmental.

Main duties & Responsibilities

Programme Quality, Monitoring & Evaluation:

- Support the establishment of an M&E framework and system, and roll-out its implementation
- Provide recommendations to the Assistant Country Director (ACD) and Emergency Coordinator (EC) on improving quality of programming particularly focusing on M&E
- Coordinate with ACD and EC to ensure enhanced integration and synergies of development projects and humanitarian interventions
- Facilitate selection process of consultants for evaluations, assessment and reviews
- Contribute to ongoing quality improvement of Concern Somalia’s programmes - supporting the management team to strengthen accountability, participation, capacity building, equality, mainstreaming of HIV&AIDS, equality and other cross cutting issues
- Contribute to Concern’s internal learning by sharing programme information and learning

Proposals and Report Writing:

- Support and facilitate the preparation and timely submission of proposals and reports as per Concern and donor guidelines. Provide feedback and editing support prior to submission
- Give recommendations on improving the program/project based reporting and monitoring systems in line with the logical framework approach.
- Support program managers to utilize project cycle management to strengthen the quality of Concern Somalia proposals
- Guide program staff in design and preparation of project concept notes and proposals for new projects including initial assessments, baseline data collection, establishing targets and SMART indicators
- Assist in producing donor and internal program reports in a timely manner and to a high standard
- Give recommendations on improving the program/project based reporting and monitoring systems in line with the logical framework approach

Documentation:

- Oversee program documentation activities that enable Concern to promote its expertise and successes and that facilitate learning within the organization
- Establish and implement lessons learning mechanisms including documenting and disseminating best practices, key innovations, successes, and learning
- Work with projects teams to improve documentation of activities, internal and public documentations
- Prepare necessary documentation support for the programme; new surveys, policy papers, development journals, etc
- Keep abreast of best practices in relation to the Somalia program sectors
- Ensure information sharing between staff and between program sectors and geographical areas is well-structured and that all information is effectively circulated
- Establish a ‘case-study/pictures’ bank and update frequently

Program Management and Strategic Planning:

- Provide support to program/projects managers and advice for the programme implementation in line with targets and donors guidelines
- Contribute to the effective management and development of the program through active participation on the - Country Management Team (CMT)
- Support the CMT in the development of the Country Strategic plan
- In conjunction with the CD, identify and follow-up on potential funding opportunities

Advocacy:

- Advice the CMT on advocacy issues and initiatives being undertaken by INGOs and the NGOs Consortium
- Advice the CMT on appropriate advocacy actions for Somalia
- Assist in the preparation of position papers, advocacy statements, program reviews as per CD requests
- Following CD’s approval, liaise Concern’s London, Dublin and US offices on appropriate advocacy approaches and issues for Concern Somalia

Representation:

- As agreed with the CD – represent the Country Program with donors, UN and other actors working in Somalia
- Promote linkages and exchange information with donors, NGOs and UN to promote the profile of Concern

Security:

- Support the CMT in regular reviews of the Security Management Plan, and update on security issues as raised by the NGOs Consortium security program
- Coordinate closely with NGOs and UN agencies, donors, and other actors on security-related issues and provide updates to the CMT on all relevant developments

Person specification:

Essential

- Degree in development area with experience in an emergency context
- Good skills in reports and proposals writing
- Training knowledge and practical experience of application
- At least 3 years experience in programming
- At least 2 years experience working in an insecure environment.
- Excellent report and proposal writing skills
- Proven ability to mentor, support and train staff
