Background

The UN Somalia Mine Action Programme has been managed by the UN Mine Action Service (UNMAS) with implementation by UNOPS since early 2009.

In the North, the program is supporting the Mine action Centres and Police EOD in Somaliland and PUntland through grants. In south central Somalia, Somalia Mine Action is supporting the African Union Mission in Somalia (AMISOM).

UNMAS activities in support of AMISOM include training, support and equipment for the AMISOM Contingents, and support in survey, awareness and community liaison for the collection and destruction of explosive items.

The Program has offices in Hargeisa, Mogadishu and Nairobi.

Duties and Responsibilities

Under the general guidance and direction of the Head of Administration and the direct supervision of the Procurement Officer, the incumbent will

Carry out procurement for the Mine Action Program including
  • Prepare RFQ, RFP and ITB for goods and services
  • Prepare evaluations and awards for appropriate approval authority
  • Issue contracts and Purchase orders upon approval
  • Ensure proper filing and archiving of finalised procurement exercises as per Procurement manual requirements
  • Assist with preparation of bid analysis and pass these on for technical evaluation or advice before orders are placed or presented to the purchasing committee.
  • Respond to queries from projects, clients, companies, etc. regarding procurement related matters.
Education/Experience/Language

Competencies
  • A sound knowledge of UNOPS/UN financial rules is an advantage
  • Sound Computer skills, in particular MS Word, Excel, PowerPoint, Atlas and Imprest.
  • Ability to work in a multi-national/multi-cultural environment
  • Ability to work under time pressure
  • Strong communication skills
Education
  • Secondary education level is mandatory. A University degree in the area of procurement or any related field would be an asset;
  • Professional certification in the field of procurement (from Chartered Institute of Purchasing and Supply or elsewhere) a plus.
  • At least 3 to5 years progressively responsible experience is required, preferably including at least 2 year in specialized areas of procurement. Work experience in an international organization is an asset;
  • Ability to translate and apply business acumen and technical expertise into UNOPS operations

  • Experience directly relevant to establishment and development of new tools for improvement of support services;

Background

The Mine Action Programme in Somalia had been implemented by UNDP since 2002. The programme started in Somaliland (1992-1993, 1997-1998 and 1999-present), and Puntland (2003-2005), and has implemented capacity building projects, provided technical assistance for the national Somaliland and Puntland Mine Action centres and the Police Explosive Ordnance disposal teams.

Mine Action operations in south central Somalia were launched in 2007 with the primary objective of establishing a national Mine Action Coordination Center to cover the remaining regions of south central Somalia.

The UN Somalia Mine Action Programme (UNSOMA) has transitioned and will operate under the responsibility of the United Nations Mine Action Service (UNMAS), executed by UNOPS. In South Central, UNSOMA will expand the activities in support of the African Union Mission in Somalia (AMISOM).

In complement to the provision of capacity building and support for the AMISOM forces to undertake EOD (Explosive Ordnance) activities in Mogadishu to reduce the large amounts of ERW (Explosive Remnants of War) and stockpiles throughout the city, Police EOD teams will be deployed in Mogadishu in concert with an emergency MRE initiatives by UNMAS, UNICEF and UNHCR to reach the large numbers of returnees for provision of humanitarian assistance.

UNSOMA has an office in Nairobi to provide managerial and support functions for the Regional Offices in Somalia.

Duties and Responsibilities

Under the overall supervision of the Capacity Building Technical Advisor , (CBTA) , North the Operations/Quality Assurance Officer will:

Operations Component
  • Coordinate the Operations/Plans section of the PMAC of Puntland, including the monitoring of the current operations.
  • Supervise local staff working in the Operations/QA section,
  • Coordinate and monitor mine/UXO clearance operations including quality assurance monitoring and standards;
  • Monitor implementation of clearance plans as issued and authorize any changes to clearance plans in consultation with the PMAC.
  • Coordination of operational activities between UN and activities of other partners in Somalia.
  • Maintain internationally recognized drills, Standard Operating Procedures (SOPs) and safety standards for manual, dog and mechanical demining, survey and EOD procedures.
  • Ensuring that clearance organizations are conducting clearance in accordance of the Puntland NTSG’s.
QA Component
  • Training of local QA staff.
  • Supervising
  • Implementation and monitoring of technical and safety standards for throughout the mission area.
  • To direct contractual and accredited organizations with production of standardized technical and safety standards to meet MACC standards.
  • Continuously look for areas of improvement in efficiency, effectiveness and safety of the program through the introduction of new technology, equipment, materials, drills, procedures, and processes.
  • Work with teams charged with investigation of landmine and UXO incidents.
  • Implement a QA Management System and ensure that it is being applied in a fair and equitable manner.
  • Ensure that accreditation and monitoring of activities does not interrupt or delay the demining tasks.
  • Conduct training; provide coaching and mentoring on all aspects of QA.
  • Provide capacity development for the national staff of the mine action team in the planning and implementation of a QA system.
  • Responsible for all aspects of sampling and post clearance operations/post impact assessments.
  • Ensure close and effective inter-action and co-ordination of QA with the other integral aspects of the mine action programme
  • Coordinate investigations of mine incidents/accidents and serve as a chair or member of the Board of Inquiry (BOI).
  • Ensure appropriate files and records are maintained for all QA monitoring.
  • Provide advice to the CBTA on quality management strategies, aims, goals and objectives, and any other tasks as directed by the Programme Manager, and COP
Required Selection Criteria

Competencies
  • Strong analytical abilities
  • Demonstrated experience in Mine Clearance Operations and QA.
  • Excellent computer literacy is essential, knowledge of IMSMA an asset.
  • Excellent written communication report writing skills.
  • The ability to operate in a multi-national environment and in a foreign country.
Education and Experience
  • Advanced university degree (Masters Degree or equivalent) in business administration, project management, social science, or related field or senior staff qualification;
  • a first level university degree or military/police college or junior command and staff course combined with relevant experience may be accepted in lieu of the advanced university degree.
  • At least 2 years proven and applicable experience in the managing of Operations and QA systems for humanitarian mine clearance operations.
  • Thorough knowledge of IMAS and ISO, demining SOPs, technical and international humanitarian safety standards and procedures.
  • A solid understanding of counter-mine measures/demining, or UXO clearance operations and related practices.
  • Team management experience and skills, preferably in a UN mine action operation: should be self-reliant and able to work independently; self-motivated and able to motivate others.
Language
  • Excellent spoken and written English is required.
Other requirements
  • Experience with a UN Mine Action Centre or Demining NGO an advantage.
  • Experience in the region is advantageous.
  • Knowledge and experience in Somalia is desirable.
  • Internationally recognized driving license.

Background

The UN Somalia Mine Action Programme has been managed by the UN Mine Action Service (UNMAS) with implementation by UNOPS since early 2009. Throughout the country, the Programme endeavors to alleviate the impact of landmines, Explosive Remnants of War (ERW) and stockpiles for the Somali population.

To this end, the Programme undertakes Explosive Ordnance Disposal (EOD) training, mentorship and operations, contamination survey, awareness and avoidance messaging with various NGO, governmental, bilateral and multilateral partners.

The UN Somalia Mine Action Programme has an office in Nairobi to provide managerial and support functions for the Regional Offices in Somaliland, Puntland and Mogadishu.

The Project Management Unit (PMU) implements all policy, planning, strategic management, resource mobilization, monitoring, evaluation, communications and public and external relations in support of the Programme Manager.

The PMU works closely with the operations section to conceptualize, plan, prepare and monitor the programme activities, and will be the link between the activities of Operations section and the programme deliverables.

By linking UN strategy, goals and objectives to the operational planning process for Somalia, the PMU monitors delivery according to budget inputs in close cooperation with Support Services. To this end, the PMU is also responsible for the delivery of quality information for all audiences, both internally and externally, with the objective of accountability to donors, programme development, and visibility.

This entails the development of relationships with the international community at all levels, as well as bilateral and multilateral partners, UN agencies, civil society and the Somali population.

In order to implement these activities, the PMU is divided into areas of responsibility under the supervision of the Head of the Programme Management Unit (the Programme Officer), who reports directly to the Programme Manager.

One of the key functions of the PMU is to ensure that the Programme Manager is informed and up to date on all relevant programmatic, funding, operational, and support issues that could impact programme delivery.

The PMU areas of responsibility are divided into six sections:
  1. Policy,
  2. Planning,
  3. Programme development and resource mobilization,
  4. Monitoring,
  5. Reporting,
  6. Communications and external relations.
Duties and Responsibilities

Reporting to the Programme Officer, the Programme Associate is responsible for components of two sections of the PMU: reporting and external relations.

These duties and responsibilities include the following:

Reporting:
  • Compile and cross-check data received from field activities in line with donor requirements;
  • Draft periodic substantive progress reports;
  • With guidance from the PO, ensure reporting is timely, including management of the annual reporting schedule to include monthly, quarterly, and annual project reporting to UNMAS and UNOPS as well as periodic donor reports;
  • Draft updates in line with RBB requirements for the UNMAS VTF, Assessed Budget, UNMAS, UNOPS;
  • Using information provided through field monitoring, develop content for the monthly newsletter, snapshots of specific activities or initiatives, as well as material for advocacy and external relations;
  • Develop and update monthly internal programme brief and fast facts sheet to be made available to all staff members for maximum internal awareness of programme activities;
  • Assist with monitoring of contractors’ progress toward objectives for donor accountability;
  • Assist Finance in review of financial reports from partners and sub-contractors when required.
External Relations:
  • Under the supervision of the PO, draft, edit, review and issue the monthly newsletter and develop strategy for wider distribution;
  • Draft human interest stories, bulletins and other communications tools for distribution;
  • Assist PO in maintaining good contacts with implementing partners in the region;
  • Assist PO in any other public relations/donor related matters.
Other:
  • Provide backstop support to staff members within the PMU.
  • Assist in recording decisions and actions taken on programme issues and maintenance of good documentation thereof
  • Assist in any other duties as required by the PMU, or the Programme Manager.
The Programme Associate is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Background

The United Nations Office for Project Services (UNOPS) has a well-established Sudan Operations Center (SDOC). Current SDOC operations are largely focused on assisting partners with the implementation of physical infrastructure projects including designing, constructing and rehabilitating roads and bridges, schools, clinics and Government and Ministry offices. SDOC also procures goods and services for a number of partners and provides logistics and operational support to institutions in Sudan with the overall objective to build peace and to promote the implementation of the CPA.

UNOPS SDOC works with various United Nations partners including the Food and Agriculture Organization (FAO), the Multi-Donor Trust Fund (MDTF), the United Nations Development Programme (UNDP), the United Nations Children’s Fund (UNICEF), The United States Agency for International Development (USAID) and the World Bank.

Duties and Responsibilities

The incumbent duties include but are not limited to the following:

- Monitors all aspects of ensuring that relevant obligations and disbursements are approved and released correctly and in a timely manner.
- Ensure that accurate and complete accounting, reporting and internal Finance control systems are functioning and that all relevant records are maintained.
- Respond and participate fully in implementation of internal/external audit observations, review the financial statements of other entities for which the Head of Support Services (HoSS) has certification authority, produce major/complex financial reports for management purposes, and provide substantive support o the development and implementation of new accounting systems.
- Take initiative to improve accounting processes and controls, ensure correctness of data for the preparation of year-end performance reports.
- Perform other finance related duties as and when required.
- Ensure all payments are generated and disbursed in accordance with UNOPS Finance Rules and Regulations, proper controls and procedures.
- Monthly reconciliation, preparation of monthly Atlas Bank Account reports and submission to UNOPS Regional office for verification and replenishment purposes.
- Verifying of all vouchers in accounts payable and receivable and ensuring accuracy in the use of proper budget lines and codes.
- Budget checking all payment vouchers and advising the projects staff in charge in case of any discrepancies.
- Verifying Staff fees, DSA and any other entitlements to ensure compliance with UNOPS financial policies and procedures.
- Checking, Verifying and clearance of petty cash and projects operations advances expenditure acquittals to ensure that all UNOPS financial rules and regulations are applied.
- Verify all payment requests from the projects and ensure total compliance in regard to proper and complete documentation as per UNOPS financial policies.
- Managing, running and certifying day to day pay cycle for projects payments in account payables.
- Advise the project finance staff on administrative, financial reporting and any other financial related aspects of the program.
- Training and advising national finance staff on the general operations of the accounting package (ATLAS) currently being used by UNOPS.
- Supervise and monitor the performance of national finance staff in the main administration office.
- Verify and present timely financial and administrative reports to the management as required by the office.
- Manage all aspects of recording finance transactions, posting debits and credits, and general administration.
- Provide general guidance on the application of financial rules and regulations and ensure compliance with UNOPS financial policies.
- Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
