Background

The United Nations Office for Project Services (UNOPS) has a well-established Sudan Operations Center (SDOC). Current SDOC operations are largely focused on assisting partners with the implementation of physical infrastructure projects including designing, constructing and rehabilitating roads and bridges, schools, clinics and Government and Ministry offices. SDOC also procures goods and services for a number of partners and provides logistics and operational support to institutions in Sudan with the overall objective to build peace and to promote the implementation of the CPA.

UNOPS SDOC works with various United Nations partners including the Food and Agriculture Organization (FAO), the Multi-Donor Trust Fund (MDTF), the United Nations Development Programme (UNDP), the United Nations Children’s Fund (UNICEF), The United States Agency for International Development (USAID) and the World Bank.

Duties and Responsibilities

The incumbent duties include but are not limited to the following:

- Monitors all aspects of ensuring that relevant obligations and disbursements are approved and released correctly and in a timely manner.
- Ensure that accurate and complete accounting, reporting and internal Finance control systems are functioning and that all relevant records are maintained.
- Respond and participate fully in implementation of internal/external audit observations, review the financial statements of other entities for which the Head of Support Services (HoSS) has certification authority, produce major/complex financial reports for management purposes, and provide substantive support o the development and implementation of new accounting systems.
- Take initiative to improve accounting processes and controls, ensure correctness of data for the preparation of year-end performance reports.
- Perform other finance related duties as and when required.
- Ensure all payments are generated and disbursed in accordance with UNOPS Finance Rules and Regulations, proper controls and procedures.
- Monthly reconciliation, preparation of monthly Atlas Bank Account reports and submission to UNOPS Regional office for verification and replenishment purposes.
- Verifying of all vouchers in accounts payable and receivable and ensuring accuracy in the use of proper budget lines and codes.
- Budget checking all payment vouchers and advising the projects staff in charge in case of any discrepancies.
- Verifying Staff fees, DSA and any other entitlements to ensure compliance with UNOPS financial policies and procedures.
- Checking, Verifying and clearance of petty cash and projects operations advances expenditure acquittals to ensure that all UNOPS financial rules and regulations are applied.
- Verify all payment requests from the projects and ensure total compliance in regard to proper and complete documentation as per UNOPS financial policies.
- Managing, running and certifying day to day pay cycle for projects payments in account payables.
- Advise the project finance staff on administrative, financial reporting and any other financial related aspects of the program.
- Training and advising national finance staff on the general operations of the accounting package (ATLAS) currently being used by UNOPS.
- Supervise and monitor the performance of national finance staff in the main administration office.
- Verify and present timely financial and administrative reports to the management as required by the office.
- Manage all aspects of recording finance transactions, posting debits and credits, and general administration.
- Provide general guidance on the application of financial rules and regulations and ensure compliance with UNOPS financial policies.
- Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.

Required Selection Criteria

Competencies

- Strong client orientation and excellent planning and organization skills necessary.
- Ability to establish priorities and be able to deliver to timelines.
- Knowledge of general financial processes, especially in the area of accounting.
- Knowledge of Human Resources and administrative processes.
- Ability to work diligently, under pressure and with minimum supervision.
- Keen attention to detail.
- Good interpersonal and communication skills.
- Excellent communication skills with a solid belief in teamwork.
- Ability to work well in a multi-cultural environment.
- Proficiency with M.S. Office advanced Excel skills in the area of data formulation and analysis.

Education/Experience/Language

- Master’s Degree in Business Administration, Finance, Accounting, Economic or related fields. “Additional years of relevant experience, preferably in combination with a relevant Bachelor degree, may substitute for the requirement for a Master’s degree”.
- Minimum 5 years of relevant work experience with at least 3 years in project financial reporting and management.
- Knowledge of UNOPS/UNDP/UN financial regulations, rules, policies, procedures and practices experience of other related budget reporting databases is highly desirable.
- Experience in developing/post-conflict countries is an advantage.
- Must be fluent in English, written and oral.
