Organizational Setting and Reporting
The United Nations Human Settlements Programme, UN-HABITAT, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Policy Analysis Branch, Monitoring and Research Division, UN-HABITAT at the Nairobi duty station.
Responsibilities
Under the supervision of the Chief, Policy Analysis Branch, the Chief of the Global Report Section will be responsible for the following:

1. Conceptualizing the content of the Global Report on Human Settlements by:
- Reviewing relevant research-based publications and other documents as well as recent United Nations resolutions, goals and plans of action in order to identify emerging human settlements issues relevant to the global monitoring and assessment of human settlements conditions and policy trends;
- Proposing themes for future issues of the Report that are aligned to UN-HABITAT's Medium-term Strategic and Institutional Plan;
- Leading the formulation of detailed draft outlines of future issues of the Report;
- Identifying possible outputs related to the Report and their envisaged target audiences.

2. Planning and supervising the work of the Global Report Section by:
- Formulating the Section's inputs to UN-HABITAT's results-based biennial work programmes, including implementation strategy, expected accomplishments (or results), outputs and indicators of achievement;
- Formulating the Section's participatory biennial budgets, encompassing the financial and human resources required to implement the Section's work;
- Preparing schedules for the preparation of the Report and for the implementation of other activities of the Section;
- Coordinating and supervising the preparation of the Report, the abridged edition and other related outputs;
- Liaising with other organizational units within UN-HABITAT in the preparation of the Report and related outputs of the Section;
- Preparing progress and final reports on the implementation of the Section's work programme activities, within the framework of results-based management.

3. Coordinating the implementation of the Section's global networking activities by:
- Identifying potential partner research institutions and individuals relevant to the preparation of the Report and related activities of the Section;
- Developing and/or improving networking arrangements as mechanisms for securing external advice on the substantive content of the Report, including the Global Research Network on Human Settlements (HS-Net); and
- Coordinating and supervising work related to the Section's global networking activities and events, including the UN-HABITAT Cities Lecture Award series and annual meetings of the HS-Net Advisory Board.

4. Supervising the performance of the Section's staff by:
- Acting as the Performance Appraisal System (PAS) first reporting officer for the Section's staff;
- Ensuring timely completion of PAS procedures by all staff;
- Providing leadership and guidance to the staff with respect to their substantive work; and
- Ensuring effective team work among the staff.

5. Providing support to the management of the Policy Analysis Branch and the Monitoring and Research Division by:
- Advising and assisting the Chief and the Director on issues related to the global monitoring and assessment of human settlements conditions and policy trends and representing UN-HABITAT in relevant international meetings;
- Participating in inter-agency consultation and collaboration, including with regional commissions and/or other research and development institutions, on monitoring and assessment of human settlements conditions and policy trends;
- Servicing inter-governmental bodies, United Nations conferences and other international development events; and
- Performing other assignments as may be required.

Education
Advanced university degree (Master's degree or equivalent) in Urban or Regional Planning, Geography, Economics, Political Science, Sociology, Architecture or related field, with an emphasis on urban issues. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of professional experience as a researcher/analyst working on a broad range of local, national and international human settlements issues, including policy reviews and preparation of policy recommendations for decision makers. Experience in analysis and presentation of large quantities of statistics on human settlements; experience in coordination of multiple contributors to major reports and substantial experience in global networking of urban researchers.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language is an advantage.
