MSH is recruiting for senior-level managers and technical experts for an anticipated procurement to strengthen the capacity of the Government of Kenya (GOK) to manage a high performing, sustainable, public-health-oriented laboratory service system.
The goal of the project is to improve Kenya’s capacity in stewardship, technical guidance, and oversight to implement country-owned and-led quality integrated laboratory services.
All positions are based in Nairobi, Kenya, and are subject to project award and funding.
The Project Director provides strategic, managerial, financial, technical leadership and oversight for the project. S/he is the official representative of MSH from the project and maintains all communication with appropriate donor officials, project partners, and local stakeholders to ensure adequate coordination of laboratory technical assistance.
Qualifications: The ideal candidate should possess a minimum of a Master’s level education or higher in international public health, biomedical science or equivalent related field; a minimum of ten (10) years’ experience in management positions, implementing programs of similar size and scope in international health; a minimum of four (4) years management experience on USG or other donor funded programs supporting strengthening of national laboratory systems in developing countries, preferably with experience in Africa. Additionally, the ideal candidate should possess strong knowledge and technical skills in the following key areas: laboratory leadership, management and governance; development and implementation of national laboratory policies, strategic plans, standards, guidelines, standard operating procedures and capacity building materials; laboratory information systems; laboratory equipment and supply management; quality systems and accreditation; infrastructure development; networking and referral systems; and biosafety.
Deputy Project Director / Technical Director The Technical Director /Deputy Project Director leads, directs, mentors and monitors the team of local technical staff carrying out approved activities to strengthen laboratory systems and services in Kenya in order to support and improve HIV/AIDS, tuberculosis and malaria programs.
Qualifications: The ideal candidate should possess a medical or science degree, plus a higher qualification (Doctorate or Master’s level education) in clinical pathology, microbiology, international public health or related field. Training as a Clinical Pathologist, Laboratory Scientist or Public Health professional is essential, with at least eight (8) years’ experience at a senior level in managing clinical and public health laboratory projects.
Senior Monitoring & Evaluation Advisor The Senior M&E Advisor is a core member of the project management team and is responsible for leading the development and implementation of a plan to monitor project performance and progress, assess the impact of the project activities on health service delivery, disease control and public health and reporting and dissemination of results.
Qualifications: The ideal candidate should possess a Master’s degree, or higher, in public health, demography, epidemiology, program evaluation or equivalent. A minimum of five (5) years’ work experience at a senior level in the M&E field with development projects in international organizations, essential. Experience with PEPFAR or other US Government development programs is preferred.The Senior Financial Analyst performs analysis and provides management support for the assigned portfolio of projects, under the direction of the Project Director. To this end, he or she develops routine and ad hoc reports for appropriate project senior staff to ensure the regular flow of relevant and accurate financial information for decision making.
Qualifications: The ideal candidate should possess a Bachelor’s degree in finance, accounting or business management with at least CPA Part II and four (4) to six (6) years’ of professional experience in financial analysis and management (or Master’s degree plus two (2) to four (4) years’ of professional experience). Dairy value chain development is one of the key inventions of Heifer International in the East Africa region and Kenya in particular. The intervention has been implemented through a major umbrella project, the East African Dairy Development project (EADD) which started in 2008 with the objective of doubling household dairy incomes.The five year pilot project which has just ended (EADD-1) was implemented by a consortium of five partners including Heifer International (the lead partner), Technoserve, the International Livestock Research Institute (ILRI), World Agroforestry Centre (ICRAF), and African Breeders Services-Total Cattle Management. The project is now embarking on the second phase, EADD-2.
In Kenya, the second phase of the project will adopt a more private sector led strategy with the overall objective of building significant partnerships with public and private organizations for co-funding, innovative design and overall project expansion.
In addition to focusing on institutional capacity building to potential partner institutions, the project will also pilot innovative techniques and approaches in the industry to provide important lessons on improving dairy cattle feeding, breeding and animal health practices.Function: The position will work closely with the Country management team and Heifer headquarters’ Monitoring, Learning and evaluation (MLE) team, the Country MLE will support country MLE function for the project, as such, work in close collaboration with respective EADD consortium partners and their M&E leads with the view to support the country program on MLE function.
The position will provide technical assistance; advice and training on the country framework and ensure that key outcomes are achieved.Responsibilities
Drive the implementation of MLE framework and specific initiatives in EADD Kenya. Document key outcomes, lessons learned and impact on key innovations in EADD Kenya Develop knowledge management activities; identify lessons learned during implementation or successful innovations, and other information that could be shared with partners and key stakeholders. Produce quality reports to aid learning toward in policy engagement and replication Develop MLE tools that would permit the project to carry out its role, jointly with field staff, consortium partners and the funding agency. Provide technical input on strategies to improve efficiency and effectiveness of the project by identifying bottlenecks in completing planned activities and develop plans to minimize such bottlenecks. Recommend steps for strategic adjustments and steps and provide follow up to implementation. Supervise and manage all evaluations and operational research for the project including baseline, midterm and end-line assessments. Ensure that production of training and education materials reflects information needs identified by the MLE system. Develop and maintain a project database at country level. Prepare and consolidate monthly, quarterly, mid-term and annual reports. Coordinate annual project reviews and planning workshops and support in preparing and disseminating relevant reports.Provide country team personnel with key tools and support them in their use.University degree in a relevant discipline, 4 + years in MLE A solid background in MLE experience, ideally gained in working in the development context.Experience in supporting and monitoring field based programs in the country.Proven experience in staff training.Clear understanding of the dairy value chain and Heifer’s Value based model.Innovative, analytical, and solutions oriented.Demonstrated ability to design and implement strategies aimed at providing institutional capacity building’ to key partner institutions with a view to build a more efficient, competitive, and sustainable dairy industry. The intervention has been implemented through a major umbrella project, the East African Dairy Development project (EADD) which started in 2008 with the objective of doubling household dairy incomes.The five year pilot project which has just ended (EADD-1) was implemented by a consortium of five partners including Heifer International (the lead partner), Technoserve, the International Livestock Research Institute (ILRI), World Agroforestry Centre (ICRAF), and African Breeders Services-Total Cattle Management. The project is now embarking on the second phase, EADD-2.
In Kenya, the second phase of the project will adopt a more private sector led strategy with the overall objective of building significant partnerships with public and private organizations for co-funding, innovative design and overall project expansion.
In addition to focusing on institutional capacity building to potential partner institutions, the project will also pilot innovative techniques and approaches in the industry to provide important lessons on improving dairy cattle feeding, breeding and animal health practices.Function: Reporting to EADD Regional Director, the Regional Monitoring, Learning & Evaluation Manager will provide the overall leadership in MLE in the region, work in close collaboration with respective country MLE Officers and East Africa Dairy Development (EADD) consortium partners with the view to build the capacity of country offices on MLE function.
You will provide technical assistance advice and training on the regional framework and ensure that key outcomes are achieved.Responsibilities
Drive the development of the MLE framework and specific initiatives across the East Africa countries. Recruit, guide and supervise organisations that are contracted to implement special surveys and studies required for evaluating effects and impacts ensuring that all contracts include specifications for internal monitoring, reporting and penalties.

1. Background
The Poverty and Environment Initiative-Kenya (PEI) has been implemented in two phases; phase 1 (2005 – 2008) and phase II (2009 – 2013) with midterm review of the project that was carried out in 2008. The mid-term evaluation ended with the revise of the project outputs to make them more realistic and compatible with the Government’s needs. The project is implemented by UNDP and executed by the Ministry of State for Planning, National Development and Vision 2030 (MSPND&V2030). The Poverty and Environment Initiative (PEI) is a global programme whose overall objective is to systematically integrate environment into national development processes in order to bring about pro-poor economic growth, poverty reduction and environmental sustainability.
The PEI aims at doing this by working with host governments in influencing policy, planning and budgeting mechanisms and ensuring that the contribution of environment to human well-being and achievement of the MDGs becomes the core business of governments. The PEI-Kenya project responded to the identified need by Government on the importance of the pro-poor environmentally sustainable natural resources use in achieving its economic growth and poverty reduction goals
The terminal evaluation exercise will be carried out to provide a comprehensive and systematic account of the performance of the PEI project by assessing the project design, activities, the process of implementation, and the impact of the various components of the project vis-Ã -vis project objectives. ADRA Somalia End of Project Evaluation in Somaliland and Gal- Mudug
Governmental Organization registered in Kenya and operating in Somalia. ADRA is seeking services of experienced consultant to carry out End of Project Evaluation in Somaliland and Gal-Mudug.
To make a field assessment mission to Somaliland and Gal-Mudug by visiting project sites, interview project beneficiaries, project staff and other project stakeholders involved in project implementation to assess achievement, impact and lessons learned.

Purpose of the Job
The Monitoring and Evaluation (M&E) Manager will be responsible for guiding the development and implementation of the overall M&E strategy of an inclusive education project, ensuring the timely provision of project information and reports to relevant stakeholders.

The Higher Education Loans Board (HELB) is a state corporation whose mandate is to provide financing to Kenyans pursuing higher education in institutions of higher learning in and outside Kenya as recognized by Commission for University Education (CUE).
The Board desires to carry out human resource consultancy services on job evaluation and organizational design.
The purpose of the consultancy is to develop a functional organization structure, size the jobs for appropriate reward and remuneration, describe each job role, put value on jobs and establish an objective job hierarchy that reflects equity of all the jobs at the Board.
The consulting services will involve but not limited to undertaking of the following:
i) Reviewing of the current organizational structure that supports the Board’s strategic plan, succession plans with a requisite span of control while reviewing the names of the job titles that resonate with the near similar bodies in the market.
(ii) Evaluation of the current staff establishment and advising the Board on the optimal staffing levels taking into account the Board’s expansion plans and alternative funding mix while embracing an enabling and secure automated environment and in addition highlight the duties of each job holder in line with the Board’s strategic plan of 2013-2018.
(iii) Evaluate the current job descriptions and establish any additional duties and responsibilities that reflect the qualifications and experience.
(iv) Establishing of a standard procedure for determining the relative worth of each job based on work performance and responsibilities.
(v) Reviewing and recommending a salary banding progression criteria based on the cost of living and staff performance.
(vi) Developing and promoting a fair and accurate consideration career progress and growth for all cadres.
(vii) Developing a structure that reflects how divisions/departments/sections are holistically streamlined for effective synergy.
(viii) Building internal capacity for job evaluation to ensure that in future jobs in the Board are continuously evaluated.
(ix) Model a performance management framework for effective employee reward.
(x) Review the HR policy and manual and recommend any gaps to be closed to support the new organizational design.

III. Responsibilities and Accountabilities
Under the overall guidance of the Regional Director of Regional Office (RO) Nairobi and the direct supervision of the Senior Regional EPC Specialist, the incumbent will assist in performing the monitoring and evaluation aspects of IOM programmes and projects in East Africa including but not limited to effective implementation, in particular in line with the expectations of IOM's donors on Monitoring and Evaluation (M&E) requirements.Assist in developing the overall framework for Regional Project Monitoring and Evaluation. Support IOM project managers and mission M&E officers with both quantitative and qualitative monitoring aspects to provide relevant information for ongoing evaluation of programme/project activities, effects and impacts and for complying with regular reporting requirements.Assist the Regional Director, Chiefs of Missions and where applicable M&E officers, with the facilitation and development of country strategic frameworks in line with the IOM Africa Framework and Country Specific project’s needs;In partnership and coordination with the Regional Specialists, Project Endorsement Team and Country Missions assist with the development of projects by meeting the mandatory requirements as set out by both IOM and donors including but not limited to the development of projects Log Frames, Results-chains and Key Performance Indicators in support of project endorsement;In close coordination with the Regional Specialists, develop a clear list of indicators for each IOM sector of work and detail on how the COs to implement, monitor progress towards the pre-determined targets and report to the RO against these indicators.Assist in reviewing the project proposals received or developed by the RO and the donor reports from an M&E perspective and provided inputs as needed to the assigned RO reviewer.Conduct mid-term and annual assessments of regional M&E frameworks according to the Output Matrix and associated output weighting system;Support in the tracking of regional reporting deadlines as it relates to developed, ongoing and pending endorsements in coordination with relevant key stakeholders.Guide and ensure the regular receiving from missions and sharing of the outputs of M&E findings with relevant stakeholders and that monitoring data are discussed in the appropriate forum in a timely fashion, also in terms of implications for future action.
