Program / Grants Assistant, Monitoring, Evaluation and Research Officer, County Manager - Jhpiego NGO Jobs in Kenya

Jhpiego is the implementing partner for the East Africa Accelerator Hub for The Challenge Initiative (TCI) – known as Tupange Pamoja in East Africa. The project is funded by Bill and Melinda Gates Foundation (BMGFJ through The Bill & Melinda Gates Institute for Population and Reproductive Health.
TCI is an ambitious program that leverages a matching challenge fund mechanism to provide incentives for the rapid scale up of urban family planning programs through a framework of accountability measures, demand-driven participation of partners, and technical support via at least four regional accelerator hubs.
We are seeking experienced individuals with excellent management and technical skills, who are team players, dedicated, hardworking, innovative, highly-motivated and able to work in a high-pressure environment requiring multi-tasking abilities.
County Managers
(3 Positions)
(Based in Nairobi, Mombasa and Migori)
Reporting to the Kenya Country Lead, the County Manager will ensure technical, programmatic and financial planning, execution and monitoring of county program designs and TCI activities in the designated county.
Roles and Responsibilities:
·         Build the capacity of the county to implement high-impact interventions through TCI’s technical coaching approach, including rolling out TCI University tools within the designated county.
·         Support county MOH Program Implementation Teams (PITs) to landscape, prepare, review, implement and modify county program designs and budgets.
·         Facilitate, review and synthesize county activity/monthly/quarterly data and progress reports.
·         Ensure quality and fidelity of implementation of TCI interventions by PITs.
·         Coordinate and manage county trainers, coaches and Sisi-Kwa—Sisi teams including mentoring of these teams.
·         Conduct and support advocacy and marketing of the TCI model to appropriate stakeholders within the county and work with local FP/TCI champions within budget cycles to ensure continued FP resource commitment(s).
·         Support the county to leverage and coordinate with other FP stakeholders and implementers.
·         Foster intra— and inter—county sharing of best practices.
·         Participate in the local government Technical Working Groups (TWGs).
·         Work with country/local TCI AYSRH Officers to effectively deploy AYSRH interventions in participating counties.
Qualifications:
·         Degree in Public Health, Nursing or related field. Post-graduate training is an advantage.
·         Minimum of 5 years relevant working experience providing FP service delivery services in a complex donor-funded program.
·         Experience working in Government or Donor-funded programs (experience with USG-funded programs is an added advantage).
·         Experience in family planning programming, working with MOH and devolved County Governments’ staff and systems, particularly in the area of family planning.
·         Excellent Interpersonal and communication skills.
·         Strong programming and technical skills, and has sensitivity to and understanding of the beneficiary population.

Monitoring, Evaluation and Research Officer
(Based in Nairobi)
Reporting to the Kenya Country Lead, the MER Officer will assist in the development, implementation and management of the monitoring, evaluation and research requirements of the Tupange Pamoja Initiative In Kenya. S/he will work closely with program, technical and MOH staff to maintain monitoring and evaluation frameworks that are accurate, up-to-date and comprehensive.
Roles and Responsibilities:
·         Support MER Initiatives for TCI including monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives.
·         Provide technical support for review and Implementation of the TCI M&E framework.
·         Provide technical support for implementation of data utilization Initiatives.
·         Contribute to the development and implementation of strategies/mechanisms/processes to Improve TCI East African Hub ability to collect, interpret and aggregate data to demonstrate Impact and enhance program accountability.
·         Support program staff on proper documentation, organization and capture of program progress.
·         Provide M&E mentorship and coaching to county teams and TCI program staff during various stages of TCI Implementation.
·         Routine analysis of RH/FP Indicators.
·         Routine sharing of TCI East African Hub program results and learnings with hub and TCI implementing counties through innovative approaches.
Qualifications:
·         Bachelor’s degree in Statistics, Health Records, Public Health or Social Sciences with demonstrated expertise in research methods.
·         Have a minimum 3 years relevant monitoring, evaluation and research working experience in demography or family health-related disciplines or implementation sciences.
·         Experience in collecting and analyzing health program and research data.
·         Demonstrated experience in working with international donors and foundations and success in grants management is a plus.
·         Recent experience working with statistical/database software such as SQL, SPSS, STATA.
·         Demonstrated experience working with MOH systems including the DHIS-2 and data collection systems for example mobile based platforms such as 00K.
·         Excellent verbal and written communication skills in English.

Program / Grants Assistant
(Based in Nairobi)
Reporting to the Kenya Country Lead, the Program/Grants Assistant will help manage the administrative, financial, logistical and programmatic tasks required for the program.
Roles and Responsibilities:
·         Coordinate and support program, financial, contractual, monitoring, and administrative functions of the Tupange Pamoja team such that activities are implemented according to plans and in a timely fashion.
·         Assist in preparation, monitoring and tracking of project budgets under guidance from the Kenya Country Lead/Finance Manager.
·         Assist program and administrative staff and consultants to produce letters, documents, reports, presentations and materials for distribution (including word processing, basic data analysis, photocopying, etc.).
·         Support the Finance and Grants teams in tracking and maintaining expenditure records for both program and grantees.
·         Assist in organization of meetings, field visits, and other project activities: maintaining the project management calendar and keeping it up-to—date; and gathering technical updates for program planning, training, components of evaluations and other studies on related programs including documenting project lessons learnt.
·         Maintain a program filing system, both electronic and hard copy, for the office and ensure that final program documents and grants documents are appropriately stored
·         Perform other programmatic, secretarial support and administrative duties as assigned by the supervisor to ensure smooth
functioning and achievement of project goals as required.
Qualifications:
·         A Bachelor’s degree in Social Sciences, Accounts/Finance or Business—related degree with at least two years’ experience in a similar or related position.
·         Ability to work in an efficient and prompt manner in areas of correspondence, logistics for local and international travel, filing and record—keeping.
·         Basic understanding of accounting/finance processes.
·         Experience working in a busy office; strong organizational skills; and able to handle multiple tasks with minimum supervision and deal with pressure.
·         Excellent written and oral communication skills in English.

Monitoring & Evaluation Officer

Purpose of the position:

Reporting to the Director of Research and Policy, the M&E Manager has primary responsibility for the institutional M&E frameworks and systems. This includes identifying M&E needs, designing and maintaining data collection, management, analysis and utilisation systems for routine and other programme data.

The M&E Manager conducts and oversees all appropriate analysis, including the use of complimentary data sets and secondary analysis, and fully documents activities and accomplishments in the form of reports, publications, and presentations.

Specific Responsibilities
  • Design and implement M&E systems that will generate timely information and feedback to key stakeholders.

  • Capture lessons learned and best practices. Provide documentation and dissemination of information; develop presentations, abstracts, articles, etc.

Requirements:
  • Masters degree in Statistics, Social Sciences or related field with demonstrated technical experience in the design, monitoring and evaluation of programmes and quantitative data analysis
  • Minimum of 3 years work experience in M&E preferably for PEPFAR and USAID funded projects.

The Danish Refugee Council has been providing relief and development services in the Horn of Africa region since 1997. The DRC Kenya Program seeks to fill the following positions to be based in Dadaab Refugee Camp.

1. Head of Construction

To coordinate and ensure the successful implementation of all building and construction works and any other related activities being implemented by DRC.

Key responsibilities include:
  • To supervise and provide technical inputs to all aspects of construction works in project sites
  • Provide leadership and capacity building for the technical team
  • Maintain and ensure good working relations with all stakeholders
  • Ensure proper civil engineering, contracting and construction guidelines are followed by all stakeholders
Requirements:
  • Must possess a degree in Civil Engineering or Building and Construction or other relevant field from a recognized university.
  • Minimum 7 years experience with regard to designing, planning, implementation, supervising and reporting on integrated development works in building and construction.
  • Possess wide experience in construction and contracts management with minimum 3 years experience as a manager in a senior leadership position.

2. Monitoring & Evaluation (M&E) Officer

The M&E is responsible for strengthening DRC Kenya’s capacity and profile in the area of documentation, monitoring and evaluation by providing M&E technical support and training to staff.

Key responsibilities include:
  • Report writing to various donors in liaison with the Regional Grants Manager and Country Director
  • Focal point in proposal development, documentation, monitoring and evaluation
  • Undertake field visits to project sites to ensure activities are in accordance to work plans
  • Training staff on M&E principles and practices
  • Training communities on community-based monitoring and evaluation methodologies
Requirements:
  • Must possess a degree in Development Studies or other related field with a strong background in statistics.
  • Minimum three years experience in a senior programmatic position in monitoring and evaluation of humanitarian programs.
  • Knowledge and experience in participatory approaches and tools for program design, planning, monitoring and evaluation.

Funded by United States President’s Malaria Initiative (PMI) through the United States Agency for International Development (USAID), RTI International is providing strategic, technical, management, and operational support to the Department of Malaria Control (DOMC) under the Ministry of Public Health and Sanitation (MOPHS) to expand the use of Indoor Residual Spraying (IRS) as an intervention for malaria prevention and control in Kenya.

RTI International is recruiting for an M&E Officer for the IRS Kenya Project to be based in Nairobi with frequent travel to field offices in Nyanza.

Specific Responsibilities:
  • Coordinating in-country planning and implementation of the randomized impact evaluation, including overseeing qualitative and quantitative data collection, measurement design, and liaising with all evaluation partners;
  • Overseeing the development and implementation of the project’s monitoring and evaluation strategies and requirements, including the development of an M&E strategy and plan based on key process and impact indicators for the project, and developing systems and tools for tracking indicators.
  • Providing technical assistance to project staff and partners in the design and implementation of M&E plans and ensuring that appropriate monitoring and evaluation tools are used;
  • Oversee the Monitoring and Evaluation component of IRS through supervision and training of national authorities to undertake geographical reconnaissance, entomological baselines and post spraying review and reporting.
  • Design and implement, in collaboration with PLNP partners, a plan for local M&E activities to support the program activities; track progress on a regular basis toward project results through M&E processes and related tools that support quality assurance for key project result areas.
  • Work with the various authorities to implement recommendations to address current gaps in data collection, data inputs, sources, flow, forms, registers and reports; suggest additional strategies for strengthening data collection and interpretation as appropriate.
  • Participate in IRS micro-planning and coordinate post-IRS review and dissemination of results to relevant audiences including the USAID Mission and NMCP, following each IRS round
  • B.Sc. Mathematics/Statistics with at least 6 years work experience in Public health/ Management of Information Systems or equivalent at field level or in-country malaria program, IRS environment, private sector and/or public sector
  • Experience in quantitative and qualitative data collection/survey design, implementation and analysis.
  • Background in monitoring and evaluation or research in relevant area, including some of the following: performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, and database management.
  • Demonstrated proficiency in using computers, with experience using statistical programs such as SPSS, Access etc.
  • A minimum of 5 years of professional experience working in project monitoring and evaluation.

1. Nutritionist – Contract (six months)

The overall objective of this position is to manage the health and nutrition responses in the HADA project and oversee the design, evaluation, and implementation of the health and nutrition programs.

This includes coordination with government officials, relevant bodies and NGOs; the design and management of mechanisms for nutritional and health surveillance; the preparation of relevant reports and information necessary to direct the program and report to donors.

Major Responsibilities:
  1. Coordination with government officials, relevant UN bodies and NGOs; the design and management of mechanisms for nutritional and health surveillance; the preparation of relevant reports and information necessary to direct the program and report to donors.
  2. Contribute technical expertise in line with international best relief practices in health and nutrition and actively promote capacity building of local and expat staff as well as partners where needed.
  3. Ensure effective monitoring and ongoing assessment of health and nutrition project progress and quality against stated objectives, budget and international health and nutrition standards. Provide health and nutrition technical inputs to internal and external reports and proposals before external submission.
  4. Responsible for the medical and nutritional content of assessments, reports and strategy recommendations including advising on the technical ability of World Concern or partners to respond with appropriate staffing and resources needed to meet international standards.
  5. Liaise as needed with other health and nutrition professionals to explore possible new programs, partnerships, handovers, funding or cooperative agreements and to avoid duplication of services in close communication with the Relief Coordinator. Represent World Concern at forums and external cross-sectoral events as requested. Liaise closely with World Concern Development Program’s Technical Support Unit where appropriate.
Qualification and Experience
  • 3 years health care program management and nutrition experience, preferably in a relief setting. Medical degree, Nursing degree and/or Masters of Public Health.
  • Clearly demonstrated ability to design, implement, and evaluate technical nutritional assessments using established and recognized anthropometric assessment methodologies.
  • Competence in the use of MS Office and Strong capacity building and facilitation skills, accompanied with cross-cultural sensitivity.
  • Excellent English communication skills (oral and written).
  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.
  • Clearly demonstrated ability to design, implement, and evaluate technical nutritional assessments and health programs using established and recognized anthropometric assessment methodologies following international standards.
2. Disaster Response Monitoring Officer- Contract (six months)

Primary function

Line management and administrative support and work collaboratively with the Regional M&E Officer for M&E technical guidance and support.

He/she will spearhead monitoring activities in the field and will basically be responsible for output and process monitoring for the WC disaster response Program.

Major Responsibilities:
  • Data collection, entry, and compilation for the various WC disaster response projects in North eastern Kenya and South Somalia
  • Ensure that WC disaster projects’ data is of high quality, complete and reliable
  • Maintain/update the WC disaster project data base on a regular basis to ensure that quick summary reports of WC disaster response activities can be generated
  • Undertake field visits with project beneficiaries , partners, suppliers of goods & services(for the voucher system activities) to ensure that activity implementation is in line with WC and donors’ values and standards and ensure data collection tools are filled properly.
  • Support or spearhead carrying out of rapid assessments and or other surveys in the field
  • Compile and disseminate on a regular basis stories of transformation and lessons learned in the field to enhance program learning
  • Participate/contribute to the compilation of periodic donor or management reports
  • Training field based staff and partners on how to use various WC developed M&E tools
  • Undertake other duties as may be assigned by the supervisor or regional M&E Officer.
Competencies and Skills required
  • Basic understanding of monitoring and evaluation concepts and the purpose of M&E; project cycle and results chain (inputs-outputs-outcomes-impact) and concept of participatory monitoring
  • Good training capabilities
  • 2-5 years work experience with a relief and development organization.
  • Relevant university degree
