IT Security Architect
 
Location: Tanzania
Terms: 6 Month Contract

Building a secure architecture involves first understanding the business environment, as well as the technical controls that are available to the architect that can respond to the threats and risks the organization faces. 
Security architecture is not just about preventing specific attacks; instead it is about providing a multilayered set of defenses against different kinds of attack by implementing the most appropriate security controls. 
On attending the course the student will obtain the knowledge necessary to implement a wide range of security controls working in the role of security architect.

Recommended skills, abilities, and certifications
  • CISSP strongly encouraged
  • Relevant experience with security related industry standards and practices such as guidance from DISA STIGs, OWASP, NIST (800 series), and Cigital (BSIMM)
  • Working knowledge of TOGAF and other architecture methodologies.
  • Firewall, router, switch administration experience.
  • The skills required must include: Understanding of being a Security Architect, Security and Cryptographic Mechanisms, Network Security, Trust , Infrastructures, Security Protocols, Threats to Applications,
  • Application Security and Hardening and Layered Defense and Controls for IT Security.
  • Security Tools Specialist Definition Team
  • Level of Experience - 5 Yrs at least.
  • Implementation of IDS, IPS,  SIEM, Symantec tools related to gateways, malware,  encryption, Web Application Firewalls, Websense gateway, and others.
  • Must have experience in lead Security Incidents, investigations and forensics Analyze security Logs Ensure SLA adherence for the security tools Publish management dashboards for security deliverables. Excellent Verbal and Written communication skills.

General Description of the Role

Under the direct supervision of the Logistics & Security Manager, the LSO will be responsible for Horn Relief’s administrative logistics and security with responsibility over the sections of Procurement, Transportation, Warehousing / Assets, Communication, Equipment Maintenance, and Reporting.

The Logistics and Security Officer will be responsible for ensuring quality in logistics support across Horn Relief HQ, field offices, and projects. He/She will also ensure the logistics function is delivering timely, cost-effective, high quality and appropriate support; and supporting field teams in achieving and maintaining minimum standards in logistics work.

Responsibilities and Key Duties

Procurement
  • Ensure that procurement tracking is current and updated.
  • Ensure timely & accurate logistical reporting to country management
  • Continuously assess the market for new procurement opportunities; explore new areas for purchase in relation to the HR regional harmonization.
  • Ensure timely delivery of program supplies to field sites in line with program implementation; assist in the development, monitoring and review of procurement plans
  • Coordinate customs clearing processes for international procurement.
Transport and Travel
  • Undertake all bookings and coordination with flight operators for the movement of staff and cargo.
  • Arrange for road transportation of goods when necessary
  • Ensure that vehicles are periodically scheduled for maintenance
Warehousing / Assets
  • Ensure that asset tracking databases are current.
  • Ensure that all HR assets and equipment are properly assessed and documented (incl. physical location and condition) to contribute to an updated country program asset register.
  • Ensure that all documentation is completed and stored in readiness for external and internal audit requirements.
  • To make sure that all warehouse paper trail are in place
  • To carry out periodic Stock checks and to provide physical count of random items in the warehouses when in use. To perform spot check of warehouse paperwork including Stock Cards, delivery and receipt papers.
  • When necessary, make up the Monthly Warehouse reports for Nairobi and field warehouses in use and submit this to the Financial Controller.
Communication
  • Gather information pertinent to logistics situation countrywide & ensure dissemination to relevant HR personnel. Understand context in which HR is working.
  • Coordinate closely with Security focal point, Ensure logistical support in event of emergency, and that all necessary advance measures have been taken.
  • Liaison with other NGOs and UN agencies on logistics issues.
Equipment Maintenance
  • Ensure that systems for regular maintenance or repair are implemented for vehicles and other equipment and that routine maintenance and repair of communication and office equipment (computer, radios, satellite phones, power generators) is carried out per schedule.
  • Ensure that proper tracking of equipment out for maintenance is followed.
  • Provide technical supervision of drivers for matters related to safety and security
Security
  • Act as the security focal point for both Nairobi and field in absence of the LSM
  • Provide all staff with regular security briefings and updates and ensure that all staffs adhere to security policies and procedures.
  • Conduct regular security and risk assessments for all operational areas
  • Supervise the security guards in Nairobi
  • Ensure that field communications needs are met and that staffs are trained in the use of radios and other communications equipment as necessary
  • Liaise with UN agencies, NGOs and other external actors to gain security information and analysis in Somalia
Others
  • Ensuring that bills are paid on time
  • Making sure that everything at the guesthouse is in order
  • Any other duties as may be assigned
Skills and Qualifications
  • Graduate degree/diploma in Supply chain management or its equivalent in relevant field.
  • Post graduate technical training an added advantage
  • Minimum 4 years experience in similar role (NGO field or country head office preferred).
  • Knowledge of donor regulations such as OFDA, EC, DFID, etc will be an added advantage.
  • Excellent IT skills, in particular Word, Excel, email.
  • Excellent people management skills and good communicator.
  • Highly organized and self-motivated.
  • Ability to work under high pressure and prioritize tasks.
  • High standard of written and spoken English and Swahili.

Job Advertisement for Individual Specialists for the Proposed Resettlement Management Unit for the Implementation of Resettlement Action Plan (RAP) at Kibera & Mukuru in Nairobi, Kenya

This Job Advertisement follows the General Procurement Notice for the project that appeared in the UN Development Business No. 671 of January, 2006.

The Government of Kenya has received financing from the World Bank towards the cost of the East Africa Trade and Transport Facilitation Project and intends to apply part of the proceeds to cover the cost of establishing and maintaining a Resettlement Management Unit (ReMU).

The unit will manage the Kibera and Mukuru resettlement program and the construction of infrastructure for the resettlement and safety, along the railway reserve.

The office of the ReMU will be located near the relocation site and will carry out the following tasks:

a) Manage relocation and resettlement of Project Affected Persons

b) Manage social and economic issues including grievances and dispute arising during the implementation of the RAP.

c) Disseminate information and communication on the project

d) Oversee the construction of relocation and safety infrastructure including; housing and business units, bridges and footpaths and other infrastructure.

The REMU will report to the MOT/KRC PIT and on day to day basis they will be under direct supervision of the MOT/KRC Project Manager.

The services are required for a period of approximately thirty six (36) months. The Experts will be engaged on one year renewable contracts subject to performance.

The specialist/support staff consultants must have the following qualifications and experience:

(i) Resettlement expert/Team leader: A Bachelor University Degree and a Masters Degree in a relevant filed such as social science, law, political science or such other equivalent qualification; A Post qualification experience of a minimum of 15 years ; experience in the implementation of involuntary resettlement action programmes, experience working on World Bank financed project or on project complying with World Bank involuntary resettlement policies and guidelines will be an added advantage; good understanding and knowledge of Government of Kenya operations and resettlement policies and procedures; Good and proven management capability; Excellent public and interpersonal skills.

The Team Leader will be responsible for:
  • Management of relocation and resettlement of PAPs,
  • Management of complains and dispute and related resolution mechanisms.
  • Construction of relocation units, safety infrastructure and other engineering solutions.
  • Management of information and communication.
  • Conveyance and legal matters related to the implementation of the RAP.
  • Monitoring and Evaluation
  • Drafting Terms of Reference for the RAP
  • Independent Auditing
(ii) ReMU Project Engineer/Manager: A University Degree in Civil Engineering and must be registered with Registration Board, or equivalent; minimum 15 years post qualification experience; hold a post graduate qualification in the relevant field from a recognised University; hands on experience in the management of the design and construction of civil and structural works including related contract management; Good analytical skills; Excellent interpersonal skills; .

The ReMU Engineer will be responsible for managing:
  • Engineering consultants
  • Construction contractors and sub-contractors
  • Engineering reports.
  • Tender documentation and bidding process.
  • Implementation of recommendations of Environmental Impact Assessment Report.
  • Contractual matters arising from the RAP infrastructure development
(iii) Relocation and Mobilization Specialist: Degree in any social science, law or equivalent; 7 years post qualification experience, 5 of which should be hands on experience in community mobilization work, experience gained working in an urban environment is an added advantage; experience working on World Bank financed project or on projects complying with World Bank involuntary resettlement policies and guidelines or similar arrangements; experience in dispute resolution at the community level; excellent community, public and interpersonal skills.

The RMS will be responsible for
  • Actual relocation and resettlement of PAPs
  • Management of all social and economic issues.
  • Building relationships and the mobilization of all the stakeholders
  • maintaining a database of the relocation of PAP’s
  • maintaining and managing a complaints log
  • Developing and managing a complaints and dispute mechanism
(iv) Relocation Assistant: Degree in social sciences; 5 year post qualification experience working with communities, self driven and excellent community and interpersonal skills. Work closely with RMS and particularly be responsible for collection of field data, mobilization of communities, building of community linkages and helping set up community based self help groups.

(v) Legal expert: Bachelor degree in law (LLB) or equivalent; Registered with the Law Society of Kenya; Advocate of the High court of Kenya with at least 5 years practising experience; expertise in litigation, resolution of disputes and preparation of leases; experience gained working with informal settlements will be an added advantage. Good analytical and communication skills.

The LE will be responsible for
  • Providing the ReMU with secretarial service
  • Managing all legal issues in the RAP process
  • Preparing leases and other legal instruments
  • Assisting in administration of grievances and disputes resolution
  • Advising on appeals
(vi) Communications Expert: Postgraduate diploma in any communication related disciplines; 5 years post qualification experience in communications; experience working with both print and electronic media. Excellent communication and interpersonal skills.

The CE will be:
  • Acting as Public Relations for KR and MOT for the RAP project
  • Preparing and help disseminate information, education and communication materials.
  • Managing press and media activities
  • Archiving material on the RAP.
(vii) Project Accounts clerk: Certified Public Accountant (CPA) Level II; Good report writing and presentation skills; excellent computer skills.

The Duties will include:
  • Proper maintenance of the books of accounts
  • Verification of receipts and making payments
  • Preparing financial reports.
  • Management of procurement and logistical activities.
(viii) Program Assistant/Administrative Assistant: Higher National Diploma in Secretarial services or equivalent PA qualifications; 8 years experience in a busy PA/Secretarial position; Excellent public and interpersonal skills.

The PA will be responsible for:
  • Front office management,
  • Regulation of appointments
  • Receiving and directing visitors,
  • Management of day to day office administration duties
  • Providing administrative support for staff.
(ix) Motor Driver/Office Assistant: Form four level education with a minimum D plain; clean driving licence; minimum of 5 years clean driving experience; experience gained driving in urban areas will be an added advantage; certificate of good conduct.

Will provide the following services:
  • Motor driving
  • Office assistance
(x) Security Officers: Security officers who have served in a reputable security firm for a minimum of five years. They will be responsible for providing security to office premises and the staff.

The specialists and support staff will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, May 2004, revised in October 2006.

Field Investigator Job in Kenya - International Justice Mission


Field Investigator

The Need

International Justice Mission is seeking an experienced criminal investigator to investigate cases of sexual abuse, illegal detention and abuse of power to bring rescue and relief to the most vulnerable in society, while providing a safe and secure environment for our clients and staff.

The Field Investigator will be based in Nairobi, Kenya and will report to the Director of Investigations.

Responsibilities
  • Investigate all cases of sexual abuse, illegal detention, and abuse of power;
  • Manage information networks to build cases against perpetrators;
  • Assist the police to conduct thorough crime scene analysis and the apprehension and/or prosecution of perpetrators;
  • Prepare IJM clients and staff for police interviews and other inquiries;
  • Liaise with law enforcement agencies regarding crime trends, criminal activities, security and safety issues that may pose a threat to IJM assets, staff or clients;
  • Maintain detailed activity logs and prepare reports of cases and incidents investigated;
  • Maintain up to date written and electronic records on all case files and related materials;
  • Carry out other additional assignments given by the Director of Investigations and/or the Field Office Director.
Required Skills and Experience
  • Minimum of 3 years’ experience conducting criminal investigations, with the Criminal Investigations Department (CID), including undercover and/or special operations assignments;
  • Proven ability to develop and conduct investigations of criminal activity;
  • Completion of a basic investigation course from CID training school;
  • Proficient in Microsoft Word, Excel and PowerPoint;
  • Must possess a valid certificate of good conduct from the Criminal Registration Bureau;
  • A competent driver with a valid driver’s license; and
  • Service (volunteer or otherwise) with churches or Christian fellowships in Kenya.
Critical Qualities
  • Proactive and result-oriented;
  • Mature orthodox Christian faith as defined by the Apostles’ Creed;
  • Ability to communicate, coordinate, and build relationships with wide range of constituents and stakeholders;

The Kenya Defence Forces is pleased to announce to the general public that there will be a recruitment of General Service Officer (GSO) Cadets and Specialist Officers soon.

Prospective candidates wishing to apply must possess the following relevant requirements.

1. Requirements

a. Must be Kenyan citizens.

b. Age:
GSO Cadets: Between 1 8 and 26 years old.
Specialist Officers: Between 18 and 30 years old.
c. Be medically fit for military service.

d. Have no criminal record.

e. Minimum Height: 5 ft 3 in. (5’3”).

f. Minimum Weight:
Men 54.55 Kg (120 lb).
Women 50.00 Kg (110 lb).

h. Education:

(1) General Service Officer (GSO) Cadets

A minimum of mean grade B (Plain) in KCSE up to university degree with minimum subject grade of C+ (Plus) in English, Mathematics and in any one of the Pure Sciences (Physics, Chemistry or Biology)

(2) Specialist Officers

A minimum of mean grade C+ (Plus) KCSE and an undergraduate degree from a recognized University/Institution. Must be registered with the relevant statutory body, where applicable.

Experience: Minimum of two (2) years' working experience for Specialist Officers.
