Senior Environmental Safeguards Specialist
The Government of Kenya has received financing from the International Development Association (World Bank) towards implementation of the Kenya Water Security and Climate Resilience Project - Phase 1 (KWSCRP-1), and it intends to apply part of the proceeds to payments for consulting services to be procured under this Credit.
As part of coordination and supporting the implementation of the project activities, the Government of Kenya wishes to hire Senior Environment Safeguards Specialist for a period of one (1) year.
 
Objective of the Consultancy and Scope of Services
The objective of this Consultancy is to provide technical support to Ministry of Environment, Water and Natural Resources (MEWNR) and will guide on all environmental and environmental safeguards aspects of investments prepared under the Project in order to ensure proper adherence to World Bank Safeguard Policies during Project implementation.
In particular establishing Environmental criteria for the selection of investments under the Project preparing the environmental safeguards instruments for investments under the project and ensuring compliance with Environmental and Social Safeguards Framework (ESMF) for the overall project, undertake a scoping level review of ESIA reports of 6-10 investments (completed or under preparation), as part of a sub-project screening.An advanced degree in environmental management, or environmental engineering (or comparable field), at least 15 years of relevant work experience on environmental management in water resources development and related investment projects, direct knowledge of (and experience working with) Kenyan environmental laws and regulations, direct and intensive experience in working on World Bank/IDA financed development projects.Remuneration will be based on international competitive rates and will reflect the selected candidate’s area of expertise and relevant work experience.Selection of an Individual Consultant will be in accordance with World Bank’s Guidelines for
Selection and Employment of Consultants by World Bank Borrowers dated January 2011.

The Purpose of the Job

The overall objective of the position is to develop, implement, monitor and report on all WASH technical aspects of Merlin’s projects in assigned areas of Turkana. S/he will ensure that field staff and partners adhere to technical and standard protocols in WASH. Train and mentor staff as well as participate in WASH assessments, surveys and proposal design processes.

The WASH Officer will work under the supervision of the Project Health Coordinator and in close collaboration with the MOPHS authorities and staff at district and community level.

Position Summary: The officer is responsible for the ongoing management, continuing development, and daily supervision of all activities under Merlin’s linked water, sanitation, and hygiene promotion objectives.

Essential Responsibilities and Duties:
  • Facilitate Rapid Hygiene & Sanitation Promotion with special attention to hand washing with soap at critical times in coordination with DPHO, MoH and other relevant partners.
  • Distribution of emergency WASH supplies e.g. soap, jerricans ,HWTS technologies e.g water filters and chlorine tablets and training in their use.
  • Assessment of WASH needs in the Health Centre/Feeding Centres and identification of necessary repairs to WASH infrastructure.
  • Report on the status of WASH infrastructure in Health facilities & Outreaches, coordinate with District Water Officer & DPHO for rehabilitation/repairs to WASH infrastructure, supervise & monitor progress.
  • Mobilization of community groups & training on HHWTS & hygiene promotion activities,
  • Conduct community assessments to identify critical requirements for program interventions with a particular focus on returnees, women, and vulnerable populations.
  • Maintain ongoing Merlin WASH activities focused on water point construction and rehabilitation, household and community sanitation, hygiene promotion, and community mobilization / sensitization
  • Promote and work to expand community capacity on WASH, with sensitivity to the political and cultural context.
  • Consult with beneficiary groups, community leaders, and relevant line ministries while planning project implementation
  • Conduct and design WASH activities with the utmost sensitivity for the safety and well-being of beneficiaries.
  • Review and write all WASH and WASH-inclusive proposals, reports, assessments, research in consultation with the PHC and other field and country office senior staffs.
  • Actively support timely, substantive, and appropriate documents that lead to funding support from donors in coordination with the PHC.
Qualifications & Requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

An advanced graduate degree in Environmental Health Science or related fields preferred, it can be substituted with relevant and equivalent experience

Demonstrated leadership, written, communication and teamwork skills.

Experience with data collection and analysis.

Experience living and working in an insecure environment and with local communities.

At least 2 years experience working with an INGO, developing and implementing WASH activities

Demonstrated statistical survey, analysis, presentation skills, logistical planning and problem solving skills

Key Requirements are:
  • An advanced degree in environmental, natural or social science or any relevant qualification.

  2. Working with African governments.
  3. Coordinating multi-stakeholder initiatives.

Role

Ensure effective and coordinated delivery of livestock development interventions aimed at improving access to food and income for the livestock dependent households in project areas.

The Natural Resources Management officer will report directly to the Uganda based project manager.

Main Duties and Responsibilities

1. Programme Planning and Implementation
  • Prepare in relation to each project, annual, quarterly and monthly NRM/EWS work plans, budgets and reports and submit to the Project Manager.
  • Implement according to each project’s Workplan all activities related to NRM/EWS: including but not exhaustive: Community based NRM (environment, water facilities), Contingency/Preparedness planning, DRR related activities and Capacity building (training).
  • Conduct Monitoring and Evaluation of project activities related to area of operation and jointly with other project staffs on the same project. .
  • Contribute in reports (monthly, intermediate and final) compilation for submission to Donors.
  • Monitor the impact of the above activities on a quarterly basis
  • Team up with Logistics to ensure effective procurement, delivery and management of livestock inputs and services as per technical specifications.
  • Ensure integration of mainstreaming themes such as gender, HIV/AIDS, peace building, environmental protection, etc into the project cycle.
  • Manage relationships and linkages with other Water and NRM service providers at district and national level.
2. Programme Technical Guidance and Support
  • Provide technical guidance and support to partners during the design and implementation of NRM/EWS activities under KLDP 2/ICRD III/L4L/REGLAP Projects
  • Collaborate with the District technical departments (Water Department, Production office, Chief Administrative Office, RDC office) in all action related to NRM, EWS, Peace Building and Conflict mitigation as per the District and current government policy.
  • Support target groups and partners in the mitigation of drought impacts using appropriate response mechanisms.
3. Monitoring, Evaluation and Learning
  • Closely monitor and report regularly on progress and impact of KLDP 2/ICRD III/L4L/REGLAP projects against set targets and progress indicators.
  • Keep track of NRM/EWS sector budgets and ensure proper utilisation and accountability of allocated funds.

CDTF Technical Officer- Natural Resources, Environment and Wildlife Job in Nairobi Kenya


Community Development Trust Fund (CDTF) is a joint initiative of the Government of Kenya and the European Union that was established in March 1996 through Legal Notice No. 303 of 26th March 1996.

Under this collaboration and funding arrangement, CDTF is implementing a four year Programme, the Community Development Programme Phase Four (CDP 4) with two components, the Community Environment Facility Phase Two (CEF II) and the Community Based Development Initiatives (CDI) with funding from the European Union.

The CEF II has received funding also from the Government of the Royal Kingdom of Denmark (DANIDA) through the Natural Resource Management Programme (NRMP).

The main objective of the CDTF is to contribute to poverty alleviation efforts in Kenya by offering support in form of grants to community-based projects, which address basic social, economic and sound environment management priorities.

CDTF’s mandate is to oversee the transfer of funds for implementation of community based development projects, and further oversee implementation of projects funded with the funds.

Recruitment of Project Management Staff for Community Environment Facility II (CEF II)

Technical Officer - Natural Resources, Environment and Wildlife


This position is based at the CEFII Head Office in Nairobi. Reporting to the Programme Manager, Community Environment Facility II (CEF II), the Technical Officer – Natural Resources, Environment and Wildlife is expected to contribute to the realisation of the Programme’s goal and objectives.

Overall responsibility:

To promote and create awareness for the Community Environment Facility II, appraise, monitor and evaluate funded community conservation projects aimed at sound environmental management and poverty reduction in priority ecosystems and urban areas in Kenya.

Specific duties:
  • To promote, create awareness and sensitise key environmental management stakeholders on the existence, objectives, and operating/funding mechanisms of the Community Environment Facility II
  • To solicit community proposals on initiatives aimed at enhancing environmental management in priority ecosystems, habitats and urban areas in Kenya
  • Based on the CEF II proposal development and implementation guidelines and principles, conduct desk appraisal of submitted proposals
  • To conduct field appraisals for project proposals that meet the CEF II funding criteria
  • Based on the results of desk and field project proposal appraisals, to recommend to the Programme Manager those proposals that meet CEF II funding criteria for further action
  • To assess community needs in respect to development of environmental management proposals, implementation, monitoring, evaluation and preparation of performance reporting
  • Identify and recommend appropriate assistance required to ensure that all stakeholders get equal opportunities of receiving funding through the Programme Support
  • Working with the CEF technical team, facilitate development of an appropriate and effective environmental management project monitoring and evaluation system
  • Based on the CEF II funding and operating principles, monitor and evaluate funded environmental management conservation proposals to ensure that the implementation process meets the agreed terms including among others assessment of projects’ efficiency and effectiveness, equity and fairness with regard to benefit sharing arising from the funded initiative, transparency and accountability of CEF Funds
  • Provide technical assistance and guidance to community projects during implementation process including promotion of new, innovative and cost-effective technologies
  • To write and submit monthly/quarterly/annual progress reports (narrative and financial) on funded environmental management conservation initiatives
  • Develop Terms of Reference (ToRs) and supervision of external consultants offering service to projects/programme
Qualifications and Experience
  • Masters Degree in either Environmental Management, Wildlife Management, Biology of Conservation, Natural Resource Management among other environmental related courses. Additional academic qualifications related to conservation will be an added advantage
  • Minimum of 8 years relevant experience in promoting environmental conservation and a good understanding of the principles of ecosystem management. Candidates with good understanding of green growth and grant management will have an added advantage
  • Relevant experience in promoting community based environmental conservation and a good understanding of the environment poverty nexus

Job in Lamu Kenya - WWF-KCO Programme Coordinator


WWF- the global conservation organization, Kenya Country Office (WWF-KCO), is seeking to recruit a:

Programme Coordinator - Coastal Kenya Programme

to be based in Lamu.

The Job:

Working under supervision of the WWF-KCO Conservation Manager and technically linking with the Marine and Terrestrial Leaders based at the Coastal East Africa (CEA) secretariat in Dar-es-salaam, the Programme Coordinator will be responsible for facilitation and coordination of WWF CEA work in Kenya by ensuring that the WWF Kenya Country Action Plan is implemented effectively in Coastal Kenya (marine, coastal and forestry) through this particular programme.

Functions

The Programme Coordinator will manage WWF human and financial resources in Coastal Kenya, participate in strategic partnership-building at the programme level, contribute to fundraising for programme activity implementation; implement effective programme organizational/management structures, policies, and processes; ensure projects technical standards and reporting requirements are met and provide advice and collaboration as appropriate to the Conservation Manager.

Required Qualifications and Experience:
  • Preferably a Masters Degree in Coastal Zone Management, Forestry, Natural Resources or Environmental Management, or related sciences with at least eight (8) years of field experience in environmental/natural resources management with special emphasis on biodiversity conservation and community livelihood issues.
  • Proven ability to work effectively with government agencies, local CSOs, and facilitating links between government and communities;
  • demonstrated fund raising and resource mobilization ability;
  • project management, monitoring and evaluation experiences will be an added advantage.
The Person

We are looking for a self-driven and highly motivated Kenya Citizen with strong leadership skills, strong vocational interest in nature conservation, a working knowledge of financial management, excellent inter-personal skills - with the ability to network and to develop and maintain strong relationships at all levels, both internally and with local communities, government agencies, the not-for-profit sector and the scientific community.

RTI International Technical Program Manager - IRS Project Job in Kenya

RTI International is currently seeking qualified candidates for the Technical Program Manager (TPM) position to be based at the Nairobi Regional office.

Overall Purpose:

In collaboration with each country Chief of Party (COP), and other relevant RTI staff, serves as a Technical Program Manager for IRS country programs.

This is essentially a coordinative and technical advisory position, with considerable responsibility for helping the COP ensure country program success. It requires close and continuous collaboration and communication with the COP to be effective.

Essential Duties:
  • Key deliverables on which the TPM works and has significant responsibility include: Annual work plans and associated budgets, End of Spray reports, Semi-Annual and Annual Reports.
  • The TPM works with COP on annual work plan development and ensures that proposed activities are in line with PMI MOP and MOH/NMCP agreements as well as RTI priorities
  • Based on country program input, plays a key role in ensuring the timely submission of satisfactory country semi-annual reports, and end of spray reports as required under the IRS contract
  • Works with M&E Manager and COP to design impact assessments, and qualitative/quantitative surveys (i.e., role of gender/superstition in the acceptance of IRS spraying of the household).
  • Monitors, and reports to RTI and USAID Washington on progress of each country program on a weekly basis, and keeps track of all actions required in the IRS countdown calendar.
  • In partnership with the COP, and based on inputs from the country, responds as needed to USAID Washington and mission requests for information
  • Assists PAS in budget development and identifies areas of concern. Assists PAS in monitoring budget consumption and making projections to ensure project is completed within budget
  • Work with RTI procurement officer and COP to ensure accurate and timely procurement of insecticide and other IRS commodities (country approvals are in place, on-time arrival and order is according to technical specs).
  • Assists COP as needed, to prepare scopes of work and budgets for consultants and subcontractors, based on country specifications, and provides follow up for their approval.
  • Provide short-term technical assistance to countries to assist COP in planning, implementation, M&E, and/or closing of spray operations as necessary.
  • Manage timely scheduling and execution of entomological activities and other subcontracts to ensure scopes of work are completed satisfactorily.
  • Advise the Project Director and Deputy of progress and challenges.
  • Available to fill in for COPs as directed on interim basis as needed
Minimum Required Education & Experience:
  • Masters degree in public health, biology, entomology, environmental sciences or related field plus 6 years of experience in international health.
  • Prior experience serving in a long-term resident position or in a project management role preferred. Experience in home office backstopping also considered.
  • Prior work experience in Africa is preferred.
  • Local Nationals or Residents with valid work permit preferred.
  • Must have demonstrated experience in financial management, human resources, logistics /operations and other administrative tasks.
  • Demonstrated experience working on USAID-funded projects and in-depth knowledge of USAID rules and regulations is required.
  • Flexibility and ability to handle multiple tasks and work collaboratively with others.
  • Demonstrated experience and ability writing technical reports or proposals.
  • Ability to build positive relationships with all levels of internal and external clients/ stakeholders.
  • Foreign language fluency in French, Portuguese, or Kiswahili preferred.
  • Strong oral and written communications skills in English.
  • Strong computer skills: Microsoft Office Applications.
  • Willingness to travel frequently, sometimes for extended periods.

  4. Assist with development & maintenance of the Environmental Management System
The ideal candidate will have;
  • A degree in environmental engineering, environmental science or its equivalent field (Masters in environmental management is an added advantage)
  • 3 Years experience in an environment management role preferably in a manufacturing company experience in environmental auditing & waste management & effluent control & relation experience with stakeholders .
  • Practical understanding of the Kenyan Environmental Legislation in dust control management
  • NEMA Lead Auditor qualification is an added advantage
