Background

In accordance with Section 13 of the Forests Act 2005, each Forest Conservancy Area will have a Forest Conservation Committee (FCC) to assist Kenya Forest Service Board of Management in the running of the Service at regional levels as well as perform specific duties related to the implementation of the forest legislation.

The ten - member Forest Conservancy Committee will be led by a Chairperson appointed by the
Board of Management.

The FCC Chairperson will provide overall leadership of the FCC to ensure quality performance and effective execution of its mandate and functions.

He / She will work closely with representatives from other Government agencies, representatives of the Forest industry and Community Forest Associations.

Overall Responsibility
  • Guide strategy and help define key issues for the FCC.
  • Chair FCC meetings and ensure preparation of papers, reports and decisions.
  • Bring goodwill and enthusiasm to the FCC.
  • Maintain independence and objectivity in deliberating all FCC matters.
  • Encourage high standards of propriety, ensuring that FCC members comply with the Code of Conduct.
  • Provide an assessment of performance of individual FCC members.
  • Ensure succession plans are in place for the FCC.
  • Ensure government policies, legislation and sustainable forest management practices are adhered to
Required Qualifications and experience
  • A minimum of Bachelors degree in a relevant knowledge area i.e. Forestry, Environmental Science, Business Management or Natural Resource Management.
  • At least 10 years experience in Forestry OR General management activities.
  • Sound communication and leadership skills.
  • Knowledge and understanding of the Forest Act 2005.
  • Understanding the principles and application of good corporate governance is required.
  • Residence in Coast Forest Conservancy Area is desirable.

The Job:

Working under supervision of the WWF-KCO Conservation Manager and technically linking with the Marine and Terrestrial Leaders based at the Coastal East Africa (CEA) secretariat in Dar-es-salaam, the Programme Coordinator will be responsible for facilitation and coordination of WWF CEA work in Kenya by ensuring that the WWF Kenya Country Action Plan is implemented effectively in Coastal Kenya (marine, coastal and forestry) through this particular programme.

Functions

The Programme Coordinator will manage WWF human and financial resources in Coastal Kenya, participate in strategic partnership-building at the programme level, contribute to fundraising for programme activity implementation; implement effective programme organizational/management structures, policies, and processes; ensure projects technical standards and reporting requirements are met and provide advice and collaboration as appropriate to the Conservation Manager.

Required Qualifications and Experience:
  • Preferably a Masters Degree in Coastal Zone Management, Forestry, Natural Resources or Environmental Management, or related sciences with at least eight (8) years of field experience in environmental/natural resources management with special emphasis on biodiversity conservation and community livelihood issues.
  • Proven ability to work effectively with government agencies, local CSOs, and facilitating links between government and communities;
  • demonstrated fund raising and resource mobilization ability;
  • project management, monitoring and evaluation experiences will be an added advantage.

Terms of Reference for a National Coordinator on Reducing Emissions from Deforestation and Degradation (REDD+)

Job Title: National REDD+ Coordination Officer

Reports To: Conservation Secretary

1. Background

The Government of Kenya has received support from the Forest Carbon Partnership Facility (FCPF) under the World Bank towards preparing activities Reducing Emissions through Deforestation and Degradation (REDD+ Readiness) and intends to apply part of the proceeds for employment of a National REDD+ Coordination Officer.

REDD+ Readiness activities refer to a set of activities needed to develop a National Strategy and Implementation Framework to support REDD+ implementation as a Climate Change mitigation process.

In support of these efforts, a REDD+ Readiness Preparation Proposal (RPP) has been prepared which proposes a number of strategy priority areas and actions to design and test REDD+ measures.

These activities include: a management and consultative approach that will provide the basis of all activities, (legal, socio-economic environmental and financial arrangements) for subsequent REDD+ implementation; the approach to design Kenya’s Carbon Emissions Reference Scenario; the means for monitoring the emissions and the approach to assess and subsequently monitor social and environmental impacts on REDD+ strategies.

Implementation of RPP to deliver the strategy, a reference emission scenario and monitoring system, will be undertaken over a period of the next three years.

The Kenya REDD+ Readiness efforts will be steered by an Inter-Sectoral National REDD+ Steering Committee (NRSC) based at the Ministry of Forestry and Wildlife Headquarters at Telposta Building.

The strategy formulation process will be coordinated under a National REDD Coordination Office managed by the National REDD Coordination Officer (NRCO). The Ministry of Forestry and Wildlife now seeks to engage the services of a competent Expert to serve as the NRCO.

Scope: The scope of this assignment is to ensure successful implementation of Kenya’s RPP and to catalyze the national REDD+ process in building the national capacity to support REDD+ implementation.

Major Tasks

The NRCO will provide:

1. Management Support: The NRCO will provide management support to the National REDD+ Technical Working Group on the implementation of the REDD+ Readiness programme including: planning and budgeting of activities, elaborating Terms of Reference for various tasks preparing in consultation with relevant stakeholders); assist in administering contracts, overseeing budgets, monitoring activities, ensuring due consultation and participation of the Civil Society and REDD+ stakeholders, and representing the programme in key REDD+ events, among others as required.

2. Technical Assistance on REDD+: The NRCO shall be a qualified professional with technical competence relevant to the REDD+ process to provide technical assistance and policy advice to Government, the REDD+ Task Forces/Committees and Civil Society Stakeholders on REDD+ matters.

The main aim is to build capacities, ensure technical quality of the process, ease understanding of key data and results, and generate consensus among key stakeholders. The Officer should be competent and familiar with the processes involved in REDD+ strategy including development of a Reference Emission Scenario and a Monitoring System.

  • Experience in the use of Field book software for data and pedigree management is a prerequisite.
  • Experience in use of various software for data analysis including SAS, GenStat and MS Excel.
  • Experience in working on maize crop and especially for stress tolerance including drought, soil fertility, diseases and insect pests.
  • Practical experience in working with field layout will be an added advantage.
  • Demonstrated good communication and organizational skills and ability to work under pressure.
  • Ability to effectively work with minimum supervision.
  • A valid driver’s license.

About the position

The position seeks to build strong partnership with the United Republic of Tanzania institutions and development partners in the country and work together to generate tree-based solutions to the problems of rural poverty, hunger and environmental degradation.

The principal role of the Country Representative is to coordinate the development of a comprehensive agroforestry research for development programme for ICRAF in Tanzania.

This includes capacity strengthening, mobilizing resources for collaborative research with Tanzanian institutions and with other national agroforestry and land management programmes in the Eastern Africa Region.

The incumbent will promote collaborative research for development activities with NARS and other relevant institutions such as educational institutions, extension providers, NGOs, CBOs
and the private sector in the country.

The research agenda will include innovative research on climate change and agro-biodiversity as well as participatory evaluation and dissemination of the best-bet land management practices and agroforestry innovations that address issues of soil fertility, food security and environmental concerns in the context of opportunities and constraints to scaling up the wide adoption of agroforestry technologies among smallholder farmers.

Under the overall guidance of the Regional Coordinator for Eastern Africa and GRP leaders with projects and project proposals in Tanzania, and in effective partnership with appropriate institutions in the country, the incumbent will be expected to do the following tasks:
  • Plan and execute a collaborative agroforestry research for development agenda in Tanzania;
  • Plan and implement an effective resource mobilization strategy aimed at supporting a significant expansion of the ICRAF-Tanzania- project portfolio;
  • Build and maintain strategic partnerships with government, donors, farmer organizations, NGOs, the private sector, education and research institutions (including other CGIAR centers) and international agencies with a view to institutionalize land management and agroforestry research and development in the country;
  • Liaise with other East & Central Africa regional and national programme scientists and Tanzania institutions for technical exchange and collaboration;
  • Analyze, interpret, and report research and development results to ICRAF, donors and other development partners. As a research for development institution, ICRAF attaches emphasis on generating international public goods. Thus it attaches great importance to reporting of findings and experiences through peer reviewed articles and similar media;
  • Prepare technical and policy reviews on specific subject areas with emphasis on future land management and agroforestry research and development needs in Tanzania;
  • Supervise and participate in the preparation of training materials and participate in training courses as a resource person;
  • Assist in the preparation, implementation and management of the regional plan of work and budget;
  • Supervise, provide logistical support and report on all ICRAF activities in Tanzania, including financial and administrative oversight and
  • Undertake any other tasks as may be assigned by the Regional Coordinator for Eastern Africa
Requirements
  • Ph.D. in a discipline relevant to land management and agroforestry;
  • At least five (5) years hands-on field experience in managing interdisciplinary programmes and multi-disciplinary staff, and projects focusing on the rural poor, ideally with experience in Sub-Saharan Africa and in particular, Tanzania;
  • Experience in designing and implementing multi-institutional programmes and projects;
  • Demonstrated understanding and appreciation of the role of science in contributing to development in rural areas;
  • Demonstrated English writing skills, and proven ability to contribute to the research and development literature;
  • Excellent oral presentation skills and computer literacy; and proven resource mobilization skills including proven evidence of being able to raise funds
  • Must be a Tanzanian national

Duties and Responsibilities

The Role

As Field Director, you will be responsible for the management and development of field operations.

This position will require significant amounts of field work (2-5 days per week) under difficult conditions and will require spending several nights per week in Ganze.

While there will be some office and desk work, this role will only be suitable for people with experience and who enjoy the outdoors.

Qualifications
  • Fluent in Kiswahili and English: complete verbal and written mastery of both languages
  • Education: top performer with a degree in forestry, agriculture, natural resource management or related areas
  • Relevant work experience: work experience in the forestry or agriculture industries is strongly preferred. Experience in a field operations capacity is also looked upon favorably (utilities, construction, community mobilization, etc.) --

The Ministry of Agriculture is the key Government unit responsible for the Programme implementation in line with Vision 2030 and United Nations Development Programme (UNDP) is the Financing partner in the Expanded Programme. Business Alliance Against chronic Hunger is the Project Manager and responsible for the execution of the Expanded Programme.

The position

The MDG Centre BAACH Program, Ministry of Agriculture, United Nations Development Programme is seeking qualified candidate to fill 4 positions of Field Officers for Bungoma, Siaya, Murang’a and Yatta.

The main role of the Field Officers will be primarily to oversee the implementation of the Expanded Programme at the District Level and provide leadership to the local project steering committee and facilitate capacity building and extract Key learnings.

The field officers will be based in Bungoma, Siaya, Muranga and Yatta Districts and will report directly to the Program Coordinator in Nairobi, the incumbent will also work closely with local partners and other stakeholders

Duties and Responsibilities:

Managerial and Leadership
  • Implement an integrated district co-ordination mechanism that guarantees and facilitates appropriate linkages between local producers and markets by providing information intelligence on markets
  • Identification of potential businesses and livelihood opportunities through business profiling and documentation of lessons learnt and value chain analyses
  • Ensure accountability and transparency mechanism for all financial support
  • Prepare and present monthly and quarterly reports to Programme Coordinator
Implementation And Monitoring
  • Ensure Implementation of Expanded BAACH Programme in the District in collaboration with Business Alliance Partners and local stakeholders in line with the work plan.
  • Implement M&E frameworks, systems, tools as well as the District work plans.

  • Providing technical assistance, regular guidance and support and training to projects and groups in the respective value chain

  • Field supervision of activities, identification of partners and support to the development of MSE associations and their capacity development by offering business skills and entrepreneurship development and training services
  • Support the collection and dissemination of field information on best agricultural practices on horticultural production, retailing and added value chain
  • Mobilize and sensitize local scale farmers to engage in small commercial farming using modern technologies and best practices through improvement of BAACH successes from pilot programme
Networking
  • Maintain established work relations with government departments, Non- governmental organizations, Devolved units, Private sector and other stakeholders to make best use of devolved funds e.g. CD, economic stimulus packages etc to develop and improve on sustainable infrastructure and development of market
  • Identify new local BAACH partners at the District level who can contribute to key competencies to support Programme Objectives
Minimum qualification and experience required for this position
  • A degree in social sciences or any other relevant degree.
  • At least three years experience in community development and project management or any other relevant work experience

  • Proven track record and reputation for outstanding programme management and team work.
  • Experience in value chain and or market development support for the relevant value chain

  • Practiced in one or more of the following: the development of propagation techniques; tree physiology research; tree genetics and breeding; the development of circa situ (on farm) strategies for biodiversity conservation
  • Experience in collaborating with social scientists and post-harvest processing/marketing specialists in the development of integrated tree domestication strategies for livelihood improvement

About the position

ICRAF Vietnam program focuses on climate change adaptation and mitigation through agroforestry and also supports multi-functional landscapes with trees for environmental services. The senior scientist will during 2010-2011conduct research and gradually take up the leadership of ICRAF Vietnam program in October, 2011. The senior scientist will be based in the region and will undertake the following duties and responsibilities:

Research tasks: Participate in designing research activities, provide back up to national partners involved, synthesize findings, understanding of policy processes, sharing and managing information, raising public awareness, and fundraising for research in Climate Change and Environmental Services in Vietnam.

Specific activities are:
  • Together with the country coordinator, the scientist will provide technical coordination of fieldwork of the on-going projects on rewarding upland people for environmental services, reducing emission from deforestation and degradation (REDD), and reducing emission from any landuse (REALU). The tasks include developing research design, research team building and providing back up and research inputs to partners and collaborators. The senior scientist will participate in research as the principle investigator in the Bac Kan, Bach Ma National park and Dak Nong/Dak Lak research and take the lead in report writings.
  • Contribute to producing scientific publications and other publication materials on the topics of REDD, environmental Services, in line with ICRAF’s work on climate change and environmental services, and assist both the Country Coordinator and the Southeast Asia Coordinator in peer reviews, policy brief publications, and synthesis publications that cover the region.
  • Lead and support the exploring of new funding opportunities for Vietnam and Southeast Asia (SEA) region in the field of Environmental Services, REDD, and REALU. The work would involve the strategic development of concept notes, work plan, fund raising and proposal development with other staff in SEA.
  • Link Climate Change and Environment Services research activities in Vietnam with those in SEA and globally: the scientist will work closely with regional and global teams on planning and implementation of ICRAF’s Medium Term Plan(3 yearly planning) and reporting Vietnam activities to ICRAF SEA Regional Office and to Global Project Leaders.
Coordination task:
  • Assist the ICRAF country coordinator and the SEA Regional Coordinator in the research strategy development and implementation, partnership building and management activities (including budget); research and survey design and oversight; and recruiting and managing consultancies.
  • By October 2011, assume full responsibility for the ICRAF Vietnam program by taking the role first as ICRAF Country Deputy Coordinator.
