Sub-Grant Officer 

Program / Department Summary:

The Mercy Corps Finance Department is responsible for all financial functions in Thika, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.  The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures.  In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.
General Position Summary:
Working in the Finance Department under the direction of the Finance Manager, the Sub-grant Compliance Officer is responsible for monitoring sub-grants and sub-grantees to ensure compliance with the terms and conditions of the sub-grant agreement.  The Sub-grant Compliance Officer is also responsible for tracking sub-grants and sub-grantee requirements and for maintaining all sub-grant financial files.

Essential Job Functions:

Conduct sub-grantee pre-award assessments and recommend modifications to the sub-grant agreement and/or monitoring plan to lessen financial and compliance risks.Assist in the preparation and review of sub-grant agreements.Provide on-going training and support to sub-grantees in Mercy Corps sub-grant financial procedures and assist in conducting formal sub-grantee training workshops.Review sub grantee financial reports for correctness and completeness and ensure that reports are submitted on time.Assist in sub grantee site audits and prepare site visit reports.Follow up on all sub grant compliance issues and audits and document resolutions.Maintain sub grant tracking as well as financial files in accordance with the Field Finance Manual.Process sub-grantee payments and reconcile sub-grant financial tracking to general ledger reports.Assist in sub-grant close-outs ensuring that all requirements of the sub-grant agreement have been met and that sub-grant funds have been properly settled.Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.Other duties as assigned.Supervisory Responsibility: None

Accountability/Reports Directly To: Finance Director

Works Directly With: Finance Manager, Finance officers, Program Managers and other program and support staff in Thika office

Knowledge and Experience:

Two or more years of finance experience, including budgeting and grant management or auditingA university degree in finance, accounting or a related business field is required.  Two years’ experience in the Finance Department of an non-governmental organizationGood understanding of major international donor rules and non-profit accountingPrior experience with computerized general ledger softwareAdvanced computer skills in MS Office programs, particularly Excel and Access.  Strong analytical skills coupled with a solid understanding of financial and procurement systems; Prior auditing experience is considered a plusExcellent oral and written English skillsThe ability to interact effectively with international and national personnel is required.  A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.  A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.  The ability to effectively monitor sub-grantee compliance as well as to provide support and training for sub-grantee personnel is critical.  The Sub-grant Compliance Officer must be willing to travel to Mercy Corps field offices, sub-grantee offices and project sites.Interested candidates who meet the above required qualifications and experience should submit on or before December 13, 2013 at 4.00 p.m. a cover letter, detailed Curriculum Vitae (CV) listing three professional references (including a recent supervisor) to hrkenya@ke.mercycorps.org

Mercy Corps Tahidi Youth Fund Business Officer Job in Kenya

Mercy Corps is implementing a 3-year program under USAID’s Yes Youth Can initiative, covering six regions in Kenya; Western, Nyanza, Rift Valley, Central, Nairobi and Coast. 

The core of this program is a The Tahidi Youth Fund (TYF), which will be a youth-owned, youth-led and youth-managed financial facility to support local solutions for community economic development as it grows in value. This program aims to appropriately empower Kenyan youth (15-30yrs) to strengthen their socio-economic and political stakes through youth-led and managed initiatives and institutions. The TYF will in the first three years provide sustainable financial and skills development assistance to approximately 200,000 youth through a variety of youth-identified social and economic community development projects.
 Working under the direction of the Regional Coordinator, the Business Officer will ensure field-level and institutional compliance with the TYF grant operations manual and any other additional guiding policy under this program.This position will work with other Business Officers and other stakeholders in a designated geographical area of operations, in order to engage directly with County Youth Bunge Forums and Youth Bunges (which are mobilized by the Yes Youth Can-Regional projects) to provide Community Development Grants, micro-investments, and other programs. The Business Officer will execute a standardized grant application process and procedure in a transparent, client friendly manner. The Business Officer is a key function in fraud prevention and grant management at the field level.

Essential Job Functions

Engage directly with qualifying Youth Bunges in an efficient, transparent, client-friendly manner in order to provide Community Development Grants to Youth Bunges.Provide qualifying Youth Bunges with all information regarding the processes, policies and procedures of applying for a grant from the TYF Youth Grant Fund, specifically highlighting the role and responsibility of the Youth Bunge.Work in a respectful, transparent manner with the County Youth Bunge Forums by creating an environment in which the County Bunges are provided an equal space and opportunity to lead the grant application process in conjunction with the TYF Regional Manager.Support the Youth Bunges and County Bunges in becoming stronger, more sustainable youth institutions.Drive a client-friendly “front office” service delivery process to all Youth Bunges that are engaged.Work with the field Finance Officer to ensure smooth disbursement of funds to the Youth Bunges.Provide minimal technical assistance across a variety of areas such as: agriculture, light manufacturing, horticulture, technology etc. etc.Work with the TYF team to gradually and effectively utilize information from the database for future strategic planning of the fund from the 3rd year of operation.Ensure proper filing of all hard copy documents and correspondences of clients.  Maintain a client file for all Youth Groups who apply for a TYF Grant.Oversee effective communication and conduct outreach to all TYF potential clients on procedures for accessing funds, including time frames.Present monthly fund updates to TYF management team.Bachelor's degree in economic development or development-related field.Three years of work experience with increasing responsibilities in private, NGO or government sector.Two or more years of experience in grants’ making and management, especially under a USAID grant.Experience implementing, monitoring and managing Community Development or Youth Leadership projects at the field-level.General working knowledge of SACCOs’ operations.Demonstrate skills in outreach, meeting facilitation, and public speaking.Experience in identifying and managing fraud at work.Strong organizational and planning skills.Good computer user-skills in MS Excel, Word, Power-point, & Outlook.Excellent oral and written English and Kiswahili.Thorough understanding of project management cycle.Proven project management experience. General Position Summary:
Working in the Finance Department under the direction of the Finance Director, the Finance Manager will oversee the day-to-day financial operations of the entire program by providing financial & accounting leadership to all finance offices. This position will ensure that all finance-related functions and activities are performed in timely manner and with no disruptions.

Essential Job Functions:

Oversee and manage the daily accounting and finance functions for the Kenya Country program including the timely recording of transactions, cash management, banking, inventory, payroll, receivables, and payables.Plan and implement systems for financial operations in both the main country office and the field offices in accordance with the MC Field Finance Manual and donor regulations, including systems for cash-flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, grant management and compliance.Participate in the hiring, training, development, employee relations, performance management, and supervision of all finance staff in the country.Maintain banking relations and plan for and monitor country cash-flow requirements to ensure the smooth implementation of all projects and programs.Provide support to the preparation of monthly standard accounting submissions to MC H/Q, including general ledger files, account reconciliations, expenditures by cost-centre/project, required sub-grantee reporting, as well as other financial information, in a timely and accurate manner.Provide the respective monthly management reports to the Finance Director, Chiefs of Party, and Program Managers, including expenditure by cost-centre/project/office, consolidation of sub-grantee reporting, and other financial information, in a timely and accurate manner.Develop annual fiscal year budgets with the Finance Director and develop and implement grant budgeting and forecasting systems with the program staff.Perform internal audits and reviews as required to ensure compliance to MC and donor requirements.Keep abreast of donor policies, procedures, rules & regulations; and compile and update applicable local procedures and policies; and train MC staff and partners on the same.Review and monitor partners’ financial reporting and compliance.Provide technical assistance to partners as necessary to ensure high levels of compliance.Maintain appropriate local insurance covers to ensure that MC is not at risk.Analyze compensation packages, taxation and statutory requirements, and all HR benefits making sure that MC takes to account the comprehensive financial impact of such obligations and benefits.Develop, maintain, and implement local office policies and procedures for finance and accounting and make sure that all staff are aware and are trained on compliance.Ensure that all procurement of goods and services complies with MC procurement systems, policies, and procedures. Be prepared for frequent field trips (min 30% of the time) and for any urgent response (within 24hours); Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian missionAny other duties as assigned.Oversight of all country finance staffAll field finance Officers & the Senior Finance Officer at national office.Accountability: Reports Directly To: Finance Director

Bachelor’s degree in Commerce, Finance, or Accounting. (A relevant master’s degree will be an added advantage)Certified Public Accountant of Kenya (or equivalent) 5 years’ experience as a finance manager or senior accountant in an international NGO.Vast experience managing donor funds, especially USAID grants.Excellent budgeting skills and experience.Excellent experience preparing financial management reports and donor reports.Good skills in analysis of financial data to provide informative reports to non-finance managers.Strong accounting skills and experience in managing general ledger, journal entries, payroll, payables and receivables, and balance sheet. Excellent people management skills.Advanced computer user skills in MS Office programs, particularly Excel.Very good experience using various accounting software including SAGE and SERENIC.Strong organizational skills as well as attention to detail.Excellent oral and written English skillsApplication Process:
