Salaries and Remuneration Commission PR / Communications Consultancy Services


Request for Expression of Interest for the Provision of PR / Communications Consultancy Services for a Period of One Year SRC/ EOI/04/2013-2014

The Salaries and Remuneration Commission was established by the Constitution of Kenya, 2010 with the mandate to set and regularly review the remuneration and benefits of all State Officers and to advise the National and County Governments on the remuneration and benefits of all other public officers. 

The Commission’s Vision is Equitable and sustainable remuneration and benefits for State and public officers in Kenya. Its Mission is To set, review and advise on fair, competitive and sustainable remuneration and benefits through research and analysis.

The Commission wishes to invite consultancy firms with expertise in PR/ Communications to assist develop and implement comprehensive communications strategy, including annual work plan with clear details on activities, resourcing requirements, timeframes and success indicators.
i. A comprehensive communications strategy targeting all SRC stakeholders and various influencer groups and the general public.
ii. Public education and engagement campaigns, advocacy
iii. Create promotion messages that will educate the public on public wage issues including fiscal sustainability, and develop assessment instrument & evaluate the public education campaign
iv. Propose, implement creative PR and social media and below the line promotional activities to ensure the realisation of the overall goal of this assignment and assess the impact
 In assessment of submissions, consideration will be given to technical competence, qualifications and experience on similar assignments, financial capability and existing commitments. The consultancy should demonstrate capability to offer 360 degrees holistic communications approach. The firm should apart from offering strong media engagement should demonstrate ability to develop creative marketing communications and grass root promotion with a strong focus on public wage bill issues.
 4. Mandatory Requirements to be provided
Certificate of registration/incorporation, VAT certificate, Valid VAT compliance Certificate, Proof of Registration with relevant professional body, Audited and certified accounts for the past three years and two copies of tender document (Marked Original and Copy).
5. Requirements/ Evaluation Criteria
To qualify for shortlisting the firm must
I. Demonstrate results-oriented, creative Consultancy interested in providing the above services.
II. Demonstrate strong knowledge of the Media, PR and Marketing industry in Kenya
III. Demonstrate a deep understanding of the political, economic and the public sector wage issues.
IV. Demonstrate the consultancy has been in active relevant business for at least five (5) years
V. Should provide evidence in successfully implementing PR/ Communication strategy for at least three Government Ministries/ Departments /organizations
VI. Proven experience of handling at least five similar assignments (social issues advocacy).
VII. The consultants should possess at least postgraduate qualifications in Mass Communication and Journalism or Public Relations or any other relevant field. Evidence of their professional qualification and relevant experience must be provided. Signed CV attached.
VIII. Consultant should submit detailed company profiles and qualifications and experience of key staff and the methodology of undertaking the assignment.

 Assignment Title: Consultancy Services for Communication Strategy Implementation
The Government of Kenya has received financing from the World Bank toward the cost of the WaSSIP Additional Financing, and intends to apply part of the proceeds for payments under the contract for Consultancy Services for Communication Strategy Implementation.
The overall objective of the consulting services (“the Services”) is to facilitate and enhance integration of Communication activities more effectively in the activities and objectives of Lake Victoria North Water services Board so as to increase knowledge of the role and mandate of the Board and build support for approaches that the Board is using to fulfill its mission. The scope of services will include but not limited to the following:Review of the existing Communication StrategyStrengthen the capacity of WSB and WSPs in Communication and Customer CareInformation Dissemination and Flow between Partner Institutions and DonorsEnhancing Stakeholder RelationshipsEnhancing Media RelationshipsProducing and Disseminating Communication MaterialsMonitoring and Evaluation of the implementation of the communication strategyThe Services will be spread over a period of 2 years, with estimated input of 175 days per year.

1. Background


The Transition Authority (TA) is a statutory body with a constitutional mandate of facilitating and coordinating the transition to the devolved system of government in Kenya pursuant to the provisions of the Transition to Devolved Government Act 2012, and section 15 of the Sixth Schedule to the Constitution of Kenya, 2012. Its mandate is to “facilitate the realization of a devolved system of government through effective and efficient coordination of the transition process.”

1. Background

The Poverty and Environment Initiative-Kenya (PEI) has been implemented in two phases; phase 1 (2005 – 2008) and phase II (2009 – 2013) with midterm review of the project that was carried out in 2008. The mid-term evaluation ended with the revise of the project outputs to make them more realistic and compatible with the Government’s needs. The project is implemented by UNDP and executed by the Ministry of State for Planning, National Development and Vision 2030 (MSPND&V2030). The Poverty and Environment Initiative (PEI) is a global programme whose overall objective is to systematically integrate environment into national development processes in order to bring about pro-poor economic growth, poverty reduction and environmental sustainability.
The PEI aims at doing this by working with host governments in influencing policy, planning and budgeting mechanisms and ensuring that the contribution of environment to human well-being and achievement of the MDGs becomes the core business of governments. The PEI-Kenya project responded to the identified need by Government on the importance of the pro-poor environmentally sustainable natural resources use in achieving its economic growth and poverty reduction goals
The terminal evaluation exercise will be carried out to provide a comprehensive and systematic account of the performance of the PEI project by assessing the project design, activities, the process of implementation, and the impact of the various components of the project vis-à-vis project objectives. The purpose of the evaluation is to make an informed statement on the overall performance of the project and guidance on how to improve the implementation process and delivery in similar programmes. The evaluation will include extensive consultation with various stakeholders

Background
In Africa, older people have always played an important role in the community through their contribution to among others caring for orphaned grand children and providing much needed house hold income- “Increasingly, older generations are becoming active in political processes, forming their own organizations and campaigning for change.

Older persons in rural areas often have expert knowledge of farming practices, including ways of coping with environmental shocks and food shortages, which may be crucial for the survival of rural communities in times of crisis.” (UNFPA Report: Ageing in the Twenty-First Century A Celebration and A Challenge)

In spite of the important position that older people continue to have in society, they are often excluded from development programmes and since most live in rural areas, they have limited access to hospitals, clinics and other health services.

And furthermore they experience economic exclusion and have no opportunity for gainful employment and no access to insurance or credit schemes.
Both older men and older women may face age discrimination, with the latter being at the greater disadvantage when it comes to gender discrimination.

For the past decade, the AU Commission specifically the Department of Social Affairs has been making concerted efforts to address the multifarious challenges older persons face by promoting the rights and welfare of older persons through the AU Policy Framework and Plan of Action on Ageing which was adopted by the AU policy organs in 2002, the AU Social Policy Framework adopted in 2008 and most recently  Africa’s Common Position On Human Rights of Older Persons In Africa adopted at the 3rd AU Session of the Conference of Ministers of Social Development 26-30 November 2012 in Addis Ababa, Ethiopia.

The AU Commission recognises that ageing is a pertinent and cross-cutting development issue in Africa and that the demographic of older persons is expanding, in addition to changing family structures and reduced family support but yet older persons, and even worse, older persons with disabilities, are still not given priority at the national level in terms of solid policies and resources to implement these policies.

The main purpose of the Monitoring and Evaluation Framework is to provide common sets of indicators for tracking progress made by Member States towards putting in place and implementing policies and programmes for older persons in their respective countries based on the agreed priority areas of the AU Framework and Plan of Action on Ageing.

The key objectives of this Monitoring and Evaluation Framework are to:

Set benchmarks, evaluate progress, identify obstacles, share good practices and generate inputs to further enhance implementation and achieve the goals of the AU Framework and  Plan of Action on Ageing;Serve as a guideline to enhance national monitoring and evaluation efforts and expedite coordination and implementation of issues of older persons;To facilitate reporting to relevant African Union organs such as the African Commission on Human and People’s Rights;Tasks to be performed

The Consultant will work under the guidance and supervision of the Director of Social Affairs and closely with the Head of Social Welfare Division and HelpAge Regional Director in the preparation of the framework. The key tasks of the Consultant will be to:

Fully review and familiarize himself/herself with all literature/background documents  related to issues of older persons in Africa, the Plan of Action on Ageing and its Strategies;Prepare the structure of the Framework (to include but not least)-:
Definition of the approach (types of data and information)Indicator definition  template (should include the data disaggregation levels, anticipated data quality considerations)Monitoring and Evaluation Matrix (should include; frequency of data collection,  organization body responsible for data collection and compilation, milestones, desired results e.t.c) Clear linkage between the proposed results, outcome/output indicators and activities.Key  monitoring and evaluation activities and timelinesA Structured questionnaire  consisting of a set of qualitative and quantitative indicators, covering outcomes and outputs resulting from the implementation of programmes and member States’ interventions targeting at achieving the goals of the Plan of Action
Review all replies and assess the extent to which the Member State has complied with the questionnaire; Submit  the first and final drafts of the framework to the AU Department of Social Affairs for approval;Outputs and Timeframe

The following are the main deliverables/outputs:

Deliverable/Output:  Prepare outline/structure of Framework and submit to DSA    

Timeframe: Within 15 days of commencement of assignment (1 July 2013-Tentative)
Deliverable/Output: First Draft Framework      
Deliverable/Output: Revised Framework (Final)     Timeframe: 14 August 2013    

The Consultant will work with the Department of Social Affairs starting 1 July 2013.  He/She is expected to work on a full time basis for the duration of the contract.

Required Qualifications and Experience

Advanced University degree in Sociology, Economics, Social Science or other discipline;Demonstrated experience in designing high level Monitoring Evidence and Learning frameworks At least 5 –10 years  working  experience on social development related issues in Africa including on older persons; Research, policy analysis and policy development;Good analytical skills using both qualitative and quantitative methods;Excellent and proven report writing skills;Excellent knowledge of English and good working knowledge of French would be an asset;Good knowledge of Word, Excel, and PowerPoint (to create and format documents, spreadsheets, and presentations);Ability to deliver quality product to deadlinesSupervision and Reporting Lines

The Consultant will work under the direct supervision and guidance of the Director and in collaboration and frequent contact with the Head of Social Welfare Division and Regional Director Help Age and under the overall supervision of the Commissioner for Social Affairs. 

Duty Station and Working Environment

The Consultant will work at his/her duty station. E-mail communication will constitute a vital part of the work and will be considered as official communication.  Transmission of document and draft to the AU as well as progress report will be done via E-mail.  However, if during the course of his/her work there is a need for the Consultant to liaise and consult with the Department, then a visit to the AU Commission in Addis Ababa will be arranged accordingly. The draft report and final report will be submitted to the AU under cover of a signed letter in hard copy.  Accordingly, the AU will reply in writing with a signed letter in hard copy, its acceptance of the Report and the approval of the final payment. If the final report is not satisfactory to the DSA and HelpAge, then they will withhold any further payment to the Consultant.

Short-Term Consultancy to Develop Content for COECSA Online CPD System

1. The Assignment

One of the key COECSA’s programme activities is to provide Continuous Medical Education to its members who are spread across the entire Eastern, Central, and Southern Africa region.This involves sharing new ideas and relevant information on emerging trends and innovations in the medical field in order to help the members remain keep in tune with the highly dynamic world of medical technology.
Traditionally, most of the Continuing Medical Education sessions (CMEs) have been delivered through face-to-face 2-hour lectures by facilitators selected from the members or by guest speakers. This, however, has its own challenges because of the distribution of the members across a wide geographical area. As the name suggests, the members are principally Ophthalmologists (eye doctors) from across Eastern Africa.
To overcome these challenges, COECSA has developed an online CPD delivery system to augment the current initiatives on Continuous Medical Education (CME) for the members. COECSA is now looking to engage a consultant(s) to work with the CPD facilitators to develop relevant CPD content, which will be published on the E-learning system and disseminated to all members across the region.
The main objective of this assignment is to develop relevant CPD e-content and disseminate it to all COECSA members. The e-content will be developed as part of the an on-going exercise in collaboration with the CPD facilitators, the COECSA Education and Scientific committee in charge of CPDs and other relevant staff rather than as a stand-alone component, to ensure both core and non-technical competencies are supported and reinforced throughout the program.

1.3. Indicative tasks/ methodology

Working closely with the COECSA Education and Scientific committee, the Secretariat and the selected CPD facilitators, the Consultant(s) will perform the following tasks: Capture information and knowledge shared during the face-to-face CMEs in various formats PowerPoint presentations, PDF/word documents, audio and video formats;Structure this knowledge into focused, directed E-learning/M-learning programs;Incorporate third party content from the CME facilitators to enrich the e-contentPublish the e-content for dissemination to all members and manage the utilization of that knowledge;Pre and post content delivery assessment.Relevant online CPD content developed and published on the COECSA E-Learning/ M-learning system, regularly, on a monthly basis.

1.5 Role of COECSA 

Prepare an agreement with the Consultant(s);Honor its financial obligations to the Consultant(s) in accordance with the agreement;Inform and prepare all stakeholders and staff that will be expected to participate in the exercise;Provide any relevant background documents or reference materials at its disposal to assist in the successful execution of the assignmentThe Consultant(s) will report directly to the COECSA Programme Manager.The Consultant(s) will be expected to respond in a timely manner, to all queries directed at him/her for purposes of ensuring effective communication and documentation within the provisions of the agreement. Conversely, the Programme Manager will respond in a timely manner to all queries directed at him in pursuit of the objectives under the agreement.

3. Time Frame

The total period for the assignment will be six (6) calendar months. Within this time, the Consultant(s) will be expected to develop and publish content on the e-learning systems, at least once a month, conduct an online assessment on the uptake of content for each month and draft a report with recommendations on how to improve the online CPD delivery.

4. Fee

The Consultant(s) will be paid a monthly consultancy fee to be agreed on for the six months that will be spent carrying out this task. This is exclusive of any direct logistical costs that may be incurred by the Consultant(s) when conducting this assignment.

5. Competencies

The Consultant(s) should posses the following characteristics:Ability to produce learning materials in portable media e.g. CD and DVD; Ability to use electronic learning management system; Has a deep understanding of e-Content Development;Proven ability to demonstrate innovative thinking and stimulate an environment that fosters innovation and openness to change; Ability and willingness to consult with the CPD facilitators either face-to-face of remotely via Skype/phone/emails; Ability to contribute to and comfortably provide consultancy expertise in a multidisciplinary setting; Ability to work and deliver independently under strict timelines; Excellent planning and facilitation skills; Ability to research, analyze and present complex information; Strong interpersonal, teamwork and communication skills; and, Excellent written and spoken English skills and sound report writing skills.The process will be led by an independent Consultant(s) with the following qualifications:Advanced educational background in e-content development  and/or any other related field; Experience in development, assessment and evaluation of an E-learning system;Experience with experiential learning, action learning, work integrated curricula; An understanding of the issues surrounding ophthalmic Continuing Medical Education in developing and transitional countries will be an added advantage.7. I-TECH, University of Washington and ICAP, Columbia University are collaborating to upgrade C-PAD, an Electronic Medical Records System currently implemented in multiple health facilities across Kenya. 

This upgrade is aimed at ensuring that CPAD meets the requirements defined in the MoH EMR Standards and Guidelines document.
The upgraded CPAD will run as a Web Application on the OpenMRS Data Model
This Consultancy will be to provide technical and development resources for a specified period.a) An upgraded C-PAD EMR system meeting the requirements defined in the Kenya Standards and
Guidelines document for EMR systems.
b) The system will be able to support the comprehensive HIV care services provided by ICAP and meet MoH reporting requirements.
c) A System specifications document.
d) Technical and user documentation.
 Demonstrated experience in software development.Demonstrated experience in the development of Web Applications.Good understanding and ability to work with the OpenMRS data model.Good understanding of the Kenya Health Sector. Experience in development for the health sector will be an added advantage. The Higher Education Loans Board (HELB) is a state corporation whose mandate is to provide financing to Kenyans pursuing higher education in institutions of higher learning in and outside Kenya as recognized by Commission for University Education (CUE).
The Board desires to carry out human resource consultancy services on job evaluation and organizational design.
 The purpose of the consultancy is to develop a functional organization structure, size the jobs for appropriate reward and remuneration, describe each job role, put value on jobs and establish an objective job hierarchy that reflects equity of all the jobs at the Board.
 The consulting services will involve but not limited to undertaking of the following:
i) Reviewing of the current organizational structure that supports the Board’s strategic plan, succession plans with a requisite span of control while reviewing the names of the job titles that resonate with the near similar bodies in the market.
(ii) Evaluation of the current staff establishment and advising the Board on the optimal staffing levels taking into account the Board’s expansion plans and alternative funding mix while embracing an enabling and secure automated environment and in addition highlight the duties of each job holder in line with the Board’s strategic plan of 2013-2018.
(iii) Evaluate the current job descriptions and establish any additional duties and responsibilities that reflect the qualifications and experience.
(iv) Establishing of a standard procedure for determining the relative worth of each job based on work performance and responsibilities.
(v) Reviewing and recommending a salary banding progression criteria based on the cost of living and staff performance.
(vi) Developing and promoting a fair and accurate consideration career progress and growth for all cadres.
(vii) Developing a structure that reflects how divisions/departments/sections are holistically streamlined for effective synergy.
(viii) Building internal capacity for job evaluation to ensure that in future jobs in the Board are continuously evaluated.
(ix) Model a performance management framework for effective employee reward.
(x) Review the HR policy and manual and recommend any gaps to be closed to support the new organizational design.
The Higher Education Loans Board hereby therefore invites interested, eligible Human Resource consultancy firms with relevant  experiences to submit their Expression of Interest for the provision of this service. Interested firms must provide the following:-
1. Detailed Company profile including CV’s of 4 key staff demonstrating technical capability to undertake the assignment. The lead consultant should possess a minimum of a master’s degree in the relevant field.
2. Provide proof of having conducted assignments of similar nature with reputable clients (at least 3) in the last five years preferably in the public sector. Attach respective recommendation letters.
3. Must submit copies of tax compliance certification, PIN, Certificate of incorporation/registration.

Review of Policies, Laws and International Instruments affecting Deaf Children in Kenya

1. Background

The programme seeks to deepen understanding of the extent of provisions of both national and international child protection instruments on the rights of deaf children in Kenya. 

It entails a critical analysis of the extent to which national policies, laws and international instruments provide safeguards and enhance the rights of deaf children in Kenya and identify gaps for action.

African Network for the Prevention and Protection against Child Abuse and Neglect (ANPPCAN) Regional Office is currently implementing a programme on the Rights for Deaf Children and their families in Kenya. 

The programme began in February 2011 in Butere-Mumias, Embu, Kajiado and Kitui counties. In January 2012, the programme was expanded to Nandi, Kwale and Nyandarua counties.

The aim of the programme is to empower families of deaf children to have the skills and capacity to advocate for the fulfilment of their deaf children’s rights, in particular the rights to family life, education and protection. 

This is done through building the capacity of parents and the wider family to communicate with and support their deaf child, to understand their responsibilities and to engage in local decision making processes affecting their deaf child.

2. Context

ANPPCAN’s mission is to enhance, in partnership with others, the prevention and protection of children from all forms of maltreatment, thus ensuring that the rights of children are realized.

ANPPCAN recognizes that disability is an evolving concept and that disability results from the interaction between persons with impairments and attitudinal and environmental barriers that hinders their full and effective participation in society on an equal basis with others. Therefore, it is ANPPCAN’s core business to advocate for and protect the rights of disabled children as part of her mission.

In the seven counties, issues affecting deaf children and their families include stigma, quality of services provided to deaf children, lack of information and ignorance by families of deaf children on where they can access services and support for their deaf children, child abuse and neglect and violation of deaf children’s rights. 

ANPPCAN works with the Ministry of Education: the Directorate of Quality Assurance and Standards Special Needs Education at the national level and the Education, Assessment and Resource Centres in the seven counties at the local level. It also works with the Department of Children’s Services and relevant NGOs.

In respect to the above, it is worth to note that there are policies and laws that make it a criminal offense to discriminate against a deaf child. 

The 2010 Kenya Constitution outlaws discrimination against any person on the basis of disability, among many others. Article 54 demands that a person with any disability shall be treated with dignity and respect, to access educational institutions and facilities.  This is in addition to other laws that have a bearing on deaf children and their families, such as the Children Act, 2001, Education Act and Disability Act. Some of the existing laws may not be in harmony with the new constitution and many times they are not known. There is need to identify gaps and challenges and also advocate for their improvement and implementation.

In addition, Kenya introduced a policy on Free Primary Education in 2003.  

Crucial to the attainment of universal primary education, the policy abolished all levies that previously prevented children, especially those from poor economic backgrounds, from accessing education. This has been extended cover to special education and schools for children with disabilities, through the provision of additional funding to meet the needs of children with disabilities in schools. 

Ministry of education has published a Basic Education Act no. 14 of 2013 which was prepared by all the education stakeholders and the Government of Kenya. 

The Act advocates for access, equity and relevant quality education. The Act comprising Education Bill 2012 and Kenya Institute of Education Curriculum Development (KIECD) Bill 2012, makes education from pre-school to Form Four – which together constitute basic education – compulsory. The policies need to be reviewed to establish whether they are in line with the laws and identify the gaps and challenges.

3. Purpose of the Assignment

To review the existing international child protection instruments, national laws and policies that touch on disability, education and children and establish how effectively they provide for deaf children.

4. Scope of Work

In order to assess the extent to which national policies and legislations and international child protection instruments provide for the rights of deaf children in Kenya, a consultant is being sought to undertake the following:

a) Review and analyse relevant laws and policies and international instruments that provide for children. Such laws include but not limited to the Disability Act, Education Act and the Children Act.

b) Identify challenges and gaps as far as providing for deaf children is concerned
d) Validate the draft report in a workshop
e) Incorporate comments as necessary and produce a final report with concrete recommendations.

5. Methodology

The consultant will carry out an in-depth review of all the relevant national policies, legislations and international child protection instruments in general and specifically on how they provide for deaf children Kenya. 

He/she will identify opportunities or provisions for deaf children and/or challenges and gaps that have contributed to relegation of the rights of deaf children in Kenya. This process is to help the programme to in advocating the government and stakeholders on the challenges and gaps and work towards putting in place measures to accord deaf children their fullest rights.

The assignment is estimated to commence later in June 2013 and to be completed within a period of 10 working days.

Applications are invited from Technical Consultants to develop a subscription based Herd Management Plan (HMP) for smallholder farmers. 

Background Information
Available literature on the Kenyan dairy sector mentions that 30% of milk produced is attributed to breed potential while the balance of 70% is attributed to animal husbandry which includes feeding, animal health and calf rearing among others. 

The current production status of the Kenyan dairy herd is low with an average of 4-5 liters a day or a lactation of 1,200 - 1,400 liters per year compared to over 5,000 liters per year in South Africa and 8,000L per year in Denmark.

The low figures in Kenya are attributed to poor animal health, breeds and feeding regimens, resulting from a myriad of constraints including poor access to information, low and inconsistent quality of feeds and extension services due to lack of adherence of standards and high cost of inputs. 

The high cost of inputs often limits the use of quality inputs which then have a negative impact on productivity.

Therefore, there is an opportunity to significantly improve productivity and profitability of dairy herds among smallholder farmers by developing and promoting a plan for organized routine and management practices, accomplished through disease and parasite control, reproduction and nutrition management. 

TechnoServe, a non-profit organization that develops business solutions to poverty by linking people to information, capital and markets, is one of the implementing partners of the Kenya Market Assistance Program (MAP). 

This initiative is being implemented by a consortium of five organizations that include Kenya Market Trust (KMT) as the lead.   The Program aims to improve the performance of key market systems important to poor people in Kenya by addressing systemic constraints found in those market systems.  MAP is using the making markets work for the poor approach, which DFID has used to produce results in most of its private sector development work.  Overall, the objective of MAP will be measured against three key outcomes:Major systemic change achieved in 3 to 5 market systems, resulting in aggregate average growth of 10% per annum above overall growth of the economy, with the position of poor people (both men and women) improving at a rate significantly greater than this.At least 400,000 poor people (as producers, employees, etc) positively affected at the end of MAP in terms of new jobs created, and incomes for 100,000 people increase by 10%.A 30% increase in peer perceptions of partners’ effectiveness and in stakeholders’ awareness and understanding of the approach.TechnoServe is facilitating MAP Dairy Sector Strategy, to address systemic constraints related to service markets feeding into dairy and the processes of formalizing supply chains.  We are supporting interventions to address market failures towards increased adoption of breeding services (focus artificial insemination (AI)) and penetration of quality assured breed and animal health care services in the rural areas; stimulating a commercial fodder and concentrate feeds market to help farmers optimize the returns from their herds’ genetic potential; and supporting growth of cold supply chain through alternative investment models and strategies.
To achieve this Dairy Sector Strategy goal of increasing small holder productivity, MAP is facilitating a management program related to breeding, fodder and veterinary care for small holder farmers.
MAP is interested in piloting a comprehensive herd management program, integrating preventative medicine, quality assured breeding services (focus on AI), nutrition and scheduled herd visits to review and advice on herd performance. 

Statement of Purpose

MAP proposes to develop an integrative program of health, reproduction and nutrition management to address inputs and service delivery constraints in dairy farming.  

This will entail research into:Common diseases and health concerns in dairy, Minimum nutritional requirements,Standard breeding (AI) and veterinary services, and Identification of reputable input suppliers of breeding, vet-care and feeds.This information will guide the development of a subscription based Herd Management Plan for roll out by dairy hubs, agro-vets and other dairy service providers (including Breeding and Veterinary Service Providers and industry level organizations). The plan should ensure that farmers have access to vital inputs and services, to influence productivity and running of progressive and profitable farms.
The Herd Management Plan will include:  Individual farmers registering their animals into the program.Cost effective subscription based services for three levels of subscribers (Gold, Silver and Bronze).Total service delivery fees including treatment, supplies and transport costs factored in the subscription fees.The overall goal of the HMP is to: Improve sales and effectiveness of service delivery to small holder dairy farmers through an integrative program of health, reproduction and quality management.Improve sales of supplies and services to small holder farmers through a cost effective subscription plan.Improve operational efficiency among service providers including dairy hubs, AI and vet service providers.
