Pathfinder Monitoring & Evaluation Specialist, Service Delivery Specialist and Data Officer Jobs in Kenya

Monitoring and Evaluation Specialist

Location: Mombasa

Reporting to the Deputy Director, the M&E Specialist has primary responsibility for the design and implementation of M&E systems and activities to measure overall project performance.

S/he will assist; project staff and partners in data collection, analysis, and presentation, including leading the design and operationalization of systems and tools. S/he will work closely with MOH counterparts and prepare regular reports for USAID.

S/he will also design and conduct operations research, and participate in project midterm and final evaluations, and oversee M&E staff.

Job Requirements
  • A graduate degree in quantitative social science or its equivalent
  • Minimum 5 years work experience in monitoring and evaluation in the health sector
  • Applied skills in Monitoring and evaluation of development projects.
  • Knowledgeable of challenges faced in Kenya in the areas of HIV/AIDS, RH/FP, MCH, OVC is preferred.
  • Familiarity with M&E software, including the KePMS, and data management skills are essential for this role.
  • Strong analytical and leadership skills
Service Delivery Specialist

Location: Mombasa

The Service Delivery Specialist will provide technical leadership within project area and lead implementation of national packages and guidelines for KEPH services at health facility level.

S/he will work in close coordination with Government, including MOH and NASCOP divisions to ensure activities are in line with national guidelines and policies.

The role will be responsible for providing strategic guidance to ensure delivery of technical support to MOH and support the strengthening of provincial and district health stakeholder forums.

S/he will supervise the Service Delivery Coordinators and Home and Community Support manager to ensure linkages of clinical and community services and lead in the preparation of quarterly/annual reports.

Job Requirements
  • A graduate degree in medicine. Masters in public health will be an added advantage
  • Minimum 5 years experience implementing Reproductive Health/family planning and or HIV service delivery programs
  • Experience working with MOH personnel and good knowledge of health systems and programs
  • Demonstrated collaborative approach with Government in providing mentorship and supervision for strengthening healthcare services and training in quality improvement approaches
  • Excellent analytical skills and proven experience in establishing relevant project monitoring systems, assessment design and proposal development.
  • Strong leadership skills and ability to build relationships, work well as part of a team and facilitate the achievement of results.
Data Officer

Location: Nairobi

Reporting to the Monitoring and Evaluation Specialist and working closely with the Data Manager the Data Officer is responsible for ensuring quality in collection, cleaning and entry of community and health facility data into the project databases, and collation of training reports.

S/he will participate in data analysis and presentation and provide support for data collection, analysis, dissemination, and use among project partners.

Job Requirements
  • Diploma in Health Records or its equivalent
  • Four years relevant work experience in an international NGO preferably in HIV/AIDS sector.
  • Solid experience in data quality exercises and data entry.
  • Training and capacity building skills.
  • Ability to meet strict deadlines and work independently.
  • Good working knowledge with Excel, SPSS, or other statistical programs or PEPFAR databases preferred

Finance Management Specialist
Location: Mombasa

Reporting to the Provincial Director, the Finance Management Specialist will ensure project financial planning and management, in compliance with USAID regulations and Pathfinder procedures and policy.

S/he will lead budget development and implementation, and oversee administration, accounting, grants management and financial reporting. The role will also be responsible for developing and managing sub agreements, assuring consultancy contracts and payments, and submitting regular accounting reports.

Requirements:
  • Bachelors’ Degree in Business Administration or Commerce.
  • Professional qualification in CPA (K)
  • Applied skills in developing and managing large budgets

Accountant

S/he will undertake timely filing of payment vouchers and fill out monthly statutory returns for payments.

Job Requirements
  • Professional accounting qualification of CPA II or ACCA level II.

The Grants Officer is responsible for sub-grant financial administration and compliance as well as programmatic guidance and support. This includes review of new sub-grant proposals, processing of sub-grant agreements and subsequent modifications, monitoring financial and programmatic aspects of the sub-grant during the sub-award period, and closing of the sub-award.

The Grants Officer is responsible for coordinating the efforts of program, technical and financial staff to ensure an efficient administrative process and quality documentation.

Job Requirements
  • Degree in Accounting, Finance, or Business Administration or CPA (K).
  • Minimum four years experience in a non-profit environment, preferably international.
  • Knowledge of U.S. government grant-making rules and regulations.

Service Delivery Coordinators (4)

The Service Delivery Coordinators will plan and coordinate project activities at the health centers and other project catchments areas in collaboration with other stakeholders to ensure successful implementation and monitoring of the project.

This will involve working closely with and providing technical assistance to DHMT and other health facility teams; support health education activities in both the health facility and community; monitor project activities to ensure successful implementation. Prepare monthly and quarterly reports of all activities.

Job Requirements
  • Minimum diploma in nursing or clinical medicine. A degree will be an added advantage
  • At least five years hands-on experience in the field of HIV and AIDS or one and more of the following: reproductive health, family planning, TB, MNCH and youth friendly services
  • Demonstrated collaborative approach including working with Government officials with good negotiation skills, diplomacy and tact
  • Good community mobilization skills with Training of Trainer skills

Reporting to the Office Manger the drivers will provide transport for authorised personnel for official business and different organization activities. The role involves performing daily routine checks for company vehicles, minor repairs; arranging for vehicle service and keeping updated
records of car movement.

The job holder will assist the Office Manager with advice, sourcing and verification of motor vehicle maintenance during procurement process including other office purchases/supplies, mail delivery and banking services.

Job Requirements
  • Secondary level education.
  • Possess a valid drivers license and certificate of good conduct
  • Basic Auto Mechanic skills
  • At least 5 years of driving experience preferably in an international nongovernmental organization
  • A good command of the English language.

Office Assistants (4)
Location: Mombasa; Lamu; Malindi

The role of the Office Assistant is to ensure that the office cleanliness is maintained at all times; manage the office kitchen and support the administration department with messaging, filing, typing, faxing and photocopying.

The role may be called upon to temporary relieve the receptionist during short absences.

Job Requirements
  • Minimum O – Level education
  • Proficiency in spoken English and Kiswahili
  • Two years experience in a similar role
  • Good communication skills
  • Ability to work independently and with minimum supervision.
Receptionist
Location: Mombasa

Reporting to the Office Manager the receptionist will be responsible for managing the switchboard and office reception by ensuring that the reception area is well maintained and kept orderly and that technical telephone problems are reported promptly.

S/he will coordinate the booking of conference/meeting rooms and receive, circulate and send out general mail and ensure that incoming mail is circulated to the right staff.

Job Requirements
  • Diploma in business administration/front office management or its equivalent
  • At least three years experience in a similar or related role
  • Ability to communicate fluently in English and Kiswahili languages.
  • Previous experience in switchboard management
  • Able to deal with a fair amount of pressure and working with minimum supervision.

Pathfinder Overview:

Pathfinder International is dedicated to creating access to and improving the quality of family planning, reproductive health, abortion, and community- and facility-based HIV and AIDS care and services. In partnership with host country governments and nongovernmental organizations, we train facility-based health care providers to improve both the quality and range of their technical and counseling skills. Facility-based services are further improved through provision of equipment and facility renovations. We mobilize communities to advocate for quality services and improve access through trained community-based volunteers. Pathfinder improves youth’s access to health care by creating youth-friendly services and training peer educators to promote them. In each project, Pathfinder works with our partners to improve both their management and program implementation capacity. Through all that we do, Pathfinder strives to empower women, men, adolescents, and communities to make choices and create environments conducive to healthy reproductive behaviors.

Program Overview:

To design and implement a project to scale up the provision of comprehensive safe abortion care in selected PSA countries, with an emphasis on reaching poor and marginalized women & girls, as a component of comprehensive sexual and reproductive health (SRH) services. It will also build acceptance of the need for safe abortion services at country level, and support innovative mechanisms for service delivery that include improved access for vulnerable women.

Position Purpose:

The Technical Advisor has primary responsibility to strengthen health systems within the public sector to ensure quality services for safe abortion and post-abortion care including contraceptive provision, improving infection prevention systems and practices, , development of protocols and procedures, standardized practices, registers, patient records and data collection systems that have the best chance of sustainability for serving the poor. This position will be the technical liaison with stakeholders and partners working with the public sector in countries with different restrictive laws and policies, with weak or no public health systems to build sustainable services. S/he will work closely with the DFID internal project team to design a project to increase access to safe abortion in Sub Saharan Africa and South Asia. Based in Nairobi the Technical Advisor will coordinate work in up to ten countries (the invitation to tender stipulates that 80% of the funding will go to sub-Saharan Africa, 20% to South Asia).

Key Responsibilities:

- Create and adapt program systems and practices for the prevention of maternal death from unwanted pregnancy and support the provision of affordable, comprehensive abortion services in a range of African/Asian countries, with a focus on fragile states.
- Extend the benefits of existing model programs into new countries, or geographical areas, and pilot and incorporate new approaches working with NGO’s and HEWs to provide community outreach – in particular around medical abortion and long acting contraception.
- Establish practices to support abortion and post abortion care within the public sector to the extent allowed by national legal frameworks. Provide technical advice and facilitation for training and the roll out of high quality safe services for abortion and post abortion care.
- Establish partnerships with select NGO’s as well as govt health outreach workers to inform and mobilize the community to prevent unintended pregnancy, avoid unsafe abortion, access safe abortion or PAC services, and start an effective method, preferably long acting, post-abortion.
- Available to participate in monthly meetings as needed and progress reports with the DFID project team during the design phase followed by quarterly progress reports to the DFID HQ program team, and DFID country health advisors in those countries where the project is active.

Basic Requirements:

- An advanced degree in the medical profession either a doctor, clinical officer, nurse-midwife.
- Minimum of ten (10) years of progressively responsible experience successfully providing technical support to safe abortion programs including clinical experience in CAC services using rights based approach in clinical services and community based approaches.
- Successful background providing technical assistance in development and implementation of comprehensive abortion programming with emphasis on working with the public sector, including training of trainers, services development and improvement, and supportive supervision.
- Proven technical skills in working with the public sector to decrease maternal mortality and morbidity from unsafe abortion on several fronts:
  • Affordability for marginalized and poor women and girls regarding the ability to access services, i.e. those that are the most adversely affected.
  • Building services and strengthening health systems within the public sector to ensure sustainability for serving the poor
  • Reducing the burden of unsafe abortion on the health budget in developing countries through safe abortion services.
