General Description of the Country Programme

GOAL's Uganda country programme focuses on GOAL's four strategic sectors of Health (including WASH), Education, Livelihoods and HIV. We are progressively mainstreaming issues of HIV, gender, child protection, disabilities and environment across all our programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with local organisations to give effect to our mission. GOAL Uganda current country programme includes:

1. The Bugiri District Programme, South Eastern Uganda, established in 2001, implements solely through partners in the HIV and Disability sectors. In 2010 this district programme will begin Livelihoods (HSP) and WASH programming.
2. The Pader District Programme, North Eastern Uganda, established in 2003 is steadily transitioning from a crisis recovery to development programme. Implementation is both direct and through partners in the Livelihood, Water & Sanitation, HIV, Protection and Education sectors.
3. The Abim District Programme, North Eastern Uganda (Western Karamoja) was established recently at the beginning of 2009. This recovery/development programme implements directly in the Water and Sanitation and Livelihood sectors and will begin HIV programming in 2010.

General Description of the Role

GOAL has moving to a strategic plan based approach to programming and a country programme approach to management. As part of this structure, the M&E team provides support and capacity for all GOAL's programming in Uganda. The MEL Coordinator will be responsible for all the country programme monitoring, evaluation and learning systems.

Specific Responsibilities

The Monitoring, Evaluation and Learning (MEL) Coordinator will be responsible for the following objectives:

1. Coordinate the overall country monitoring systems
- Support and carry out regular monitoring of standard indicators, activities and outputs of projects;
- Support project managers to identify and resolve monitoring problems at individual project level;
- Sampling of data from the standard indicator database on a monthly basis in each location for quality assurance purposes;
- Sampling of partner monthly reports, MOVs for quality assurance purposes;
- Ensuring that mainstreaming issues mentioned above are included in the monitoring system as appropriate.
- Support the development of a standard indicator database for livelihoods and WASH, train and support team to implement and monitor for quality.
- Provide six monthly graphic feed back of standard indicator for all three sectors comparing information over time and between districts.

2. Coordinate the overall country M&E Plan
- Keep the overall country programme M&E plan updated on a monthly basis, based on activities implemented, new project needs etc.
- Through regular liaison with and support to the Programme Managers, Assistant/Country Director ensure that the M&E plan is implemented;
- Liaise with each Project Manager, Programme Manager and the Coordinator to check progress on the implementation of M&E activities;
- Develop an individual detailed M&E plan for each project and monitor for implementation and quality
- Identify needs that each project has to support implementation of M&E activities, provide mentoring training to teams in the field locations;

3. Coordinate the overall country evaluation systems
- Leading and support the implementation of GOAL's global M&E framework.
- Provide technical support to the identification and manage external resources to carry out or support MEL activities;
- Directly carry out, supervise and review all GOAL Uganda evaluations, surveys, mid term reviews.
- Coordinate the design and implementation of partner and other evaluations as required under the strategies, revise tools and M&E strategy regularly.
- Support the development of an evaluation system that will provide information for measuring outcomes and impact of GOAL Uganda's support to partner organizations and directly implemented projects, designing and carrying out or supervising outcome evaluations across all projects and programmes.
- Liaise with Partners and team members to plan, design and implement and report on annual thematic outcome evaluations and ensure the databases for same are in place up to date and accurate.
- Design and carry out or supervise surveys (MICS, KAPBS and other surveys).
- Develop links with GOAL's Survey and M&E Coordinator from the GOAL Technical Team
- Familiarise self and team with implementation of GOAL's standard surveys (MICS, KAPBs, Causal Assessments etc), if necessary organizing training from the survey advisor or other sources in consultation with the Advisor.
- Ensure surveys are carried out in line with the M&E plan and the GOAL Framework
- Put in place a consultants data base and keep relevant and up to date

4. Coordinate the overall country learning systems
- Stakeholder Accountability- Ensure a summary presentation of all evaluations undertake is prepared and rolled out in all locations and to partners as appropriate and document same. Ensure processes in place that make feedback to beneficiary stakeholders systematic by partners and GOAL.
- As part of the learning function, seek to identify learning points across the range of work carried out and identify opportunities to share this learning through meetings, workshops, reports etc.
- Where appropriate, share materials with GOAL's best practice website.
- Design and carry out or supervise assessments, research exercises etc as appropriate and possible support to programme development, monitoring, evaluation and learning;
- Design, implement and case studies across the programme
- Complete one short article for each project each year.
- Promote strengthened understanding and capacities within project and programme teams
- on MEL, and the use and /or analysis of MEL systems at the project and partner levels.
- Coordinate the planning and monitoring of the seven study groups established across the
- country programme ensure that annual work plans are developed and monitored by the SMT

5. Manage the MEL team and be active member of the Senior Management Team (SMT)
- Manage the MEL team to meet the above objectives, carrying out evaluation, surveys etc as required by the priorities of the plan and available capacities within the team;
- Develop and update the monthly and annual work plans for the MEL team to meet the objectives of the M&E plan.
- Prepare with team members monthly work plans and monitor their implementation.
- Provide line manager with monthly report on the implementation of the work plans and achievement of objectives.
- Develop performance management appraisal objectives with each member of the MEL team, ensure objectives are SMART and reviewed and revised every six months.
- By the end of a year have identified a capable national replacement and induct and support them into the role.

6. Summary of particular strategic priorities for MEL 2010 & in Coordination with Head Office
- Insuring surveys are completed across the programmes, including collection, analysis with emphasis on causal assessments being well documented;
- Prepare an evidence base for a 5 year evaluation of Uganda programmes 2007-2010, including by triangulation of survey findings with external evaluations and participative methods of evaluation (Such as MSC).
- Develop a TOR with GOAL M&E Coordinator and Irish Aid for an impact evaluation of an aspect of GOAL Uganda's programme, work to be completed before November 2010.
- Develop a guiding document which describes how GOAL targets to include beneficiary selection and vulnerability criteria. Support and coordinate with HQ in relation to a vulnerability targeting study.

Requirements

- Degree-level qualification in public health, nutrition, community development, child protection or a related field, including studies relating to research and statistical analysis.
- 3+ years experience of implementing surveys and other research activities within an International NGO in a developing country.
- Demonstrated experience in applying quantitative and qualitative/participatory research methods.
- Capacity to build the research and M&E skills of colleagues and community members.
- Ability to write clearly and concisely and to translate complex concepts into non-technical language.
- Understanding of mainstreaming principles and experience of working on mainstreaming activities
- Operational knowledge of gender, child protection, HIV and environment principles as they apply to development work.
- Good communication skills, including fluency in oral and written English.
- Confident presentation and facilitation skills.
- Proficiency in using standard computer software, especially MS Office programmes, as well as data entry/statistical packages, such as MS Access, ENA-SMART, STATA or equivalent.
- Ability to manage multiple projects simultaneously and to meet deadlines under pressure.
- Commitment to GOAL's child protection and HIV workplace policies.
