Job Title:          National Programme Officer                      Duty Station:  Nairobi with frequent travel

Accountabilities:   Under the direct supervision of the Programme Coordinator and the overall supervision of the Deputy Country Director, the Programme Officer will carry out the following duties:   
Major Duties and Responsibilities
  • Manage, co-ordinate and oversee planning and implementation of PRRO activities, in close collaboration with Government, UN agencies and NGO partners.
  • Design and implement unit strategies & work plans, identify strategic priorities, develop annual and weekly plans, report on progress.
  • Organise and participate in negotiations with the Government and NGO partners, to review the Operational Contract/Letters of Agreement to ensure adequate funds, personnel and other support services are provided to the districts to enable effective implementation of project activities.
  • Oversee preparation and dissemination of timely analytical and critical reports; design high quality project documentation, proposals, log frames, and budgets.
  • Manage PRRO staff, including performance monitoring and appraisal and regular work planning.
  • Improve the quality of PRRO operations through provision of regular advisory support and guidance to WFP colleagues as well as GOK and NGO partners.
  • Attend and represent WFP in coordination meetings and articulate WFP policies as related to PRRO and identifying areas for joint programming.
  • Assist the government in identifying fields of development and in planning, formulation and targeting interventions;
  • Ensure an effective monitoring and evaluation system for the PRRO, with regular monitoring, appraisal and reporting.
  • Design and supervise training and capacity building activities relating to the PRRO to improve impact and management by WFP staff, GOK and NGO partners.
  • Participate in joint and collaborative programming activities under the CCA/UNDAF process.
  • Ensure timely and high-quality submission of all standard and ad hoc reports on the PRRO, both external and internal to WFP.
  • Review Terms of Reference, organise meetings and field trips, and undertake briefings for appraisal/evaluation missions and other special missions fielded by the RB or WFP HQs.
  • Support the Government of Kenya in its efforts to coordinate and implement the PRRO activities.
  • Ensure effective management of Country Programme auxiliary activities and micro-projects.
  • Manage the PRRO Unit in the absence of the Programme Coordinator.
  • Perform other tasks as and when required.
 
Qualifications and Experience
Essential:  Postgraduate degree in economics, agriculture, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance.
Experience:  At least five years of postgraduate, progressively responsible professional experience in public sector management, development projects, emergency assistance and/or operational aspects of national, bilateral or multilateral food aid or commercial transactions. Critical success factors include: advanced analytical skills; resourcefulness, maturity of judgement, tact, negotiating skills; ability to communicate effectively in written and spoken English; ability to work in a multi-cultural team and cope with difficult situations; demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, host population, donors, NGOs and other UN agencies; ability to establish priorities and to plan, coordinate and monitor own work plan and those under supervision.
Desirable:  Experience of computerised management information systems.
Knowledge:  Experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration. Understanding of project design, management and Monitoring and Evaluation.
Language:  Excellent written and spoken English.
