Regional Advisor - Risk Management

Background:

East Africa region is one of the largest regions in the agency and manages over 30% of the agencies resources. The level of investment poses inherent operational and compliance risks that need to be promptly identified and managed.

Primary Function:

The role of the RA/Risk Management position focuses on Risk Management at Regional, Country Programs and Partner’s levels, and coordinating risk management efforts with country based compliance/audit functions. The RA/Risk Management will design and implement risk management activities that would assist proactive approach to Risk Management. The RA/Risk Management will also be instrumental in regional and country level capacity building in identification, assessment and management of all categories of risks identified in CRS’ Risk Disclosure Report. The RA/Risk Management will liaise with DRD/MQ, RFO and Internal & External Auditors in the coordination of major donor and country level audits. He/she will document lessons learned from various risks identified in audit reports, risk disclosure reports and other sources and propose mitigation approaches to the Regional Management.

Specific Responsibilities:

I. Risk Management

1. Serve as a resource person on compliance and audit issues
2. Develop comprehensive annual compliance review plan covering all areas of risks (identified in the Risk Disclosure Report) for regional management approval.
3. Perform compliance reviews based on approved plan (see above) to ensure that instances of non-compliance are identified, reported and corrected.
4. Maintain indexed working papers in an organized manner (legible and logically developed) to document management, accounting and logistics systems in operation, the assessment of those systems, the tests developed and conducted to evaluate those systems, to support the accuracy of the review process and outcome.
5. Through formal report, communicate instances of non-compliances with actionable recommendations to address issues identified during the review process.
6. Develop criteria and systems for grant/project, assets, personnel and other files and monitor implementation.
7. Review quarterly Risk Disclosure reports to ensure that significant risks are captured and reported. Provide feedback to the RFO and DRD-MQ if significant risks in the country programs were not captured and reported.
8. Take investigation assignments as and when needs arise, assess and evaluate systemic and operational factors contributing to the problem and offer actionable recommendations.
9. Document lessons-learned, case studies and best practices to be shared agency wide via CRS intranet

II. Internal Control Assessments

1. Review Annual Internal Control Assessment and conduct onsite review sampling at least 3 Country Programs each year to validate assessment coverage, process and ratings have been performed as prescribed in the Internal Control Policy. Provide written feedback on this exercise to RFO, DRD-MQ.
2. Give opinion on adequacy of internal controls structures of the country programs and their capacity to fully comply with applicable laws, donor requirements and CRS policies and procedures.
3. In collaboration with RFO, DRD/MQ, country program management and country level compliance officers (if applicable), perform onsite review and capacity assessment of large grants recipients (local partners and A-133 filing agencies). This involves review and assessment of their management structure (segregation of duties) and evaluation internal control systems, financial, property and records management.
4. Communicate findings and recommendations through form reports to RFO/DRD-MQ and Country Representatives (report related to their CP). The respective country representative shall send the reports to the reviewed partners with a cover memo highlighting major issues and calling for immediate actions.

III. Audit Follow-Up

1. Create and maintain audit reports files for all country programs internal and external reports
2. Follow up of timely closure of audit recommendations in collaboration with country level MQ functions. This involves participation in the development of audit closure action plans and follow-up on timely submission of responses to HQ Internal Audit Department.
3. Provide summarized quarterly audit status report to RD/DRD-MQ and RFO.
4. Track and document EARO audit trends.

IV. Support and Assistance

1. Assist EARO countries and provide onsite support for major audit preparation.
2. Provide technical assistance (orientation/induction, training and other supports) to country level compliance
3. Provide other support and technical assistances in the area of risk management and compliance matters.

Supervisory Responsibilities: None

Qualifications:

1. Minimum education - Accounting degree is required, CPA/MBA preferred
2. At least 3 years compliance/audit and risk management experience required (as a team leader) or 4 years experience as a finance manager or higher position
3. Ability to transfer knowledge and provide technical assistance, training to CPs.
4. Knowledge of A133 regulations and other compliance regulations required
5. Knowledge of CRS’ accounting systems, policies & procedures (preferred).
6. Attention to details is required
