Background/Summary:

The AIDS Relief Antiretroviral Therapy (ART) program is funded by the Human Resource Service Administration (HRSA) until 2013 and is part of the President’s Emergency Plan for AIDS Relief (PEPFAR). Led by CRS, AIDS Relief is a five-member consortium operating in nine countries. Now in its fifth year of operation, the AIDS Relief program is implemented through nine CRS country offices, one of which is Kampala, Uganda. The program operates through a decentralized system where country offices are charged with the lead role in program implementation, in country-reporting and decision-making for in-country activities. CRS as an agency manages the strategic direction, US-based representation, and required reporting to the US-based donor offices for all nine countries. Backstopping and support comes from a team of technicians and management experts based in the AIDS Relief Regional office in Kampala and CRS HQ. In Uganda, the AIDSRelief consortium includes Institute of Human Virology- Maryland (IHV), Futures Group and Christian AIDS Fund (CAF). The Uganda program currently provides life-saving anti-retroviral therapy (ART) to over 25,000 patients while extending care to over 70,000 patients across 18 partner sites.

The Chief of Party (CoP) is the most senior person with the AIDS Relief Uganda team and provides leadership, vision, strategic guidance and management oversight toward the realization of key activities and targets of the program. The CoP will guide strategic planning, including planning for transition to local partners. The CoP is also responsible for ensuring the successful implementation of the annual Country Operating Plan and lead negotiations toward the finalization of this plan with the relevant USG representatives. The CoP is tasked with maintaining excellent relations with donors, state and national governments, local partners, Church representatives and Consortium Member (CM) agencies. The CoP is also responsible for the coaching and mentoring of other senior managers and technical specialists employed by CMs. Specific Responsibilities: The CoP will work closely with the DCoP (Deputy Chief of Party) and CM (County Management) staff to assume the following specific responsibilities:

Key Responsibilities:

1. Representation:
a. In coordination with the CRS/Uganda Country Representative, serve as primary representative of the AIDSRelief project to the Ugandan Government as well as representatives from Center for Disease Control (CDC) and HRSA.
b. Serve as serve as primary representative of AIDS Relief to senior staff members of the Uganda Episcopal Conference-Catholic Secretariat (UEC-CS), Uganda Catholic Medical Bureau (UCMB, Uganda Protestant Medical Bureau (UPMB) and Joint Medical Stores (JMS) and the AIDS Relief consortium members.
c. In coordination with the CRS/Uganda Country Representative, serve as the primary AIDS Relief spokesperson to local and international press for AIDS Relief.
d. Act as default leader for all in-country co-ordination between the various consortium members.
e. Ensure that all interactions by AIDSRelief staff with local partners are consistent with CRS partnership principles.

2. Program Planning, Coordination, Communications and Reporting:
a. Lead coordination and planning of project goals and objectives for AIDSRelief in Uganda (including the annual Country Operational Plan submission) and ensure collaborative approach among CMs.
b. Lead the development and ensure the timely completion of annual SOWs and budgets for each CM, along with an overall results framework for AIDS Relief Uganda.
c. Document and ensure appropriate application of programmatic best practices.
d. Utilize and develop appropriate tools to track program performance (dashboard, regular financial analysis, viral load, patient retention, etc…).
e. Work closely with CMs to ensure in-country and partners’ systems are in place to guarantee timely and effective implementation of project activities: M&E, training, community development, technical assistance, staffing, materials, equipment, medical drugs, and reporting.
f. Provide regular analysis, recommendations and feedback to the Consortium members and other stakeholders on the program strategy and implementation in Uganda.
g. Ensure necessary training and technical assistance is made available to local implementing partners to develop capacity to implement ART project.
h. Ensure participatory processes, quality of analysis and timely feedback of all assessments to local treatment partner facilities (LPTF).
i. Conduct regular supervisory visits and provide recommendations to Program Managers, CMs and local partners as necessary.
j. In coordination with the Head of Programming, facilitate the integration of the ART Uganda program into CRS/Uganda overall health and HIV/AIDS programming as possible.
k. Work closely with the CRS Uganda Finance unit to ensure CM and LPTF compliance with relevant USG regulations and to ensure timely and accurate financial reporting of CRS activities.
l. Finalize and ensure the timely completion of accurate and consistent financial and narrative AIDS Relief reports for both local and international audiences.
m. Ensure regular financial reviews and analysis of program spending; make adjustments as necessary to ensure spending within limits as outlined by the donor.

3. Strategic Planning:
a. Spearhead AIDS Relief plan for transition, ensuring a transparent, collaborative and comprehensive approach.
b. Lead AIDS Relief plan for health systems strengthening in Uganda, coordinating closely with local and external actors.
c. Lead efforts at program innovation; foster regular discussions with key stakeholders as appropriate; design program modifications as needed.
d. Lead AIDS Relief communication efforts which may include drafting a communications plan, developing of promotional materials and dealing with the press and other strategic communication initiatives as needed.

4. Other Responsibilities:
a. Research, stay up to date on, and disseminate HIV/AIDS methodologies, best practices, M&E tools, reports, findings, etc., including those from other country programs that can be useful for CRS/Uganda HIV/AIDS programming.
b. Participate as a full member of the CRS/Uganda Program Department team. This will include ensuring high levels of coordination with other CRS/Uganda programs and contributing to the development of HIV and Health programs as appropriate.
c. Other activities that support CRS and AR HIV and ancillary service outreach in Uganda.
Key working relationships:
Internal: Country Representative, HOP, MQD, AIDSRelief HQ and Regional project staff, AR Uganda Program Team, CRS Uganda program and program support team, GMT/Africa team, PQSD.
External: Catholic Church agencies, local partner and consortium member organizations, host country government agencies, donor agencies, international and national non-governmental organizations.

Qualifications:

1. Advanced degree in public health or management; medical degree preferred.
2. Minimum eight years in the developing world in project management positions.
3. Experience in coordination of multi-agency programming.
4. Strong preference for candidates with at least five years experience in HIV/AIDS programming and providing technical assistance to partner organizations.
5. Ability to professionally represent CRS to host government and other organizations and strong diplomacy skills.
6. Knowledge of CRS policy operations and procedures highly desirable.
7. Proven leadership and ability to build and motivate diverse and talented teams.
8. Ability to work both in a team and independently and ability to transfer knowledge through formal and informal training.
9. Experience in, and a commitment to, working with local church structures.
10. Experience with public grant proposal writing, implementation and reporting (USG public grant proposal writing experience or knowledge of USG regulations desired).
11. Excellent analytical and information seeking skills, proven decision-making skills.
12. Cultural sensitivity and solid track record as a team player with all levels of staff.
13. Strong inter-personal and public relations skills.
14. Experience in designing and implementing participatory planning and evaluation methods.
15. Willingness and ability to travel regularly (up to 30%).
16. Excellent English language oral and written communication skills.
17. Proficiency in MS Office suite, including Word, Excel and Outlook.
