We are seeking a Chief of Party for an upcoming $6.9 million USDA-funded project in Uganda. This is a 36-month assignment beginning in August 2010. The goal of the program is to increase educational opportunities for 20,000 school children in 50 schools in the Katakwi and Amuria districts of the Teso subregion. The project will provide school lunches; take-home rations for female students with an 80 percent or higher attendance rate; school and teacher residence infrastructure rehabilitation; and a sustainability package for communities, including trainings in nutrition/hygiene and agronomy.

Responsibilities:
- Provide leadership, oversight, and support to all aspects of the program including, but not limited to, school feeding, agricultural training and infrastructure rehabilitation.
- Oversee all program staff and have ultimate responsibility for subrecipient activities.
- Promote strong relationships with the Ugandan government and other donor and nongovernmental organizations and also assist with new business opportunities when possible.
- Oversee staff capacity-building and promote staff development and retention.
- Ensure appropriate policies and procedures are in place and understandable by staff, including, but not limited to, a personnel policies and procedures manual, translations of ACDI/VOCA corporate policies, and clear and transparent accounting and management procedures.
- Oversee budgets to ensure all expenditures are in compliance with ACDI/VOCA and donor policies and regulations and within the scope of the program budget.
- Ensure that the accounting staff maintains timely cash flow analyses and projections to be provided to the donor as necessary and for internal management purposes.
- Ensure all activities are in compliance with donor regulations and ACDI/VOCA policies and procedures. Ensure that all staff members are aware of regulations and procedures and are following them.
- Ensure quality monitoring and evaluation. Oversee activities that relate to the baseline and final evaluations.
- Ensure effective finance, progress, and donor reports, compliance with donor and ACDI/VOCA regulations, and efficient utilization of program staff and resources.

Qualifications:
- Minimum of 10 years’ overseas experience in the international development field is required.
- Experience with commodity management under Food for Education, Food for Progress or P.L. 480 required.
- Demonstrated proficiency in the field of people and project management, as well as strategic planning.
- Prior experience with USDA or USAID projects, procedures, policies and reporting requirements is required; prior experience with Food for Education projects is highly preferred.
- Effective record of building relationships with governmental organizations as well as private and community organizations is required.
- Established track record of achieving results within difficult working environments is required.
- Master’s degree in a pertinent field (for example, social research, project management, international development, international business) is highly desirable.
- Fluency in English is required.
