The Mission

The Need
International Justice Mission (IJM) is seeking an experienced attorney to establish and serve as the leader of the satellite office in Gulu, Uganda. The Deputy Director will assist and support the Field Office Director (FOD) in developing, coordinating, implementing and monitoring IJM’s programs to fight illegal property grabbing violations in the region. In particular, the Deputy Director will lead the satellite office towards the achievement of annual casework goals and related justice reform activities. The position is based in Gulu, Uganda and reports directly to the Field Office Director based in Kampala, Uganda.

Responsibilities

Leadership:
•Based on stated objectives, assist the Field Office Director (FOD) in the development and implementation of strategies and tactics to fight illegal property grabbing;
•Coordinate the activities and information flow between satellite office investigative, legal, and aftercare staff;
•Recruit, train, supervise and mentor satellite office staff, including administrative staff, legal staff, fellows, interns and volunteers; develop leadership and management potential of team members; and
•Assist the FOD in project design, implementation and monitoring.

Management:
•Manage satellite office operations, ensuring that projected activities, outputs, and objectives are achieved;
•Ensure that: IJM staff have clearly defined job descriptions and performance objectives; that agent performance is monitored; and that job performance feedback is regularly provided;
•Assist FOD in developing the satellite office annual budget, spending allocated funds in accordance with IJM’s budgetary and stewardship principles; ensure that all financial guidelines are followed and reports are submitted for government and institutional grants;
•Ensure that concise but thorough written reports of all satellite office activities are provided in a timely manner; and
•Ensure continual communication with the FOD regarding field office casework status, transformational activity efforts and pressing challenges.

Program:
•Fully understand relevant laws and procedures related to illegal property grabbing;
•Assist in the creation and revision of a comprehensive and useful library of legal materials to assist the satellite office legal team in representing IJM clients;
•Advocate to government authorities, both orally and in written form, for the rescue of victims and perpetrator accountability; advise such authorities during enforcement actions and prosecution efforts;
•Lead national staff in pursuing proper prosecution of perpetrators in all IJM related cases, including serving as a witness or complainant when appropriate;
•Assist aftercare staff to ensure that victims receive legally mandated aftercare protections;
•Lead the development and continual modification of legal best-practices and training materials; and
•Work with the FOD to ensure that IJM and its agents obey all host country laws.

Relationships:
•Develop and maintain strong relationships with relevant government leaders and ministries, cooperative embassies, local church leaders, NGOs, and other relevant organizations;
•Assist the FOD in responding to local and international media requests; and
•Host visits by IJM guests, teams, interns and volunteers.

Miscellaneous:
•Carry out additional tasks assigned by the FOD, the Regional Director and other members of headquarters leadership; and
•Maintain confidentiality of privileged and sensitive information.

Required Skills and Experience
•Attorney with Juris Doctorate or equivalent law degree;
•Minimum of three years of litigation experience (criminal litigation preferred);
•Strong legal research and writing skills;
•Minimum of two years of successful management/team building experience;
•Demonstrated interest in human rights and social justice;
•Experience working with government and institutional grants preferred; and
•Prior Peace Corps, Relief/Development NGO, or other overseas work experience strongly preferred.

Relocation/Travel Requirements
•This position requires full-time residence in Gulu, Uganda, with regular travel to other cities in Uganda. The position will likely require an initial six month residency in Kampala during satellite office set-up.
