Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Ozone Secretariat is the Secretariat for the Vienna Convention (VC) for the Protection of the Ozone Layer and for the Montreal Protocol (MP) on Substances that Deplete the Ozone Layer. This post is located in the Ozone Secretariat of the United Nations Environment Programme/Executive Office (UNEP/EO) in the Nairobi duty station. Under the overall supervision of the Executive Secretary and the direct supervision of the Senior Legal Officer of the
Ozone Secretariat, the incumbent will perform the following funtions: Responsibilities
1. Monitor the implementation of and compliance with the VC and the MP: Develop, implement and evaluate tasks related to compliance monitoring; Monitor progress in achieving and sustaining reduction targets and phase out of ozone-depleting substances by all Parties; Establish and maintain relationships with the relevant stakeholders; Plan and supervise the Secretariat's processing of Parties' biannual submissions; Arrange for and service meetings; Generate and co-ordinate survey initiatives to facilitate implementation of MP decisions; Plan, co-ordinate and supervise the updating and developing of country-specific files; Lead and/or participate in missions, provide guidance to the stakeholders and draft mission summaries. 2. Compliance assistance: Coordinate the Secretariat's work on compliance with the operations of the Multilateral Fund secretariat; Advise Parties on decisions relevant to compliance; Identify compliance problems and initiate actions to assist Parties return to compliance; Research and analyze the causes of Parties' non-compliance; Act as the focal point for the Eastern Europe and Central Asia Region; Plan, develop and manage internal procedures for efficient information flow; Liaise with the Implementing Agencies and the coordinators of the Ozone Regional Groups to ensure provision of advice, guidance and support to implementation by Parties. 3. Organize and prepare written outputs on issues related to synergies; Perform consulting assignments, under the direction of Parties, by planning facilitating workshops, through other interactive sessions; Assist in developing action plans to manage any changes required; Initiate comparative analysis of compliance mechanisms including reporting and verification. 4. Manage, supervise and carry out the work programme under his/her responsibility; Guide and supervise the functions of assisting staff, fostering teamwork and communication; Participate in international and regional ozone meetings and events and provide substantive expertise on VC and MP related issues; Contribute input to reports for intergovernmental bodies. 5. Perform other related duties as may be assigned.

Professionalism: Demonstrated professional competence in environmental protections issues, especially in the subject of monitoring and compliance; Ability to develop, implement and evaluate tasks related to compliance monitoring; Documented success in establishing and maintaining relationships with relevant stakeholders to enable compliance with established procedures; Creativity in finding solutions to Parties' compliance problems and initiating actions to assist Parties' return to compliance.
Teamwork: Collaborates with colleagues by sharing the workload; Shares credit for team accomplishments; Shares credit for team accomplishments and conversely, shares the burden for shortcomings and failures; Demonstrates willingness to take supervisory responsibility over crucial assignments when the office is short of manpower.
Technological Awareness: Ability to keep up with the growing requirements of the Parties brought about by rapidly changing information technology; Willingness to learn new and available technology; Understands the limitations of technology to the specific requirements of the Montreal Protocol regime; Flexibility in adapting such technology to a level that enables successful completion of work.
Communication: Ability to craft sharp, clear and pointed statements on non-compliance issues; Excellent report-writing skills; Speaks clear and effective language, which is tailored to suit the different understanding abilities of meeting participants; Skillful at noting important issues during meetings and interpreting and summarizing delegates' statements into clear and comprehensible summaries, ready to be incorporated into the meeting report.
Education
Advanced university degree in environmental sciences with focus on atmospheric sciences, environmental management, law or a related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
At least seven years of work experience in monitoring and evaluation of environmental project/programmes or related area is required; Experience in providing advice to governments or non-government organizations on environmental compliance issues is a distinct advantage.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
