Senior Fisheries Management Officer


The Organization is seeking to recruit a Senior Fisheries Management Officer from the Contracting Partner States to coordinate the activities of the Fisheries management Program in liaison with the other programs.

Job Description:
Lake Victoria Fisheries Organization (LVFO) is an intergovernmental organization established by Convention in 1994 by the three Contracting Parties of the Republic of Kenya, the United Republic of Tanzania and the Republic of Uganda to jointly manage the fisheries resources of Lake Victoria. The
Organization is a specialised institution of the East African Community. It is a diplomatic mission with Headquarters in Jinja, Uganda. The objectives of the LVFO are to foster cooperation amongst the Contacting Parties, harmonise national measures and develop and adopt conservation and management
measures for the sustainable utilisation of living resources and the assurance of Lake Victoria's ecosystem health. Its mandate covers both capture fisheries and aquaculture.

The Organization has five major programs, namely, the Fisheries Management Program, the Resource Monitoring program; Information, Database and Communication program; Capacity Building Program and Aquaculture program. The Organization is seeking to recruit a Senior Fisheries Management Officer from the Contracting Partner states to coordinate the activities of the Fisheries management Program in liaison with the other programs.

Terms of Reference;
The Senior Fisheries Management Officer will be the technical officer at the LVFO Secretariat responsible for providing regional coordination and technical guidance on sustainable fisheries management and development for Lake Victoria.

He/She will among others fulfil the following:
a) Coordinate the activities of the Working Groups (WGs) of the Fisheries Policy, Legislation, Institutions and Processes Program including but not limited to fisheries policies and legislation, Monitoring Control and Surveillance (MCS), Co-management, fish quality and safety; aquaculture development and Socio-economics and will provide technical and secretarial support to the WGs meetings;
b) Coordinate the implementation of the FAO Code of Conduct for Responsible Fisheries and other relevant international agreements and memoranda of Understanding by State Parties to the Convention;
c) Coordinate implementation of Joint/harmonised monitoring, control and surveillance (MCS) system; extension services; data collection; and co-management by State Parties;
d) Monitor and report on progress in implementing the Regional Plan of Action (RPOA) to prevent deter and eliminate illegal, unreported and unregulated (IUU) fishing around the Lake Victoria including trans-boundary (crossborder) fisheries issues;
e) Coordinate the Competent Authorities to guarantee quality and safety of fish and fishery products originating from Lake Victoria for Regional and International trade;
f) Coordinate regional activities of the Industry, Beach Management Units (BMUs) and co-management committees to ensure harmonization and compliance to existing policies and legislation.
g) Coordinate the harmonisation of fisheries laws and policies taking into consideration other relevant laws and national policies.
h) Coordinate the socio-economic performance monitoring of the fisheries sector by State Parties;
i) Follow-up on the implementation of the recommendations of the Executive Committee and on the implementation of the decisions of the Policy Steering Committee and the Council of Ministers.
j) Act as Secretary to the Fisheries Management Committee of the LVFO and Working Groups; and also provide technical input into the preparation of different reports

k) Carry out any other duties that may be assigned by the Executive Secretary.

Qualification and Experience:
" Masters Degree in fisheries management or development related field is a pre-requisite.
" Doctorate Degree in natural resources, and/ or socio-economic related fields is an added advantage
" Experience of minimum 15 years in natural resources management
or related areas.
" Working with rural communities is an added advantage.
" Innovative, team builder and ability to work with minimum supervision
" Excellent spoken and written English language skills
" Computer literate in microsoft office and statistical softwares.

Duration: 5 years, renewable subject to satisfactory performance.
