Purpose of the Position

In coordination with the Child Protection Section Chief (and the Social Policy Advisor), you will serve as focal point and coordinator in UNICEF for the design and implementation of a National Response to Kenya's Orphaned and Vulnerable Children –OVC.

This position will provide technical assistance and advice to the Government of Kenya for the definition and development of the OVC interventions including the Cash Transfer Programme for OVC (CT-OVG), ensuring their integration with the National Social Protection Strategy and Policy. Particular effort will concentrate on the conceptualization, design and implementation of the consolidation and scale-up of the Cash Transfer Programme for OVC and its coordination with the Child Protection System and other strategic national initiatives that can complement it. The post also requires experience of monitoring arid evaluation tools and processes in order to support the design of the OVC and Social Protection interventions.

Key Expected Results

1. You will define and coordinate the provision of technical and specialized assistance to the Government of Kenya for the design and implementation of the OVC interventions including the Cash Transfer Programme for OVC, ensuring their integration with the National Social
Protection Strategy and the Child Protection System.

2. You will supervise the activities of the Child Protection Specialists (Cash Transfer Specialist and Alternative care and social services for OVC Specialist) to develop and strengthen the national systems for family based and alternative care (including the Cash Transfer Programme for OVC) and social services for OVC in Kenya. This Includes ensuring that these aspects are integrated into the strategy and policy work on social protection and with the Child Protection System.

3. You will define and implement complementary strategies for the OVC interventions in collaboration with the Ministry of Gender, Children and Social Development, other key ministries and section units inside UNICEF, multilateral and bi-lateral donors and other stakeholders and UN agencies,

4. You will guide the development of the different technical and policy components of the Cash Transfer programme for OVC and support the development of the Social Protection and Child Protection Systems.

5. You will identify responses and alternative courses of action to improve/maximize the cost-benefits of the Cash Transfer Programme for OVC by developing evaluation, research mechanisms and economic models for a nationally scaled up safety net response.

Qualifications of Successful Candidate

- Advanced university degree in social sciences or other relevant field.
- Eight years of progressively responsible professional work experience at national and international levels in the development, implementation, management and/or evaluation of field programmes, with special emphasis on cash transfer programmes and social protection interventions. Experience in monitoring and evaluation processes an asset.
- Methodology of programme/project management
- Programmatic goals, policies and strategies for sectoral programmes
- Knowledge of global human rights issues, specifically relating to children and women.
- UNICEF policies and strategy in child protection, including: natural disasters, and recovery.
- Core commitments for children in emergencies (for all Emergency positions)
- UNICEF financial, supply and administrative rules and regulations.
- Rights-based and Results-based programming in UNICEF.
- UNICEF programme policy, procedures and guidelines in the Manual.
- Mid-Term Strategic Plan
- UN guideline on sexual exploitation and abuse by UN staff and partners.
- Fluency in English and another UN language. Knowledge of the local language of the duty station an asset.
