We are retained by Lake Victona Region Local Authorities Cooperation, (LVRLAC) to identify qualified Kenyan national to fill a vacancy in their headquarters in Entebbe, Uganda.
LVRLAC is a network organization of eighty one Local Authorities in the Lake Victoria Basin East Africa. It was founded in 1997 with a mandate to coordinate and strengthen collaborative efforts by Local Authorities within the Lake Basin
towards sustainable utilization, management and conservation of the shared natural resources in the Lake Victoria Basin.
Its mission is to facilitate member Local Authorities through building of strategic partnerships, harmonization of policies and promotion of knowledge on best practices that enhance the capacity of Local Authorities to provide better living standards, services and opportunities for sustainable development in the Lake Victoria Region.
Our client is seeking to recruit a suitable Kenyan national for the post of Regional Project Officer described below. The post which is based at the headquarters in Entebbe, Uganda is tenable for a period of two years renewable subject to availability of funds and carries competitive benefits.
Main duties and responsibilities
The Regional Projects Officer will be responsible for program development & management; planning, monitoring and evaluation for LVRLAC.
His/her duties will be:
  • To spearhead the development of appropriate and competitive regional level and country level programs and projects for LVRLAC in line with the organisation’s strategic plan and the emerging contextual needs opportunities and requirements.
  • To support the Secretary General in resource mobilization and maintenance of strategic links with donors and other relevant partners.
  • To supervise and oversee the efficient implementation of LVRLAC regional level programs and activities
  • To ensure proper documentation of and reporting on LVRLAC’s programme activities and generate reliable and timely program/project reports for LVRLAC Management, donors and other relevant stakeholders
  • To develop and operationalise a functional and reliable monitoring and evaluation system that meets the learning and reporting needs of the Organization.
  • To establish a knowledge management system for LVRLAC.
  • To support capacity building of LVRLAC staff and member local authorities in program development, management and resource mobilization.
Job requirements
  • Minimum postgraduate degree in Project Planning and Management, Social sciences, Environment Science, Natural Resource Management, Economics, or Development Studies. Computer proficiency in word processing and Excel packages a must.
  • At least 5 years experience in a relevant senior management position with a reputable organization.
  • Solid experience in program design, management, monitoring and evaluation.
  • Experience in working on issues of sustainable development
  • Experience in participatory planning methodologies
  • Well developed writing and oral communication skills (including report writing and presentation skills)
  • Ability to lead and work as team member

Training Manager Vacancy


A client of ours in the Hospitality industry has a vacancy of Training Manager.
Role
As a training and development manager you’ll be organizing and managing the various training programmes    within hotel.  Making sure staff gain and develop the skills they need to carry out their jobs effectively. This    involves designing and coordinating training to cover both the hotel’s current and future needs.
Qualifications
  • O Level aggregate B- with “B” in English
  • Diploma in Business studies, human resources or communications.. From any recognised training institution
  • At least 5-10 years preferably in same/ similar position in hospitality industry or service driven industry.

Summary of Position
We are looking for a professional, energetic, enthusiastic HR Training & Development Manager.
Responsible for consulting with other managers to identify training needs , drawing up an overall training plan, managing a training budget, producing materials for in-house training, working with training providers to develop suitable course content, evaluating the success of both individual training and the overall programmes, managing regular staff appraisals and reviews and making sure staff have opportunities for ongoing development,  and on occasion deliver some of the training yourself.

Rwanda Civil Aviation Authority Vacancies


Rwanda Civil Aviation Authority is currently in the process of recruiting two well qualified staff for the positions of Chief Engineer and Chief Accountant.
1. Chief Engineer
The Chief Engineer is responsible for the management of the Engineering and Maintenance Dept and all its projects, maintenance programmes, properties and staff. His work will include the expansion of Kigali International Airport as well as the development of the New Bugesera International Airport.
Qualifications:
The Applicant should have a minimum of a Bachelor’s degree from a recognised university in either of the following fields of Civil and Structural Engineering, Architecture, Mechanical Engineering, Electrical Engineering or Quantity Surveying.
Applicant must have recognised professional accreditation with his professional association.
Applicant must have a minimum of 7 years of working experience in engineering or maintenance. A proven track record of management of Consultants and Contractors is advantageous.
It is preferred if the Applicant has at least 5 years of experience in aviation and airports.
The Applicant should have a minimum of 5 years experience in the Management of engineering and technical team either in construction projects, operations and maintenance of property complexes. Preference is given to those with experience in all the disciplines.
The Applicant must be a good communicator and fluent in both spoken and written English. Preference is given to those who are also proficient in French and Kinyarwanda.

2. Chief Accountant
The duties and responsibilities of the Chief Accountant shall be:
  • To assist the Director of Finance in achieving financial and accounting objectives;
  • To consolidate annual operating and capital budgets for approval by the Board of Directors;
  • To develop and implement appropriate accounting and financial procedures;
  • To develop and maintain policies and systems for control of cash receipts and disbursements;
  • To prepare authority statements;
  • To develop a cost recovery policy for aeronautical facilities and implement profit cost centre;
  • To develop and maintain financial management reporting system
  • To carry out other duties as assigned by the Director of Finance.
Qualifications:
  • University degree in Accountancy with ACCA/CPA qualifications;
  • Minimum of 4 years experience in management of finance and accounting or audit in large commercial organizations;
  • Ability to lead, direct and coordinate functions of the group;
  • Experience in the development and implementation of financial policies and procedures;
  • Effective written and oral communication skills;
  • Proven administrative, financial, commercial and managerial competences;
  • Experience in Civil Aviation management environment;
  • Adequate computer skills, with proficiency in Word processing, spreadsheets, presentation and accounting software packages;

Tana and Athi Rivers Development Authority (TARDA) Request for Proposals for Management Consultancy


Tana Delta Irrigation Project Sustainable Management of the Tana Delta Irrigation (RICE) Project The Tana and Athi Rivers Development Authority (TARDA) intends to identify a reputable Management Consultant to provide operation and management services on the Tana Delta Irrigation Project located in the Tana Delta at Garsen Division, Tana River District, Coast Province.
The Project, which was damaged by Elnino Floods of 1997/98, has recently been rehabilitated to restore the irrigation infrastructure including the on-farm works of up to 1,763ha and the western flood protection dyke, under the Economic Stimulus Project of GoK. However, facilities of the Estate Compound which include buildings and rice mill works are yet to be rehabilitated and will be executed later.
TARDA lacks the capacity for sustainable management of the Project and hence the need for the Management Consultant.
The Management Consultant is therefore expected to provide sustainable management services for Crop Production, management and operation of the 1763ha scheme including marketing.
TARDA is therefore requesting prospective Management Consultants to submit proposals to Management Consultant in the above project.
Interested prospective Management Consultants should demonstrate their technical and financial capability to undertake these works.
