Duties and Responsibilities
- Create a high performing organisational culture based on transparency, integrity, accountability, performance measurement and results to ensure that programme activities are undertaken on sound management principles and practices.
- Provide technical leadership in the development of Strategic Plans and budgets for Regional and Branch structures aligned to the Society’s strategic objectives.
- Responsible for Business Processes Development with a view of enhancing the existing systems to achieve a wholistic approach of meeting the Society’s needs.
- Supervise the design, development, implementation and evaluation of comprehensive Supply Chain management policy, procedures and systems which provides guidelines to line managers on cost-effective and timely acquisition and delivery of materials, goods and supplies.
- Enforcing stringent financial controls and ensuring monthly financial reports are used for better financial management.
- Developing and coordinating the Annual Budget cycle that provides justification for financial resources needed to accomplish strategic objectives.
- Coordinate preparation of funding proposals in compliance to donor requirements, coordinate timely responses to donor queries as well as ensure that donors are informed of modifications, problems and constraints on programme delivery.
- Monitor challenges in the operating environment to ensure that KRCS and its Regions and Branches comply with relevant legislation, policies and guidelines aimed at preventing and alleviating human suffering.
- Participate in the recruitment and selection of staff in order to ensure that the candidates selected have the required job competencies and are provided with a job orientation and induction programme necessary for effective performance.
- Prepare concept papers, board papers, periodic progress reports and Annual reports showing organisational achievements against planned targets as well as providing justification for performance variances and areas of improvement.
Minimum Qualifications
- Masters degree in business Administration (MBA), with specialisation in administration or equivalent qualifications plus membership to relevant professional bodies.
- Professional Qualifications in Accounting such as CPA, ACA, ACCA, ACMA or equivalent plus membership to a relevant professional body
- Over five (5) years experience gained in administration in a large organisation with branch network countrywide.
Key Competencies
- Broad knowledge of humanitarian relief issues, trends and goals at national, regional and international levels, including proven programme management skills covering the full project cycle.
- Self Driven and ability to work under minimal supervision
- Strong leadership, supervisory skills, team building, conflict resolution and ability to deliver the Society’s articulated vision for change, create a sense of urgency around change and motivate staff to join change efforts.
- Demonstrated technical expertise in strategic management, project planning and budgeting, resource management, implementation ability as well as programme monitoring and evaluation
- Demonstrated competence in resource mobilisation including implementation of effective fundraising strategies to increase resource through grant proposals and memoranda of understanding with donor agencies, foundations, NGO’s, universities and private sector organisations.
- Demonstrated proficiency in computer applications such as word processing, spreadsheets, database, email and utilisation of the internet.

- Direct and exercise overall control of the GF’s operations to ensure that its activities are managed in a professional and efficient manner in order to meet its strategic objectives.
- Develop and implement effective Grants management policies and systems for monitoring and reporting financial performance of Non State Actors to ensure proper management and accountability of funds in line with financial and budgetary policies and procedures of GF.
- Provide leadership in ensuring Programme Quality and alignment to National Policies, Guidelines and strategies.
- Oversee the implementation of resource allocation, efficient programme implementation, and competent programme monitoring and reporting.
- Provide the link between the GF programme and the Senior Management.
- Participate in multidisciplinary teams to develop, implement and evaluate strategic management plans to improve organisational effectiveness.
- Responsible for training of staff and governance of the organisations that will partner with the Society in the implementation of the Global Fund project inorder to ensure consistency and efficiency.
- Be responsible for staff matters for the staff establishment of Global Fund division.
Minimum Qualifications
- Masters degree in a Social Sciences or Development Studies, Economics, Business Administration or equivalent qualifications.
- Over five (5) years experience in Grants and Programme Management.
- Considerable Experience in administration is desirable.
- Previous work in HIV and or Health Grant programmes will be an added advantage.
Key Competencies
- Ability to initiate and manage change and to recognise and adjust to rapidly changing conditions in order to align programmes to the GF Strategic Plan.
- Experience in working with international funding agencies
- Ability to represent the Society in different fora both locally and abroad and to articulate the interests of the Society in negotiations

- Study the objectives, promotional policies and needs of KRCS to develop Public Relations and Communication strategies and budgets that will influence public opinion or promote ideas as well as new humanitarian programmes.
- Plan and implement Communications Strategy aimed at advancing the Mission and objectives of KRCS through a combination of traditional advocacy efforts and a focused public relations programme, positioning KRCS as a leader in setting ethical and professional standards that enhance the integrity of humanitarian programmes.
- Maintain effective media relations, establish and maintain regular contact with media representatives and also promptly respond to requests for information from the media, other stakeholders and the general public in order to promote the Society’s image and reputation.
- Gather, edit and package communication materials and other publications including publicity materials, posters, fact-sheets, speeches, brochures, internet web pages and other publications for internal and external audiences, including employees, communities, stakeholders and the general public.
- Organise and implement press conferences, photo sessions, and media events to promote specific issues of major concern designed to improve understanding and acceptance of the Society’s mandate, policies, objectives, strategies and services.
- Conduct opinion polls and baseline surveys on specific humanitarian issues to identify trends, key interests and concerns in order to develop comprehensive communication reports based on analysis and interpretation of issues.
- Coordinate the development, production and delivery of publications, including season brochures, flyers, posters, direct mail promotions, calendars, and other publicity support materials, writes, designs, and produces materials as required.
- Implement an effective Publicity Strategy to ensure thorough documentation of programme activities to promote the Society’s image and reputation as the leading humanitarian organization by highlighting best practices aimed at improving relationships and goodwill to benefit a greater number of communities.
- Provide support to programme officers in Regions and Branches by strengthening their capacity to document and provide progress reports of key programmes and activities in line with KRCS policies and donor requirements.
Minimum Qualifications
- Masters degree in Communications Studies, Journalism or equivalent qualifications plus membership affiliation to a professional body.
- Over five (5) years demonstrated experience in developing and implementing effective Corporate Communications programmes.
Key Competencies
- Working knowledge of International Humanitarian and Disaster Response laws including the Fundamental Principles of the International Red Cross and Red Crescent movement.
- Strong skills in audio and video editing.
- Ability to use computer software packages and internet formatting languages and working in InDesign.
- Ability to establish and maintain working relationships with the media, Government officials, employees, donors, stakeholders and the general public.
- Working knowledge of mass media operation and its proper utilisation for dissemination of information.
