Procurement Manager Job in a Utility Company Kenya


Our Client, a utility company mandated to provide cost effective and affordable quality water and sanitation services in Kenya, seeks to recruit goal-oriented, self-motivated and qualified persons to fill the following management positions:

Position: Procurement Manager

Reporting to: Managing Director
Job Grade: 3
Job Purpose
To procure quality products and services in a timely manner commensurate with value for the organization in order to maintain optimum stock levels. Implementation of the overall Strategic Plan with emphasis to the procurement function.

Key Result Area / Principle Accountabilities and Duties
  • Prepare the Procurement Plan and ensure compliance with the Procurement Act and related legislations.
  • Ensure smooth, speedy and efficient procurement of goods and services.
  • Provide support and professional advice to the Tender Committee.
  • Ensure contracts and orders promote cost effectiveness.
  • Ensure stock control and receive requisitions from user departments.
  • Floatation of invitations.
  • Evaluate tenders and come up with recommendations.
  • Verify LPO and LSO.
  • Advise management on the best procurement practice.
  • Any other duties as may be assigned by the management from time to time.
Education, Professional Qualifications and Work Experience:
  • Degree from a recognized university;
  • Posses a Post Graduate Diploma in Supplies Management;
  • Be a registered member of Kenya Institute of Supplies Management;
  • 5 years experience gained in a busy procurement entity with at least 3 years in a Senior Management position.
Required Skills and Competencies:
  • Have demonstrated outstanding professional competence in procurement work in work performance and results;
  • Knowledge in procurement procedures;
  • Demonstrate experience in contracting and contract management;
  • Have a clear understanding of the Mission, Mandate and Vision of the company and ability to translate the role of procurement in realization of the same
  • Must be able to lead a team in a dynamic work environment;
  • Should posses excellent interpersonal communication skills
  • Ability to lead a team in a dynamic environment;
  • Must possess relevant computer skills;
  • Be a team player and uphold collective responsibility.
The position is senior and demand excellent people management and development skills, written and oral communication skills both in English and Kiswahili, and high degree of honesty and integrity.

Purchasing and Supplies Officer

Duties
  • Receive and inspect all incoming materials and reconcile with purchase orders; processes and distribute documentation with purchase orders; reports, documents and tracks damages and discrepancies on orders received.
  • Maintain records of all deliveries.
  • Fill supply requisitions; assist buyer to order adequate merchandise and supplies; deliver orders to departments and staff.

Knowledge and Skills Requirements
  • Minimum of Diploma in Purchasing and Supplies.
  • An academic background in ICT is preferred
  • At least 1year working experience in Supplies.
  • Membership of either KISM or CIPS is preferable.
  • Experience in working in an ICT firm would be an added advantage
  • Must have ability to understand and carry out oral and written instructions

IOM Inventory and Logistics Clerk Job in Nairobi, Kenya

Position title: Inventory and Logistics Clerk

Classification: Grade G3/O1

Duration of Appointment: Three (3) months with possibility of extension

General functions:

Under the overall supervision of the Resources management officer and the direct supervision of the Procurement and Logistics Officer in Nairobi, and in close coordination with the COS Unit in Nairobi, the incumbent will perform routine administrative functions in the area of Inventory, logistics and common services.

Essential Functions will include:
  • Responsible for collecting data for consignments and cargo shipments for the office e.g. brand, model, serial number.
  • Ensure that the new purchased items been entered into the inventory database and assigned respective coding keys.
  • Conduct first review of vendor invoices to ensure compliance with order and goods received.
  • Ensure appropriate records regarding assets disposal; ensure assets are located accordingly and used in IOM’s best interest.
  • Carry out the Assets Inventory records update and management for the mission; Nairobi along with the other sub-offices in Kenya.
  • Administrative support for all Procurement and Logistics related issues; like assisting in preparing the paper works and tracking signatures from signatories.
  • Conduct and following up the office needs stock in Nairobi Office, distribution and replenish whenever needed.
  • Archiving system update and management with proper labels.
  • Database system update and management.
  • Any other duties within the incumbent’s capabilities that might be assigned by the Logistics / Procurement Officer.
Desirable Qualifications:
  • Diploma in Purchasing and Supplies, Logistics or Business Administration.
  • Minimum 3 years of relevant experience in a similar position of a busy logistics unit.
  • Experience on VAT exemptions procedures and Knowledge on Government requirements on duty exemptions.
  • Demonstrated ability to maintain integrity in performing responsibilities assigned.
  • Very strong computer skills especially in Ms Office especially Excel, Word, Access and Outlook.
  • Ability to pay close attention to details, take initiative and work with minimal supervision
  • IOM functional competencies required: effective communicator, successful negotiator, creative analytical thinker, active learner, strong team player and cross cultural facilitator.
  • Excellent command in written and spoken English and Kiswahili.
