Project Coordinator and Project Assistant Jobs Vacancies - Inter Religious Council of Kenya (IRCK)



The Inter-Religious Council of Kenya, (IRCK) the national interfaith collaboration of all faith communities in Kenya, is in a three year partnership with UNICEF to carry out a project named ‘Faith for Life’ in which religious leaders are empowered to use their congregational and other platforms to communicate high impact interventions (HII) which are aimed at accelerating maternal, newborn and child development (MNCH) for adoption by their congregations.

The IRCK, is seeking for services of a consultant/conference coordinator and his/her assistant to organize an international conference on faith communities response to acceleration of maternal, newborn and child development.

The two positions require individuals who can meet the following requirements:

1. Project Coordinator – Faith For Life International Conference

Reporting to the Executive Director

Job Responsibilities

a) Conference planning, organization, management and reporting
  • Coordinate conference planning meetings. The consultant will provide strategic guidance on formation of steering, and technical sub-committees to plan for, as well as oversee the conference. It is expected that several meetings will be organized with clear outputs, and follow up actions, before, during and after the conference
  • Prepare conference program, technical abstracts and guide conference theme development, and final report
  • Coordinate/facilitate participation of conference delagates. This will entail communication to individuals, organisations, and countries to plan and support participation
  • Support conference advocacy and awareness creation. The consultant will be expected to develop a strategy for awareness creation on the conference, identification of the strategic communication channels and materials.
  • Develop appropriate conference budget, provide analysis on budget and guide on resource mobilization for the conference
  • Oversee the conference, and guide all the logistics and conference management
  • Prepare conference report with follow up action points
b) Strategic guidance in the implementation and M&E of Faith for Life (F4L) project
  • Support development of monitoring and evaluation strategy of the F4L initiative, to measure program delivery, effectiveness and efficiency
  • Any other technical support required on F4L.
Job Requirements
  • A minimum of Masters degree in communication, social sciences or equivalent
  • Over 5 years professional experience in general program/project management, and hands on experience in organising international/national conferences, including monitoring and evaluation
  • Familiarity with activities of religious organisations, as well as child survival, and development programs
  • Relevant consultancies in the past
  • Good writing, editing and communication skills with computer literacy and layout skills.
2. Project Assistant – Faith for Life International Conference

Reporting to the Project Coordinator

Job Responsibilities:

Provide support and assistance to the lead conference coordinator in the responsibilities mentioned above

Job Requirements
  • A minimum of bachelors degree in communication, social sciences or equivalent
  • Over 3 years professional experience in general program/project management, and hands on experience in organising international/national conferences,
  • Specific experience in project monitoring, evaluation, reporting and learning
  • Familiarity with activities of religious organisations, as well as child survival, and development programs
  • Good writing, editing and communication skills with computer literacy and layout skills.

Millennium Development Goals (MDGS) Field Officers

The Government of Kenya is set to implement Phase two of the Mainstreaming, Coordinating and Accelerating Millennium Development Goals in Kenya’s Development Process Programme (MDGs Phase II Programme) in collaboration with the Government of Finland.

MDGs Phase II Programme is intended to build on the earlier MDGs Programme of 2005-2009 with focus on the District level and is aimed at accelerating initiatives to achieve the MDGs in Kenya by 2015.

The Programme will cover the larger nine districts namely: Bondo, Siaya, Suba, Bungoma, Turkana, Meru South, Murang’a North, Garissa and Kilifi. In this context, the Ministry of State for Planning, National Development and Vision 2030 is seeking to recruit MDGs Field Officers (12 posts)who will be based in these areas.

The candidates should have a clear understanding of national long term and short term development policies and their links to the Millennium Development Goals and how to cascade these to a regional context.

This is a one year contract renewable annually up to a period of three years based on satisfactory performance.

Terms of Reference

Each MDGs Field Officer will assist District Development Officers (DDOs) in their respective regions in coordination of MDGs related activities; reporting to the DDOs and closely liaising with the Head, MDGs Unit.

They will specifically assist in localization of the MDGs in their regions and lower levels and monitoring and evaluation of all MDGs activities.

Further, the MDGs Field Officer will:
  • Determine MDGs information needs, design monitoring schedules, guide monitoring activities and consolidate monitoring reports.
  • Under guidance of the DDOs, assist in preparing Pilot Project Proposals, implementation and monitoring of funded Pilot Projects.
  • Assist in ensuring that District Development Plans (DDPs) are aligned to reflect the MDGs.
  • Contribute to optimal teamwork and spirit through maintaining close working contacts with Government counterparts, private sector and development agencies at the district level.
  • Assist the DDOs in preparing district specific development data.
  • Coordinate MDGs capacity building and training programmes for district technical officers,
  • Civil Society Organizations and other MDGs Stakeholders.
  • Perform any other duties assigned by the National Coordinator MDGs
Reporting Responsibilities

The MDGs Field Officer shall report to National Coordinator MDGs PIU, Ministry of State for Planning, National Development and Vision 2030 through respective DDOs for assignments.

Qualifications:
  • Should be Kenyan Citizen aged between 25 and 35 years, and willing to work in any of the greater millennium districts above.
  • A Bachelors Degree in Economics, Development Studies or any related Social Sciences.
  • Post graduate qualifications in community development will be an added advantage.
  • At least 4 years experience in development work preferably in the field.
  • Good knowledge of the Millennium Development Goals and the current Status in Kenya.
  • Working knowledge of computer (Office Packages).
  • Good interpersonal and report writing skills.
  • Be able to work under minimum supervision.
  • Fluent in Kiswahili and English.

Job Purpose

The Project Officer shall be in charge of providing strategic leadership in micro-enterprise development for the target population for alternative income generation & poverty eradication.

He/she shall provide thorough training and technical assistance to potential young entrepreneurs among University students and the Most at Risk Populations to effectively and efficiently assist them target population in micro-enterprise idea development , micro- enterprise organization and fund raising for startup using the locally available resources and grant writing, registration, development of business plans and holistic management of the entrepreneurial ideas to success.

He/ She will assist in the effective and efficient management of the project by supporting the design, planning and management of the project and taking on a support role in Resource & Mobilization function. The Project Officer shall be also be responsible with the harmonization, capacity building and strengthening of the Resource Mobilization aspect by creatively initiating strategies that will sustainably raise resources locally and globally for project sustainability.

Key Roles & Responsibilities Include (But are not limited to):
  • Identification of local and international funding opportunities and development of proposals.
  • Assist in Designing, Planning, Implementation and review of Resource Mobilization Strategy and Funding Plans of I Choose Life-Africa.
  • Assist in the development of the Entrepreneurship Training Manual / Module.
  • Identify beneficiaries in the implementation of group savings, loans and business development skills.
  • Work with the Project team in identifying areas that require strengthening among the selected beneficiaries and subsequently develop a capacity building strategy and assist in its implementation to address the identified areas.
  • Utilize online social networks, bulk text messages and the ICL website and forge networks that shall contribute to entrepreneurship development and resource mobilization using the internet and the website.
  • In liaison with the M & E Officer, track quarterly progress of program activities and generate accurate and timely data reports in compliance with the donor procedures and agreements.
  • Create partnerships within the project sites for the attainment of project goals.
  • Plan and implement Community mobilization activities.
  • In accordance with donor requirements, create or maintain procedures for capturing and publishing monthly, quarterly and annual project technical and financial reports.
  • Ensure evaluations of trainings and outreach activities are conducted and reports written and submitted to the project manager/monitoring and evaluation officer.
  • Participate in project, organizational and institutional meetings and work harmoniously with other stakeholders.
Person specifications - Experience, Academic Qualifications and Personality desired:-
  • A Minimum of a Bachelor’s degree in Social Sciences.
  • A minimum of two years training experience in a youth setting on aspects of HIV/AIDS prevention or behavior change in a project setting.
  • Experience in working with tertiary institutions an added advantage.
  • Two years of relevant professional in resource mobilization through grant writing and micro- enterprise development in micro-enterprise startups and management and M&E experience i.e. thorough familiarity with the principles and current approaches to M&E, using both quantitative and qualitative methods, in all stages of programme cycle management.
  • Be an excellent facilitator and have the ability to create partnerships within the project area.
  • Experience in implementing USG funded projects is highly desirable.
  • Excellent written and verbal communication skills as well as good presentation, interpersonal skills and report writing skills.
  • Ability to work with a team, foster a team approach and incorporate capacity building activities into the programme.
  • Ability to forge partnership and negotiations between NGO, corporates and institutions
  • Innovativeness throughout the program and organization
  • A sensitive and patient approach to advising and mentoring of the target population.
  • Ability to analyze and utilize programme development gaps for designing Programmes.

Job Title: National Programme Officer (Head of Field Office)

Accountabilities: Under the direct supervision of the National Programme Officer and the overall supervision of the PRRO Coordinator, the incumbent will carry out the following duties:-

Major Duties and Responsibilities:
  • Responsible for overall programme management which includes implementation and monitoring of programmes and activities in the region;
  • Develop and sustain liaison with key professionals and NGOs engaged in the field of food security;
  • Represent WFP in key meetings with government and other partners;

  • Advise the government/CLP on the maintenance of all records, accounts and books as stipulated in the currently valid agreements (MoUs, LoUs);
  • Ensure compliance with WFP’s policies, criteria and procedures with respect to food aid;
  • Assist heads of programmes from CO in all matters related to the delivery of WFP assistance and bring to the attention of appropriate staff any administrative constraints arising from rapidly evolving situations in the field;
  • Supervise all the other programme staff in the area of responsibility and provide training and technical guidance in their work;
  • Take the lead in organising VIP visits to the district (donors, WFP executive management staff);
  • Perform other duties as required, including direct responsibility for administrative/ procurement requirements of the unit.
Qualifications and Experience:

Education: University degree in one or more of the following disciplines: Economics, Agriculture, Social Sciences, International affairs, Business Administration, Development Studies Social Sciences, Development Studies or a field relevant to international development assistance.

Experience: At least three years’ postgraduate professional experience in commerce, business administration, development or food aid support.

Knowledge: Training and/or experience utilising computers including word processing, spreadsheet and other standard software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration.

Expected Results: Well prepared analytical work; well managed projects, programmes and/or operations.

Critical Success Factors:
  • Good analytical skills; resourcefulness, initiative, maturity of judgement, tact, negotiating skills; ability to communicate clearly both orally and in writing; ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
  • Ability to cope with situations which may threaten health or safety; flexibility in accepting work assignments outside normal desk description.

  • Develop and implement protocols for coordinating communication between ministry units (branches, Sub-Branches, IPAs) and Support Offices, key international and national donors and other stakeholders.
  • Any other responsibility as assigned by the WASH Program Director or other related supervisors
Qualifications: Education/Knowledge/Technical Skills and Experience
  • The holder of this position must have a minimum of a bachelors degree in development studies, social sciences or any other a relevant field from a recognized University. Masters degree is preferred
  • They must have a minimum of 7 years experience with regards to the designing, planning, implementation, supervising and reporting on integrated development, relief and/or advocacy projects;
  • They should have at least 5 years experience as a Programme Officer in WASH interventions ;
  • The holder of this position must be a results orientated who can handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands
  • He /she must also have ample experience in public relations, leadership, fund raising, results based management, donor requirements, staff capacity building, public speaking, strategic management, and be a strong team player.

Background to the HSNP
The Hunger Safety Net Programme (HSNP) is a major joint GoK/DFID initiative that
seeks to reduce extreme poverty in Kenya and support the establishment of a
government-led national social protection system delivering long-term, guaranteed cash
transfers to extremely poor and vulnerable people to improve access to food, protect
assets and reduce the impact of shocks. The HSNP will be implemented in two phases.
The objective of Phase I (April 2007 - March 2011) is to design and pilot cost-effective
mechanisms for beneficiary targeting, payment delivery and grievance management in
four districts (Turkana, Marsabit, Mandera and Wajir) targeting 60,000 households
(300,000 individuals). The second phase will be scaled-up to target approximately
300,000 households (1.5 million individuals) across the ASALs with GoK and
Development Partners‟ support.
The Social Protection Rights component
The HSNP has been divided into 5 components: Administration, Payments, MIS, M&E
and Social Protection Rights (SPR). The objective of the SPR component is to support
programme
effectiveness through implementing mechanisms of beneficiary
accountability within the programme and through empowerment of communities vis-à-
vis the other programme components as well as the empowerment of vulnerable groups
within communities who might otherwise be excluded from the programme. As such the
SPR component is charged with acting as an independent beneficiary advocate and
„guardian‟ of the Programme Charter of Rights and Responsibilities. More broadly, it
seeks to set a rights-based and replicable precedent to social protection policy and
programme development in Kenya. In its relationship with other components, the SPR
component will have to tread a fine line between exercising independent and proactive
promotion and protection of people‟s rights, and collaborative engagement in a
challenging and unique programme.
The SPR Component: Scope of Work
The SPR component is responsible for: defining a HSNP Charter of Programme Rights,
designing a system for managing and following up on grievances (including general
complaints and targeting appeals) and implementing a rights education and outreach
programme. In addition, the grievance system should serve the approximately 8000
“control” households included in the Monitoring and Evaluation (M&E) component. The
grievance mechanism is intended to provide a vehicle for community participation and
feedback that may inform adjustments to programme design and operations and will
essentially have to deal with three forms of grievance: programme performance issues
(failures in service delivery- including targeting appeals), programme legitimacy issues

(complaints about programme approach), and disputes that occur within and between
communities and are associated with the programme. The grievance mechanism will

The role of the organization is to serve local communities by acting as a co-creator of processes that stimulate Civic Driven Change.

Our client’s Africa regional office works through its Regional Office in Nairobi and it’s Field Offices in Western Kenya and Northern Tanzania and through partner organizations in Kenya, Tanzania, Uganda and Ethiopia.

Job Summary

Under the overall guidance of the Regional Coordinator Child Protection, you will be responsible for the portfolio of child protection programmes in Tanzania.

You will provide technical advice and support to our client’s programmes in Civic Driven Change and Social Business Development and will manage our relation with partners in child protection.

As such, you are expected to travel extensively between our client programme areas and to those of our child protection partners, as you identify opportunities for and facilitate linking and learning between child protection partners. You will translate these experiences into lessons learned, and support the Regional Coordinator Child Protection in the development of effective child rights programmes.

Supported by the Regional PM&E Coordinator, the Programme Manager will be responsible for data collection, information management and reporting of all programme interventions in the Mara Region.

Field Office and coordinate related. In this capacity, the Programme Manager will train other staff in the area of Participatory Planning, Monitoring and Evaluation, and coordinate all related data collection, analysis and reporting across the programmes.

Specific Task Areas

Policy and strategy development
  • Participate in the development and implementation of our client’s child protection policies, strategies and programs through sharing child protection experiences from programme office and child protection partners
  • Translate child protection strategies and policies for understanding and implementation by the project officers and child protection partners
  • Critically analyze and consolidate information from different child protection programmes to sieve best and worst practices

To support the administrative and technical work of the development partners that underpins the JBSF, a Technical and Administrative Support Unit (TASU) is being established, to be financed through a multi-donor trust fund with contributions from the participating development partners.     Purpose of the Position
