Head of Office Job in ICTJ Nairobi Kenya



International Center for Transitional Justice (ICTJ) is seeking an enthusiastic and experienced leader as the Head of Office for its Kenya Office located in Nairobi.

The ideal candidate will have wide ranging transitional justice expertise as well as specific experience with truth commission processes and prosecutions. This position will report to the Deputy Africa Director in Cape Town.

Responsibilities
  • Assess and implement a comprehensive and integrated transitional justice program in Kenya.
  • Work in conjunction with ICTJ colleagues in providing assistance to Kenya’s evolving transitional justice mechanisms, including high-level technical assistance on operational matters, comparative knowledge and analysis, policy advice and capacity building to relevant actors in Kenya, including convening workshops, trainings and other meetings.
  • Develop and maintain contacts with relevant partners and colleagues inside and outside Kenya, including government, civil society, and international actors.
  • Liaises and cultivates relationships with current and potential donors. Drafts funding proposals and budgets as well as monitors implementation.
  • Manage the Kenya Office by providing leadership in the development and implementation of its work plan and programming priorities.
  • Responsible for the financial management of Kenya Office, including establishing budget and monitoring expenditures; meeting the grant requirements; timely review and approval of financial reports and expense reports; and ensuring adequate controls exist over cash and other ICTJ assets.
  • Responsible for the human resources management of Kenya Office by ensuring that the vacancies are filled in a timely manner; resolving any personnel related issues; and ensuring that performance evaluation of staff are conducted.
  • Manage financial aspects of ICTJ's Kenya Office and its activities by working closely with ICTJ's Finance Department in NY, including overseeing the regular financial reporting processes.
  • Manage Human resources matters for the Kenya Office, including recruiting staff in a timely manner.
  • Manage legal matters pertaining to Kenya Office and its activities, including insurance, personnel matters, taxation, registration, vehicle ownership or rental, etc.
  • Serve as a representative of ICTJ in all aspects of its work in Kenya.
Qualifications

Education: Minimum Bachelor’s degree in law, political science, international affairs or a related field. Advanced degree is highly desirable.

Experience: 7–10 years of experience in field based human rights/transitional justice research and programming.

Related Skills and Knowledge:
  • Expertise in the history, transitional justice measures, and current human rights challenges in Kenya.
  • Knowledge and experience with truth commissions and prosecutions highly desirable.
  • Knowledge of other transitional justice measures, such as reparations and security sector reform is desirable.
  • Admission to practice law in Kenya is highly desirable.
  • Strong knowledge of the East African region and previous work in Africa is desirable.
  • 3–5 years management experience, preferably in international organization, particularly with program management and budget oversight.
  • Excellent Oral and written communication skills in English is required. Working knowledge of at least one other language is desirable.
  • Experience working with civil society organizations, international organizations including the UN, ICC, and other INGOs.
  • High level of professionalism and attention to detail.
  • Ability to work in an intensive and fast-paced work environment, and with a wide range of partners.
  • Proficient with the use of computers, including MS Office Applications.
  • Ability to travel nationally and internationally.

This is a one-year contract that may be extended for at least one additional year, depending on performance and the availability of funding. This is a consultant position. Applicant must be a Kenyan national.

Saferworld Somalia/Somaliland Project Manager Job in Nairobi Kenya


Project Manager – Somalia/Somaliland, based in Nairobi with frequent travel to the region

Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security.

We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures.

The main focus of this role is upon the implementation of Saferworld’s Somali Non-State Actors programme, a process that Saferworld has been supporting for the past six years.

The process aims to strengthen the participation of Somali Non-State Actors in national and international decision-making on peace, security and development through supporting the development and capacity-building of NSA platforms in the three Somali regions.

The successful candidate will be educated to degree level and have a minimum of five years’ experience of working on peace-building or development including work with civil society organisations.

They will also have excellent written and spoken Somali and English.

Experience of Somalia/Somaliland is preferred.

USAID/Kenya Yes Youth Can! Annual Program Statement (APS)


The United States Agency for International Development, Mission to Kenya (USAID/Kenya), invites applications from all U.S. and Non-U.S. qualified organizations to implement youth activities under the Yes Youth Can! program.
This program is authorized in accordance with Public Law 109-102, and the Foreign Assistance Act of 1961, as amended.
USAID’s Yes Youth Can! program will provide robust support to Kenyan youth to create opportunities for livelihoods, engage as citizens in local and national issues that affect them, and empower themselves to be positive forces for change in their communities.
The goal of the activities to be funded pursuant to the Yes Youth Can! APS is to empower Kenyan youth by developing leadership and organizations, promoting inter-ethnic understanding, facilitating innovation, providing technical assistance to create jobs and new market opportunities, enhancing youth voices in policy dialogue and interethnic coalitions, and generating new possibilities for community well-being.
The estimate for all awards to be made under this APS is $14,000,000. This funding opportunity includes multi-sectoral programming in six provinces in Kenya: Central, Nairobi, Nyanza, Rift Valley, Western and Coast Provinces.
Kenyan organizations are encouraged to apply as Prime applicants or as sub-awardees. Proposals from consortia
or partnerships between eligible organizations are welcome. Teaming arrangements, especially those that include Kenyan partners, are also encouraged.
All concept papers must be submitted by November 26, 2010. However, concept papers received by June 28, 2010 will be reviewed as an initial batch. Subsequent concept papers will be reviewed as they come in (on a “first-come, first-served” basis). However, as resources are limited and we expect a significant number of submissions, the earlier a concept paper is received, the greater the chance that funding might be available.
Applicants are, therefore, strongly encouraged to submit concept papers by June 28, 2010.

Key responsibilities

- Facilitate capacity enhancement of children, communities and partners for active participation and ownership of community development programs.
- Work with partners to create and strengthen linkages with all stakeholders.
- Facilitate and strengthen community capacity in resource mobilization
- Facilitate the capacity enhancement of children and communities to acquire skills in lobby and advocacy on issues that will influence policy at local, national and international level
- Support institutional development and organizational development of the CBOs
- Support CBOs to develop and undertake community based monitoring and evaluation
- Enhance children participation in programming
- Enable implementation of programs/ projects in an integrated and sustainable manner.
- Facilitate sponsorship activities within the DAs in liaison with CBO volunteers.

Qualifications, skills and experience:

- A University Degree or Diploma in Social Sciences/ Development Studies or related field from recognized institutions
- At least 3 years experience in community development.
- An understanding of community development preferably from a rights based perspective
- Good facilitation skills
- Hands on experience of working with communities at grassroots level with proven skills and knowledge of organizational development and capacity building within the Civil Society sector
- Fluency in English and Kiswahili languages (written or oral)
- Proficiency in use of MS office
- Ability and experience in partnership building, networking and collaboration.
The job holder will be expected to be a competent rider as this will be the mode of transport. A riding course can be arranged if necessary.

MSI was awarded a three-year contract with USAID/Sudan on a project named SUPPORT (Services Under Program and Project Offices for Results Tracking), and tasked with the responsibility of executing functions normally associated with USAID’s Program and Communications offices. Position Summary: MSI is seeking an Education Project Management Specialist to be charged with responsibility for management of progress and impact of USAID southern Sudan education activities. S/he will utilize her/his technical skills and knowledge of program implementation to recognize opportunities for new initiatives and propose modifications to improve program results. The position will be part of the USAID Sudan Mission based in Juba.

Responsibilities:

- Assist with the planning and design of educational activities, intermediate results, and measures of achievement in Sudan.
- Monitor progress and impact of USAID education/technology programs against benchmarks set forth in the implementing partners work plans.
- Track, revise and report on indicators of results for Southern Sudan education programs using radio and other forms of technologies.
- Write annual reports for Washington ensuring the measurements of progress are accurate and clearly describe the objective of the program and results achieved.
- Promote communication and interaction between USAID and southern Sudanese stakeholders, including: the Government of Southern Sudan, Ministry of Education Science and Technology, State Ministries of Education, beneficiary communities, private sector firms, civil society groups, Sudanese NGOs, and international NGOs.
- Track expenditures and obligations in grants and contracts and ensure that the flow of funds within the program is not disrupted.
- Participate on senior level management committee as the USAID representative for the technology program(s), implementing partner(s) and the GoSS Secretariat of Education.

Qualifications:

- Demonstrated expertise in education programs.
- At least 4 years work experience in Education programs or related fields is required.
- Strong leadership and interpersonal skills and the ability to take initiative and see programs through to completion.
- Knowledge of current education development in Southern Sudan is required.
- Excellent oral and written English is required and Arabic language would be a benefit. A working knowledge of southern Sudanese cultures, societies and values, especially regarding the conditions and role of women is desired.
- Knowledge of USAID rules and regulations preferred.

The World Bank is seeking to recruit an Environmental Specialist with proven operational and analytical experience to join its field–based team based in the World Bank office in Juba, Southern Sudan. This assignment is a one-year term position with a scheduled start date of August 1, 2010, or soonest thereafter. This is a locally recruited position that will not have expatriation benefits. Note: This is a trust funded coterminous position. If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment, however they must have a re-entry guarantee to the current unit at the end of the assignment. Background Sub-Saharan Africa, with a population of around 782 million people in 47 countries, is home to 36 of the world’s poorest countries. Making headway against poverty in sub-Saharan Africa continues to present the world with its most formidable development challenge. The Africa Region is committed to working with Africans and other development partners to make faster progress toward the MDGs, particularly cutting poverty levels in half by 2015. The Region is comprised of approximately 1750 staff members of whom over 60% are based in the Region's 37 field offices. The strategic thrust of the Environment and Natural Resources group within the Africa Region includes sustainable land, water, forest, coastal and marine management; climate change adaptation and mitigation and related disaster risk management; environmental governance; and ensuring sound environmental design and implementation of all projects and programs in the Africa region, including addressing environmental issues in key natural resource extraction and large infrastructure projects, and protecting regional and global public goods. Sudan is the largest country in Africa by land area, with rich natural resources and an estimated population of 39.2 million in 2008. The opening of the historic Comprehensive Peace Agreement (CPA) in January 2005 has opened an unprecedented window of opportunity in Sudan to turn the devastation of years of war, displacement, and underdevelopment into a new era of peace and prosperity. One of the main provisions of the CPA include the creation of a semi-autonomous region of Southern Sudan, within an overall federal structure that also includes substantial transfers of powers from national to state level. Southern Sudan has emerged from a civil war that has had diverse negative consequences for the economy and its people. Immediately after the coming into force of the CPA in 2005 the World Bank, the United Nations and other partners assisted the Government of Southern Sudan to develop a framework (called The Joint Assessment Mission) for sustained peace, development and poverty eradication, which is being supported by domestic efforts and resources, as well as development partners. The JAM focuses on a couple of key themes including the consolidation of peace, facilitation of broad-based human and economic development and promotion of environmental sustainability. Linking Southern Sudan’s rebirth to environmental sustainability is in recognition of the fact that competition over access to resources—especially land and water—has been a key driver of conflict, and a review of policies and practices in these areas will be important to consolidating peace. The livelihoods of most Southern Sudanese are based on the natural environment, and most of the country’s energy is generated from biomass sources. The role played by natural resources in Southern Sudan’s conflicts and in the livelihoods of the people highlights the need to address the country’s environmental issues in a comprehensive and sustainable manner. Desertification, land degradation, loss of biological diversity, deforestation or the pollution of land and water resources through excessive exploitation, inappropriate agricultural and livestock practices, extraction of minerals and fossil fuel, if not attended to, could have a negative impact on Southern Sudan’s prospect for economic and social development, the health of its people, the richness and diversity of its ecosystems, as well as its agricultural potential and food security. Thus, environmental concerns, in line with Goal 7 of the MDGs, should be integrated into planning, so as to ensure long-term sustainable development and avoid additional costs in the future. As of January 31st 2010, donor and GoSS commitments to Southern Sudan through the Multi-Donor Trust Fund for Southern Sudan (MDTF-SS) established under the CPA and JAM are about $1.34 billion ($587.8 million from MDTF donors and $941.9 million from GoSS). The Southern Sudan MDTF portfolio cuts across a range of sectors including: Infrastructure (water supply, health, energy, irrigation and transport); Human Development (health, HIV/AIDS, education and social projects), Commercial Agriculture; Public Sector Governance, and Financial and Private Sector. The Government of Sudan is investing heavily in the extractive industry and energy (hydropower) sectors through funds it secures from bilateral sources, especially from China and Malaysia. These funds are also used to finance oil and mineral exploitation in areas within Southern Sudan. Investments in hydropower development have also been planned for Southern Sudan. The Bank has been endorsed as the administrator of the MDTF-SS and there has been agreement with the GoSS and the MDTF donors that the Bank’s fiduciary guidelines, i.e., procurement, financial management and safeguards will be applied to operate and disburse MDTF-SS funds. The World Bank's environmental and social safeguard policies are a cornerstone of its support to sustainable poverty reduction. The objective of these policies is to prevent and mitigate undue harm to people and their environment in the development process. These policies provide guidelines for Bank and borrower staffs in the identification, preparation, and implementation of programs and projects. The effectiveness and development impact of projects and programs supported by the Bank has substantially increased as a result of attention to these policies. A recent review of the Bank’s portfolio in a number of client countries from an environmental and social assessment point of view indicated an opportunity to enhance the implementation support (supervision) on safeguards, and to establish and maintain a roster of experts familiar with World Bank Safeguards policies. A new disclosure policy in the World Bank also provides new opportunities to work much closer with the government, partners and civil society on environmental and social assessment. Duties and Accountabilities
An Environmental Specialist with a strong operational background is needed to join the World Bank team based in Juba, Southern Sudan. The primary duties are to provide ongoing support to: (i) the environmental safeguards assessment work in Southern Sudan, and (ii) the natural resources sector programs in Southern Sudan, including fisheries, forestry, sustainable land management and water resources sectors. Specifically, the selected candidate will:  Provide technical leadership on the environment assessment agenda, and lead coordination of environmental safeguards review and implementation support of the portfolio in the World Bank Juba Sub-office;  Provide practical guidance on environmental assessment institutional capacity building within the broader country environmental governance (including the extractive industry sector) context;  Provide practical solutions and technical assistance to the government on issues related to environmental assessment and safeguards;  Establish a constituency (or roster) of environmental assessment practitioners in Southern Sudan with the aim of enhancing the quality of environmental management within the World Bank portfolio;  Contribute to broader strategic discussions in determining the contribution of sustainable environment and natural resources management to Southern Sudan’s portfolio;  Contribute in any ongoing and upcoming dialogue with the GoSS, development partners and others on the range of environmental and natural resource management issues (extractive industry, energy, transport, agriculture, fisheries, forestry & wildlife, water resources, ecotourism, climate change and disaster risk management); and  Work with organizations within and outside the Bank to advance knowledge development and knowledge diffusion in these areas.
Selection Criteria
 Have a minimum of a Master’s degree in environmental engineering, environmental assessment, or natural resources management;  Have had at least five years of relevant work experience on both ‘green and brown environmental issues’;  Have solid knowledge of Southern Sudan policies for environmental assessment, and familiarity with the ten World Bank Safeguards policies;  Knowledge of environmental and natural resources economics, management, and climate change and climate adaptation;  Exhibit trustworthiness, integrity, dedication, perseverance, flexibility and a “can-do” attitude;  Demonstrated record of strong and independent analytical skills and research support work;  Demonstrated attention to detail and quality assurance  Exhibit good time management skills and ability to multi-task and work to achieve results under time pressure and stress ;  Ability to work effectively in a team-oriented, multi-cultural environment;  Strong interpersonal skills and ability to develop effective relations within and outside the Bank, and to promote collaboration within the team to meet Department and Regional objectives;  Good understanding of Bank operational processes and procedures a strong advantage;

Background

The UN Millennium Campaign is an inter-agency initiative that encourages and supports citizens' efforts to hold their governments to account for the achievement of the Millennium Development Goals (MDGs). The Campaign’s Africa regional team works with citizens across six key constituencies - civil society organizations, parliamentarians, local authorities, youth, media and the private sector – in Africa. The Campaign focuses it work on MDGs 1-7 primarily but not exclusively) in Kenya, Uganda, Tanzania, Ethiopia, South Africa, Rwanda, the DRC, Mozambique, Zimbabwe, Zambia, Ghana, Nigeria, Senegal, Liberia, Sierra Leone and Burkina Faso. The Campaign also has presence in Egypt.

Duties and Responsibilities

  • Coordinate the piloting of the telephone monitoring in 3 countries, one in east Africa, one in West Africa and one in Southern Africa, produce a final report and follow up on the implementation in 17 countries
  • Coordinate the packaging the UN MC Africa fundraising proposal in 4 countries
  • Develop 17 summary documents of the recent research papers on employment and gender issues in the 17 core African countries
  • Produce power point presentations on the state of MDGs in Africa in line with the Campaign's priority countries;
  • Set up and implement a monitoring and evaluation system to be rolled out across Africa working in conjunction with Programmes Associate, Deputy Director and regional heads.
  • Provide the necessary input for the coordination of the Kick Out Poverty and Stand Up Take Action campaigns in Africa.

Required Skills and Experience

  • Degree or equivalent in Business or Public administration, Economics, political sciences, social sciences or related field.
  • Demonstrated experience in researching, producing and analyzing development information;
  • 3 years of demonstrated experience in administering or supporting programmesl;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems;
  • Excellent communication skills and good human relations skills, especially the ability to relate to a wide range of team members and partners from varying cultural backgrounds;
  • Progressive thinking; demonstrating initiative and responsibility, ability to achieve work outputs with limited supervision, and a pro-active, energetic and innovative approach to work;
  • Experience and knowledge of the UN system is an asset.

Purpose of the Position

Under the general guidance of the Representative, you will be responsible for the conceptualization, planning, execution, monitoring and evaluation of an advocacy and communication strategy to promote respect for children’s’ rights and support UNICEF's mission in the country.

Key Expected Results

1. You will develop a strategy to get children’s issues into the public domain and strengthen political will in support of UNICEF's mission and objectives, including communication assessment and analysis, development of a communication plan, strategic use of resources and involvement in key programme processes, especially situation analysis, reviews and evaluations. You will monitor and evaluate its impact.

2. You will develop close collaboration with the mass media, private sector, civil society partners and donors through activities such as developing programme proposals, organizing visits to project sites, facilitating photo coverage and TV footage, and utilising both web-based and traditional media as appropriate to generate and maintain public interest in children’s issues and tell the story of UNICEF's cooperation to a wider audience.

3. You will develop partnerships with individuals, private sector, civil society groups and organizations, whose support is essential to the achievement of advocacy and communication objectives, and strengthens their capacity through appropriate advocacy and communication training, access to updated information, supplies and equipment and through experience-sharing.

Qualifications of Successful Candidate

Advanced university degree in Communication, Journalism, Public Relations; or equivalent professional work experience in the communication area, combined with a university degree in a related field.

Eight years progressively responsible professional work experience in communication, print and broadcast media or interactive digital media, four years of which should be in developing countries, and two at the management level.

Knowledge of theories and practices in communication research planning and strategy.

Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.
